1 AIS-AIMSG/11-SN /11 22/04/15 AERONAUTICAL INFORMATION SERVICES-AERONAUTICAL INFORMATION MANAGEMENT STUDY GROUP (AIS-AIMSG) ELEVENTH MEETING Montreal, 27 April to 1 May 2015 Agenda Item 2: AIM Domain Scope and Data Collection 2.2: Data Catalogue Introduction to the Data Catalogue (Presented by Stephane DUBET) SUMMARY This study note provides proposals concerning the introduction of the Data Catalogue within new ICAO material (revised Annex 15 and new PANS- AIM). 1. INTRODUCTION 1.1 During AIS-AIM SG/10, the data catalogue which is a major input from the Study Group was thoroughly discussed. In particular, the meeting discussed whether the list of the data catalogue objectives should be part of the PANS-AIM only or should be also part of Annex 15/Chapter 4. It was concluded that further provisions in Chapter 4 should be developed reflecting the objectives of the data catalogue, (scope, link with the data originators, data quality requirements and link with products) and that there was also a need to refer to introduce the Data Catalogue in PANS-AIM. 1.2 Two action items were taken to further progress on this thread: i) to draft a proposal for amending Annex 15 Chapter 4 with regard to the Data catalogue objectives; and ii) to draft also the text for PANS AIM with regard to the Introductory Note of the Data Catalogue (with reference to the Data Catalogue objectives)
2 AIS-AIMSG/10-SN/ This Study Note provides the outcome of these action items, as elaborated within the adhoc AIS-AIM SG meeting in Zurich in February ANALYSIS OF EXISTING PROVISIONS 2.1 The existing provisions about data quality requirements in Annexes 4, 11, 14 and 15 are listed in Appendix A. 2.2 Appendix A highlights that Annexes 11 and 14 address determination and reporting of aeronautical data and only refer to accuracy and integrity. They also address the services responsible for the provision of raw aeronautical information/data to the aeronautical information services 2.3 Appendix A also shows that Annexes 4 and 15 address publication and chart resolution and refer to resolution, integrity and data classification 3. PROPOSITIONS 3.1 It is proposed to build on existing provisions and split the high-level statements in Annex 15 referring to the data catalogue in 2 parts: In Chapter 4, provisions related to determination and reporting of aeronautical data, and include a reference to the services responsible for the provision of raw aeronautical information/data to the aeronautical information services. The referenced tables should only include accuracy and integrity requirements In Chapter 5, provisions related to publication and chart resolution. The referenced tables should include resolution, integrity and data classification. 3.2 The proposed text for Chapters 4 and 5 would be as follows: Chapter 4 Text for the Annex Determination and reporting of aeronautical data shall be in accordance with the accuracy and integrity requirements set forth in PANS-AIM Tables XX to YY contained in Appendix AA. The order of accuracy of the field work shall be such that the resulting operational navigation data for the phases of flight will be within the maximum deviations, with respect to an appropriate reference frame, as indicated in the tables contained in PANS-AIM Tables XX to YY. The services responsible for the provision of raw aeronautical information/data to the aeronautical information services shall do that while taking into account accuracy and integrity requirements for aeronautical data as specified in PANS-AIM Appendix AA. Notes with the tables Accuracy requirements for aeronautical data are based upon a 95 per cent confidence level and in that respect, three types of positional data are identified: surveyed points (e.g. runway

Chapter 5 The order of publication and charting resolution of aeronautical data shall be that specified in PANS-AIM Tables ZZ to TT contained in Appendix BB [To be discussed if also needed there] - The integrity classification related to aeronautical data shall be as provided in PANS-AIM Tables XX to YY contained in Appendix AA. 3.3 The Data Catalogue itself is an important element to be referenced in Annex It is important to clearly state that the Data Catalogue is not the list of data that shall or should be provided or published but the list of data potentially provided (in other words it is not a minimum set ). 3.5 The proposed text for Chapters 4 and 5 about the Data Catalogue could be as follows: Chapter 4 The data Catalogue included in PANS-AIM Appendix AA shall be considered as a reference for all provisions related to aeronautical data origination and publication. Note - the Data Catalogue provides a common language that can be used by data providers/originators and AIS; Note 2 the Data Catalogue consolidates data that may be collected & maintained by AIS In PANS-AIM Notes The Data Catalogue included in PANS-AIM Appendix AA presents the scope of aeronautical data that can be provided through Aeronautical Information Services. The Data Catalogue is organized in domains (explain the structure and contents of the DC) 3.6 The Data Catalogue is the source of the accuracy and integrity requirements for determination and reporting of aeronautical data to AIS included in Annex 15 Chapter 4. It is also the source of the resolution and integrity requirements for publication and charting of products including aeronautical data included in Annex 15 Chapter ACTION BY THE AIS-AIMSG 4.1 The members of the AIS-AIMSG are invited to:
4 AIS-AIMSG/10-SN/ a) Discuss the content of this paper; b) Agree or amend the proposed amendments to Annex 15 and PANS-AIM included in this Study Note.
5 Appendix A Annex 11 Determination and reporting of air traffic services-related aeronautical data shall be in accordance with the accuracy and integrity requirements set forth in Tables 1 to 5 contained in Appendix 5 while taking into account the established quality system procedures. Accuracy requirements for aeronautical data are based upon a 95 per cent confidence level, and in that respect three types of positional data shall be identified: surveyed points (e.g. navigation aids positions), calculated points (mathematical calculations from the known surveyed points of points in space/fixes) and declared points (e.g. flight information region boundary points). Geographical coordinates indicating latitude and longitude shall be determined and reported to the aeronautical information services authority in terms of the World Geodetic System 1984 (WGS-84) geodetic reference datum, identifying those geographical coordinates which have been transformed into WGS-84 coordinates by mathematical means and whose accuracy of original field work does not meet the requirements in Appendix 5, Table 1. The order of accuracy of the field work and determinations and calculations derived therefrom shall be such that the resulting operational navigation data for the phases of flight will be within the maximum deviations, with respect to an appropriate reference frame, as indicated in the tables contained in Appendix 5. The air traffic services responsible for the provision of raw aeronautical information/data to the aeronautical information services shall do so while taking into account accuracy and integrity requirements for aeronautical data as specified in Appendix 5 to this Annex. Annex 14 Determination and reporting of aerodrome-related aeronautical data shall be in accordance with the accuracy and integrity requirements set forth in Tables A5-1 to A5-5 contained in Appendix 5 while taking into account the established quality system procedures. Accuracy requirements for aeronautical data are based upon a 95 per cent confidence level and in that respect, three types of positional data shall be identified: surveyed points (e.g. runway threshold), calculated points (mathematical calculations from the known surveyed points of points in space, fixes) and declared points (e.g. flight information region boundary points). Where made available in accordance with 2.1.2, aerodrome mapping data shall comply with the accuracy and integrity requirements in Appendix 5. Geographical coordinates indicating latitude and longitude shall be determined and reported to the aeronautical information services authority in terms of the World Geodetic System 1984 (WGS-84) geodetic reference datum, identifying those geographical coordinates which have been transformed into WGS-84 coordinates by mathematical means and whose accuracy of original field work does not meet the requirements in Appendix 5, Table A5-1.
6 AIS-AIMSG/10-SN/11 Appendix A - A2 - The order of accuracy of the field work shall be such that the resulting operational navigation data for the phases of flight will be within the maximum deviations, with respect to an appropriate reference frame, as indicated in the tables contained in Appendix 5. The aerodrome services responsible for the provision of raw aeronautical information/data to the aeronautical information services shall do that while taking into account accuracy and integrity requirements for aeronautical data as specified in Appendix 5 to this Annex. Annex 15 The order of publication resolution of geographical coordinates shall be that specified in Appendix 1 and Table A7-1 of Appendix 7 while the order of chart resolution of geographical coordinates shall be that specified in Annex 4, Appendix 6, Table 1. The order of publication resolution of elevation and geoid undulation shall be that specified in Appendix 1 and Table A7-2 of Appendix 7 while the order of chart resolution of elevation and geoid undulation shall be that specified in Annex 4, Appendix 6, Table 2. The integrity classification related to aeronautical data shall be as provided in Tables A7-1 to A7-5 of Appendix 7. Annex 4 States shall ensure that the order of chart resolution of aeronautical data shall be that as specified for a particular chart and as presented in a tabular form in Appendix 6. Aeronautical data quality requirements related to the integrity and data classification shall be as provided in Tables 1 to 6 in Appendix 6. The order of chart resolution of geographical coordinates shall be that specified for a particular chart series and in accordance with Appendix 6, Table 1. The order of chart resolution of elevation and geoid undulation shall be that specified for a particular chart series and in accordance with Appendix 6, Table 2.
