1 HEBDEN ROYD TOWN COUNCIL MEETING of the TOWN COUNCIL held WEDNESDAY 1 st APRIL 2015 MINUTES PRESENT Councillors; Timbers (Chair), Bampton- Smith, Dixon, Fearon, Gibbon, Hodgins, McDonald, Rudkin, Yorke & Young. No Questions were asked of the council APOLOGIES FOR ABSENCE. Apologies were received from Cllrs Boggis, Trickett, Halewood, Sweeney, Press & Scorer MEMBERS INTERESTS RELATING TO AGENDA ITEMS. None were declared at this time MAYORS FOR PEACE Sean Morris presented on the work of the Mayors for Peace Organisation and the developing the UK & Ireland Mayors, Provosts and Leaders for Peace Chapter. RESOLVED: to reaffirm HRTC s commitment to the cause of Nuclear Disarmament, to join the chapter at a cost of 60 and to arrange an exhibition of the Mayors for Peace display at Hebden Bridge Town Hall. RESOLVED: to rearrange the agenda CALDER VALLEY CENTRE The Council was presented with draft budget proposals (inc subsidy) and reported on expressions of interest for the project. It was moved by Cllr Hodgins RESOLVED: subject to the trustees agreement regarding timescales, recruit a person to develop the proposal that a sustainable market exists for the Calder Valley Centre.

3 610. MINUTES OF THE NEIGHBOURHOOD PLANNING COMMITTEE held 30 th March 2015 Seconded by Cllr Bampton Smith and RESOLVED: to endorse the recommendations and approve the minutes as a correct record. Thanks were expressed for the hard work of Hannah Dobson REPRESENTATIVES TO OUTSIDE BODIES Cllr Bampton Smith reported on the opening of the Pennine Horizons E Trails. Cllr Hodgins reported on the recent Royd Regen meeting and the continued concerns regarding the proposed swimming pool. Cllr Timbers reported on The Quakers Meeting which considered Tax Justice and Avoidance HRTC & HBPH PAYMENT & RECEIPT SCHEDULE RESOLVED: to authorise payments HRTC STATEMENT OF ACCOUNT RESOLVED: to accept the Statement of Account up to February 2015 as a true and accurate record SERVICE TO THE COMMUNITY/YOUNG PERSONS AWARD Seconded by Cllr Bampton Smith and RESOLVED: to award the 2015/16 Service to the Community Award to Michael Edwards. RESOLVED: to award the 2015/16 Young Persons Service to the Community Award to C & K subject to checks regarding eligibility APPOINTMENT OF INTERNAL AUDITOR It was moved by Cllr Dixon Seconded by Cllr McDonald and RESOLVED: to appoint Yorkshire Internal Audit for the Council Year 2015/ FAIR TRADE STATUS RENEWAL Seconded by Cllr Rudkin and RESOLVED: that Hebden Royd Town Council remains supportive of the Hebden Bridge Fairtrade Forum and the aims of Fairtrade and will provide a Council Member as a representative to the Fairtrade Forum. We confirm that

4 the Town Council serves fairtrade products where-ever possible at meetings and events and that the Town Council supports and promotes fair-trade campaigns and activities in the town wherever possible APPLICATIONS FOR FINANCIAL SUPPORT FROM THE COUNCIL RESOLVED: that the council move to the next item of business PLANNING APPLICATIONS a) Application 15/20019/TPO at Spa Laithe, Cragg Road, Mytholmroyd, HX7 5RX for Fell four trees and prune two trees (Tree Preservation Order). It was moved by Cllr Rudkin RESOLVED: to RECOMMENDED REFUSAL due to the trees not being dangerous or diseased. b) Application 15/00154/FUL at Beech House, Palace House Road, Hebden Bridge, HX7 6HW for Sub division of dwelling to create one self-contained holiday let and private dwelling. c) Application 15/00245/FUL at Land Adjacent To Thorn View, Stubbings Close, Mytholmroyd for Dwelling. Seconded by Cllr McDonald and d) Application 15/00249/HSE at Lyndhurst, Midgley Road, Mytholmroyd, HX7 5LW for Construction of new gable to extend second floor, new juliet balcony, additional side window and construction of lean-to glazed canopy to side of house. e) Application 15/00274/191 at Swan Bank Cottage, Swine Market Lane, Cragg Vale, HX7 5TB for Agricultural Storage Building (Lawful Development Certificate). RESOLVED: to RECOMMENDED REFUSAL on the grounds of inadequate information relating to flood alleviation measures and a lack of clarity on the number/proportion of affordable housing within the proposal. h) Application 15/00123/FUL at 11 Erringden Road, Mytholmroyd, HX7 5AR for Demolition of existing double garage to facilitate detached dwelling. i) Application 15/00333/LBC at Stoneshey Gate, Widdop Road, Heptonstall, Hebden Bridge HX7 7HD for Re-pointing, replacement of rotten timber beams, replacement of windows, improvement in thermal efficiency of insulation to the loft, re-modelling of modern internal staircase and associated layout changes to first and second floor as proposed plans. (Listed Building Consent). RESOLVED: that the recommendations on the above planning applications are sent to the Environmental Services Department, CMBC.
