1 HARTLAND PARISH COUNCIL MEETING I hereby give notice that a meeting of Hartland Parish Council will be held in The Parish Hall, Hartland on Thursday January 26th 2017 at 7.45pm Present: Chair Cllr F Poole; Vice-Chair Cllr J Morley; Cllr J Cooper; Cllr A Dart (HPC & TDC); Cllr V Gale; Cllr J George; Cllr R Julian (HPC & DCC); Cllr K Rowe; Cllr S Stafford; Cllr T Winchcombe 1. Public Comment Session Mr P Doust: Wished all a Happy New Year Reported strong slurry smell on the majority of days since the New Year from slurry spreading near Rosedown Mr D Foster: Would like the Stoke phone box to be retained, as a working pay phone if possible, if not, as a feature; he would be willing to keep it in good condition if it were adopted by the Parish 2. Declarations of Interest: Cllr Stafford for Item 6 West Titchberry Farm 5. Matters arising from the minutes: i) Hartland Parish Landing lights: Planning application ready for submission to TDC; Parish Council fee to be 50% of standard fee Cllr Dart has been campaigning for zero fees for these installations Fund raising had been very successful; amount to be announced at next meeting Cllr Gale proposed that the quote from MAT Electrics for the installation of the landing lights is accepted Seconded: Cllr George Defibrillators - locations of defibrillators to be discussed at a later date after consultation with residents and other agencies Proposed that 50 is given to Hartland Players as a donation towards the programme: Cllr Poole ii) BT public phone box consultation: Response from Hartland Parish Council to TDC Planning Proposed that an objection to the decommissioning of the Fore Street and Stoke phone boxes is sent in response to the consultation: Cllr George Seconded: Cllr Stafford Springfield phone box

Parish Notice-boards Parish notice-boards are in poor condition and Mr Tape reported that the Car Park board would be difficult to repair Clerk circulated details of alternative replacement boards Cllr George to ask local carpenter for quote For discussion next meeting 8. Parish Council Community Morning date and agenda To be held on Saturday May 20 th, 10-1 Clerk to book Parish Hall, advertise and send invitations Cllr Cooper to organise refreshments 9. Meddon Green Nature Reserve update from Clerk A number of people had expressed an interest in being part of working group to maintain Meddon Green Reserve Mr Tom Hynes of the Biosphere Reserve has offered to give a talk and training session date to be confirmed The Chair reminded the Council that Meddon Green belongs to the Parish and the Parish Council should send representatives to MGR meetings 10. Report from Parish Councillors meeting with TDC Environmental Health Officer Points from the meeting: Residents should be encouraged to report any incidents of excessive slurry smell and other environmental health issues to the EHO as she will keep a record of all incidents and act accordingly The importance of best practice in helping to alleviate problems was highlighted for example taking account of the weather and keeping residents informed Cllr Dart said that it was important to remain even handed and record the facts She had asked planning officers if slurry spreading was a material planning consideration; it is not 11. Chair s Report The Chair thanked Cllr George for organising the Christmas Tree in The Square 12. Reports from County Councillor, District Councillors and Parish Councillors Cllr Julian (DCC & HPC): Repairs to the B3248 at Lighthouse Cross/ Higher Velly will be done but resurfacing will cost 46,000 Central Government to give more money for road infrastructure to Devon There will be a reduction in the DCC Education budget Devon has a lower than UK average budget allocation per child There will be a 23 million cut to the Devon County budget next year Cllr Dart(TDC &HPC): Local Plan Hearing: the Inspector is happy with the figures provided but a 20% buffer and 5 year housing supply plan needs to be included; the LP has to be re-presented to the Inspectorate by July TDC Gypsy and Traveller site consultation -does anyone know of potential sites

4 Had attended a presentation from the Ambulance Service & a talk by the CAB Full Council meeting had discussed Tarka Community to help families in Syria Asked if a digital speed indicator at Harton X would be of use; will follow up Cllr Whittle (TDC): read in his absence Cllr Winchcombe: Damage to Quay by lorry last year still not repaired Inconsiderate parking causing problems in Hartland - Clerk to provide councillors with more copies of the please park considerately letters to put on windscreens of vehicles Cllr George: Sign needed at Stoke end of Stoke/ Wargerry road stating not suitable for vehicles, supermarket delivery vans have been using Had talked to Mr Hobbs of Vanstones about the white lines at Springfield Cllr Cooper: Commented on the amount of fallen leaves on the roads some hills had been done on 18 th Jan Residents of Cumber Homes have written to Stagecoach Bus Company asking if the bus could be re-routed along Pengilly Way rather than School Lane Cllr Morley: Asked if a quote for weed killing in public areas of Hartland had been received; Clerk to chase 13. Urgent Matters brought to the attention of the Chair Proposed diversion of public footpath 61, Hartland Golf and Leisure Park, HPC comments invited by Area Rights of Way Warden: no comment 14. Highways DCC Highways notification, resurfacing works Mettaford Cross to Rosedown 27 th February & Pattard X to Pattard Bridge 9 th February Re-establishment of white lines at Baxworthy following re-surfacing; DCC chasing with contractor White lines at Springfield see Cllr George s report DCC Highway Community Enhancement Fund; funds available for highways work undertaken by the community 15.
