1 NEWPORT PARISH COUNCIL 478 Minutes of an Extraordinary Meeting of the Council held at 7.30pm on Monday 15th December, 2014 at Church House, Newport. Present: Cllr T. Denyer (TD) Chairman Cllr D. Alexander (DA) Cllr P. Arscott (PA) Cllr M. Bowker (MB) Cllr H. Bowman (HB) Cllr J. Parry (JP) Cllr J. Smith (JS) In attendance: Mrs. C. Griffin Mrs. J. Bowen Clerk Treasurer Cllr Denyer took the Chair as the Chairman, Cllr Yarwood, was unable to attend. 14/C242 Apologies for absence Apologies were received from Cllr A. Yarwood (business commitment), Cllr T. Archer (unwell) and Dist Cllr J. Rose. 14/C243 To receive any pecuniary or non-pecuniary interests relating to items on the Agenda The following non-pecuniary interests were declared: JS in C247; HB in C245 and C248, JP in C245 and C248; PA in C245; TD in C245. The following pecuniary interests were declared: JS in C245; MB in C245 and DA in C /C244 Public participation session (15 minutes available if required) No members of the public present. 14/C245 To have further discussions on the Budget and Precept for 2015/16 The Treasurer advised that following the meeting on the 1 st December the Budget has been revised. The proposed overall total is 69, providing no other changes are made. This would result in an increase of 5.84% ( 3.87 per house) compared with last year s increase of 6.61% ( 4.11 per house). Questions were raised and changes made to the following items: War memorial - reduce to 100 Office rates - to date small business rate relief has been obtained. Clerk will obtain further information on arrangements for the next financial year. Recreation Ground project - At present there are two entries of 1,000. It was agreed that one should be removed.

2 479 Playground - As it is envisaged that a number of pieces of equipment will need replacing fairly soon, it was agreed that 1,500 should be included for capital items and 1,000 for maintenance, per annum. Recreation Ground car park - 1,000 has been included for recreation ground/pavilion, this will be renamed Recreation and Car Parking maintenance Ground Rent for the Recreation Ground - No ground rent is paid. The Sports Committee receive an income from the sports clubs and sewage costs are paid by them. The Sports Committee is self supporting. Village Hall - The reserve will be the same as last year. The Chairman pointed out that anything left in reserve at the end of the year can be carried forward to the following year. The Treasurer urged members to consider future years not just the next financial year. The Treasurer will carry out a further revision, change the layout so the allocations are quite clear and then re-circulate. The Budget must be approved at the January meeting and the Precept set for 2015/16 in order to submit this to UDC before the deadline 14/C246 To receive the schedule of planning applications, circulated prior to the meeting, and agree a response The following applications were discussed and responses agreed: UTT/14/3530/HHF 2 Martins Farm, Bridge End, Newport Proposed demolition of existing conservatory, terrace and raised paving. Erection of a single storey rear extension, replacement of all windows, replace and reposition front door, insert new roof light, new terrace and re-surface existing driveway. Comments: No objections UTT/14/3506/DFO Carnation Nurseries Details following outline application UTT/12/5198/OP for the construction of 21 dwellings, including 8 affordable housing (following demolition of existing building) including access, parking, garaging, drainage and all ancillary works. The proposed dwellings would be outside development limits and in the flood plain. We note the site is being raised by filling. The access to Cambridge road is safe but 21 houses will add to the additional traffic from the developments in Saffron Walden. Existing businesses are currently working there and this would result in the loss of a commercial area. There are no details of drainage or soakaways. We assume surface water drainage will be to the River Cam. Please confirm and send us copies of drawings pre-fixed S on drawing We would remind you that this is a further addition to the already overloaded sewage system. The distance to the Primary School and village amenities is considered unreasonable and we can foresee parents taking their children by car which 480

3 would add to the current problems in Bury Water Lane and School Lane which we have repeatedly said are not fit for purpose. UDC plan for 50 windfall houses per year. Newport seems to have had a very large share of these. Please carry out a formal site visit before making a decision on this application. We have concerns regarding the tandem parking arrangements UTT/14/3425/HHF 124 Cherry Garden Lane Erection of first floor extension Comments: This proposal would impact on the neighbouring house. Neighbours should be consulted UTT/14/3440/HHF 48 Cherry Garden Lane, Newport Proposed ground floor cloakroom Comments: No objections UTT/14/3361/HHF 1 Pond Cross Cottages, Frambury Lane Proposed demolition of existing single extension and erection of replacement single storey extension Comments: No objections. Neighbours should be consulted UTT/14/3367/FUL Burywater Barn, Bury Water Lane Proposed barn extension, new single storey outbuilding and retrospective permission for 2 Silos Comments: The barn should be Black in colour. The access road needs to be repaired and improved. Construction traffic should avoid peak school hours for deliveries and removal of materials. It will provide local employment. PA reported on the UDC Planning Committee meeting on 10 th December which he attended with TD. He asked for the five houses (applications UTT/14/200/DFO UTT/14/2004/DFO) to be considered as a block but that was refused by the Chairman of the Committee and all five were approved. DA advised that he has received a letter regarding Reynolds Court. 14/C247 To receive an update on the UDC Local Plan JP advised that the report from the Inspector should be available before Christmas. She was unable to attend the last Cabinet meeting but there is a Full Council meeting on Thursday, 18 th December and a motion has been put forward of No confidence in Cllr Howard Rolfe, Leader of the Council and Cllr Susan Barker, Deputy Leader and Cabinet member for Environmental Services. This was proposed by JP and three other members of the District Council. With regard to the Local Plan, JS pointed out that UDC called for sites early in the process and they should have carried out a sustainability assessment prior to this. JP agreed and said that initially they should look at employment and transport links and 481 establish where housing is needed and then look into the availability of sites in the area. JS said there may still be an uncomfortable result for some places. This could lead to another junction on the M11. The investigations carried out by the Consultants

4 engaged by the JPC group found that Saffron Walden and Gt. Dunmow should expand with a considerable increase in infrastructure rather than a single settlement. PA pointed out that developers are looking at land all the time and they work with the District Councils and take areas forward. Newport is an ideal area to extend in view of the facilities available. HB said that unfortunately if the village is expanded any more, Newport will cease to be a village. The Chairman pointed out that we are now large enough to qualify for town status. PA requested that District Councillors send information they receive to PC members. JP pointed out that this is available on the UDC website. PA suggested holding a workshop to teach members and residents how to look at plans on the UDC website and how to use the PC website. JP and PA agreed to do this and an article will be included in the next PC newsletter. 14/C248 To receive an update on the proposals regarding the Ellis Trust land between London Road and the Primary School PA pointed out that this area, Newport Policy 3, land west of Newport Road was included on the Agenda for the hearing on Thursday 4 th December and the PC was down to speak. Unfortunately the PC had not been informed and a third party only came across this on the website by accident. On receipt of this information PA rang the Architect involved. An was subsequently received by the Clerk advising that representatives from the Trust would be meeting with the UDC Planning Department and the Primary School on the 10 th December and they would like to arrange a presentation of the proposals on the same day. The Clerk advised that this was very short notice but forwarded contact details of the Village Hall booking secretary. The Clerk has now been informed that following the meeting with the Primary School a presentation has been arranged at the School on Thursday, 8 th January from pm. The Clerk was requested to inform the Trust that the PC feel the Village Hall would be a far more suitable venue, but if the hall is not available on a convenient day, Church House is usually free. It was also suggested that the presentation should be from pm in order for residents who work during the day to view the proposals. Posters are being prepared by the Trust and, when available, it was agreed that the PC should advertise the event and include on the Newport newsline. 14/C249 To discuss any Urgent matters of interest to the village HB advised that Rob Willis will help with topping up the PC s grit bins if this is necessary while he is away in January The Clerk reported at the last meeting that the sandbags had not been delivered to Dorringtons and following a conversation with a member of their staff they can take delivery but are unable to deal with shifting these from the

5 pallet to the shed. PA has also spoken to them and suggested these should be kept at Bridge End where they are most needed. Clerk reported that the UDC depot in Water Lane is unable to store these for us. After a lengthy discussion it was decided to cancel the order for the sand bags and take delivery of just the hessian bags which can then be handed out to residents for them to fill HB raised the sad death of the young man from Gt. Dunmow following the rave in Bury Water Lane and the way this was handled. 14/C250 Date of next meeting The next meeting will be on Monday, 5 th January, 7.30pm at Church House.
