1 ILMINGTON PARISH COUNCIL Minutes of the meeting of the Parish Council held in the Village Hall Committee Room on Wednesday, 24 th November, Present: Mrs. P.J. Maguire, Messrs. M.T. Robinson, D.V. Sabin, R. Scott and A.G. Wilkins (Chairman). Also present were Mr. Clive Johnson, Mr. Fred Edmunds and for part of the time District Cllr. C.J. Saint. Apologies were received from Mr. M.P. Taylor. MINUTES The minutes of the previous meeting were confirmed and signed. Since Cllr. Saint had to leave to attend another Parish Council meeting, matters involving him were taken first. 1. Compton Scorpion Green Lanes. Cllr. Saint reported that the Traffic Regulation Order on the Far Longdon track would come into effect on Thursday, 25 th November, and that the necessary signage would go up this week. The small footbridge was on order and would be installed next week. 2. He had received a report by Warwickshire Observatory, congratulating the county on it s recycling rates, and reporting on flood risk. 3. He passed on a request for comments on Sustainable Tourism in the Cotswolds from the Cotswold AONB, which should be ed by 30 th November. MATTERS ARISING 1. Defibrillator. A letter of thanks for the donation of 2,000 from the Parish Council had been received from Mr. David Goldsmith, the Coordinator. He reported that the building housing the defibrillator had been refurbished and was in permanent use. 2. Flood Prevention. Mr. Geoff Davies had agreed to rebuild the retaining ditch wall in Valenders Lane alongside Linholm, with help. The Chairman reported that he and Mr. Robinson had put oak rails to the level of the tops of the concrete posts in the Middle Street ditch, and had filled up with soil, and seeded it. 3. Affordable Housing. A letter of support from the Parish Council to go with the planning application for the houses had been sent to the Warwickshire Rural Housing Association. The Association had also been informed that the Parish Council felt that the materials, colour of bricks, stone, tiles etc should be approved by them before they go to planning.

2 Children s Play Area. The County Council had agreed that if the Parish Council supplied bollards to put up along the Mickleton Road to stop people from parking there, the County Council would maintain them. The verge concerned was 121 metres long, and the bollards would need to be put at 3 metre intervals. Therefore 42 bollards would be needed. The Chairman and Mr. Robinson agreed to look at the methods used at Stow-on-the-Wold to prevent parking on verges, and to visit Batsford Timber yard to see what timber was available. 5. Registration of Parish Land. A meeting was held recently between the County Council and the Parish Council to discuss the matter, and it was agreed that the County Council would withdraw their objection, and permit the land in question to be registered as Parish land. This would be on condition that a note was added to the register to record certain areas of the registered land as being highway maintainable at the public expense. 6. Potholes and Kerb Setts. The Chairman reported that he had been all round the village with Mr. Jeff Morris. A number of the jobs, including the gully grid at the start of Mickleton Road and the kerbs opposite Elm Close had been booked to be done some time ago. Mr. Morris had agreed to chase these jobs up, and also the water leak on Front Street near the Featherbed Lane junction. 7. Pavilion Roof. Mr. Scott reported that Adam Davenport had said that he could do these repairs, and Lewis Roofing had no objections, as they were currently very busy. It was agreed that Adam Davenport should be asked to carry out the repairs on the same terms as those agreed with Lewis Roofing on a daywork basis. 8. Pavilion Floor. Mr. Sabin reported that he had received two quotes for the work, both of which were under 3,000, and that he was waiting for two more. The problem was that all the builders concerned were already very busy. 9. Water leak by Red Lion. Both Mr. Robinson and the Clerk had reported this several times, and Mr. Edmunds said that something had got to be done about it as a matter of urgency. One motor cyclist had already come off his vehicle on the ice, and there could have been an accident this week. CORRESPONDENCE 1. Papers about the winter service in Warwickshire, and asking for snow wardens to be appointed. Mr. Scott agreed to do this job, and if he was not available when there was snow, then the Chairman or Mr. Robinson would take over. FINANCE 1. The following cheques had been received:- (a) Sports & Social Club, reimbursement for service of pavilion security system (b) Playing Field Committee, reimbursement for plant &

3 labour for spreading sand on playing field (c) Playing Field Committee, reimbursement for rolling & slitting playing field (d) Playing Field Committee, reimbursement for cost of ironsand for playing field 3, The following cheques were paid out of meeting, were approved and were within budget:- (a) G.V.S. Righton, mowing playing field (b) Severn Trent (c) Aggregate Industries, ironsand for playing field 3, (d) Soil Systems, rolling & slitting playing field (e) D.W. Clark, hire of plant & labour for spreading sand on playing field The following cheques were agreed, signed and were within budget:- (a) Ilmington Village Hall, hire of rooms (c) D.G. Kerby & Sons, hedge cutting for two years Budget. After some discussion Mr. Scott proposed, seconded by Mrs. Maguire and agreed that the Parish Council should apply for the same precept as last year, namely 17,500. PLANNING 1. Letter from Mrs. Susan Carr asking if planning applicants could be asked as a condition of permission to make good any damage to grass verges and greens once the development was completed. The Parish Council would do what they could, but this could not be stipulated as part of any planning permission /01962/FUL and 10/01789/LBC. Notice of consent with conditions from the District Council for internal and external alterations to York Farm and the associated outbuilding /02141/TREE. Notice of consent with conditions from the District Council for the felling of a Leyland cypress in Valenders Lane /01179/FUL. Notice of refusal from the District Council for development at Rose Cottage, Frog Lane /02311/TREE. Application for tree work at Folly Farm, Back Street. The Parish Council had no representations to make /02009/TREE. Notice of consent with conditions from the District Council for tree work at Hill House, Campden Hill.

4 /01871/FUL & 10/01874/LBC. Letter from the District Council to say that the application for developent work at Southfield Farm had been withdrawn /01854/BC. Notification from the District Council that amended drawings had been received illustrating the correct works to take place at The Hill Farm, Hurdlers Lane. VILLAGE HALL Mr. Robinson reported on the extraordinary general meeting of the Village Hall Committee, held on 8 th November. 25 people attended, and a new Management Committee was appointed. The Treasurer reported that the current booking trends did not cover the actual running costs of the hall. Funding secured from the District Council had enabled the Management Committee to employ a local architect to carry out a structural and electrical survey of the hall, as well as provide three design options for improvements to the hall. Further funding from The Big Lottery had paid for 75% of an Energy Feasibility Study to provide a more efficient heating system for the hall. The objectives of the new Management Committee were to make the hall viable financially, and to carry out as much refurbishment as possible. There would be a survey of residents to find out what they wanted from the hall. PLAYING FIELD 1. Severn Trent water bill. It was felt that because of the size of the bill there would have to be a water leak somewhere, although Parish Councillors had been unable to find one. Mr. Sabin agreed to ask Paul Cooke at D.W. Clark if they had a plan of the drains and water pipes. A chlorine testing kit should be used. ANY OTHER BUSINESS 1. The Chairman had received a complaint that someone was parking in the turning place at the end of Bennett Place. He spoke to the owner of the vehicle, and it had since been removed. 2. The Chairman reported that the ornamental may tree which was overhanging the bus shelter had been trimmed. 3. The Chairman reported that because Gloucestershire Housing Association had done nothing about cutting the Cross Leys hedge, Mr. Morris had arranged for it to be cut This has now been done. The ditch should be cleaned out, and the Housing Association should be told, and warned that if the ditch flooded and this reached the houses, it would be their responsibility. They should also be told that the garden of No. 1 had been subsiding into the ditch, and had the potential to affect the property. 4. The Chairman was concerned that the Church authorities were burying in the new churchyard, but it was pointed out that the area in which they were burying was a pathway which was no longer in use.

5 Mr. Edmunds asked if the Parish Council could write supporting the retention of Low Furlong, which was threatened with closure. 6. The Chairman reported that three No Through Road signs were needed, two small ones and one large one. There being no further business the meeting closed at 9.15 p.m. Date Chairman
