Apologies were received and accepted from Councillor Hawke, due to illness, and from Councillor Bate, who was visiting relatives Declarations of interest in items on the agenda or requests for dispensations. Councillor Willis declared a pecuniary interest in application 16/00780/TPO as he is listed as the applicant. Councillor Pearson declared a non-pecuniary interest in application 16/00736/FUL due to the close proximity of the application site to his home Representations from members of the public (for information only). The committee received two representations from members of the public objecting to application 15/00558/FULMAJ (demolition of existing building and erection of retirement living accommodation, communal facilities, landscaping and car parking - amended plans for 29 apartments at the Police Station, North Street, Ripon HG4 1HJ.) Comments received included: Lack of parking provision, including for disabled drivers. Lack of public transport along North Street. Scale of the proposed building. Poor design of the property. Location of garden next to car wash and limited size of the outdoor space provision. Number of windows, especially overlooking other properties Minutes of the last Planning Committee Meeting held on 15 th February Proposed Cllr Willis Seconded Cllr Williams That the minutes of the last Planning Committee Meeting held on 15 th February 2016 be approved and signed by the Chairman as a true record. 2 17-16 Harrogate District Local Plan a) Letter dated 25 th February 2016 re updated timetable for the preparation of the new Local Plan (copied to City Plan Committee). It was noted that Harrogate Borough Council has written to advise of a further delay in the preparation of the Local Plan summarised as being due to an amendment of the the dates of consultations so to avoid summer holiday periods and to allow for further work to be undertaken on the District's housing requirements. Seconded Cllr Jones That the letter from Harrogate Borough Council be received and noted. b) Correspondence in respect of meeting with Harrogate Borough Council s Cabinet Member for Planning and Sustainable Transport. It was noted that the Cabinet Member had responded to this committee s request for her to attend a meeting to discuss potential development in Ripon as follows: I understand you have concerns about the situation but I can assure you that we will ensure the Local Plan is in place as soon as possible. I do not consider there would be any value in me attending a meeting of your planning committee as I believe that you could get all the information you are seeking from your Local Harrogate Borough Council members. Members expressed their disappointment at this response. Seconded Cllr Jones That a letter of complaint be sent to the Leader and Chief Executive of Harrogate Borough Council expressing the Committee s strong displeasure at this position Proposed M&S Foodhall and retail units, Rotary Way, Ripon. Members noted receipt of details about a proposed retail development off Rotary Way and that a pre-application public consultation exercise had recently been carried out. The development proposes a 9,000sq ft M&S foodhall and three smaller retail units ranging from 3,000 to 5,000 sq ft. Members debated the pros and cons of the development, including considerations such as building on a greenfield site and the potential commercial impact of an out of town retail site. Seconded Cllr That a letter be written to the developer asking which, if any, sites closer to the city centre had been considered and that the committee engages with M&S to discuss preferred solutions other than the development of a greenfield site Correspondence: a) NY/2011/0429/ENV Re-consultation on planning application accompanied by an Environmental Statement for extension to existing sand and gravel workings at Ripon Quarry, North Stainley, Ripon. It was agreed that the information contained in Appendix 1 be received and noted. b) Responses by the Clerk, since the last Planning Committee meeting, to TPO applications, under delegated powers. It was noted that the Clerk had submitted responses of no objections subject the satisfactory outcome of an arboriculturist s report to the following applications: 16/00570/TPO Crown clean and crown lift (to 4m) 1 Sycamore (T1) of Group Tree Preservation Order 02/1971. Details of all planning applications listed below can be viewed online, using the references given, at: 15/05590/FUL Ripon Racecourse HG4 1UG Erection of 1st floor extension and balcony to the Owners and Trainers bar with works to include demolition of 1st floor terrace and supporting columns, installation of external support columns and staircase and alterations to fenestration. It was resolved that the committee supports this application. 16/00065/FUL The Hornblower Tavern, Old Market Place, Ripon HG4 1EQ Conversion of 1st, 2nd and 3rd floors into 5 flats including separate manager flat and alterations to fenestration to include installation of roof lights. It was resolved that the committee objects to this application due to insufficient parking spaces being provided in the proposal. 16/00066/LB The Hornblower Tavern, Old Market Place, Ripon HG4 1EQ Listed Building consent application for the conversion of 1st, 2nd and 3rd floors into 5 flats including separate manager flat and alterations to fenestration to include installation of roof lights. It was resolved that the committee objects to this application due to concerns about the scale and design of the proposed application and the potential impact on the amenity enjoyed by neighbouring properties. 15/05670/FUL Little Studley 15 Little Studley Road Ripon North Yorkshire HG4 1HD Erection of 2 two storey extensions and flat roof extension, alternations to fenestration and formation of courtyard and patio areas. It was resolved that the committee has no objections to this application, subject to bank holiday opening hours not extending beyond 7pm. Seconded Cllr Horton That the committee objects to this application because of the intensity of the proposed development, the lack of suitable on-site parking provision proposals and the exceptionally poor design of the proposed building, especially when taking the site s close proximity to the Ripon Conservation Area in to account. 16/00736/FUL 91 Kirkby Road Ripon North Yorkshire HG4 2HH Erection of conservatory. 16/00790/FUL Sunnyside 26 Aislabie Garth Ripon North Yorkshire HG4 2DX Formation of retaining wall, new gate and steps, raising of land level and removal of existing external door and steps. 16/00780/TPO College Lawns Estate Ripon North Yorkshire Lateral reduction by 2m of 1 Ash Tree T1 of Tree Preservation Order 41/1999.
