1 MEDMENHAM PARISH COUNCIL Minutes of the Parish Council Meeting held on 20 May 2014 in The Village Hall, Present: Public: Cllr. A. Baker Cllr. K. Millard Cllr. K. Wells Cllr. M. Shepherd Mrs. C. Burslem (Clerk) 6 members of the public present Mr. Fletcher asked the Parish Council for an explanation re their objections to the planning application recently submitted for Lodge Hill Cottage. Mr. Fletcher informed the Parish Council that Martin Andrews, WDC Officer had been consulted on the plans and had pre-approved the application before it had been submitted. The Council had been unaware of this matter. The decision of the application is as yet unknown. The Chairman explained that the objections had been registered as there had been no obvious alterations to previous applications. Request for information, that the Village has one mooring right/ license on the River Thames on land owned by Mr. G. Copas. The fire at the Water Research Centre at which there were a high number of fire engines in attendance was raised. The police had been in correspondence with the owners. Request for information when building may be started or the possibility of flattening the site to avoid future vandalism. C/01/14 Apologies for Absence Cllr. N. Dring Cllr. C. Claire Marchant C/02/14 Declarations of Interest A personal interest is prejudicial if a member of the public with knowledge of the relevant facts would reasonably regard it as so significant that it is likely to prejudice the member s judgement of the public interest. Cllr. Amanda Baker declared an interest in Planning Application 14/05640/CLP and the agenda item C/14/14 C/03/14 Election of Chairman To resolve, in the absence of the elected Chairman to nominate a Chairman from among the Councillors present. Resolved: That Cllr Kieran Millard be elected to act as Chairman for this meeting. C/04/14 Minutes The minutes of the Parish Council meeting held on Tuesday 18 March 2014 had been previously circulated. Resolved that the minutes were a correct record of the meeting. Cllr. Kieran Millard, nominated Chairman signed the minutes. C/05/14 Matters Arising (not elsewhere on the Agenda) There were no matters arising.

The reconciliation was noted and agreed by the Councillors 07.4 Annual Governance Statement Cllr. Kieran Millard read out the Annual Governance Statement to the meeting. C/08/14 C/09/14 Village Hall Mr. Christopher Toone, Chairman of the Village Hall Management Committee gave a full account of the Village Hall. The refurbishment is nearly completed but that the funds are low as they have not been able to hire the hall during the refurbishment but had still had to pay the standard bills (electricity, water, and oil). There are still tasks to complete. Request for the Parish Council to increase the monies given by a further Hoping that the new look of the hall will increase the number of hiring s in future. Common Moor The Clerk reported that the grass on Common Moor is high and needs to be cut. Also the play area is covered by grass and weeds and that the lower stepping poles were not visible. This is of concern as the annual RoSPA inspection of the Play Area is due. Action: Clerk to contact Mr & Mrs Phillips re cutting Common Moor. C/10/14 Highways Matters 10.1 A4155 Feasibility Study Costings for the proposed schemes had been circulated but agreed that this item should be deferred. Action: The Clerk to continue to contact Ringway-Jacobs to request an Officer attends a meeting to discuss the feasibility report with the Councillors

3 10.2 Bockmer End Triangle Restoration The roundabout restoration is completed. Residents would like a wooden finger post erected on the roundabout instead of the present metal post. Action: Clerk to investigate cost and possibility of a wooden post. C/12/14 Riverbank 12.1 Riverbank Bridge Work on the bridge restoration will begin by end of June. For the safety of residents and public using bridge during restoration, suggested that a footpath closure be implemented. Action: Clerk to apply for Footpath Closure for 1 week C/13/14 Update of Flooding (Riverbank/Ferry Lane) Improvements The Chairman, Cllr. Dring, Cllr. Millard and The Clerk had a site meeting with 6 representatives from BCC, EA and WDC with regard to the Flood Report. The silt mark indicating the rise levelof the flood water, the various water flows and ditches were shown to the representatives to ensure they had a full understanding of the issues. They have been invited to attend the Parish Council Meeting in July to discuss any possible outcomes.

5 C/14/14 Bluestone Hill The Clerk has received a response from WDC with regard to the Change of Use application. The Development Management Officer (Compliance) has visited the site and been inside the mobile home. A Planning Contravention Notice was served on the tenant. With regard to the response to the PCN which included additional evidence, the Council is satisfied that the tenants of the paddock have provided enough evidence to support that they are not living in the mobile home on the land. They are living an alternative lifestyle on a barge moored locally, which has also been visited by the Officer. There are some items stored by the owner of the mobile home (that are nothing to do with the tenants of the land). In the mobile home and WDC are currently seeking removal as they are not ancillary or incidental to the lawful use of the land. Item Closed C/15/14 C/16/14 Broadband The current date for Broadband to go live is August 2014 but BT have not committed to an exact day. Expected that everyone in Medmenham will have access to a minimum broadband of 18Mb with the houses closest to the D&B achieving 50Mb. Currently 5 houses that have not contributed towards the scheme but they will still be able to access the system. Council Governance The documents required for Governance updating had been circulated with the agenda. Agenda items 16.1 Review of updated Standing Orders and 16.2 Updated Financial Regulations were deferred to the Council Meeting on Tuesday 15 July 2014 Action: Agreed to defer to next meeting for full discussion due to time constraints C/17/14 C/18/14 Reports from Councillors No reports received Correspondence Items of correspondence noted. Cllr. Amanda Baker asked to be allowed to attend the forthcoming WDALC training session on planning and that the Clerk also attend. Action: Clerk to book two places on the Planning Training Wednesday 9 th July C/19/14 C/20/14 Items for the Next Agenda Draft revised Standing Orders Draft revised Financial Regulations Request by Bockmer End residents for an Invite to be extended to Mr. and Mrs. Phillips with regard to updating on land developments (Butterfly Reserve) at Bockmer End.
