This designated industrial center is vital to economic development in the region, and Mason County's willingness to pursue this sewer initiative is great news for future employment within PSIC. As you know, the Puget Sound Industrial Center Subarea Plan indicates PSIC will support 6,500 new jobs. Sewer service will be essential to this new employment. Because Mason County has already invested in a state-of-the-art sewer treatment plant in Belfair, which is geographically adjacent to PSIC, and because the Belfair Bypass highway construction project provides an opportunity for coincident placement of sewer lines, this is the perfect time to extend the service, and also enables the most efficient use of public infrastructure. We applaud your leadership in this effort. Going forward, we intend to continue to work collaboratively with you and your staff over the next few months and years to bring this vision to reality. In Shelton, the event will be held at Community Lifeline, 218 N 3rd St, Shelton, from 12:00-6:00 p.m. In Belfair, at North Mason Resources, 140 State Route 300, Belfair, from 11 :00 a.m. - 4:00p.m. Free lunch will be provided at both locations and representatives from local agencies will be present. The annual Point in Time Homeless Census Count will be conducted at this time. Donations such as wool-blend socks, hats, gloves or mittens, and tarps are needed. The Mason County Parks and Trails Advisory Board provides recommendations to the Board of Commissioners regarding the planning, acquisition and development of parks, trails and related programs in Mason County. The Parks and Trails Advisory Board is a seven member board appointed by the Mason County Commissioners. Ideally there would be two positions from each Commissioner District and one at-large position. Currently there is a need for board members from Commissioner Districts 1 and 2. If the vacancies cannot be filled with members from the respective districts as desired, at-large members residing anywhere in Mason County can be substituted. The intent is to provide equal geographic representation from throughout Mason County if possible. If you have an interest in parks, trails, or other outdoor recreational opportunities and would like to make a difference in your community you are encouraged to apply. The Mason County Parks and Trails Advisory Board meets the first Tuesday of each month at 5:00 PM. 16 BOARD OF MASON COUNTY COMMISSIONERS' BRIEFING MINUTES Mason County Commission Chambers, 411 North 5th Street, Shelton, WA Week of December 19, 2016 Monday, December 19, :00 A.M. Squaxin Island Tribe Commissioners Jeffreys, Neatherlin and Sheldon were in attendance. Also in attendance: Squaxin Island Tribe - Jim Peters, Vicki Kruger, Jeff Dickison and Kevin Lyons; Public Works - Melissa McFadden, Loretta Swanson, and Sarah Grice and Tim Whitehead, Chief Deputy Prosecuting Attorney. Tim Whitehead provided information on the HP A lawsuit which is referred to as a consortium lawsuit, as it is a lawsuit with several other counties and cities. WA State Department of Fish & Wildlife (DFW) has authority to regulate hydraulic activity permitting through RCW water ward of the ordinary high water mark (OHM). The consortium believes the rules enacted in July 2015 go beyond their authority; potentially regulate activities above the ordinary high water mark. Melissa McFadden provided the history leading up to the lawsuit. The goal is to have a firm set of rules the County can use to plan their work. Jim Peters stated the Tribe's goal is to protect fish at all life stages and this goes beyond the ordinary high water mark. Jeff Dickison questioned if the ordinary high water mark is real issue or is it the uncertainty of how far they want to go. The Tribe is interested in negotiating this issue. He noted it is a challenge to keep up with the DFW HP A process. Cmrnr. Neatherlin believes the County and Tribe can work together to protect the ecosystem and each protect their sovereignty. Cmmr. Jeffreys acknowledged the county did not feel heard in the rule making process. She needs to supp01t the County's need in this lawsuit and believes there is an opportunity to work with the Tribe on a case by case basis. Melissa stated there is funding in the Governor's budget has about $19.5M for fish barrier removal projects and she anticipates one on Coffee Creek in 2018, depending on funding. Mr. Lyon stated he is not certain the lawsuit will provide a firm set of rules and will likely sacrifice an ally. He doesn't see the statute as over reaching. Commissioners Neatherlin and Jeffreys do want to hear what the court rules. Cnunr. Sheldon noted these types of lawsuits usually end up going on to federal court and he supports working together with the Tribe and pooling resources. There are other regulations that govern the property above the OHM such as the Shoreline Master Plan that has recently been updated. Mr. Peters acknowledged they have a strong working relationship with Mason County but they do have to work with other counties that affect their natural resources. Jeff Dickison brought up the issue of culverts, one issue is design standards. They are willing to work on funding opportunities than compromise on design standards and are interested in pursuing a collaborative effort. Cmmr. Sheldon brought up the Simmons Road project and he has met with WSDOT. Mason County may be requesting CERB funding. He is hopeful the County and Tribe can work together to fill in any funding gaps. Council Member Kruger expressed appreciation for the cooperative relationship with Mason County. The Commissioners took a 5 minute break. 10:00 A.M. Support Services - Frank Pinter Commissioners Jeffreys, Neatherlin and Sheldon were in attendance Assignments to 2017 Boards/Commissions were discussed. Commissioner-Elect Kevin Shutty was in attendance. The Chair and Vice-Chair will be selected at the first meeting in January.

Veterans' Service Officer office space in Belfair; request to extend existing lease to June 2017 at same rate of$600 per month was approved to move forward. This was approved by the V AB on 12/14/16. Cell phone policy and contract consolidations will be added to the December 20 Action Agenda. Review of 2017 funding request ($100,000) from Economic Development Council from the Rural Sales & use Tax Fund (.09). Cmmr. Sheldon is in support of the request. Cmmr. Neatherlin stated it's a 47% increase and cannot justify the increase. He stated other entities need to step up to provide additional funding to the EDC. Lynn Longan was in attendance and stated the increase will be used to add a staff member whose priority will be recruitment of new businesses and also work on retaining existing businesses. Cmmr. Jeffreys requested an itemized list for the increase that includes what the existing staff does and why are they precluded from doing the business recruitment. The funding request will be brought back for briefing in Also discussed was spending $25K to hire someone to complete a physical inventory of county real property. There is funding available in the Current Expense Non-Departmental. This inventory needs to be attested to the accuracy and is due to the Auditor by March 1. Several vendors have been contacted and a draft contract will be brought forward at the January 9 briefing with the request to add to the January 10 agenda so the deadline can be met. Review of process for Conflict oflnterest Policy and Purchasing Policy. The Vehicle Take-Home Policy will be brought forward in the new year. The policies will need to be amended next year but the State Auditor is requiring we put the policies into place. They will be added to the December 20 agenda. Brief discussion of CERB funding for the Simmons Road project. It would have to be a loan/grant combination. Jeff Vrabel provided information on a recorded easement he discovered for the Oakland Bay property. Jeff also brought up that the Robert Droll contract for work at MCRA may be reduced and ifso, they would to use the unused funding for fencing. There are two positions open on the Parks & Trails Advisory Board and this will be briefed on January 9. The agreement with TMBHO for mental health funding to purchase the triage facility is on the December 20 agenda. BREAK 11: 15 A.M. Public Works - Jerry Hauth/Melissa McFadden Utilities & Waste Management Commissioners Jeffreys, Neatherlin and Sheldon were in attendance Three news releases were reviewed: Accepting applications for Mason County Solid Waste Advisory Committee;: New rates for water and sewer utility systems and Free Christmas Tree Drop Off and Recycling at Shelton Transfer Station and Bel fair Drop-off Facility. Current TIP-CAP membership terms will be extended. Purchase of UV Bulbs and other items from UV Doctor for the Belfair Water Reclamation Facility in the amount of $12, will be placed on Action Agenda. lnterlocal agreement with Fire District #12 for equipment or vehicle repairs, maintenance, upfit radio and fueling services will be placed on December 20 Action Agenda. Utilities Foreclosure Process Update - working with Treasurer so properties that pay property taxes but not utilities can be included in the foreclosure process. Electronic signs on SR 3. Melissa distributed draft WSDOT agreements that include a $21K participation agreement including maintenance. Public Works will brief in January. Use of registered warrants for Belfair Sewer Fund. Cmmr. Jeffreys requested a comprehensive relook at the Belfair Sewer financial plan. The Commissioners requested a recap ofbelfair Sewer SEP A meeting held last week in Belfair. Cmmr. Neatherlin questioned if Growth Management Hearings Board would allow River Hill to be removed from the UGA. He brought up commitments to Ecology. Cmmr. Jeffreys stated that in her conversation with Ecology, they said

Sheldon commented that State Highway 3 is looking better and there is a lot of room for development. Cmrnr. Sheldon wants to see, in writing, from Ecology that Mason County has to connect the septics to the sewer in a certain time line. Cmrnr. Sheldon left the briefing at 12:27 p.m. Request to add to the Capital Facilities Plan a Belfair Sewer project addition. The project includes three lift stations and piping from the existing Port lagoon north of SR 3 to the Belfair Wastewater. This will be included in the December 20 public hearing. General discussion of code enforcement and how to improve the process. Cmrnr. Jeffreys asked that the Board be notified when Community Services receives a commercial building permit so she can reach out to the business. Support Services - Frank Pinter Commissioners Shutty, Jeffreys and Neatherlin were in attendance. Lynn Longan and several EDC Board members provided information regarding the EDC's funding request for 2017/2018 of$100,000 each year from the Rural Sales & Use Tax Fund (.09). After a lengthy discussion, this will be brought back for another briefing. Cmmr. Shutty requested the 2016 numbers for comparison of the measurables; Cmmr. Neatherlin requested information listing specific purposes for the additional funding with the specific funding; Cmmr. Jeffreys is supportive of the request and stated recruitment ofretail is critical for her. All Commissioners emphasized business recruitment is a priority. This will be briefed again. Approved for the January 17 agenda: resolution appointing Mason County representatives on the WA Counties Risk Pool; reappointment of Susan Ickes to the Lewis Mason Thurston Area Agency on Aging; nomination of Jacqueline Earley to the Pacific Mountain Workforce Board. The Commissioners requested a meeting be scheduled on January 31 in Belfair. Agenda topics include an update on the Highway 3 road project, update from Utilities on Belfair Sewer; Fish & Wildlife update on property (specific details on what they plan to do with property, when will there be public access, restrooms hooked up to sewer) and also status of park on Highway 302; update from North Mason School District on Theler Center and Trails. Offer of$3,000 has been made for surplus property@ 150 E Panorama Drive. Commissioners asked staff to determine what is the improvement and ifthere aren't any improvements, to counter-offer at $4,000. News release for Parks & Trails Advisory Board vacancies will be added to the January 17 agenda. Contract extension with OSG Dozing for MCRA 6 and 7 will be added to January 10 agenda. Jail Construction Contract Closeout with Construct Inc will be placed on the January 17 agenda. There was discussion of the next project that is needed in order to accommodate the alternative to sentencing program. Jeff Vrabel provided information on the possibility of the Mason County Youth Baseball Association hosting a youth world series event at MCRA this summer. More information will be brought forward. Staff was directed to contact any users who may be impacted if the facility is not available. Update of Comprehensive Emergency Management Plan (CEMP) will be on the January 17 agenda. A contract for physical inventory of Mason County's real property is being worked on and staff will bring forward by end of month. The January December 2019 Collective Bargaining Agreement (CBA) for the Mason County Engineers Guild will be placed on January 17 Action Agenda. The Vehicle Take Home Policy was reviewed. A briefing will be scheduled next Wednesday with Public Works and Sheriffs Office to discuss those take-home vehicles that don't meet the IRS exemption criteria. Manke is requesting the lease for the Johns Prairie property be canceled. There is 10 years left on the lease and Frank will verify there is no county use of the property and will bring forward. Cmmr. Jeffreys brought up a citizen concern regarding Sheriffs Office is no longer providing security on Green Diamond property. Apparently there is no longer a contract with Green Diamond.

20 Board of Mason County Commissioners' Briefing Meeting Minutes January 9, :45 A.M. 11 :20 a.m. Community Services - Dave Windom Commissioners Shutty, Jeffreys and Neatherlin were in attendance. Dave Windom talked about changing staff schedule to encourage staff retention and better serve the public, such as a staggered 10 hour work day. Dave will schedule a workshop on code enforcement. Todd Parker provided an update on the annual Point in Time count of homeless people that is scheduled January 27. A news release will be added to next Tuesday's agenda. Discussion of HomesFirst housing for veterans. 11: 15 A.M. Public Works - Jerry Hauth/Melissa McFadden Utilities & Waste Management Commissioners Shutty, Jeffreys and Neatherlin were in attendance. Approved for the January 17 agenda: Solicit for On-Call Right-of-Way Services for and Amendment #3 of the Professional Services Contract with MDG Wastewater and Water Treatment, adding an additional $25,000 to the contract. Request the Board approve submittal of the 2017 Legislative Session Member Requested Local Community Project Information Form and authorize the Chair to sign for Belfair Sewer extension to Puget Sound Industrial Center Project. Staff provided a letter of support from the City of Bremerton. There was discussion of the proposal. Cmmr. Shutty believes it's prudent to submit the request and there will be many details that need to be worked out. Cmmr. Jeffreys is concerned that the County does not know the details of this project and she asked staff to draft a checklist on this project. This will be placed on the January 10 agenda. Public Works Bid Award Information for 2017: Culvert Pipe, Culvert Linings and Erosion Control and Asphaltic Materials. County-Wide Striping Contract option to contract with Thurston County Public Works to conduct roadway striping for Mason County. This would use water-based paint rather than oil-based point and could be a significant savings. Cmmr. Neatherlin asked for cost if the contract went out to a private party and used water-based paint. WSDOT lighting contracts have been sent to Mason County for consideration. $21,000 for installation and a maintenance agreement. Road Funds cannot be used for maintenance and Public Works does not have staff to do this type of maintenance. Cmmr. Neatherlin provided history that included speed sensors and cross walk signs and originally the discussion was that these would be solar. Melissa will gather information about the on-going maintenance. Cmmr. Jeffreys believes cross walk signs are very necessary for safety, she is less interested in the speed sensors. Cmmr. Neatherlin is comfortable with spending the $21,000. Loretta will provide information regarding the contract with SCJ Alliance. Discussion of petition received from citizens regarding Skokomish Valley Road. John Bolender was in attendance. John stated they are in the process of collecting data, will then present to the community and then decide if the alternatives are viable. Options include moving the road or adding bridges. The Conservation District plans to go to the community in March. Nothing has been decided but there seems to be an impression in the community that the road system is going to change. Snow and ice road removal process. Between 9 p.m. and 4 a.m, Road Supervisors are assessing the road system during this time to determine if something needs to be done. Depending on situation, may use de-icer, salt or sand. The goal is to be proactive and be responsive if the conditions warrant a response. Al Eaton shared the response on December 31 and they called in staff prior to 4 a.m. due to the weather conditions that were not forecasted. Staff has to assess the situation considering all the information provided. Emergency road restrictions discussion. Public Works can issue permits to run half-loads for certain vehicles. Schools would like to be exempted from restrictions but they understand the restrictions. Staff has talked to school districts to determine areas that special permits could be issued. Cmmr. Neatherlin stated he has had conversations with

Melissa stated they need to identify which roads could be exempted. Staff was directed to contact North Mason School. Cmmr. He said that Mason County has the lowest participation rate in therapeutic courts due to restrictions. Commissioner Jeffreys discussed treatment requirements. 24 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS December 20, 2016-Page :30 a.m. Public Hearings and Items set for a certain time Public hearing to consider the rezone of parcel from Low Density Residential (R-4) to Rural Residential 5 (RRS). This will amend the Mason County Future Land Use Map and the Belfair Urban Growth Area Zoning Map. Dave Windom presented the staff report and explained the rezone request. He displayed a map with the parcel in question and the surrounding parcels. He noted that the reasoning for the request was partially due to the Belfair Sewer, and also the setback restrictions of having Irene Creek on the parcel. Testimony: Patricia Vandehey said she was not against this rezone then talked about a previously passed rezone on McEwan Prairie Road. She was advised to speak with Dave Windom about that rezone if she wanted to appeal it. Commissioner Jeffreys and Patricia had a discussion about the current zoning request. Ken VanBuskirk talked about redesignated and rezoned parcels surrounding the parcel in question. Commissioner discussion was had about the request. Commissioner Jeffreys said the request meets the required criterion. Cmmr. Neatherlin/Sheldon moved and seconded to approve the rezone of parcel from Low Density Residential (R-4) to Rural Residential 5 (RRS) and thereafter amending the Mason County Future Land Use Map and the Belfair Urban Growth Area Zoning Map Motion carried unanimously. Resolution No (Exhibit F) 10.2 Public hearing to consider an order repealing the moratorium on Medical Cannabis Cooperatives, amending Title 17 to add section to the Mason County Code regulating Medical Cannabis Cooperatives and reducing the permitted distance from cooperatives under RCW (8)(b) Dave Windom explained that the moratorium was set to buy time to figure out changes and regulations for medical cannabis cooperatives. He noted that the Planning Advisory Commission (PAC) has suggested limiting cooperatives to indoor growing only, no cooperatives in in-home daycare, and to reduce distance from 1,000 feet to 100 feet in regards to public parks, transit centers, libraries, game arcades, childcare centers, other cooperatives and recreational centers. Cmmr. Sheldon asked if foster parents fall within the childcare center definition. Dave said it does not. Cmmr. Jeffreys questioned if a landlord is able to prohibit a cooperative. Dave answered that he believes it could fall under the same rules as smoking which can be prohibited by landlords. Cmmr. Sheldon stated that if the 100 foot rules are imposed versus sticking to state rules, Mason County would be held respo~sible for enforcement. Cmmr. Neatherlin said he would be comfortable changing the 1,000 foot rule to 100 feet if childcare centers are removed. He suggested childcare remain under the state rule. Testimony: Josh Gill stated that the laws and fees in place are difficult and suggested removing some restrictions to help those that need marijuana for medicinal purposes. Sheldon voiced his concerns and suggested continuing the moratorium for another 6 months. He also said the County would be inconsistent as the City of Shelton still has a moratorium in place. Cmmr Jeffreys response was that extending the moratorium would add confusion and she is not in favor of it Public hearing to consider the annual updates to the Capital Facilities chapter of the Mason County Comprehensive Plan. Proposed revisions include updates from Facilities and Parks, Public Works, and the Sheriff's Office. Dave Windom briefly noted changes made after being reviewed by the Planning Advisory Commission (PAC) and added that an amendment from Public Works needs to be added. Melissa McFadden spoke about the Public Works amendment and said language was added in the Utilities and Wastewater section. Cmmr. Jeffreys said she would like to see following language to Chapter 3 Lines 6-8: North Bay/Case Inlet Water Reclamation Facility provides wastewater treatment to protect Case Inlet from sewage contamination, and to facilitate urban development within the Urban Growth Area (UGA). The Rustlewood Facility protects the water of Pickering Passage and the Belfair Water Reclamation Facility protects the water quality in Hood Canal and facilitates urban development within the UGA. has been voted in, and was told yes. Cmmr. Sheldon said Department Of Corrections would like to build a standalone facility. The DOC is looking at either Mason County or Lewis County. Cmmr. Sheldon and Dave Windom had a discussion about water service and meters in Rustlewood and Beards Cove. Testimony: Cmmr. Sheldon then asked Jeff Vrabel about the Union Boat Ramp project and where it stands. Mr. Vrabel from parks said the project had been closed out by the Department of Natural Resources and Fish & Wildlife. Patricia Vandehey asked about revisions because when Capital Facilities was originally discussed, only mandatory changes were going to be done. Commissioner Jeffreys explained that any revisions discussed today would only be for Capital Facilities, not the entire comprehensive plan. Patricia asked if the bypass Ken VanBuskirk asked if the sewer information just came to the Commissioners on 12/19/16. Commissioner Sheldon said that it is new, but was discussed at briefings. Commissioner Neatherlin stated that it has to be in the passed version of Capital Facilities to happen. Ms. McFadden then discussed the Belfair Sewer extension to Puget Sound Industrial Center (PSIC) project noting that this project will provide service to the PSIC and will assist in additional funds. Neatherlin/Jeffreys moved and seconded to approve the order repealing the moratorium with changes on Medical Cannabis Cooperatives, amending Title 17 to add section with changes as requested to the Mason County Code regulating Medical Cannabis Cooperatives and reducing the permitted distance from cooperatives under RCW (8)(b). He then addressed the Theler Center because it is listed as a private facility yet should be listed as public since it is owned by the North Mason School District. Mr. VanBuskirk addressed page 90, Stormwater Retrofits, and noted that he spoke with the Superintendent at North Mason Schools who was not aware of this project. He suggested using the funds to fix the breach in the freshwater pond at Theler. 12. Adjournment-The meeting adjourned at 12:16 p.m. 11.
