1 Record of Proceedings Mayor Ed Klco called the meeting to order at 7:00pm and led the Pledge of Allegiance to the Flag of the United States of America. Mayor Ed Klco asked for the roll call. Council Roll Call: called by Joanne Clapp Council members present: Roy Blalock, Mike Cutler, Larry Klco, Larry Reichard, Ken Siegel and Brian Titus Personnel Present: Joanne Clapp, Fiscal Officer Chief Ron Radovanic Chris Hazel, Parks Supervisor Josh Pinkney, Parks Supervisor Bill Baker, Zoning Inspector and Village Engineer Steve Sabol, Road Commissioner Audience 2 guests signed in. Mayor Klco informed everyone that the Vietnam Moving Wall is at Perry High School this weekend. He encouraged everyone to go to the school and see it. Mayor Klco placed a wreath there for North Perry Village. OLD BUSINESS Route 20 Zoning Bill Baker gave the background of beginning with the Route 20 zoning study and the request to review all the zoning in North Perry Village. Council decided to accept the proposal from CT Consultants to continue on with zoning for all of North Perry Village. Evergreen Sewer Bill Baker stated the attempt to clear the sewer could not be completed. He suggested to remove the pipe back to the existing head wall and put a swale to the lake. Trees might have to be removed. Discussion was held regarding who is responsible for fixing the problem. Is it the Village or the Evergreen Homeowners Association s responsibility? Bill will provide recommendations and costs to repair the sewer and bring back the information to Council. COMMITTEE REPORTS Parks, Recreation, Streets and Safety Police Chief Radovanic stated that the North Perry Police Department is one of the only police departments around here to have a thermo-imaging night vision camera. It is a great tool that is used a lot. The area police departments have found a lot of people with it. This summer a resident was located in the woods at night using this night vision camera. In the process of helping this person, the camera was left on the top of the police cruiser. Page 1 of 5

2 While transporting this resident to TriPoint the camera fell off the cruiser and was damaged beyond repair. Chief Radovanic requested $4,000 to purchase a new night vision camera. Chief Radovanic stated that when the police write a ticket, the Village gets money. Mayor Klco stated that Officer Charlie Simmons donated time and money constructing the walkway at the Vietnam Moving Wall located at Perry High School this past weekend. Sergeant Iliano and Officer Simmons both provided night security on their own time this weekend at the Vietnam Moving Wall. Parks Josh Pinkney reported that the pool is covered and pool furniture has been put away. There is a leak underground going to the lifeguard building. The line has several splices. The water has been turned off at the lifeguard building. After repairing, Chris and Josh will contact the water department to see about a possible reduction in the bill. Equipment needs Chris Hazel reported he is working with Mentor Kabota to purchase a new tractor for the Townline Park. The cost is $67,929. His plan is to rent/purchase over a two-year period. The cost would be $30,000 for 2018 with the remainder paid in Renting the equipment is a cost savings. While the equipment is being rented, the owner covers the cost of repair. Once the purchase agreement is signed, the warrantee coverage begins for the buyer. As a result, renting the equipment for a year gives the buyer an extra year of coverage for repairs. Chris and Josh have been working on getting a price to sell the beach groomer. Metro Parks has expressed an interest in purchasing the beach groomer. After looking at the beach groomer, it was decided it would not fit their needs. Chris gave three options to sell the beach groomer: 1. Barber offered to pay 4, and cover shipping costs. 2. MFG offered to sell it on consignment. 3. North Perry Village could sell it on Govdeals The Mayor will check in Ashtabula County to see if there is an interest in buying the beach groomer. If there is no buyer interested, it will be put on Govdeals. Chris asked about putting the 1985 John Deere tractor on Govdeals to sell. The tractor is obsolete and cannot efficiently meet the necessary requirements of usefulness for the Townline Park. Chris and Josh said they do not foresee any major equipment replacement expenses in the next couple of years. Council decided to move forward with the purchase of the Kabota tractor. Discussion was held regarding putting the dump trailer ($6,100.00) and the landscape trailer ($ to $850.00) on Govdeals. Mayor Klco will check with Attorney Gurley for guidance selling these on Govdeals. Page 2 of 5

3 Foley Property Chris reported the work on the Foley property west of the park property is going well. The logging trucks have left some ruts in the grass on park property. The Foleys will fix these ruts when the work is done. Dredging All is going well with the dredging of the harbor. Haynes have marked the low spots. The lake water has dropped a foot. All the monitoring points are good. Bill Baker has kept information flowing with the Army Corps. North Perry Village is providing more information than required. North Perry Village is legally done with JJR Engineering. Senate Bill 51 Mayor Klco is working with Peter Zahirsky, Director of Coastal Development for Lake County Ohio Port & Economic Development Authority to encourage our State Senate to pass this bill. Passage of Senate Bill 51 will enable property owners along the lakeshore to obtain lowinterest loans to take steps to save the lakeshore from erosion. Letters with this information will be sent to our residents who live along the lakeshore. The Port Authority would be the lead on this Senate Bill 51. Village Engineer and Zoning Bill Baker stated that North Perry Village has to put together the plans and do the bidding for the 319 Grant the Village received. Bill will have a proposal ready for the Village at the next Council meeting for review and consideration. There will be a Board of Zoning Appeals meeting next Tuesday (September 26, 2017). Depending on how this meeting goes, a Planning Commission meeting will be scheduled. Road Department Steve Sabol reported the line striping has been completed. Center Road cost $992 to have the striping done. The county had no plans to do the line striping at Center and Route 20. Steve said he completed sealing the sidewalk cracks today. The obsolete dump truck has been put in the News Herald according to the necessary requirements. It can now be put on Govdeals on September 23, The leaf vacuum is ready for October 9 th (first day of leaf pickup piled instead of bagged). Park rules Larry Klco requested thoughts and ideas be given to Chris and Josh regarding any changes in the park rules for Please get these ideas to them before the October work session. 4 Pufin Surplus Land Update The surplus land for sale in North Perry Village has been advertised in the News Herald. Calls are coming in. We have not received any bids yet. Larry Reichard has had inquires on one of the lots for sale. Farmland Preservation Budget No monies have been budgeted for Council members stated with the uncertainty of the First Energy power plant, putting any parcels in Farmland Preservation would not be wise for When the budget was set it was agreed to not put money in the program. NEW BUSINESS Hofer Application for Farmland Preservation Dated August 18, 2017 Paul and Linda Hofer s Farmland Preservation Application must be given to Lake County Soil and Water on or before December 1, Only a small amount of Hofer property is actually being farmed. CAVU has rules on the amount of land farmed. Lake County Soil and Water manages the property after it is placed in the Farmland Preservation Program. Larry Klco will contact Lake County Soil and Water for clarification of the qualifications and management of the properties. He will report his findings at the next work session. Council decided to score the Hofer Application. Nathan Ferris Nathan Ferris of Ferris Film gave a handout to Council and a presentation regarding multi-media for North Perry Village. He would like to change the NPV image online and increase its presence. The following is a list of his suggestions: 1. Create a YouTube channel for NPV 2. Create a welcome video 3. Highlight events online 4. Create a First Energy Public Service Announcement He is requesting $35.75 per hour and approximately 20 hours a month. First Energy Update Commissioner Jerry Cirino is going to Washington DC in October to voice concerns regarding the possible closing of the power plant. The Mayor will either join him there or have a conference call set up. Letters have been sent to the State of Ohio. It has been hard to connect with Governor Kasich. Roy Blalock stated this effects all of the northeast section of the country. This is a national issue. Roy gave information on how businesses are rated for credit scores. Roy encouraged holding our elected officials accountable. He would like to have signage to promote conversation regarding the power plant. We are in jeopardy of losing this plant! Page 4 of 5

5 The Perry Power Plant is only half way through its lifecycle. The general public does not seem to understand the issues here. Audience Ron Kaleal stated that he feels the sale of the power plant is a scare tactic. Roy answered it is not a scare tactic. It is important to get it sold. Roy stated his willingness to speak with anyone regarding the power plant. Walker Lockwood Property Mayor Klco gave an update regarding the Walker property. Mr. Walker has been notified regarding the property and steps he must take. The Mayor will keep Council informed of the situation. Sprint Mayor Klco has met with a Sprint representative and was able to lower the Sprint bill by $ a month. Halloween Mike Cutler reported on the safe Halloween meeting he attended. North Perry Village has been asked to donate $ A motion will be presented at the October Council meeting. Volunteers are needed to help with setup and tear down. Reichard motioned to adjourn the meeting. L. Klco seconded. Motion carried 6-0. Work Session adjourned 9:30pm.
