1 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS Mason County Commission Chambers, 411 North 5th Street, Shelton, WA JULY 11, Call to Order - The Chairperson called the regular meeting to order at 9:00 2. Pledge of Allegiance - Deputy Wood led the flag salute. 3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 - Kevin Shutty; Commissioner District 3 - Terri Drexler. 4. Correspondence and Organizational Business 4.1 Correspondence U.S. Department of Homeland Security FEMA Region sent a follow up report from the May 25, 2017 meeting, disclosing the results of the visit The Liquor and Cannabis Board sent a letter liquor license for the North Bay Historical Society Rotary Club 31 E. Wade St. Allyn, WA; and Huerfanitos Internacionales, 541 Shelton Valley Rd. Shelton, WA Washington State Department of Ecology sent a letter awarding the Rustlewood Wastewater Treatment Plant the "2016 Wastewater Treatment Plant Outstanding Performance" award Olympic Educational Service District 114 sent a proposed resolution Mason County Community Services sent a Notice of Application and Notice of Public Hearing for North Bay Historical Society and the Port of Allyn. 4.2 News Release- Burn Ban Staff: Jeromy Hicks 5. Open Forum for Citizen Input Deputy Melissa Wood stated that she came to speak to fight for her job. She asked the Commission to make responsible, goal driven cuts. 5.2 Conely Watson gave the Board copies of information he found regarding bonds from the Secretary of State. 5.3 Betty Whiting asked the Board to reconsider their cuts to the Sheriff's department. She spoke to the high theft rate around Lake Cushman and Mason County in general. 5.4 Scott Johnson, Sheriff from Pacific County spoke about cuts within the region. He noted that every office is understaffed with minimal resources adding that resources are shared between counties, so a cut would not only affect Mason County, but neighboring counties as well. 5.5 John Snaza, Thurston County Sheriff, spoke to the accountability of the sheriff's office in their budgeting. He stated that the Board is deciding that the citizens don't deserve public safety, and putting a price on lives. 5.6 Dean Seacor talked about the officers that work daily and the danger they may face if cuts are made. He said that officers need backup in dangerous situations. He asked that the Board make cuts to other departments before cutting the Sheriff's office. 5.7 Matt Wood spoke to Cmmr. Neatherlin about campaign signs in support of the Sheriff's office. He said that the signs are not consistent with the message he gave at the July 10, 2017 briefings. Cmmr. Neatherlin responded to Mr. Wood, stating that all of the items on his campaign signs were done during his time on the Board. He said that the Sheriff's office has a $14 million budget and the numbers put out by their department are incorrect. Cmmr. Neatherlin added that if the open positions in the Sheriff's department were not filled that counts for over $500,000, and suggested that the department has a high number of chiefs which is higher than other counties. 5.8 Tom Davis gave some statistics regarding crime rates in Mason County. He said there is significantly less crime today than in the past which can be attributed to the Sheriff's department and the programs created by the Veterans Association and Therapeutic Courts. Tom praised the Sheriff's department for their support with the veterans.

Drexler/Neatherlin moved and seconded to approve the June 12, June 19, & June 26, 2017 Briefing Minutes; and June 20 & June 27, 2017 regular meeting minutes. Motion carried unanimously. N-aye; S-aye; D-aye. 8. Cmmr. Neatherlin/Drexler moved and seconded to approve action items 8.1 through 8.5. Motion carried unanimously. N-aye; S-aye; D-aye. 9. Other Business (Department Heads and Elected Officials)- None 10. 9:30 a.m. Public Hearings and Items set for a certain time 10.1 Public Hearing to approve an ordinance exempting decks greater than 200 square feet from permitting requirements. Staff: Kristopher Nelsen (Ex. A-Ord )

He clarified that this exemption does stipulations that decks cannot be more than 30" above grade at any point, are not attached to a dwelling, and do not serve an exit door. No public comment was received. Cmmr. Drexler/Neatherlin moved and seconded to approve the ordinance declaring that decks exceeding 200 square feet that are not more than 30 inches above grade at any point, and not attached to a dwelling, and do not serve an exit door required by WAC (R311.4) are exempt under permitting requirements under Title 14, Mason County Code section 5. Motion carried unanimously. N-aye; S-aye; D-aye Public Hearing to amend Ordinance which would allow for the adjustment of the 2009 Land Use Permit Fees to reflect current costs for services. Staff: Paula Reeves (Ex. B-Ord ) Paula Reeves, Planning Manager, spoke to the fact that fees in the Planning Department have not been raised since 2009 and are up to 40% lower than peer counties. She addressed the proposed fee chart, adding that some items will be removed from the requirements of the Hearing Examiner to ease the difficulty of some permits. No public comment was received. Cmmr. Drexler thanked Paula for her proposal and discussed the fact that these fees include a technology permit which will make online permits for simple projects a possibility. Cmmr. Neatherlin noted that these increases do not create profit, but instead helps the Planning Department stay afloat. Cmmr. Neatherlin/Drexler moved and seconded to amend Ordinance which would allow for the adjustment of the 2009 Land Use Permit Fees to reflect current costs for services as outlined. Motion carried unanimously. N-aye; S-aye; D-aye Public Hearing to receive public comment on the Private Line Occupancy Permit requested by Gedora Leasing Company, Clarance Williams, Trustee for a water and sewer line at 320 E. Island Lake Drive, Shelton, WA. Parcel Staff: Loretta Swanson Loretta Swanson, Mason County Public Works, explained the project while noting all details were included in the staff report. No public comment was received. Cmmr. Drexler/Neatherlin moved and seconded to approve the Private Line Occupancy Permit, granting permission to run water and septic lines under E. Island Lake Drive for parcel Motion carried unanimously. N aye; s-aye; D-aye. 11. Board's Reports and Calendar - The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings.

A Ordinance No. Q};'~ \1 EXEMPTING DECKS GREATER THAN 200 SQUARE FEET FROM PERMITTING REQUIREMENTS (2015 IRC, Section R105.2, 2015 IBC, Section and Mason County Code Title 14) WHEREAS, Mason County previously exempted decks over 200 square feet from 2012 IRC, Section R105.2, 2012 IBC, Section and Mason County Code Title 14-Work Exempt From Permit and, WHEREAS, adoption of the 2015 IBC and IRC Updates in August 2016 inadvertently reversed the 2012 exemption and required decks over 200 square feet to be permitted and, WHEREAS, permitting decks over 200 square feet increases the burden on permitting and code enforcement with little to no effect on safety. BE IT FURTHER RESOLVED by adoption ofthis ordinance Mason County declares that decks exceeding 200 square feet that are not more than 30 inches above grade at any point, are not attached to a dwelling and do not serve the exit door required by WAC Section R311.4, are exempt from permitting requirements under Title 14 MCC (Section 5). 6 Ex. B ORDINANCE NUMBER 57-1] AMENDING ORDINANCE ESTABLISHING A LAND USE PERMIT FEE SCHEDULE FOR REQUIRED ACTIONS. WHEREAS, RCW states, "Fundamental land use planning choices made in adopted comprehensive plans and development regulations shall serve as the foundation for project review. The review of a proposed project's consistency with applicable development regulations, or in the absence of applicable regulations the adopted comprehensive plan," and requires that not later than March 31, 1996, each local government provides by ordinance or resolution for review of project permit applications that combine the environmental review process with the procedure for review of project permits.
