1 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS August 12, Call to Order - The Chairperson called the regular meeting to order at 9:06 a.m. 2. Pledge of Allegiance - Chair Jeffreys led the flag salute. 3. Roll Call - Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2 - Tim Sheldon; Commissioner District 3 - Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence The Washington State Liquor Control Board sent a special occasion license for the Senior Activities Association and Rancho Durango and a liquor license application for The Muze Restaurant The Economic Development Council of Mason County sent a second quarter report Scott Holloway sent an regarding marijuana zoning Timber Product Manufacturers Association sent a letter regarding U.S. Forest Service and the Small Business Association Washington State Senior Games sent a letter commending Facilities and Parks Pacific NW Regional Council of Carpenters sent a letter regarding the Mason County Jail Cell Revisions. Bill Kenny introduced Ross McDowell to give an update on the current fires in Mason County. Mr. McDowell stated there were 4 fires yesterday and now we are down to two. There has been no structural damage. Incident team from DNR is currently working on it. The Emergency Operations Center (EOC) is set up at Public Works. 4.2 Chair Jeffreys read a News Release regarding the 2015 Lodging Tax Grant Application for events and small festivals. 5. Open Forum for Citizen Input Conley Watson commented on the yesterday's Sheriff's briefing. He stated that he attends various meetings and is supportive of many things in Mason County including the Sheriff. He commented that he felt judged for attending yesterday. Commissioner Neatherlin clarified what he meant at the briefing yesterday. He added that none of his comments were directed to the public. 5.2 Tom Davis stated he doesn't want to bash Seattle for a variety of political interests. He said we need to take a look at what Seattle contributes to Mason County. He commented that Mason County should be reaching out to Seattle regarding to tourism. 6. Adoption of Agenda - Cmmr.Sheldon/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of Minutes - July 7 and 21, 2014 briefing minutes and July 22, 2014 regular meeting minutes. Cmmr.Neatherlin/Sheldon moved and seconded to approve the 7 and 21 briefing minutes and 2014 regular meeting minutes. Motion carried N aye; 8. Approval of Action Agenda:

2 BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS August 12, PAGE Approval of the modification of #5 Participating Agreement #10-PA between the USDA Forest Service and Mason County Noxious Weed Control. This modification adds $20,000 to the 2014 Financial Plan. This additional funding will facilitate the continuation of the Noxious Weed Control Program that Mason County has been conducting for the USDA Forest Service. 8.2 Approval of the resolution amending Resolution to correct the quit claim deed with the Port of Grapeview that was originally approved on February 22, This corrects the grantee from the Grapeview Port District to the Port of Grapeview. Resolution (Exhibit A) 8.3 Approval to sign a letter of support to the Port of Grapeview for their boat ramp improvement project. The Port of Grapeview is seeking funding from the State of Washington Recreation Conservation Office and asked for a letter of support. 8.4 Approval to extend the term of the Public Safety and Criminal Justice Citizen's Task Force to October 31, Approval of the Interagency Agreement (IAA15028) between the State of Washington Administrative Office of the Courts and Mason County Juvenile Court services for BECCA bill programs and services in the amount of $70, Approval of the Veterans Assistance Fund applications for Housing $ as recommended by the Veterans Assistance Committee. 8.7 Approval of the contract amendment between Mason County and Washington State Health Care Authority extending Medicaid Administrative Match contract from September 2014 to September Approval for Mason County to enter into a contract with Shelton Associated Student Body (ASB) and Shelton Students Against Destructive Decisions (SADD) to create SADD prescription drug educational videos. These projects were coordinated by Ben Johnson, Mason County Community Wellness & Prevention Coordinator to ensure that the projects meet the intent and requirements of the Community Wellness and Prevention Grant not to exceed $ Approval of the resolutions authorizing Public Works County Road culvert replacement projects #1993 Shelton-Matlock Road, #1994 Highland Road, and #1995 North Shore Road Cady Creek and authorizing the Chair to sign all pertinent documents and authorize the Public Works County Engineer to advertise, set bid dates and times, award contract and any time-extension change orders. Contract awards will be announced during a regular meeting of the Board. Resolutions (Exhibit B), (Exhibit C) & (Exhibit D) 8.10 Approval for the Board to authorize the County Engineer to award and execute the portion of the City of Shelton's upper mountain view pressure zone improvement project contract that will connect the Public Works facility to the new waterline on Public Works Drive and approve expenditures for the connection fees up to a maximum of $120, Approval to authorize Public Works to use the County Municipal Research and Services Center (MRSC) small works roster to solicit bids, award bid and authorize any contract time extensions for installation of snow guards on the Public Works building. Additionally, if deemed necessary, procure any structural analysis needed to complete the project. Award will be announced at a regular scheduled Commission meeting. Cmmr. Sheldon stated that item 8.10 makes him think of the skate park again and he would really like to get this issue resolved. Cmmr. Sheldon also confirmed that item 8.3 is specifically regarding the boat ramps.

N-aye; 5-aye; J-aye. 9. 9:30 a.m. Public Hearings and Items Set for a Certain Time - There are no public hearings scheduled. 10. Other Business (Department Heads and Elected Officials) - Cmmr. Jeffreys reminded everyone that the Planning Advisory Committee will be having a workshop on Monday, August 18, 2014 rega rding zon ing for cannabis. 11. Board's Reports and Calendar - The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. 4 Exhibit A RESOLUTION A RESOLUTION AMENDING RESOLUTION NO TO CORRECT A QUIT CLAIM PORT OF GRAPEVIEW THE WHEREAS, the Board of Commissioners adopted Resolution l\lo on February 22, and executed a quit claim deed for tidelands to Port Grapeview; WHEREAS, the quit claim deed inadvertently named the grantee as the Grapeview Port District; WHEREAS, Port of Grapeview has requested Mason County to correct this claim deed to name the grantee as the Port of Grapeview; NOW, THEREFORE BE IT RESOLVED, by the Mason County Board Commissioners, to execute the correction quit claim deed naming the grantee as the Port of Grapeview for those tidelands described as: Tidelands of the second class lying easterly and abutting GRISWOLD AVENUE as shown in the Plat Detroit No. 2 as record in Volume 1, records Mason County, State of Washington; their frontage being a distance of approximately sixty (60) feet. SAID WORK is to be performed by Contract and/or County Forces in accordance with Washington State Standard Specifications for Road and Bridge Constn1ction as adopted by Mason County. 9 Exhibit D MASON COUNTY COMMISSIONERS RESOLUTION NO: -~~ COUNTY ROAD PROJECT NO WHEREAS, on Mason County Road No. known as the North Shore Rd and more specifically located in Sec. 9, T. 22 N, R 2W, WM, at mile work defined as "construction" in the BARS Page et seq, is determined to be necessary and proper; THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS that it is their intention to: Replace existing undersized culvert with a single structure that will carry flows under this critical roadway that serves the Tahuya Peninsula. SAID WORK is to be performed by Contract and/or County Forces in accordance with Washington State Standard Specifications fo:r Road and Bridge Constrnction as adopted by Mason County.
