4 THE OKALOOSA-WALTON TRANSPORTATION PLANNING ORGANIZATION; AND PROVIDING FOR AN EFFECTIVE DATE Synopsis: Authorizes the City Manager to resubmit a Transportation Enhancement grant project to be considered and ranked by the Okaloosa-Walton TPO. (Engineering & Utility Services Director) Resolution Mooney & Lewis Turner TEP (DOC) TE Program Mooney Rd Crosswalk App 2011 (DOC) Michael Beedie, Engineering/Utilities Director, advised the resolution supports the re-submittal of the application to install new crosswalk facilities and pedestrian-activated signals at Mooney Road and Lewis Turner Blvd.. Resolution In Support of Branding RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF FORT WALTON BEACH, FLORIDA; SUPPORTING THE GREATER FORT WALTON BEACH CHAMBER OF COMMERCE AND THE OKALOOSA COUNTY TOURIST DEVELOPMENT COUNCIL EFFORTS TO PROMOTE SOUTHERN OKALOOSA COUNTY AS THE EMERALD COAST BRAND; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: As requested by Mayor Anderson. Supports the concept of utilizing the Emerald Coast slogan and logo on letterhead stationery, and on City signs as they are replaced. (Executive Assistant) Res Support Branding Council was advised this resolution supports the branding initiative of the Chamber of Commerce and the Tourist Development Council in their efforts to promote southern Okaloosa County as the Emerald Coast brand. 5 planned to testify regarding Ordinances 1851 and Ordinance Amends a table in the LDC ORDINANCE AN ORDINANCE OF THE CITY COUNCIL OF FORT WALTON BEACH, FLORIDA, PROVIDING AUTHORITY AND INTENT; AMENDING CHAPTER 16, DEVELOPMENT STANDARDS, OF THE LAND DEVELOPMENT CODE, TO AMEND THE SIGNAGE STANDARDS IN THE CF COMMUNITY FACILITIES ZONING DISTRICT; AND PROVIDING AN EFFECTIVE DATE. Synopsis: A request by First Baptist Church of Fort Walton Beach to amend Table 16-7 of the Land Development Code to permit signs up to 24 feet above grade by removing CF from Part Two of the table and placing it in Part One of the same table. Mr. Bolduc continued that although the request was denied by the Municipal Planning Board at their meeting of May 5, 2011, Staff requests approval as submitted, based on Staff's review. Mr. Reeves disclosed that he had spoken with Billy Hughes, business manager of First Baptist Church, and with Staff, on this matter. John Dowd, representing the applicant, discussed the many benefits offered by churches and that signage is important. Ord was adopted unanimously on first reading. Ordinance Staying Sign Code Compliance Date ORDINANCE AN ORDINANCE OF THE CITY COUNCIL OF FORT WALTON BEACH, FLORIDA, PROVIDING AUTHORITY AND INTENT; STAYING THE COMPLIANCE DATE LISTED IN SECTION D, SIGNAGE STANDARDS, OF THE LAND DEVELOPMENT CODE; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Stays the compliance date of July 1, 2011, as stated in Section D of the Land Development Code which requires nonconforming signs to be removed by the owner, in order to allow for the revisions of the Land Development Code to be adopted. 6 Ordinance 1852 Sign Compliance Date (PDF) Ordinance 1852 Sign Compliance Date rev (2) (PDF) Mr. Beedie advised the former Business Retention Panel recommended the revision of the City's signage, and that the deadline for nonconforming signs to be brought into compliance or removed is July 1, This ordinance stays the compliance date until the time the Land Development code is revised, which is scheduled in early Mr. Beedie informed the ordinance was adopted by the Municipal Planning Board 4 to 1 at the May 5 meeting. Ordinance Amend the LDC AN ORDINANCE OF THE CITY COUNCIL OF FORT WALTON BEACH, FLORIDA, PROVIDING AUTHORITY & INTENT; AMENDING CHAPTER 15, ZONING DISTRICTS, OF THE LAND DEVELOPMENT CODE, BY INCREASING THE MAXIMUM ALLOWABLE DENSITY IN THE R-2 MULTIPLE FAMILY DISTRICT FROM 15 DU/AC TO 20 DU/AC; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Amends the Land Development Code to increase density in the R-2 zoning district from 15 to 20 dwelling units per acre to be consistent with the Comprehensive Plan. 7 MOVER: Bobby Nabors, Council Seat 5 SECONDER: Trey Goodwin, Council Seat APPOINTMENTS Florida Municipal Insurance Trust (FMIT) Board 1. Appointment of Council Member to FMIT Board Synopsis: The FLOC has asked that a Fort Walton Beach City Council Member be appointed to serve on the Florida Municipal Insurance Trust Board. (Executive Assistant) FMIT_Trustee_Nomination_Memo_and_Form (PDF) The City Manager advised he received a call from the Florida League of Cities (FLOC) seeking members to serve on the Florida Municipal Insurance Trust Board of Trustees. He advised this is a voluntary position, or nominations can be made. Mr. Rigdon nominated Trey Goodwin to serve on the FMIT. Mr. Goodwin respectfully declined. There were no nominations or volunteers to serve on this Board. The City Manager advised he would contact the FLOC. 14. ACTION--DIRECTION--DISCUSSION None. 15. CITY MANAGER REPORTS The City Manager advised he would like to have a special meeting on May 17, 2011, at 4:30 pm to review with Council the results of the core values as chosen by City employees. This meeting will be held before the Special Budget Policy meeting at 5:00 pm. The City Manager also announced the Police Memorial Ceremony on Monday morning, May 9, 2011, at 7:00 am. 16. CITY ATTORNEY REPORTS None. 17. MAYOR/COUNCIL COMMENTS Ms. gossom stated she attended the Jobs Plus Youth Council meeting and was encouraged by the positive employment statistics in the area. The Mayor advised he would to Council a recap of what occurred in the legislature; that the Musical Echoes was a great event; and discussed an invitation from Sheriff Ashley to a law enforcement appreciation luncheon on May 18. 8 The Mayor also advised he received a letter from the Philippines regarding a visit they would like to make to Fort Walton Beach, as a sister city from the 1970's He will place this on a future agenda for discussion. 18.
