4 Project Title: Air Traffic Control Tower This project would provide for construction of an Air Traffic Control Tower to be used in the FAA contract tower program and the associated access road to the tower facility. Funding would come from the Missouri State Aviation Trust Fund (SATF), with the local match coming from the Brisben property reimbursement. This covers all projects listed in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "B," including the Air Traffic Control Tower Construction and Phase 1 of the South Perimeter Road. Construction of an Air Traffic Control Tower would provide improved safety and efficiency to the overall operation of the airport. 5 Project Title: Develop East Terminal Area This project consists of the construction of a new terminal facility, fuel farm, electric vault, aircraft parking apron, access road, parking lot, eastern parallel taxiway, and connecting taxiways. Funding would come from the 2004 grant ($1.1 million), future grant funds in 2006 and 2007, and the Brisben property reimbursement. This covers all projects included in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "C." 6 Project Title: Land Acquisition of ALP Properties This project involves the purchase of approximately 0 acres of land for future airport development, runway safety areas, and runway protection zones. Over $1 million of the funding comes from federal grants, with local funds coming from the Brisben property reimbursement. This covers all projects included in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "A." Costs for preliminary ("0%") engineering and for professional land acquisition services are also included. This land is required to provide for future airport development, runway safety areas, and runway protection zones. The land is necessary to preserve the ability of the airport to develop in the future as the surrounding areas are developing rapidly. 7 Project Title: Perimeter Fencing Approximately 29,000 linear feet of 8-foot high chain link security fencing is proposed to be installed around the airport, providing complete coverage of the airfield perimeter. This project is inlcuded in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "E." Currently only portions of the property are fenced with four-strand barbedwire fence, which does not provide adequate security around the airport. The improved wildlife protection fencing is needed to limit the City s liability from incursions of wildlife and from non-authorized persons on property owned and operated by the City. 8 Project Title: Rehabilitate Runway 18-6 This project consists of the overlay of the existing Runway 18-6 pavement. This project also includes rehabilitation of the intersection of Runways 18-6 and This covers all projects included in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "F." The existing runway pavement will be nearing the end of the design service life and will warrant rehabilitation in this time frame. It is recommended to rehabilitate the existing runway prior to or concurrently with extension of the runway to avoid extended closures following the extension. 9 Project Title: Relocate West Parallel Taxiway This project consists of the construction of a new T-hanger facility in the northeast airfield quadrant, demolition of two rows of existing T-hangers, demolition of the existing terminal building, demolition of the existing fuel farm, relocation of the western parallel taxiway, extension of Runway 11-29, and construction of a new western access road. This covers all projects included in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "D." The existing western parallel taxiway is located at 22 from Runway 18-6, which is less than the 240 FAA standard separation for a Class B runway. The taxiway is to be relocated to 400 from Runway 18-6 as shown on the Airport Layout Plan which is the standard separation distance for a Class C runway. This relocation requires the demolition of two rows of T-hangers, the terminal building, and the fuel facility. The T- hangers are to be relocated to the eastern side of the airfield, the terminal and fuel facility relocations are covered under another project. Runway is to be extended 200 to the west to intersect with the relocated taxiway. The western access road is to be relocated out of the extended Runway safety area. 10 Project Title: Widen and Extend Runway 18-6 This project includes extension of the existing Runway 18-6 from 4,014 feet to,00 feet, widening of the runway from 7 feet to 100 feet, and extension of the western parallel taxiway to the end of the extended runway. This covers all projects included in the approved 2006 Airport CIP prepared by Crawford Murphy & Tilly (CMT) under CIP project group "G." The relocation of Strother Road at the north end of the airport is included in order to accommodate the runway extension and required safety area. Extension of the runway will allow operations of a greater variety of business class aircraft under a greater range of weather conditions. This project will serve to improve the airport and allow more corporate jets to use the facility. These improvements should increase the economic value of the airport to the city.
