13 Noise Evaluation Step 1: INM contours developed as part of the master plan. Establish baseline conditions and compare with forecast (2031). Use FAA s Integrated Noise Model (INM) tools to establish DNL 65db contours as the threshold of significance. Step 2: FAA makes a determination of significance. Compare baseline to 2031 conditions and assess relative change. Step 3: Port and FAA agree to a FAR Part 150 Plan. In-depth examination of flight tracks and fleet mix. Analyze land uses impacted by noise and possible mitigation strategies. Recommendations as to effective noise mitigation actions. Step 4: Port implements the mitigation plan.

21 Other Airfield Projects There are no alternatives for the Instrument Landing System (ILS) to Runway 34. The location of the Airport Surveillance Radar (ASR) will be determined by FAA. Alternative airport access routes will be studied in coordination with other regional agencies.
22 Terminal Expansion (2028) The ultimate terminal building will be determined after demand materializes. Terminal apron must include 7 new Remain Over Night (RON) positions by 2031 (2 in 2015/2016.) The development plan includes restriping Taxilane H to meet FAA design standard. Full use requires relocation of ATCT and development of new GA Area
