3 GSP Phase 3 Widening 1. Introduction On Wednesday, April 9, 2014, a Public Hearing (Hearing) was held by the New Jersey Turnpike Authority (NJTA) for the Garden State Parkway (GSP) Phase 3 Widening from milepost 35 to milepost 38 project located in Egg Harbor Township, Atlantic County. The Hearing was held pursuant to both the New Jersey Executive Order 172 (EO 172) and the No Net Loss Reforestation Act (N.J.S.A. 13:1L 14.1 et. seq.). The Hearing was held at the Egg Harbor Township Community Center, 5045 English Creek Avenue, Egg Harbor Township, New Jersey Public Hearing Summary Project team members in attendance included representatives from the NJTA and the consultant team. Twenty-five (25) members of the general public attended and signed the registration sheets (included in Appendix D). The Hearing included displays of the project showing proposed improvements from milepost 35 to milepost 38. Handouts summarizing the project were available at the registration table. Project team members were available to answer questions and discuss comments and concerns of the attendees during the Hearing. Generally, attendees were supportive of the GSP Widening improvements. Comments, questions and concerns included the following: Flows associated with Maple Run Creek Identification of existing sewer main Municipality roadway improvements Attendees were given the opportunity to fill out comment sheets and to register for oral testimony during the Hearing. The Hearing portion of the meeting consisted of a presentation by the NJTA and their consultants, followed by oral testimony from the public. One member of the public presented oral testimony at the Hearing. Comments received during the meeting and the subsequent comment period as well as oral testimony comments, are included in Appendix G. 3. Project Need The GSP has experienced capacity issues within this section of the roadway since the 1990s. The former New Jersey Highway Authority collected traffic data and studied the needs of this section of the GSP. Traffic data determined that the existing two lane road was experiencing failures. An environmental assessment was conducted and provided for a solution to meet the environmental and roadway needs. 1 P age

Project Description The proposed project will widen the northbound (NB) and southbound (SB) Garden State Parkway (GSP) mainline from two lanes with nominal shoulders to three lanes with full shoulders in both directions. The widening will take place both in the inside median and outside areas. The proposed highway typical section will provide a 10 left shoulder, three 12 thru travel lanes and a 12 right shoulder. Other improvements include new overhead guide signs, ramp lighting, guide rail, utility relocations, and retention swales. The Authority is utilizing the widening program as an opportunity to address congestion and safety issues at Interchanges 36, 37 and 38. These closely spaced interchanges experience weaving, congestion and high crash rates. The proposed interchange improvements include: separating the GSP Interchange 37 exit and the Interchange 38 entrance, widening the Interchange 38 entrance to two lanes, providing a SB auxiliary lane to the GSP Interchange 36 exit, and providing an EB acceleration lane on Tilton Road to accommodate the Interchange 36 exiting traffic. The project includes replacement bridges at: Interchange 36 entrance over the GSP, Tilton Road (CR-563), Black Horse Pike (US Rt 40 and 322), Washington Avenue (CR-608) and Delilah Road (CR-646); a new bridge carrying the Interchange 38 entrance over the Interchange 37 exit; and widening the GSP bridge over the SRNJ railroad. The proposed widening and interchange improvements will be accommodated within the existing GSP right-of-way. A right-of-way acquisition along the Interchange 36 ramp and easements along the SRNJ railroad are required to accommodate all the improvements. Construction along the mainline will be accomplished in multiple stages. Two lanes of travel, in each direction, will be maintained on the GSP during peak travel times. Permits have been obtained from the New Jersey Department of Environmental Protection (NJDEP), US Army Corps of Engineers (USACE), United States Coast Guard (USCG), and New Jersey Pinelands Commission (NJPC) for the mainline widening and permits for interchange improvements are pending. 5. Notice of Public Hearing The Notice of Public Hearing is included in Appendix A. Invitation letters to local, county, and state public officials sent as written notice of the Hearing are included in Appendix B. 2 P age 6. Public Hearing The Hearing was held from 4:30 pm to 7:00 pm on Wednesday, April 9, 2014, at the Egg Harbor Township Community Center, 5045 English Creek Avenue, Egg Harbor Township, New Jersey Total attendance was thirty-five (35) people (including NJTA representatives). The Hearing began at 6:00 pm with a formal presentation, after which the public was given the opportunity to provide comments. The Hearing was closed at 7:00 pm. The presentation and public comments were recorded by a Certified Court Reporter. A copy of the Hearing transcript is included in Appendix E. Copies of the Hearing handouts can be found in Appendix C.

5 GSP Phase 3 Widening 7. Written Comments Written comments were accepted by the NJTA until June 9, Copies of the original Hearing comments are included in Appendix G. The written comments and NJTA responses are provided below. Written Comment #1: William R. Sparkes Nature Preservation Council PO Box 127 Somers Point, NJ Letter received May 12, 2014 We own approximately 25 acres within the subject area and a part of our land borders the Parkway in the vicinity between N: E: and N: E: Maple Run creek runs through a part of our property and traverses underneath the Parkway, however, before reaching the Parkway, this creek runs through a culvert on the north side of our property underneath an unpaved section of Ninth Avenue. The culvert is incapable of handling the existing flow of water, especially in times of heavy rain and bypasses the culvert by flowing over Ninth Avenue. It is our understanding that a part of the subject improvements, further north of our property, closer to the intersection of the Expressway and the Parkway, involves work on or around Maple Run creek. Our concern is that any work on Maple Run creek north of our property may increase the water flow on our property. We seek assurance that our concerns will be addressed. On a second unrelated matter, we wish to bring to your attention that a private sewer line travels East on Ninth Avenue and traverses underneath the Parkway to somewhere in the vicinity of Fire Road. Because this sewer line was privately installed back in the 70's there are no records available in the Municipal Utilities Authority of Egg Harbor Township about the exact location of this sewer line. The only thing that we and a few people at the Township know is that the sewer line exists and evidence of this is a large manhole device on the unpaved portion of Ninth Avenue close to the Parkway. The subject sewer line serves the condominium complex known as Lakeshore Estates on Mill Road. The sewer line flows North on Broadway and East on Ninth. 6 GSP Phase 3 Widening New Jersey Turnpike Authority Response: Maple Run Creek - Maple Run Creek - In accordance with the stormwater management requirements of the NJDEP and the Pinelands Commission (note the Commission s stormwater management requirements are more stringent than NJDEP), the proposed improvements includes the incorporation of seven (7) stormwater management basins to fully infiltrate storm events up to and including the 10-year storm, and attenuate peak flow rates for storm events exceeding the 10-year storm. As such, the post-development peak flow rates and runoff volumes will be reduced to levels below that of pre-development conditions for storm events analyzed, which include the 2-year, 10-year and 100-year storm events. There will therefore be no increase in peak flow rates or runoff volumes to the Maple Run watershed and the culvert under Ninth Avenue as a result of the proposed improvements. Sewer Line Plan markups were obtained from the Egg Harbor Township Municipal Utility Authority during the design development and have been depicted on the plans. The contract plans identify the referenced sewer line which crosses the Garden State Parkway at the Milepost 35.1 U-turn. The sewer line will not be impacted by the proposed improvements. 8. Public Hearing Comments Public Comment #1: Denise Giannetta Egg Harbor Township Actually my question was -- I don't know if someone here said so much so far about the road that will be coming off the Parkway behind the Shore Mall? 8 NEW JERSEY TURNPIKE AUTHORITY NOTICE OF PUBLIC HEARING GARDEN STATE PARKWAY PHASE 3 WIDENING PROJECT Milepost 35 to Milepost 38 and Interchange Improvements Egg Harbor Township, ATLANTIC COUNTY NOTICE IS HEREBY GIVEN that the New Jersey Turnpike Authority (the Authority ) will hold a Public Hearing in compliance with Executive Order 172 for the purpose of taking public comment on the proposed project, which includes the widening of the Garden State Parkway from Milepost 35 to Milepost 38 and interchange improvements (the Project ). The Project includes the addition of a third lane of travel in both directions, full shoulders from Milepost 35 to Milepost 38 and improvements to Interchanges 36, 37 and 38. This project is intended to enhance safety, relieve traffic congestion and increase capacity to meet traffic demand on this major north-to-south route, and will also include reconstructing the stormwater drainage system, widening and replacing bridges and culverts. This project is part of the Garden State Parkway Widening between mileposts 35 and 80 program. In accordance with the New Jersey No Net Loss Reforestation Act, N.J.S.A. 13:1L-14.2 et seq., the Authority will present information concerning the proposed reforestation effort associated with the Project. The Public Hearing will be held on Thursday, April 9, 2014 from 4:30 p.m. to 7:00 p.m. in the Egg Harbor Township Community Center, 5045 English Creek Avenue, Egg Harbor Township, New Jersey The purpose of the hearing is to inform the public about the Project and to solicit comments. Representatives of the Authority will be available at the hearing to discuss the Project. The opportunity for the public to present oral and/or written comments concerning the Project will be provided. The hearing format will consist of an official presentation at 6:00 p.m. by the Authority, followed by the opportunity for members of the public to offer verbal or written comments. Written comments may also be submitted to the Authority prior to the hearing and for sixty (60) days after the close of the hearing. Everyone wishing to speak must register at the desk located at the entrance to the auditorium. 2. Speakers will be called in the order in which they registered, except for public of icials who will be given priority. 3. Speakers are asked to state their full name and address, and spell their last name. All comments will be recorded by the Certi ied Court Reporter. 4. 31 6 1 program. The Parkway has experienced capacity issues 2 south of Interchange 80 since the 1990s. The former 3 New Jersey Highway Authority studied the needs of 4 this section and determined that the existing 5 two-lane roadway was experiencing failures. An 6 environmental assessment was conducted and all the 7 necessary permits were obtained in November 2008 to 8 implement the solution to the capacity issue which is 9 to widen the Garden State Parkway by adding one 10 additional travel lane in each direction with 11 full-width shoulders and roadside safety improvements 12 in both the northbound and southbound directions. 13 As you may know, the first phases of 14 the overall program from Milepost 63 to 80 and the 15 widening of the Mullica River Bridge at Milepost were completed in The second phase of the 17 widening from Milepost 48 to 63 is expected to be 18 complete at the end of May 2014 with only the Bass 19 River Bridge widening work at Milepost 52 continuing 20 until The Milepost 35 to 38 widening is part 21 of the third phase of the widening program. 22 The Authority completed an 23 interchange study of the Garden State Parkway in The study had identified operational issues 25 with three interchanges in the Milepost 35 to 38 ROSENBERG & ASSOCIATES, INC. 32 7 1 area, which are Interchanges 36, 37, and 38. The 2 Authority will also implement improvements to these 3 interchanges as part of the widening work. 4 Another purpose of this public 5 hearing is to address reforestation. Trees will be 6 cleared as part of the Milepost 35 to 38 widening and 7 interchange improvements. The construction of the 8 proposed storm-water treatment basins and the 9 additional interchange improvements require more 10 clearing than what was completed in The New Jersey Turnpike Authority is 12 subject to the requirements of the New Jersey No Net 13 Loss Reforestation Act, and as such, is required by 14 law to mitigate the loss of trees in excess of 15 one-half acre. A reforestation plan will be 16 submitted to the NJDEP at the end of April The 17 reforestation is 9.23 acres. It is the Authority's 18 intent to mitigate for the loss of these trees 19 through direct monetary compensation to the New 20 Jersey Department of Environmental Protection. The 21 NJDEP is responsible to utilize these monies in 22 tree-planting programs within the project boundaries. 23 I would now like to ask Peter Kühne, 24 the consultant program manager for the Garden State 25 Parkway widening program, to come forward and expand ROSENBERG & ASSOCIATES, INC. 33 8 1 on it. 2 MR. KÜHNE: Thanks, Lamis. My name 3 is Peter Kühne. I'm the project director for Atkins 4 North America. We're serving as the program manager 5 overseeing the design of the Garden State Parkway 6 widening, including the project we're going to 7 discuss tonight. 8 For the Phase 3 program, the 9 proposed widening begins at Interchange 36 and ends 10 at Interchange , excuse me, the overall 11 program. The proposed improvements consist of adding 12 a third 12-foot-wide travel lane in both the 13 northbound and southbound directions and the 14 construction of full-width inside and outside 15 shoulders. The inside shoulders will be 10-feet wide 16 and the outside shoulders will be 12-feet wide. The 17 widening will occur in the median or inside the 18 Parkway and also in the outside areas of the Parkway. 19 The inset photograph that you see in 20 this slide is a view of the section of the completed 21 Garden State Parkway widening from Milepost 48 to 63, 22 and this particular view is looking south from 23 Milepost This slide shows the proposed 25 typical cross sections of the Garden State Parkway ROSENBERG & ASSOCIATES, INC. 34 9 1 widening. There are two scenarios shown. The bottom 2 view is for inside widening, and the top view is for 3 the outside widening condition. 4 In addition to the widening, other 5 ancillary improvements that will be constructed 6 consist of storm drainage, roadway lighting, guide 7 rails, pavement striping and signing, and retention 8 swales. The proposed improvements will be 9 accommodated within the existing Garden State Parkway 10 right of way. 11 Numerous existing utilities either 12 cross or run alongside the Parkway from Milepost to Milepost 48. The proposed widening improvements 14 will necessitate the relocation of some of these 15 utilities. Most of the utilities to be relocated 16 will be done via advanced utility orders so that the 17 relocations, wherever possible, will be completed 18 before the widening construction begins. The Parkway 19 crosses several roads and rail lines that have 20 required significant coordination with the New Jersey 21 Department of Transportation, Atlantic County, and 22 New Jersey Transit. 23 It is critical to maintain existing 24 traffic patterns and capacity during the construction 25 of the Parkway widening. 35 10 1 construction will be performed in multiple stages and 2 utilize existing shoulders for temporary traffic 3 conditions. Reconstruction of the existing shoulders 4 may be necessary to allow for temporary traffic use. 5 The existing traffic capacity on the 6 Garden State Parkway will be maintained by keeping 7 two travel lanes open in each direction during the 8 construction activities. The existing number of 9 travel lanes on the state and county roads crossing 10 the Parkway will be maintained during peak traffic 11 periods. In order to perform some paving operations, 12 placement of bridge girders and other construction 13 activities, lane closures, and temporary slowdowns 14 during off-peak hours and overnight detours will be 15 necessary. 16 The environmental permits acquired 17 for the widening of the Garden State Parkway includes 18 the New Jersey Department of Environmental 19 Protection, the New Jersey Coastal Area Facility 20 Review Avenue or CAFRA, State Historic Preservation 21 Office, New Jersey Pinelands Commission, US Army Corps 22 of Engineers, and the United States Coast Guard. 23 The permitting process for the Garden State Parkway 24 widening was initiated in 2003 and all permits were 25 secured by November ROSENBERG & ASSOCIATES, INC. 36 11 1 There are three soil conservation 2 districts within the limits of the Garden State 3 Parkway widening program, including Ocean County 4 Soils Conservation District, Burlington County Soils 5 Conservation District, and Cape-Atlantic Conservation 6 District. One hundred ninety-five acres of wetlands 7 mitigation consisting of enhancement, restoration, 8 and preservation were provided for the 7.7 acres of 9 impacted wetlands. The wetlands mitigation was 10 completed in As part of the conditions of the 11 environmental permit approvals acquired for this 12 program, a total of 454 acres of mitigation was 13 provided for the 245 acres of impacted, threatened, 14 and endangered species habitat. 15 For secondary impacts mitigation, 16 the Authority is required to purchase development 17 rights of properties in Pinelands and the CAFRA zone 18 areas. 37 12 1 I'm from Stantec Consulting Services. I'm the 2 project manager for the Garden State Parkway widening 3 and interchange improvements project located between 4 Milepost 35 and 38. This section includes three 5 interchanges: Interchange 36 with Tilton Road and 6 Fire Road; Interchange 37 at Washington Avenue; and 7 Interchange 38 with the Atlantic City Expressway. 8 This project provides for widening 9 of three miles of the Parkway within Egg Harbor 10 Township and is the southernmost section of the 11 Garden State Parkway widening program. South of 12 Tilton Road and north of Washington Avenue there is a 13 wide median separating the northbound and southbound 14 roadways, and the widening in this area will occur in 15 the median area. Between Tilton Road and Washington 16 Avenue the Parkway is elevated and has a narrow paved 17 median, and the widening in this section will occur 18 to the outside. The project will also include 19 geometric improvements, including profile 20 improvements to improve sight distances and the 21 lengthening of the acceleration and deceleration 22 lanes at the interchanges to provide more distance to 23 speed up when entering the Parkway and to slow down 24 when leaving. 25 There are numerous bridges within ROSENBERG & ASSOCIATES, INC. 38 13 1 the project area carrying the Parkway over state and 2 county roadways and an abandoned railroad. There are 3 two bridges over the Parkway, one that carries 4 Interchange 36 entering the southbound Parkway, and 5 one carrying the Atlantic City Expressway over the 6 Parkway. The Parkway bridges need to be widened to 7 accommodate the roadway widening. A structural 8 evaluation was performed on all of the bridges and it 9 was determined that all but one of the bridges being 10 affected require full bridge replacement. The 11 Interchange 36 southbound entrance ramp over the 12 Parkway will be replaced. Parkway bridges over 13 Tilton Road, which is also known as County Route 563, 14 Black Horse Pike, which is State Routes 40 and 322, 15 Washington Avenue, which is County Route 608, and 16 Delilah Road, which is County Route 646, will be 17 replaced. The Parkway bridge over the abandoned 18 Southern Railroad of New Jersey will be widened with 19 a superstructure replacement, and the Atlantic City 20 Expressway bridges over the Parkway will not be 21 affected. 22 The Authority will utilize the 23 Parkway widening project as an opportunity to address 24 existing congestion and safety issues that are 25 currently occurring at Interchanges 36, 37, and 38. 39 14 1 At Interchange 36 there is a southbound exit ramp 2 onto Tilton Road eastbound. There is no acceleration 3 lane on Tilton Road, and although it is signed as a 4 yield condition at the end of the ramp, vehicles must 5 stop and wait for a break in the traffic to enter 6 Tilton Road thereby functioning as a stop condition. 7 In addition, there is no deceleration lane on the 8 southbound Parkway and traffic frequently backs up on 9 the ramp and onto the Parkway through lanes impacting 10 Parkway traffic. 11 These images show vehicles stopping 12 at the end of the ramp and the backing onto the ramp. 13 Also, the existing clear opening of the Parkway 14 bridge over Tilton Road is too narrow to provide an 15 additional eastbound acceleration lane. 16 The Interchange 38 entrance ramp 17 from the Atlantic City Expressway onto the southbound 18 Parkway is in close proximity to the Interchange southbound exit ramp, which creates a short weave 20 distance for vehicles entering the Parkway through 21 lanes and the Parkway vehicles accessing the exit 22 ramp. Additionally, the Interchange 38 entrance is a 23 two-lane ramp which drops to one lane just prior to 24 entering the Parkway. This short weave and ramp lane 25 drop causes traffic to back up onto the ramp and onto ROSENBERG & ASSOCIATES, INC. (800)

40 15 1 the Atlantic City Expressway. On weekends, 2 specifically Saturday mornings during the summer, 3 this backup can extend for several miles on the 4 Expressway. 5 These images show the two ramps and 6 the location of the Interchange lane drop on 7 the ramp just prior to entering the Parkway. 8 The goals of the interchange 9 improvements are to: Improve operation and safety on 10 the interchange ramps; increase interchange capacity 11 and reduce queuing on the Parkway and the Atlantic 12 City Expressway; and also correct geometric 13 deficiencies, including acceleration and deceleration 14 lane lengths and Parkway sight distances. To achieve 15 these goals it's recommended to eliminate the 16 yield/stop condition at the end of the Interchange southbound exit ramp; to improve the weave condition 18 between the Interchange 38 entrance and 19 Interchange 37 exit; and extend the Interchange two-lane entrance ramp onto the Parkway and provide a 21 continuous southbound auxiliary lane from the 22 Interchange 38 entrance ramp to the Interchange exit ramp. 24 This slide shows the overall 25 interchange improvements. 41 16 1 the Parkway widening and the orange represents the 2 interchange improvements portion. 3 The improvements at Interchange 36 4 include replacing and widening the Parkway bridge 5 over Tilton Road to accommodate a full-width 6 deceleration lane on Tilton Road eastbound. 7 Improvements at Interchange 37 and 38 include grade 8 separating the Interchange 38 entrance ramp and the 9 Interchange 37 exit ramp to eliminate the existing 10 weave condition; and extending the two-lane entrance 11 ramp from the Atlantic City Expressway onto the 12 Parkway; and also extending the acceleration lane 13 from the Interchange 37 entrance ramp to the Interchange 36 southbound exit ramp. 15 The interchange improvements will require 16 the listed permits, and adjacent to the permit is the 17 date that the permit was submitted to the permitting 18 agency. 19 The public outreach performed to date 20 includes meetings with the New Jersey Department of 21 Transportation, Atlantic County, the South Jersey 22 Transportation Authority who own and operate the 23 Atlantic City Expressway, and Egg Harbor Township to 24 review the project issues and obtain support for the 25 preferred alternative. MALAK: This hearing is also 12 being conducted in accordance with the Green Acres 13 statute, N.J.S.A. 13:8A, in order to address the 14 proposed transfer of certain interests in parkland 15 owned by Atlantic County and known as the Bikeway 16 East. This diversion is associated with the Garden 17 State Parkway Milepost 35 to 38 widening and 18 interchange improvements. 19 The parkland interests to be 20 transferred are located on Block 2004, Lot 1 in the 21 Township of Egg Harbor, and includes a.118-acre area 22 for an aerial easement needed to widen and maintain 23 the bridge structure that carries Parkway traffic 24 over the Bikeway East and a.032-acre area for a 25 utility easement to relocate an Authority-owned fiber ROSENBERG & ASSOCIATES, INC.
