2 2 Page 2 Congratulations Jack Newsletter Title District 66th District Veteran of the Year On Wednesday, June 27, 2012, the Legislature held its 5th Annual Veteran of the Year Luncheon. Assemblyman Kevin Jeffries honored Mr. Jack Wyatt, a 35-year United States Navy and Navy Reserve veteran. Mr. Wyatt retired in September 2001 as a Navy Captain 0-6 with many medals and honors including Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal, Navy Achievement Medal and Army Commendation, among many others. Following his active duty, Mr. Wyatt remained in the Reserves and enjoyed a 28-year civilian career with Southern California Edison, retiring in 1999 to start his own business, Strategic Connections, Inc. in Corona. Mr. Wyatt specializes in helping clients resolve electric, gas and telecom utility issues. The Veterans Recognition Luncheon occurs annually and is open to all veterans residing within the district that has had a distinguished military career or significantly contributed to the community. Each designee was honored, recognized and presented a certificate prior to the luncheon.

3 3 Volume 1, Issue 1 City of Corona is wanting Temescal Valley very badly... WHY? Page 3 What good can come from this? What are we going to benefit from? What year would we see improvements? (decades later if at all) Where is the UPSIDE for Temescal Valley? We already have "Corona" addresses - the difference is we all would have to PAY MORE TAXES and FEES for the SAME LEVEL of service or WORSE... Have you read in the Press Enterprise that there will be a $60.00 a year tacked on to your home to help fund the Corona-Norco school system. Where is the UPSIDE for Temescal Valley? Bringing in all the NEW Police & Fire Stations COST MILLIONS of Dollars! - Who's going to pay for all this? What are they gearing up for? - Speed traps & Traffic Cam take your pictures to help pay for all this...! All the FEES just to have pets & alarms in your house, Fees to have yard sales (it's free now)...fees to have parties...(free Now)... Where is the UPSIDE for Temescal Valley? After Corona City uses this area for LOW Income housing will the CRIME GO UP like it did when McKinley was taken over? CRIME STATS poedit.org/state/california/cities/corona.html Again the question was brought up Will Corona provide Bus Service for residents here at Trilogy and Temescal Valley and there answer was YES. Don t believe it. At their own Board meeting they stated there is not enough bus riders to support a route here in Temescal valley. What is going on with our Board. They remove the box where we placed our protest letters saying it was to political and now they print pro Corona propaganda concerning questions that were asked and answered at the four meeting Corona held at the schools. If you attended any of the meetings you would have heard different answers to the same questions. DEFEAT THE ANNEXATION WITH YOUR VOTE.

4 Page 4 What does Annexation of Temescal Valley mean to me? 4 It means that when I see the smoke bellowing from the Cleveland National Forrest behind me, I won t be seeing those wonderful, protective, planes from Riverside County assisting the local fire fighters. It means that when I call 911, I will get a bill from the City of Corona. It means that when there is a robbery in progress or a prowler at night, I no longer will expect to see the Riverside County Sheriff s helicopter circling like a protective angel above. It means that when I apply for a permit for my patio cover, or new planter, or cement slab, the fees will increase dramatically. It means that when I see 1,341 units of low cost housing going in next to Tom s Farms or across from Tom s Farm, I will have no say in the matter. It means that I will not have the opportunity, in the future, to experience any possibility of public transportation. It means that I will need to take responsibility to send letters to the Riverside Local Agency Formation Commission, to stop this before it even gets petitioned by the City of Corona! 5 Page 3 Page 5 5 This was originally sent out in May Since that time I have noticed an increase in the number of accounts being spoofed. Therefor I think that it is worth while resending this since this subject effects so many. Help!! I've been spoofed What in the world is this? spoofing is the forgery of an so that the message looks as if came from someone or somewhere other than the real source. Spoofers often send forged s to people in hopes that the will be opened and get the recipient to respond to solicitations. How can you tell if your address has been comprised? Well should you start getting s from friends asking what was in that strange you sent might be a good clue. Further if you start to see a lot of bounced s in your in box, that might be yet another clue. When this happens you need to ask your self did I get a virus? Run your antivirus program. If it comes up clean, you probably have been spoofed and not infected. However, here is a take away. Keep your antivirus up to date and consider employing an anti-malware program such as malwarebytes. Once spoofing starts there isn't much you can do to stop it. You can alert your friends and tell them you will always include a good subject line in any you send. But caution them on opening s coming from you. What can you do? Use your primary account to write to people you know and trust. Create a disposable account to use for everyone else. There is no fool proof way to prevent spoofing. Do Not Track Online tracking is very much in the news these days. The Federal Government by way of the FTC is proposing a built in function that would make your browser send a 'do not track' request to a website. There are, however, no teeth to this. It relies on the best intentions of the site owner. Thinking about Google and Facebook, It is hard to put much faith is such a tool owing to the history and actions of these and other sites. Sites can track you by embedding "COOKIES", a small bit of code that may follow you around the web. These "COOKIES" are referred to as tracking cookies and they note your browsing habits and activities. They also allow companies to tailor ads for you based on your browsing history. There are tools available through the web which can help stop tracking now. One that is effective is Abine's DO NOT TRACK PLUS (DNT+). It currently supports Google Chrome, Firefox, Internet Explorer and Safari. You can download this free add on byclicking on the following link

6 Page 6 6 Questions and answers you need to ask and know before you make up your mind about Annexation What happens if I am opposed to the potential annexation and LAFCO votes in favor of the annexation? Can I appeal a LAFCO decision? A public hearing must be held to determine whether there is enough protest to warrant an election or terminate proceedings. state law indicates that if written protest is filed by 25% to 50% of the registered voters, or any amount greater than 25% of the landowners, then an election is called, and the annexation would be scheduled for a vote. If the protest is less than 25% of the voters or landowners, then the annexation is approved without an election. What happens if more than 50% of registered voters within the proposed annexation area were opposed to the annexation? If the protest is greater than fifty percent (50% plus one vote) of the total registered voters within the proposed annexation area, then the annexation is denied (defeated) without an election. Where can I get more information on the status of the annexation? The City of Corona has made the minutes of their City Council meetings available online. You may visit: to review copies of prior city council meetings as well as upcoming city council agendas. Additionally, you may call LAFCO at or visit Questions I should ask Some questions asked from the meeting showed that residents want a list comparing city to county services and fees. No List has been produced as yet. Question: I receive emergency services (i.e.fire,police and emergency medical) from the County of Riverside? Will this continue? No, Police services would now be handled by the City of Corona. Emergency Medical Services would also be handled by the City of Corona. It has not yet been determined if the County of Riverside or the City of Corona would provide Fire Services. As of July 2004, the City of Corona is charging a per patient, per call fee for Emergency Medical Services (EMS). This fee applies to residents and non-residents alike, and the amount of the fee is $ Does Riverside Country charge for EMS Service In the unincorporated Temescal Valley, the County of Riverside will not charge for an EMS incident Question: What about additional transportation? Would the City of Corona provide bus service for the Temescal Valley area? At this time the City of Corona has no plans to bring any bus service to the Temescal Valley. In the January 25, 2012 City of Corona Council meeting minutes the following is attributed to Karen Spiegel She noted the Transportation Now Committee had looked to bring public transportation to the Temescal Valley area; however there was not the ridership to support it. Reference:

7 Page 7 7 I ve heard that if the City of Corona were to annex the Temescal Valley, I would no longer need to pay the Community Service Areas (CSAs) 134 and or 152. What is a CSA? The CSA collects special taxes and assessments to provide services to specific areas of the County. CSA jurisdiction covers the entire unincorporated Riverside County and provides municipal services such as:1) Parks and Recreation; 2) Landscaping; 3)Water and Sewer Services; 4) Streetlights; 5) Street sweeping; 6) Enhanced Sheriff Protection; 7) Enhanced Fire Protection; 8) Enhanced Ambulance Service; Road Maintenance; 9) Drainage Improvements and Water Quality.. If the proposed annexation were to go through there is not currently any plan to lift any of the existing CSAs you are currently paying. We are paying for these services now so what can Corona offer us? Question: I have heard the proposed annexation would increase police presence in the Temescal Valley. Is this true? In 2011 the Press Enterprise reported (Monday, June 20, 2011) Corona police issued layoff notices to 15 patrol officers Monday in an effort to shave roughly $4 million from the city s budget over the next three years. Officials said the nearly 10 percent reduction in the force is the largest reduction in police manpower in over two decades. Corona Police Chief Richard Madory said the officers final work day is June 30. Reference: If the annexation were to go through the City of Corona will increase the number of officers to fourteen (14). This number of officers to be added is less than what the City of Corona originally operated with in 2011 (15) and the 14 officers would now have an additional square miles of Temescal Valley area to patrol. Additionally, the officers are not assigned exclusively to the Temescal Valley. Corona claims there has not been any layoffs to fire, police or city employees if this is true why wouldn t they say how many employees have not been replace in the various department since 2010 Where will our Utilities come from? Corona Department of Water and Power will not serve the annexation area. Lee Lake Water District and Elsinore Valley Metropolitan Water District will continue to serve its existing customers. I am opposed to the annexation. Who do I make aware of this and how? You should write a letter to LAFCO and send the letter to the below address. Stephen J. It is my understanding that if 25% to 50% of the registered voters, or any amount greater than 25% of the landowners, protest this proposal the annexation would be scheduled for a vote. I also understand that if 50% or more of the total registered voters within the proposed annexation area, objects, then the annexation is denied without an election. 9 Page 9 9 Lake Center Library Evidently some residents borrow our books and forget to return them in a timely manner. In fact, some of the books seem to just disappear completely while residents wait patiently for their return. This seems to have happened to several in the Spiritual/Religious category. We realize that some of these books are really inspirational but it s only fair to our community that you return them after you have read them. There is always a great 1,000-piece puzzle going on at the back table, so if you d like to add some fun in your life, meet a friend for coffee at the Lodge and wander up to the Lake Center for some serious puzzle solving! If your friend doesn t want to join you, come by yourself! Remember the hours: M-F 8-5, Thurs evening until 9 and Saturday 9-1. (You ll need your proximity card for admittance on Saturday mornings.) 10 Page Bob s Corner Is Annexation to the City Of Corona Right For You? Many of you have heard the voice of Temescal Valley Coalition Against Annexation, July 5 th, at the Lodge. Many items were addressed and questions answered. It appears that the Majority in attendance is not in favor of annexation. But this is not sufficient! Some have also heard the voice of the City at meetings in June. If you are against annexation, Local Agency Formation Commission (LAFCO) must hear your voice. This is the first step in showing that there is a large opposition. In order to do so, you must be a registered voter. If you are not, it s simple to get registered. The easiest way is to call ; the Registrars office and they will mail the form to you! Or you can pick one up at a post office, library, City, County offices or DMV. You may ask, How does that count? All letters will be appraised and filed into the City of Corona petition file. If there is a sufficient opposition it may discourage the filing by Corona knowing that there is a firm resolute by the Temescal population in not having annexation. The process of annexation is a long one and expensive to the City and LAFCO. The next opportunity is at the formal Protest meeting that LAFCO will hold by giving a formal notice in the mail or by posting in the newspaper at least 21 days prior to the meeting. By the conclusion of the meeting, a formal protest in writing on an official Protest form must be in the hands of LAFCO. If less than 25% of registered voted against, it automatically gets approved for the City. 25 to 50%, it goes to a formal vote at a later date. 50% plus 1 vote, the Annexation is not approved! The first opposition form letter is posted here for your convenience and can be dropped into a box by the reception desk at the Lodge! 17 Page Well here we are half way through the year, and our Activity committee has some fun things planned for the rest of Thursday August 9 th we will be off to San Juan by Amtrak for lunch at the Tea House and maybe a little shopping or tour the Mission. Sunday Sept 16 th we will travel to Santa Ana for a tour of Bowers Museum to view the Faberge jewelry collection. Saturday October 20 th when we will host BINGO for all of trilogy Residents. We will have professional Bingo callers, lots of prizes, water, snacks and coffee & desert all for $20.00 per person. This event will be held in the ballroom beginning at 6:30pm. Tickets will go on sale on Monday August 20th from 9:00am to 10:30am and again on Wednesday August 22 nd from 3:30pm to 5:30pm. Other sale dates will 8/27 & 8/29 and 9/4 and 9/6 at the same times.
