Call to Order: The Board of Trustees meeting convened at 7:00 p.m. in the CLPOA Conference Room. Property Owners Time: Angela Watson (Lot #637A) reported that the community is saddened by the loss of the eagle. She would like to contact the Tribal Executive Director in Oho to see if they would consider having a Native American Tribal memorial rite at the beach so that we can say farewell to the eagle. The board will take this up during new business. Dan Blazer (Lot #350) updated everyone that the

4 other eagle has not left the nest and the babies are a good size and doing fine. In his research, he has found that there are things that can be done to make power lines safer. He reported that the power lines will continue to be an issue and that he was going to follow-up with the utility company to see if there is anything that can be done. He asked if the board would consider a dedication of the Veterans Memorial. Time and date to be determined. He spoke to Bob Hackett about speaking at this event. He also reported that he has observed crazier watercraft driving this year. He has seen people not leaving the required distance between boats, skiers, tubers, and others not going in a clockwise direction. The wave runners also seem to be an issue.he suggested that everyone be required to take a boating class. Larry McKeever (Lot #568) informed the board that he is contractor and as a contractor he is used to homeowners getting surety bonds. These bonds protect the homeowners from failure of the contractor to meet obligations. He asked the board to consider making surety bonds a requirement for anything that requires a permit. Discussion followed. Larry agreed to provide a sample to Mike Casimir for evaluation. The Rules Committee will conduct research and make recommendations. Mike Pompura (Lot #897) came to introduce himself and looking to get involved in the community. Ruth Sowers (Lot #1067) to be discussed under old business. Mark Chambers (Lot #005) expressed dissatisfaction on behalf of his neighbors with the installation of the electronic message board on the East guard shack. None of his neighbors impacted by the sign were asked their opinion before it was re-installed. Discussion followed. The neighbors agree to wait for the day trial period, but afterwards would like the board to take a vote of the east side lot owners, and let that vote decide if the message board stays or goes. Mark also wanted the board to be aware that every morning around 6:00 am or 6:30am he sees several wake boats on the south end churning up the water. As a result, he has had to restore his shore wrapping every morning. He wanted clarification on the No Plow area. It was stated that the No Plow area is from the beach to the south end. Discussion followed. Approval of Minutes: Discussion and changes to the June 12, 2018 BOT minutes took place. Motion was made and passed 9-0. Board of Trustees Committee Reports: Constitution, Rules & Regulations: (Chair Brian Welch) Nothing to report. Investment: (Chair Lynn Forster) Lynn reported that the investments are beating the S&P and we are complying with our policy. Lake Drainage, Roads & Dam: (Chair Brian Welch) Dick Hanna reported that the committee recommended to move forward on the $12,445 expenditure for Itawamba. Motion was made and passed 9-0. Lake Water Quality: (Chair Lynn Forster, Co-Chair Bob Dana) Lynn Forster reported that the geese roundup netted 29 geese. The lake was treated on June 28th. The results of the testing remain Water warning signs go up when counts reach 6 or above. There was a suggestion made that we should consider a weir dam the other side of Old Columbus. This was discussed a couple years ago with the County Engineer Brand. The purpose is to slow down the water coming into the lake and the build- up of sediment on the other side of Old Columbus Rd to create wet lands area. The committee discussed and decided not to take this up at this time. Land/Facility & Long Range Planning: (Chair Suprena Lohrer) Nothing to report. Patrol & Security: (Chair Bill Laney) Bill Laney had nothing to report. Chief Bell reported that it is true that there are more issues on the lake this year, and have written more citations than ever before. He also reported that he and the officers cannot find where the No Plowing is defined in the Rules & Regulations. Discussion followed. The Rules & Regulations committee will review and address. The question was asked if homeowners or guests are the most offenders. Chief Bell reported that it was about 50/50. Are the homeowners being fined or the guests? The residents are being fined. Chief Bell reported that the signs can be adjusted for lighting. He was able to lower brightness in the morning and evening, with greater brightness in the afternoon. White seems to show up the best. He and Mike will continue to evaluate to get the best possible settings. Due to a couple of incidents of theft and vandalism on boats docked by the beach, adding video cameras for the beach were discussed. Chief Bell will talk with Mike about this. Personnel: (Chair Jim Price) Jim Price reported receiving a contact list for the other lakes and is reaching out to them for information regarding job descriptions. Lake Committee Reports: Choctaw Utilities: (Scott Kutzley) Scott Kutzley reported that the detail plans were submitted to the EPA, however the EPA needed more information. CU is targeting having the engineering bid package complete by the 20th, but cannot submit bids until the EPA hurdles are addressed. The design is where it should be at this time. Collections: (Chair Suprena Lohrer) Suprena Lohrer reported that an was sent to the BOT with detail about the foreclosure on the two properties. Discussion followed. Fundraising & Volunteers: (Chair Christine Cooney) Christine Cooney reported that the Poker Run was cancelled due to a lack of interest and property owner sign ups. The committee will try again next year. The group is meeting to develop a charter to become a club. Property Manager s Report: (Mike Casimir) Mike was out, however several items were read and discussed from his report. The audit firm in Cincinnati was contacted and is interested in giving us a quote. Additional information was requested and Mike is gathering it. The bid for the repairs on the roof of the lodge was presented to the board. Discussion followed. Brian Welch, a BOT Trustee approved to move forward. Discussion on charging for boat stickers took place. The board is not recommending this at this time, so no further action took place. Ken Petry and Dave Wheatley volunteered to work with Mike researching and evaluating insurance. Crace &Associates offered to host the fireworks again for Suprena Lohrer will provide the current agreement to Mike and the board for review. Discussion followed. Fireworks will be Thursday, July 4th Mike included plans for the area around the Arrowhead and the Lodge. Discussion followed. Christine Cooney will work to include the history of the lake on the Choctaw Website. Patrol Report (Chief Bell) See Chief Bell s report under Patrol & Security. Public Relations & Publications: (Chair Brian Welch) Brian Welch presented a mockup of a brochure that the committee developed. The committee wants to hand it out to all new property owners and use it as a marketing tool. It directs you to where you can find more information. Dick Hanna and the committee pulled together a list of FAQ s and a reference where it can be found on the Choctaw Website. The committee is waiting on the printer and graphic design for costs. Recreation: (Chair Ken Petry) Ken is called a meeting this month and will coordinate the Community Days activities. Sewer Report: (Brian Welch) Nothing to report. Treasurer Report: (Suprena Lohrer) Suprena Lohrer reviewed the Aging Summary Report, Financials, Income Statement and P&L March through June. Discussion followed. Suprena is working with CU regarding the cross charges and the best way to address. A meeting is setup with the lawyer. Old Business: Audit Update: Discussed under Property Manager s Report. Parcel Annexation, Sarsi Dr. Update: Christine Cooney reported on her discussion with the lawyer and confirmed that it would take a 2/3rd vote of all lots. Discussion followed. Ruth

5 Sowers thanked the board for their research and follow up on this issue. Home Builder MCM: Brian Welch reported that people are pleased with the work that this builder does, however he seems to overextend himself, causing delays in the builds. We have had several property owners bring this issue to the board and Mike Casimir asking if there is anything that can be done. The 6 month deadline is in the Restricted Covenants, which is not easy to change. Discussion followed. Mike Casimir will look into the surety bond to see if this would help. It is possible that fines could be adjusted. Discussion Followed. Drainage issues, south Itawamba: Brian Welch presented the description of the issue and the plan for resolution. Part of the problem looks to be blockage on the property owner s property, which was verified by cameras snaked through the pipes. The recommendation is to send a letter, per our drainage specifications, to the property owner. Discussion followed. Dave Wheatley recommended that we purchase our own camera system to check drainage issues. This will be discussed with Mike Casimir. New Business: Angela Watson (Lot #637A) The board agreed with Angela and she was going to move forward with contacting the Tribal Executive Director in Ohio to discuss the possibility of a memorial ceremony on the beach. Dan Blazer (Lot #350) Bill Laney reported that there is a person that heads up this entire area for Ohio Edison and will contact him regarding the power lines. Bill will look into Federal grants, any precedence, and contacting Ohio Edison. Ken Petry will review with the Recreation Committee, the possibility of having the Veterans memorial commemorated, possibly during Veterans Day. Brian Welch suggested that the problems on the lake are due to homeowners not informing their guests of the rules of the lake. Discussion followed. Education may be needed. The Rules Committee needs to review the warnings and fines, and create a form that property owners can sign indicating that they have read and understand the rules. Christine Cooney will write an artile for the Choctaw Weekly. Mark Chambers (Lot #005) The board discussed how and when a vote should be taken of the East side residents regarding the electronic sign. It was decided that the property owners will be able to vote on do we or do we not have signs, at the property owners meeting October 25th. Ken Petry brought to the attention of the board, an article in the Kaman & Cusimano newsletter that discusses the property procedures on how to enforce rules with regards to fines. Discussion followed. Brian asked Ken to make a copy of the article for the rules committee and let the rules committee determine what needs to be done. Bill Laney moved to adjourn the meeting. 6 National Night Out On August 7 th, the community joined together for a great night of fun and safety education. Deputy Jacob Rosales spearheaded a national event that promotes police-community partnership. The goal is to help achieve safer neighborhoods by creating positive bonds within the community between those that serve the community and those that reside in the community. The event featured police and emergency response crews from surrounding townships and communities. Water rescue crews also attended to inform residents about how they use technology to assist with water rescues. Choctaw residents came out in full force. Many neighbors volunteered for event set up, serve food, provide live music, provide supervision in play areas, and assist with event cleanup. Congratulations Deputy Rosales on hosting a fantastic event. We cannot wait until next year s event! Togetherness is what makes Choctaw Lake a safe and great place to live.

7 Manager s Corner Hello, To help protect properties from having plant material encroach from a neighboring property, the association has established landscaping guidelines for plantings along property lines. These guidelines are included in the CLPOA Building Code. Landscaping plans that fall within the guidelines require a permit. The landscaping permit does not include a fee. The reason for the permit is review the plant material and planting location(s). These changes are effective August 14th, L. Landscaping (1) Landscaping is mandatory on all new homes built to include a lawn and a minimum of twenty-five (25) one-gallon or larger pot size landscaping plants, shrubs or trees. (2) No permanent irrigation or sprinkling system will be connected in any method to the potable water system of Choctaw Utilities (Choctaw Utilities Rules and Regulations, Chapter I, Section 8, revised 7/9/2007). (3) Trees and shrubs planted within five (5) feet of the property line shall not exceed a maximum height of 48 at maturity. (4) Trees and shrubs that exceed a maximum height of 48 at maturity shall not be planted closer than five (5) feet to the property line (except as noted in item (5) below). (5) Trees and shrubs that exceed a maximum height of 48 at maturity that are planted within fifty (50) feet of the high-water mark shall be at least fifteen (15) feet from the property line. (6) Trees and shrubs that exceed a maximum height of 48 at maturity and are aligned in a row, shall be planted in a manner that allows for at least a two (2) foot clearance between units at maturity. Only one row of trees and/or shrubs that exceed a maximum height of 48 at maturity shall be planted within ten (10) feet of the property line. (7) A landscape plan for trees and shrubs (not flowers) to be planted within ten (10) feet of the property line shall be submitted to the Property Manager for approval. Note: The area around the grinder pump shall not be planted with trees and/or shrubs to provide access for the maintenance equipment should the grinder pump need servicing. 9 Choctaw Lake Yards of the Month The Choctaw Lake Garden Club is excited about choosing a few of our community s outstanding yards for recognition this summer. It is not an easy task because so many Choctaw residents love making their yards look colorful and inviting. These beautiful yards inspire us to work even harder in our own yards. When we take good care of our property, it helps all of our property values. It is our goal to select two yards each month for this honor. For the month of September, The first house we chose was the home of Rhonda and Daren Blum, 2019 Cherokee, with its spacious front yard, has a distinctivepark-like setting.several massive trees provide shade forhostafilled beds. Huge pots ofbegonias add vivid touches of color, along with an unusual hanging floral treatment on the lamppost. Upon approaching the front door, a bed of hostas and begonias curves gracefully along the walk, while a cascading fountain greets guests. A beautifully decorated patio at the back provides areas for eating and sitting. In the backyard, ferns,hostas, daylilies and pots brimming with petunias and million bells along with an extraordinary water feature contribute to the picturesque setting. The Blums say the yard is a work-in-progress, and they are planning additions in the future. Baskets and pots of delicate pink petunias (baskets purchased from the Choctaw Lake Garden Club spring sale!) add a rosy glow to the front of 1406 Itawamba, home of Mary and Jeff Stiffler. Along the side of the house, hardy hibiscus gleam as you enter the spacious backyard. Crescent shaped beds brimming with purple, fuschia and white petunias,ornamental grasses and numerous lighted ornaments give way to a lush, sweeping lawn where a firepit is surrounded by brilliant red Adirondack chairs and color changing solar lights. Bird houses and frogs add a touch of whimsey to this hidden treasure. This beautiful yard provides an at home getaway for this busy family. The lush carpet of grass, and well-tended shrubs and evergreens, which create a private retreat for the whole family to enjoy.

Get your team together, and be at the beach by 2:30 p.m. Sunday, Sept. 2, to register and line up! IMPORTANT REMINDERS: It s not too late! Some great boats have been thrown together the day of the race!!! If you re under 18, your registration must be signed by a parent or guardian. If they can t attend, they must designate a responsible adult who will be attending. Under 12 must wear a life jacket. Over 12 must have one on board. Your boat must not have any surfaces that can shed debris or in any way pollute the lake water. Any such surface must be sealed or wrapped securely. Your boat must be made entirely of trash, except for rope, screws, tape, glue etc. The name of your boat must be readable from shore by the spectators and judges. 12 Owner turns aging pontoon boat into personal tiki bar on Choctaw Lake By Peter Tonguette / For The Columbus Dispatch Posted Jul 31, 2018 at 4:00 AM LONDON A trip on Ernie Sparks boat can transport visitors from Choctaw Lake to Gilligan s Island. Choctaw Lake a private community of 885 houses about 7 miles north of London in Madison County boasts tree-lined streets, a diverse mix of homes and a series of lakeside coves with docks housing residents boats. Moored in Sparks backyard, however, is a Polynesia-inspired tiki bar, a floating craft that would certainly constitute an upgrade for Gilligan, the Skipper and the rest of the stranded old-time TV gang. In the spring, Sparks owner of Ernie s Pharmacy in London, where he is also the pharmacist began to transform his 30-year-old pontoon boat, complete with tiki torches and two fake parrots. The finished craft, which made its lake debut on Independence Day, hasn t gone unnoticed or unappreciated by his neighbors, Sparks said. I ve not heard one bad thing other than a few people who have said, You know, we re wondering when it s going to catch on fire from the tiki torches. I just said, Well, it came with a bucket of water.

13 Sparks, a native of Columbus West Side, spent much of his youth at the 285-acre Choctaw Lake. After his family moved there when he was 10, he developed an affinity for all things aquatic. I put myself through pharmacy school working on boats, said Sparks, 60. The 1982 graduate of Ohio State University returned in 1988 to the lake, where he shared a home with his wife, Libby, a nurse practitioner, and son, Nick, a recent graduate of Tulane University in New Orleans. He lost his wife to cervical cancer in May For three decades, Sparks said, the family pontoon boat had been a trusty friend. It s been through three motors, he said. It was floatable and drivable but best looked at at night, when it was dark. So, in May, he began the renovation, which was inspired by friend Deb Friece, a nurse at Hospice of Dayton whose farm outside Springfield boasts a land-based tiki bar. Being a hospice nurse, you come to realize pretty quickly that every day is a gift, Friece said. You need to spend time with things that make you happy, and, for me, the tiki bar does that. As a first step, Sparks assisted by Matt Brown and Nick Martin, maintenance men who work on commercial properties owned by Sparks stripped the pontoon to its aluminum frame and deck floor. Then they added a wooden frame to allow for easy application of bamboo and grass. The boat features an enclosed space, somewhat resembling a hut, that houses the steering wheel and controls and an open area featuring an umbrella-covered table, chairs and a cooler. A ladder leads guests to the roof, where deck chairs can be found. Sparks shopped at Dwyer Bros., a hardware store in London, for basic supplies. He s a creative person, store owner T.J. Dwyer said. He has some great ideas. From online retailers, Sparks ordered tiki torches, bamboo and thatched grass. Other modern amenities include a Bluetooth radio and a converter that changes the boat s electrical current into AC so that visitors can operate a blender. Personal touches include a life ring that reads SS Friki Tiki not to mention the artificial parrots. One repeats anything it says, and the other one says pretty foul things, Sparks said. We keep it turned off until enough people have alcohol, and then they don t care what it says. His next-door neighbor, Amy Walker, witnessed the pontoon s transformation, calling it crazy, just watching it come together. The boat took its maiden voyage in June, during an 85th birthday celebration of Sparks mother. Two days later, it was the site of going-away party for Father Mark Ghiloni, a priest and pharmacy customer who had been transferred from London to Johnstown. He wanted to take me out on this boat, said Ghiloni, now pastor at the Church of the Ascension in Johnstown. I had been on it once before, but not since he did all this decorating.... I ve never seen one like this except on Gilligan s Island. In subsequent weeks, the boat has continued to attract attention, even eliciting admiration from a patrol boat. I didn t have stickers that showed it was registered on the water, said Sparks, thinking that he might ticket him for the oversight. The patrolman said, I just want to take a picture of the boat. Choctaw Lake property manager Mike Casimir praised the boat s binding effect on the community. Anytime you get some neighbors to have some positive feedback toward each other... is fun, Casimir said. It definitely helps for that. Sparks anticipates using the revamped boat more often than the old pontoon. The novelty s not worn off yet, he said. And he might soon face some neighborly competition. I think it gives everybody the idea of decorating their boats, Walker said. You can turn something old into something new again. We ordered enough stuff so that if something falls off, we can put it right back on, said Sparks, who estimates that he spent less than $5,000 on materials.
