Suprena seconded. Passed 9-0. Motion : Ken Petry moved to proceed with the foreclosures on the eight (8) stated accounts. Christine Cooney seconded. Passed 8-1. Motion : Lynn Forster moved to purchase two (2) Scag mowers from Greenskeeper for $24, Bill Laney seconded. Passed abstained. Motion : Bill Laney moved to purchase one (1) 2017 Cushman Hauler from Golf Car Company, Plain City, for $7, Jim Price seconded. Passed 9-0. Motion : Dave Wheatley moved to retain Barbara Moore through March 2019 as stenographer for CLPOA, at the current rate. Suprena seconded. 9-0 passed. Call to Order: The Board of Trustees meeting convened at 7:00 p.m. in the CLPOA Conference Room. Others in attendance: Mike Casimir Property Manager, Chief Bell. Property Owners Time: Dan Blazer (Lot # 350) discussed the Summer Concert Series. He asked the board to reserve the Arrowhead Lodge for the Memorial Day, May 26th Concert with Ashley Martin. Discussion followed. Will be addressed in new business. Ernie Sparks, resident and owner of Ernie s Pharmacy is sponsoring the Summer Concert Series and his band will be playing. Date to be announced. Dinah Burns (Lot #773) congratulated all the new members of the board and wish them wisdom and luck. Approval of Minutes: Changes to the February BOT minutes and the February BOT minutes were discussed. Motion was made and passed 9-0. Committee Reports: Constitution, Rules & Regulations: (Chair Brian Welch) Ken Petry asked if the Rules & Regulations were updated with the Holiday policy that was passed several years ago. Ken will send to Brian a copy of the information that he has. Investment: (Chair Lynn Forster) Nothing to report. Lake Drainage, Roads & Dam: (Chair Ken Petry) Discussion followed. More to be discussed during the Manager s Report. Lake Water Quality: (Chair Lynn Forster, Co-Chair Bob Dana) Discussion followed regarding the lake cleanup day and geese removal. Lake Cleanup day is scheduled for May 12th, from 9am to 11am. The Geese Removal project is tabled until the April meeting. Land/Facility & Long Range Planning: (Chair Suprena Lohrer) Mike Casimir passed out and explained the long range planning report that includes Discussion followed. Patrol & Security: (Chair Bill Laney) Chief Bell will discuss during the Patrol Report. Personnel: Chair Jim Price) Employee manual was checked over by the attorney and was sent back to the Committee. Committee members need to be assigned. Beautification: Mike Casimir believes that this committee is no longer needed. He reported that he can work directly with the Garden Club and various people he worked with in the past. Discussion followed. The board agreed that this committee is not needed and Mike Casimir will handle beautification going forward. Collections: (Chair Suprena Lohrer) Suprena Lohrer discussed the delinquent accounts identified by Kaman & Cusimano. She explained the process used last year for two (2) accounts and that the goal is to have paying property owners. There are eight (8) accounts identified by this committee for this year. Discussion followed. Motion was made and passed 8-1. Fundraising & Volunteers: (Chair Christine Cooney) Nothing to report. Communications & Publications: (Chair Brian Welch) Nothing to report. Recreation: (Chair Ken Petry) Nothing to report. Choctaw Utilities: Scott Kutzley reported that the 17 hydrants are in and plan to flush them in the next couple of weeks. April 12th is set aside for property owners Question & Answer session with Choctaw Utilities regarding the plans for the water plant. The February update will be published and put on the Choctaw blog. Sewer: Brian Welch reported on the high incidents of issues related to the breakdown of grinders, response times and communication from the Sewer Board of Engineers office. Discussion followed. Brian Welch and Dave Wheatley will work together to address Choctaw Lake s concerns. Ken Petry asked if there are going to be any changes to the number of Choctaw Lake representatives on the sewer board. Currently appointed members are Ken Petry, Bob Dana and Brian Welch and will remain. Manager s Report: Mike Casimir highlighted the need for two (2) new mowers and one (1) utility vehicle. He presented the quotes and recommendations. Discussion followed. Motion was made and passed 8-0, 1-abstained. Motion was made and passed 9-0. Christine Cooney asked about the drainage issue at Potawamie and Chickasaw. Mike Casimir and Ken Petry met with the property owner. Also the maintenance crew cleaned out the drains nearby and will do more cleaning once the area dries out. Building permits were discussed. Mike agreed to continue posting new revisions and reminders regarding building permits as part of the Choctaw Lake blog. Office Report: Brian Welch asked if the Atlas report can be printed and used to replace the office report. Discussion followed. Office software is moving along. However it is taking slightly longer than expected. Patrol Report: Officer Bell reported that the tasers are in. The new patrol car is in the shop being outfitted and we should be driving it before the next meeting. He thanked the board for its support. Chief Bell also recognized an East side resident who spent the last 18 months at Guantanamo Bay. In appreciation for the patrol keeping an eye out on his place, the resident presented an American Flag that flew over Guantanamo Bay with a certificate addressed to Choctaw Lake and the Madison County Sheriff s Department. It is on display in the office. Chief Bell is also vetting several officers for possible part-time positions to help out when the full-time officers take vacation or are out sick. Treasurer Report: Suprena Lohrer discussed the profit and loss statement. She reminded the board that we will need to address and ask permission to spend during the April Property Owners Meeting. There was a meeting with the accountants to discuss tax ramifications and how to affect tax consequences. Old Business: Social Media Policy: Discussion followed. The committee will look at the book supplied by the attorneys to help write the policy. Audit: Suprena Lohrer referred to Mike Casimir. Mike Casimir reviewed the process. The goal is to ensure and confirm that proper accounting practices/processes have been followed. The board approved the audit for 2015 & The recommendation from the auditing firm is to do 2017 first. Since it is the most current, it would be the easiest. Per the Constitution, an audit must be done every year. Mike Casimir will acquire a quote for 2017 and present to the board at the next meeting. New Business: Shred-it Day: Brian Welch provided history on the previous shred-it day. Mike Casimir provided costs to the board. Discussion followed. Bill Laney reported that sometime the end of August at the fairgrounds, the Sherriff has a shredit day in conjunction with the EMS and Fire Expo and is free. Bill Laney will check with the Sherriff s Department on dates. Renew Stenographer: Discussion followed. Motion was made and passed 9-0. Choctaw Utilities Water Board Renewal: There are currently seven (7) members on the board. Discussion followed. Motion was made and passed 8-0, 1-abstained. Establish Committees: Dave Wheatley reviewed Lake Committee members and additions. Discussion followed with the assignment of committee members. Christine Cooney will reach out to Kim Yousey Booster Club regarding the Volunteer & Fundraising Committee. Long Range Plans: Covered. Resolution to Support CU: The wording via , to support CU, was discussed. Motion was made and passed 8-0, 1-abstained. Motion A was made and failed 3-5, 1-abstained. Lodge Restroom Repair: Mike Casimir reported that the current condition is most likely fine until next winter, however the pipe from the building to the grinder needs to be replaced with flush outs added. The generator is sinking on the asphalt, so it too needs to be replaced. Discussion followed. May 26th Summer Concert: Discussion followed. Motion was made and passed 9-0. Mike Casimir will inform Dan Blazer and update the calendar. Fish Club: Bob O Connor reported that the meeting will be in April to discuss stocking the lake. There is $1,500 allocated to the stocking of the lake. Future Meeting Dates: Dave Wheatley provided the CLPOA BOT and Property Owner meeting dates. Current dates are on the Community Calendar. Property Owners Meeting Preparation: Discussion followed regarding the format of the meeting. Lynn Forster would like to see more input from the Property Owners. Christine Cooney suggested opening up the Choctaw Lake Website for property owners to submit questions that will be addressed at this meeting. Discussion followed. Christine Cooney will put a survey on the Choctaw Website. Christine Cooney and Mike Casimir will work on the plan for the April Property Owners Meeting. Bill Laney moved to adjourn the meeting. 4 Manager s Corner Hello, It s that time of the year.goose nesting! If you have a nest on your property, please contact me. The association has obtained the proper permits to treat a goose nest. Please be careful around any nest. The adult geese are very protective of their nest, and will become aggressive towards you. By contacting me, we can also provide accurate data to ODNR about nesting at our community. I am still holding out hope that spring will arrive. With that, spring cleanups are a big chore for all residents. Please note, that we will be doing site inspections in May to ensure properties are being maintained to community standards. Items that need to be addressed included down limbs and branches from the winter, and any piles of large sticks and debris that was collected in Please note the rules and regulations about open fires. Burning your debris is not prohibited. Yes, cleanups will make for a very busy May. However, it s not all work and no play. We like to play at Choctaw Lake. The weather is going to improve to allow for great fishing and fun boat rides. Please be sure to grab your boat sticker in the office, and any guest pass you may need. The water may be a tad cool to swim in May, but the beach is ready for some fun times! You will notice that the beach has increased in size and the railroad tie wall has been removed. If you decide to take a dip, please be careful running into the water. The slope into the water may be different than in the past. It will get a tad deeper as you enter the water. 7 Since 1985 Home Remodeling call for details Natural gas is an extremely safe form of energy and is transported to industrial, commercial and residential customers by buried pipelines. Natural gas pipelines are built and operated in accordance with State and Federal Safety Codes. Pipelines are a reliable and safe method to transport natural gas. Homeowners and Excavators are required by law to call before you dig. Always call 811 before you dig. It is a free call and there is no cost to the homeowner to have underground utilities located. You are required to call at least 48 hrs. in advance of digging in Ohio and Indiana, 72 hrs. in advance in Pennsylvania. The 811 number is good everywhere. The utility companies will mark the underground facilities with paint and flags. You are required to hand dig test holes carefully to determine the exact location and depth of the buried utility. Damage to natural gas lines may cause leakage resulting in a fire or an explosion. Natural gas has a chemical additive that gives it a familiar rotten egg odor; however smelling natural gas is not the only method of detecting a gas leak. A gas leak may be indicated by observing dirt blowing on the ground, bubbling in a water puddle or an unusual area of dead vegetation. You may also hear a hissing sound.. If you suspect a natural gas leak call 911 and the Natural Gas Emergency number below. Gas companies work with emergency responders and state and local agencies to prevent and prepare for emergencies. They maintain up to date operations and maintenance procedures that are made available to local and state authorities. Gas companies are required to perform pressure tests on pipelines before they are put in service. Federal codes require periodic leak surveys to locate leaks so they may be repaired before they become hazardous. If you suspect the presence of carbon monoxide (CO) in your home, call 911, open windows and if necessary, leave your residence. The presence of CO is an indication of a malfunctioning gas, propane, oil or wood-burning appliance. It is not caused by a gas leak.
