He provided documentation that this has been going on since 1979 and wanted to know what was being done. Brian Welch provided an update to the work that is being done on Itawamba at the north end. Bob said that this does not address the area where he lives. Dave Wheatley reported that the board will take Bob s issue under advisement. Ruth Sowers (Lot #1067) would like to save her time for new business and would answer any questions then. Tim & Melinda Newsome (Lot #316&317)) The Newsomes reported that with the latest rain, their property was flooded again. They too, wanted to know what was being done. Approval of Minutes: Discussion and changes to the May 8, 2018 BOT minutes took place. Motion was made and passed 9-0. Board of Trustees Committee Reports: Constitution, Rules & Regulations: (Chair Brian Welch) Brian deferred review and discussion to be covered under New Business. Investment: (Chair Lynn Forster) Lynn reported that the committee met and reviewed and verified that we are in compliance with our investment policy. The committee also made some reallocation of some investment funds. Our investment advisor reported to Lynn, that we are getting 6.7% return on our investments this year. Lake Drainage, Roads & Dam: (Chair Brian Welch) Mike Casimir reported that he received 3 bids that he needs to review with the committee. He shared the numbers and the project s details. Bob Nickel shared his concern as this does not address his flooding issues. Discussion followed. Mike Casimir said he does have a quote for Bob s area, to resolve the 12 pipe issue. Dave Wheatley promised he would talk to the committee about this. Mike Casimir reported that the same company that replaced the roads on West Choctaw, East Choctaw and Chickasaw is recommended by the committee to perform the asphalt work on Itawamba & Suqulak Trail. Meade s Paving and Seal Coating is recommended by the committee to perform the asphalt work on the Lodge parking lot. Dick Hanna provided references for Meade s Paving. Discussion followed. Motion was made and passed 9-0. Lake Water Quality: (Chair Lynn Forster, Co-Chair Bob Dana) Lynn Forster reported that the samples taken are reporting that we are on track with last year, which was a good year. He also reported that a gooseinventory was taken in preparation for the goose roundup. Discussion followed. Question was asked how the rain impacts the water quality. Lynn reported that the rain helps in the short run, because it flushes out the lake, however in the long run, it leads to sediment build up. Dredging plans are postponed until the spring of 2019 to give the boaters and water users a relief. However the details still need to be worked out. Land/Facility & Long Range Planning: (Chair Suprena Lohrer) Nothing to report. Patrol & Security: (Chair Bill Laney) Bill Laney reported on how the boat patrol was doing. The committee is working out some hick-ups but so far it is looking good. Bill Hicks (Lot #055&056), one of the Boat Patrol officers indicated he is having a lot of fun. He has given out a few warnings but no citations. Most issues are kids having a little too much fun. Personnel: (Chair Jim Price) Jim had nothing to report. Ken Petry reported that they still need to work on the job descriptions. Lake Committee Reports: Choctaw Utilities: (Scott Kutzley) Scott Kutzley reported the end of May submission to the EPA is a delayed. The survey and the soil boring took longer than expected. Some major suggestions for the layout of the water treatment plant were made and incorporated into the design. The consultant needs to provide a schedule and cost for the modifications. Scott reported that before the EPA can approve the plans they need the corrosion study. CU is in the process of gathering the samples from 15 homes. The sample information is sent to the consultant who compiles the information and sends it to the EPA. This is required because
5 of the copper corrosion levels we have had. CU is looking at going out for bids the end of July, early August timeframe. Scott also informed everyone that the drawings that are done are available for anyone to review. Just contact Scott Kutzley. Discussion followed. Scott also reported that although CU believes that their plan is the best for the property owners, they are staying involved with the county so as to provide the property owners with all opportunities. Discussion followed. Collections: (Chair Suprena Lohrer) Nothing to report. Fundraising & Volunteers: (Chair Christine Cooney) Christine asked if F&V needs to be committee or can it just be a club? F&V focus is just raising money or providing services to any other clubs that need help with raising money. Discussion followed. The Fundraising & Volunteers Committee will meet to draw up a club charter and submit to the board for approval to become a board sanctioned club. Property Manager s Report: (Mike Casimir) Mike reported on dock replacement phase 2. The plan was to purchase 11 new docks in the spring. To reduce cost, EZ dock offered (13) 10 used sections at a discounted price. Mike proposed that we purchase the used docks in combination with the additional 9 new sections. Discussion followed. Motion was made and passed 9-0. Mike reported that there is a need for a truck and snow plowing equipment. The dump truck from the county is not fit for us and requires a CDL operator s license, and is in really rough shape.the goal is to sell this truck and replace it with a used F250 truck and snow plowing equipment. The money is budgeted in the capital fund per the Long Range Plan. Mike is shopping several dealers and the internet trying to track down the best deal. Mike asked the board for the flexibility to start shopping for good deal if he runs across one without going through the 3 bid process. Discussion followed. Motion was made and passed 8-1. Mike provided details on the proposed Lodge and Arrowhead renovations. He is working with a designer who lives at the lake, at no cost, and has developed some preliminary drawings. At this point it is necessary to engage an architect that can create drawings, scope of work and specs to go out to bid. Mike provided the details on what the architect will provide. He proposed that we partner with Design Networks. Discussion followed. Motion was made and passed 8-1. Mike also reported that tree trimming is scheduled for the week after the 4thof July. Mike will follow-up with communication to the people that are affected in the areas identified. Patrol Report (Chief Bell) Chief Bell reported on the National Night Out, which is always the 1st Tuesday of August and is intended to be a community-building campaign that promotes police-community partnerships and neighborhood camaraderie. Our deputy, Jake Rosales has coordinated this event for South Charleston in the past and is in the process of coordinating it for the lake. Everything is set to go. There will be a couple of patrol cars, a fire truck, demonstrations, and food.ernie Sparks is donating the cost for the bouncy houses for the kids. He asked the board s approval to host this event at the lake. The date and time for this event is Tuesday, August 7th, from 5:30pm 9:00pm. Discussion followed. Motion was made and passed 9-0. Ken Petry asked Chief Bell about the juvenile complaints. Chief Bell reported on the types of calls he received, however the numbers are down this year. Chief Bell also reported that London has their fireworks on July 3rd, so he expects a larger crowd for the lakes July 4th fireworks. Discussion followed. Public Relations & Publications: (Chair Brian Welch) Brian Welch reported that the committee met to review the Peace Pipe expenses and revenues. The committee does not expect to raise any rates this year. Recreation: (Chair Ken Petry) Nothing to report. Sewer Report: (Brian Welch) Nothing to report. Treasurer Report: (Suprena Lohrer) Suprena Lohrer provided an overview of the profit and loss statement and balance sheet. So far we are on budget and our income is looking good. Discussion followed. Suprena Lohrer and Doug Orange spoke to discuss billings between the two entities and if there is a way to stop billing one another. Discussion followed. The board agreed that research should continue. Christine Cooney and Suprena Lohrer will work together on the research and follow-up. Old Business: Audit Update: Mike Casimir reported on the status of getting additional quotes. He reached out to lake managers from other lakes like ourselves, for recommendations on how their audit services are being accomplished. He received the name of a Cincinnati company and has a call set up to discuss. He received another recommendation of a company from in Columbus, but they do not go outside of Franklin County. We have a scope for the agreed upon procedures from Kentner Sellers. Mike made some changes and worked with Kentner to get an updated agreed upon scope. Mike will use this scope for comparison purposes. East Choctaw Message Board Update: Mike requested approval from the board to put the East side message board on the North side of the guard shack. Discussion followed. Motion was brought back from the table amended by Motion A and passed 7-2. Motion A motion was made and passed 7-2. Parcel Annexation, Sarsi Dr. Update: Christine Cooney provided a summary of her research. Based on our Restrictive Covenants and discussion with the attorney, it would require approval, in writing, by 2/3rd of the 1097 lots to approve in writing. Discussion followed. Dave Wheatley reported that there is nothing that this board can do. Ruth thanked the board for the research done on this request. Christine will call the attorney to clarify whether 2/3rd of the 1097 lots need to approve or if the vote can be held at a Property Owners meeting and will contact Ruth once she has the answer. New Business: Home Builder MCM: Brian Welch reported that there have been a number of issues with this builder, such as running past the 6 month time frames and not meeting commitments. Mike Casimir had a meeting with the builder and explained that he has received many complaints from the home owners and now the board is get-
6 ting complaints. He also informed MCM that we don t get that from other builders. Mike received a commitment from MCM that they will have the 3 open permit job sites done in three weeks. Mike reported that after 6 months he is taking away the deposits according to our permit rules. Discussion followed. Mike will follow-up. County Water: Addressed in Choctaw Utilities Update. Constitution Secion 3, Part 3, Page 2: Brian Welch distributed document for discussion and review. This references the changes that were made and approved by the property owners in the October 2017 Property Owners Meeting. These changes were to identify how assessments are charged when multiple lots were owned by the same person. There is an issue with this change and how it affects current property owners. Brian asked the advice of the board. Discussion followed. Because this was a Constitution change voted on by the property owners, there is nothing the board can do and the property owner must adhere to the assessment charges stated in the Constitution. Dave Wheatley referred this issue back to the Constitution Committee to review and re-write this change and submit to the property owners at the next Property Owners Meeting in October. Suprena Lohrer will make sure that Carla will make the adjustments for the correct billing. Fall Lake Lowering and Seawall Repair: Bill Laney brought to this board s attention that in the past the lake was lowered more on a 3 year cycle to allow for maintenance of seawalls. Discussion followed. Motion was made and passed 8-1. RV Parking& Living Fences: Brian Welch provided the committee s recommended changes to the parking policy. Discussion followed. The board decided to strike the changes. Brian welch provided the committee s recommended changes to the fences policy. The change will be a separate section for landscape that will attempt to define, more clearly, living fences. Discussion followed. Mike needs to do more research on how this is implemented at other locations and will work with the committee to define the policy and bring it back to the board. Choctaw Lake Website Management & Contract: Christine Cooney discussed the contract that was in place to provide these services, before she was elected to the board. She was advised to quit charging due to a conflict with the CLPOA Ethics policy. Maintaining the website is a part time job, so she recommends that the lake find a new Webmaster or continue with the contract that is already in place. Discussion followed. 7 Manager s Corner Hello, The week of August 6th, a full community inspection will be performed. The inspection will focus on compliance with CLPOA Rules and Regulations. A letter will be sent to each property owner that has an item identified as being non-compliant. There will be a 14 day timeline to correct any items before a citation is issued. The goal of the inspection is to assist in maintaining the beautiful conditions of the community. Below is a list of items to focus on to prevent a letter being sent to you. Key Inspection Items: * Tall grass and weeds on your property: Common areas for these issues include landscape beds around the house, along fence lines, around sheds, and in gravel driveways. Please double check these areas to determine if a little extra attention is needed. * Parking: All property owners motor vehicles are to be parked on their driveway or in their garage. Your yard can be used for parking for a limited time should you need extra parking. * House numbers: Please check to see if your house numbers are clearly visible from the street. The reason for this inspection item is strictly for your safety. We want emergency services to easily locate your house should you need their services. * Fences: Sections that are leaning and broken posts should be replaced. A shoreline inspection will also be completed in August. This inspection is to ensure shorelines have adequate erosion control. We will also inspect property conditions from the lake as well. Property Owners will have until next spring to fix any erosion issues on their property. This timeline will allow shoreline work to be performed while the lake is at winter pool. Please note that the lake will be lowered beginning October 15th this year. It takes approximately 14 days for the lake to reach winter pool, if we do not receive any rain. 9 Choctaw Lake Yards of the Month The Choctaw Lake Garden Club is excited about choosing a few of our community s outstanding yards for recognition this summer. It is not an easy task because so many Choctaw residents love making their yards look colorful and inviting. These beautiful yards inspire us to work even harder in our own yards. When we take good care of our property, it helps all of our property values. It is our goal to select two yards each month for this honor. For the month of August, The first house we chose was 2305 Sequoya Trail, the home of David and Janet Quincel. a majestic white house sitting atop the hill provides a back drop for beds filled with colorful perennials. Surrounding the house, beds are filled with black-eyed Susans, Palace Purple coral bells, astilbe, yarrow, threadleaf coreopsis, Russian sage, daylilies, and knockout roses in various colors. Adding a cool touch are hostas, boxwood shrubs, and birds nest spruce. A smaller side bed has dwarf blue spruce trees anchoring more black-eyed Susans, and knockout roses. The second house we chose is the home of Dave and Kirsten Witt, 2400 Chickasaw Drive, beds at the foot of the drive invite you to stop and admire a floral rainbow of pink and orange coneflowers, white daisies, red coreopsis, ornamental grass and hostas. Large hydrangea snowball shrubs in front of the porch draw the eye toiron planters filled with creeping Jenny, pink million bells, and yellow osteospermum, providing a pleasing contrast to hot purple petunias, knockout roses, and ornamental tiger grass. Harper, 7, and Boo, 5, proudly escort guests to the back yard, where a beautiful deck beckons you to sit and enjoy the lush carpet of grass, and well-tended shrubs and evergreens, which create a private retreat for the whole family to enjoy.

11 The 2018 Booster Club Junkyard Boat Derby will take place as usual, the day before Labor Day as part of Choctaw s Community Days celebration: Sunday, September 2nd at 3:30 p.m. The rules and guidelines are as follows: Anything that floats and meets the guidelines below is eligible to enter. Boats must be human or wind-powered (paddled, pedaled, sailed, etc. - no motors). All boats will be inspected prior to the race. All construction materials must be JUNK that did NOT come from an actual boat, raft, personal watercraft, inflatable, or any other type of floating vessel. JUNK means salvaged, not purchased. Paint and materials that hold the boat together such as duct tape, rope, screws, glue, etc., are the only exceptions. Any boat that threatens the safety of its passengers, other race participants, or spectators will be disqualified at the discretion of the judges. The name of the boat MUST be readable by spectators, judges, and emcee from shore. It can be painted on both sides or movable to either side AS LONG AS IT IS FASTENED SECURELY, since wind conditions may dictate the direction of the race. No boat will be allowed in the water if there is any exposed surface, inside or out, that could shed polluting or hazardous substances or debris into the water. Any such surfaces must be wrapped or sealed. Boats raced in prior years are eligible to enter. All registration forms need to be filled out COMPLETELY AND LEGIBLY, including address, phone number, age category, and name of boat. THE NAME AND AGE OF EACH PERSON ON BOARD MUST BE ON THE FORM. THE AGE OF THE OLDEST PERSON ON BOARD DETERMINES WHICH HEAT THE BOAT WILL RACE IN. The registration table will be set up at the beach at 2:30 p.m. on race day, and all boats must be registered and lined up at the 16th ANNUAL JUNKYARD BOAT DERBY You might seem rather brash Digging through your neighbor s trash, But if you want to make a splash, And maybe also win some cash COME AND JOIN THE JUNKYARD DASH! beach, READY TO RACE BY 3:30 P.M. at which time the Emcee will start interviewing the contestants. The race begins after all contestants have been interviewed. Each heat will start when the judges determine that all boats are lined up properly behind the starting line. The announcer will give the signal. Entrants under the age of 18 must have written permission from a parent or guardian and be accompanied by a designated adult during the race. Racers in the 12 & under category MUST wear a Coast Guard Approved Flotation Device. There will be three heats: 12 and under, 13-17, and adult (18 and over). Cash prizes provided by the Booster Club will be awarded for each boat that places first ($50) or second ($25) in each of those age categories. Other awards will be given in the following overall categories: Anchor Dragger (last place) will receive a replica of an anchor as well as a certificate. Other categories are: Best Team Spirit, Best-Looking Boat, Best Costume, Best Use of Materials, Most Creative, Wackiest Boat, Most Ingenious Design, and Most Likely to Sink. 15 There They Go Again See those old men out on the lake in a boat? They are out there testing the lake water again this year. The key to controlling the growth of blue-green algae is to stay one step ahead of it which is exactly what they are trying to do. One of those old guys is testing WATER CLARITY because when the algae increase the clarity decreases. This is a warning sign that things are changing in the lake, and not in a good way. Another is taking the lake s TEM- PERATURE. As the days get warmer the water gets warmer. As the water warms the blue-green algae get more comfortable and start to multiply. Ph (a measure of acidity) is being recorded to set a baseline for the lake this year. If the ph changes more than incrementally the reason for that change needs to be determined. When algae are actively growing they produce oxygen due to photosynthesis. By routinely measuring the OXYGEN CONCENTRATION in the water a baseline is established. If oxygen levels were to begin increasing rapidly it would indicate that algae are also increasing. The blue-green algae that we worry about is really a bacterium, and it is different from green algae, which is actually a plant that feeds the fish. Blue-green cyanobacteria produces the microcystin toxin this toxin is the real worry and why we do all the testing. The blue-green pigment that gives the cyanobacteria its color is phycocyanin. Measuring PHYCOC- ANIN tells us how much pigment is in the water. If it increases it is telling us the blue-green algae is increasing and there may be a problem. Those are the five measurements that are routinely being taken by those IT S THE RULE old men in the boat. If they have results that tell them the blue-green algae are actively growing they can decide to send samples for testing to determine exactly what kind of algae are growing and the concentration of the microcystin toxin (the main concern). That takes several days and definitively determines if the lake needs to be treated. Or, if significant changes occur rapidly in just the few days between measurements, the water can be treated immediately to stop the algae growth before it becomes a problem. By using results from these five tests, and by tracking changes in the test results over time, the people doing the testing begin to see patterns in the lake s behavior. The idea is to watch for the kinds of changes that often precede algal growth and go for an early intervention while being very careful not to treat unnecessarily. So far our lake has stayed healthy and safe. Those old guys in the boat are trying to keep it that way. 13. ROADS, MOTOR VEHICLES AND TRAFFIC REGULATIONS D. Parking: (1) No motor vehicle or miscellaneous vehicle may be parked, placed in a position where it is blocking the flow of traffic or permitted to stand for an excessive period of time on any Choctaw Lake road or right-of-way. (2) Motor vehicles and miscellaneous vehicles shall not be parked on another property owner s property without permission. (3) WHERE A DWELLING IS CONSTRUCTED ON A LOT, ALL MOTOR VEHICLES OWNED BY THE PROPERTY OWNER SHALL BE PARKED EITHER ON THE DRIVEWAY OR INSIDE THE GARAGE. (4) Where no dwelling is constructed on a lot, motor vehicles and miscellaneous vehicles may be parked thereon for up to twelve (12) continuous hours; parking for longer periods of time may be permitted with the prior written permission of the Lake Manager. (5) Motor vehicles, miscellaneous vehicles, trailers, campers or other types of vehicles, whether recreational or commercial, may be parked on Choctaw Lake recreational, boat launch and parking lot areas for up to eight (8) hours only, unless a written consent is obtained from the Lake Manager.
16 Choctaw Lake lost a treasure Monday (July 9th) Choctaw Lake lost one of its true treasures July 9th with the passing of the adult female bald eagle from the nest just south of Old Columbus Road. Around noon the eagle caught a big fish and appeared to be flying back to the nest with food for the three baby eagles. According to accounts, the eagle appeared to be struggling to gain altitude due to the weight of the fish. Unfortunately, the eagle encountered high voltage electric wires, and was electrocuted. The three baby eagles are old enough that they should survive with the help of the adult male eagle.
