1 Page 1 Pursuant to NRS, the Gabbs Advisory Town Board met in a regular session at 6:30 p.m. at the Gabbs Townhall, Gabbs, Nevada. Janice Lyman, Chair Ray Dummar, Vice-chair Joseph Hendrick, Member Kenneth House, Member Melissa Stark, Member 1. PLEDGE OF ALLEGIANCE Pledge was said. 2. ROLL CALL Absent - Joseph Hendrick and Kenneth House. 3. GENERAL PUBLIC COMMENT. James McKinnon stated he was speaking for Best in the Desert. He gave each board member a Best in the Desert t-shirt. He said the race would be coming though on Friday and the course was very rough this year due to all the rain. He said the times would be later because of that and he would like permission to close the roads between 11:40 am and 12:00 pm. He said there were extra fire and ambulance personnel coming to take care of the local services because he would be acting as an EMT for Best of the Desert. Janice Lyman asked how late they would be running. James McKinnon stated the last vehicle should arrive around 12:40 am. Janice Lyman asked if he knew how many entries they had. James McKinnon stated there were over 300 entries this year. He said there would be helicopters flying over town and ESPN was following it this year so they might spend time circling town. He said there would also be media people and they would be wearing orange vests. Melissa Stark asked if he had spoken to the mail delivery driver, Jeanette. James McKinnon stated he had. He said he wanted to let everyone know that the high school kids were doing fundraisers at the pit area. They would be having a bake sell and have ice tea, lemonade and milkshakes. There will be food in the bar and Joe

2 Page 2 GENERAL PUBLIC COMMENT cont. Hendrick would be cooking outside. He said he would be all over town the day of the race and if anyone had any questions to just yell. 4. FOR POSSIBLE ACTION - APPROVAL OF THE AGENDA FOR THE GABBS ADVISORY BOARD S MEETING OF AUGUST 12, Melissa Stark made a motion to approve the agenda; seconded by Ray Dummar; 3 ayes. 5. FOR POSSIBLE ACTION - APPROVAL OF MINUTES OF THE ADVISORY BOARD S MEETING(S) ON JULY 8, Ray Dummar made a motion to approve the minutes from July 8, 2015; seconded by Melissa Stark; 3 ayes. 6. FOR POSSIBLE ACTION EMERGENCY ITEMS. No emergency items. 7. BOARD MEMBER S COMMENTS. Ray Dummar stated they had a lot of junk parked on C Street. He said we used to have a whole bunch of that. Janice Lyman asked if they could do something about it. Ray Dummar stated it was city property. Melissa Stark stated that if they were going to start with C Avenue then they should also do D Avenue. She said they couldn t pick and choose. Ray Dummar stated that D Avenue was bad too. He said there should be something they could do because they didn t want the whole town parking on both sides of the streets. Jim Basinger stated that maybe the board would have to make an ordinance or something. Melissa Stark stated the last time they tried that it turned into a big fiasco.

3 Page 3 BOARD MEMBER S COMMENTS cont. Jim Basinger stated that if he had to work on the streets or the sides of the streets he couldn t. At Mr. Rose s it was all junk but at Mr. Meyer s, it was at least movable. Ray Dummar stated that Scott had taken up the whole block on D Avenue. Jim Basinger stated that Scott didn t think it was junk but treasure. Reyna Martin stated she thought there was an ordinance where vehicles had to be licensed if they were on the street and they should contact law enforcement. Ray Dummar stated that B Avenue was another one. Melissa Stark stated they might as well start at the top and work their way down. Jim Basinger stated he was going to ask Mr. Meyer if he was in competition with Mrs. Toon and if there was a contest going on. Janice Lyman stated she didn t know what the ordinances said. Ray Dummar stated she just told them. Janice Lyman said they could be on the street as long as they were licensed. She said they were right and if they were parked on both sides, it made the streets really narrow. Melissa Stark stated that Jim had found the nuts and bolts. She said they needed to decide where they wanted the playground equipment to go so they could get it put up. Janice Lyman stated she would have a better idea of where it should go since she had children and asked that she handle it. 8. REPORTS a. TOWN SECRETARY S REPORT Reyna Martin stated she had several things to review. One was the letter she received in the mail requesting the addresses of all brothels and casinos in Gabbs. She was going to send the person a copy of what could be found on the county s webpage under Economic Development for Gabbs. Next was the ending budget summary from fiscal year with a current summary for fiscal year This was so they could compare budget amounts. Janice Lyman stated they received more tax revenues last year than was estimated.

4 Page 4 TOWN SECRETARY S REPORT cont. Reyna Martin stated a few months ago she had handed out what she had estimated was going to be the ending revenues for the water, sewer and garbage. She was happy to report the actual final monthly deposits were more that what she had estimated. She reviewed the graphs with the board. She informed the board that between June 16 and July 16 there was only a 4.6 percent loss of water compared to a 20 percent loss in She said the percentages still would fluctuate due to water breaks and such but the water losses had steadily decreased as the old water meters were replaced. 9. CONSENT AGENDA ITEMS a. FOR POSSIBLE ACTION - DISCUSSION OF ANY ITEM FROM THE CONSENT AGENDA THAT NEEDS REVIEW BEFORE A DECISION IS MADE. b. FOR POSSIBLE ACTION APPROVAL OF TOWN VOUCHERS. Melissa Stark made a motion to approve the town vouchers; seconded by Janice Lyman; 3 ayes. 10. FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION ON PURCHASING FORTY (40) NEW SENSUS TOUCH-READ METERS AND MATERIALS FOR NORTH GABBS WITH A COST OF $8, TO BE FUNDED FROM SPECIAL CAPITAL PROJECTS. Reyna Martin stated these were only the residential meters. She said that there were three Master meters that would be replaced with Neptune meters and not Sensus because they were seasonal accounts. The 40 requested meters were to replace active meters. Melissa Stark asked what the difference was between a Master and a Neptune meter. Reyna Martin stated the Master meters were installed in the 1980 s and the Neptune meters were purchased in the last three years before the decision to install the Sensus meters. She said this would complete the conversion of the residential meters to touchreads. Melissa Stark made a motion to purchase forty new Sensus touch-read meters and materials for North Gabbs, seconded by Ray Dummar; 3 ayes.

5 Page FOR POSSIBLE ACTION DISCUSSION AND DELIBERATION TO RATIFY THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AWARD FOR RENOVATIONS TO THE GABBS POOL ACCEPTED BY THE NYE COUNTY BOARD OF COUNTY COMMISSIONERS AT THEIR JULY 7, 2015 MEETING. Reyna Martin stated that she was waiting for Mary Zlotek to get back to her on what the volunteer wage amount would be for the in-kind match. Janice Lyman stated the rates she used were on the Nye County Labor Commission website. She said they might have changed since then but that was the rates she used in her calculations. Ray Dummar made a motion to accept the Community Development Block Grant Award for the Gabbs Pool; seconded by Melissa Stark; 3 ayes. 12. GENERAL PUBLIC COMMENT Jim Basinger stated he had been in contact with Mr. Steve Becker who was with Premier back east. He wanted to contribute money to the Community Center. What he needed from us was an estimate on what it would cost to finish the kitchen, the electricity and whatever maintenance there was. Janice Lyman stated that Pam Webster called her and she was going to check if there was any money left at all to put towards the kitchen. They really want us to take it over and Pam was going to contact Sharon Wehrly to see if she was willing to move the Sheriff s Office down there. Pam would then calculate what they spent to keep this building open and offer us that much money. She felt if we take it over then we want the mudroom built on and we want some table and chairs. Jim Basinger agreed. Janice Lyman said and we want the kitchen finished. She told them we weren t going to do anything since it wasn t usable. She told Pam that it had to be completed before we could take it over. She didn t know if the roof leaked or all the water came in from under the door. Jim Basinger stated the reason the water was coming in under the door was because the water was running off onto the slab and the slab was flat. He said there was no drain because there was supposed to be a roof over it. Janice Lyman asked if the roof was leaking or not.

6 Page 6 GENERAL PUBLIC COMMENT cont. Jim Basinger stated that there was a spot or two inside that might have a leak and they were trying to find it. He said one was in the air conditioner, the other was in the great room and they hadn t pinpointed it yet. He said that we didn t need a commercial kitchen in there. Ray Dummar stated they didn t need a casino kitchen. Jim Basinger stated they didn t need a 750 gallon grease trap. Janice Lyman stated Pam was going to see if the county could come up with enough money to put in counters and a sink. Jim Basinger stated he was going to talk to the comptroller, Mrs. Fanning, and he thought there was over $20,000 left in that budget. Janice Lyman stated that could finish the kitchen because we didn t need a stove but we needed a sink and a water heater. Jim Basinger stated he was concerned with the outside. He wanted to see sidewalks out there and get the mudroom on. Mr. Ben Dodson gave him a price of close to $20,000 to do all the concrete and put the mudroom on but that was just a rough figure, nothing was set in stone. He said he wanted sidewalks, curbs and gutters out front. In the back of the building he wanted a curb and gutter to stop the water from eroding all the fines. He also saw they reshot the property corners and we had another ten or fifteen feet on the east side. Janice Lyman asked if they had to have handicapped parking and was it a USDA loan or a government loan. Ray Dummar stated that wouldn t be much. Jim Basinger stated the plans had handicapped parking on it. He said that in the next couple of weeks he would make an appointment with Mrs. Fanning and possibly with Pam.
