2 2 The Peace Pipe, Choctaw Lake, March 2016 CLPOA Board of Trustees Meeting January 12, 2016 Substantive Motions Approved in this Meeting Motion : Tom Boyd made a motion to convert all overnight docks to rental docks. Bob McKinley seconded. Motion passed, 5 Rental Docks voted for the motion and 1 abstained. Motion : Tom Boyd made a motion to raise dock rental to $250. Vince Cyran seconded. Motion passed, 5 voted for the motion and 1 abstained. By CLPOA Board of Trustees motion and (see January minutes in this issue) all CLPOA docks will now be rentals at $250 per season. Property owners who rented a dock last year need to contact the office to make arrangements to continue renting their current dock (or change to another location) by March 20th. All other property owners wishing to rent a dock can call the office after March 20th at Motion : Vince Cyran made a motion to get a quote for the wetlands design. Bob McKinley seconded. Motion passed, 4 for the motion and 2 against. Motion : Sener Calis made a motion to not authorize spending Beautification money for a dog park. Brian Welch seconded. Vote was taken. Motion passed, 1 abstain Motion : Vince Cyran made a motion to remove the no gun sign from the Arrowhead. Sener Calis seconded. Motion passed, 5 for the motion and 2 abstained. Motion : Vince Cyran made a motion to charge X-Tac training $25 per day rental fee for the Arrowhead provided it does not conflict with another rental. This rate will apply provided the majority of the students are Choctaw residents. Lake Choctaw will be named on X-Tac liability insurance policy as an additional insured. X-Tac will enter into a hold harmless agreement with Lake Choctaw. Sener Calis seconded. Motion passed, 6 for and 1 abstained. 3 2016 Guest Pass Procedure The Peace Pipe, Choctaw Lake, March Property Owners are strongly encouraged to accompany their guests at all times. This procedure applies only to guests of Choctaw Lake Property Owners that will be using any Choctaw Lake amenity while not in the company of the Property Owner that invited them here. Examples would include usage of the beach or fishing without the Property Owner present. Guest Passes are not required for guests while in the presence of the Property Owner. Members must be in good standing in order to be issued a Guest Pass. Renters are eligible to obtain a Guest Pass under the same provisions as Property Owners. A Guest Pass may be obtained as follows: 1. A Property Owner may request from the Lake Office a mirror-tag Guest Pass that will be good for the entire year. The pass will be labeled with the Property Owners lot number and signed out to the Property Owner requesting it. Only one (1) Guest Pass will be issued per each assessed lot. Guest Passes will be available from the Lake Office at the same time that boat stickers are issued in the spring, and through-out the remaining year upon request. Guest Passes are to be displayed by hanging on the rear-view mirror of the vehicle. Guest Passes must be returned to the Lake Office when a Property Owner sells their property or a renter leaves our community within the year for which the tag is valid. 2. Property Owners are encouraged to plan ahead and obtain a Guest Pass from the Lake Office when an upcoming need is first identified. If an unforeseen need for a Guest Pass arises and the Lake Office is not open. Such as weekends and holidays, then a Property Owner may call either the Lake Patrol Office at or any Board member (phone numbers listed on the Choctaw Lake website and in the Peace Pipe) and request a Guest Pass. In all cases, the Property Owner is responsible for informing their guests of all pertinent Choctaw Lake Rules & Regulations in advance and they are also accountable for and responsible for the use of the Guest Pass assigned to them. If a guest using a pass is found to be in violation of Choctaw Lake Rules & Regulations, or otherwise creating a nuisance or disturbance, they will be required to surrender the Guest Pass to the Choctaw Lake Patrol upon request. Upon surrendering the Guest Pass, the guest will then be required to either return to the presence of the Property Owner or leave our community. The matter will then be referred to the Lake Manager for further review and action if deemed appropriate. Procedure For Viewing CLPOA Records 1. Written request with: Information request, Date, Purpose, and Signature. 2. President and Secretary to approve or deny request within three (3) working days. 3. If denied, it will be brought up at the next Board Meeting. 5 Meeting From page 2 Property Owner s Time: Brian Throckmorton (lot 0806) was present to discuss the concealed carry training course his company X-Tac Training LLC provides. He stated there are many Choctaw residents signed up for the training. He asked the Board whether he could use the Arrowhead for free for the training. To be discussed in new business. Larraine Boyd (lot 0403 & 0404) was present to ask what the status is for updating the tennis courts and baseball diamond. She stated she has worked with asphalt companies in the past and would be willing to help with obtaining bids. Dan Blazer told her that a bid has been received but he did not know the details. Larraine also expressed concern that the meeting minutes are not published in a timely fashion. Dan stated that the Board has to follow our rules and the minutes are reviewed at the next meeting. He agreed this is something to be looked into. To be discussed in new business. Ken Petry (lot 0994) was present to discuss the proposed veteran memorial. He suggested that the Board consider placing it at the memorial garden near the lodge. Ken stated that guns are not permitted in the Lodge and Arrowhead. He asked whether there is a reason for this. Ken also feels that voting on motions should go on the record. Dick Hanna (lot 0705) was present to express concern about the communication to property owners about the new vehicle stickers. Dick asked why the Patrol cars are now labeled as Sheriff. Dan Blazer responded that the county Sheriff wants the cars to be marked with Sheriff because our patrolmen are Deputy Sheriffs. Also the Sheriff s department will purchase our cars in the future. Jim Jones (lot 1038) was present to thank the Board members for their service. He stated that he feels the lake water quality should be our highest priority and the roads should be the next priority. Minutes: The November minutes were approved as submitted. Patrol Report: The Patrol report was accepted as submitted. Maintenance Report: The Maintenance report was accepted as submitted. Sener asked about the lift for the silt removal containers. Dan responded that the hydraulic cylinder failed and is being repaired under warranty by the manufacturer. When it is returned it will be installed on the lift station. Brian Welch reported that maintenance has been performed on the truck used to haul the containers. Office Report: The Office report was accepted as submitted. Treasurer s Report The Treasurer s report was accepted as submitted. Manager s Report: The Activity report was accepted as The Peace Pipe, Choctaw Lake, March submitted. Mike Hexamer was excused from this meeting so no report was presented. Committees of Trustees: Lake Drainage & Roads Tom Boyd reported that work will continue when the asphalt companies open this spring. Brian Welch reported on work completed on the west side. Public Relations & Publications Brian Welch reported that he is working with Patrick Dunkley of 3D to update and correct the links in the website. Constitution, Rules & Regulations nothing to report. Land, Facilities & Long Range Planning Tom Boyd reported on the recent meeting. Dan said that the committee discussed rental docks and recommended an increase. They also discussed the non-rental docks and recommended converting them to rental docks. The committee would like to begin purchasing equipment for the lodge kitchen. Dan explained how the gated community would work. Dan presented ideas from the committee about having a bar code system for a gated community. The Board discussed some of the suggestions. Patrol Security Vince Cyran discussed whether car stickers should be distributed to delinquent property owners. He feels this is a security issue and stickers should be distributed regardless. The Board concurred. He would like the message on the electronic sign changed to remove enforcement for car stickers and replace with encourage. The Board concurred. Sener asked about the security cameras and lighting. He was told the cameras have been repaired and Mike is looking into lighting the boat storage area across from the marina. Personnel Bob McKinley reported that the committee approved the hire of one new patrolman. Other Committees: Lake Water Quality Sener Calis reported on the recent meeting. He shared a map of the preliminary design for the wetlands project. The committee recommends moving forward with a wetlands project if funded through a conservation easement. The committee does not recommend the project as a multi-year project or as a project which Choctaw Lake constructs. Bob Dana has sent Mike suggestions for a water testing consultant. Bob Dana will take the lead on the water testing program for The Precision AG workshop for watershed land owners is being held on February 11. The LWQ/Garden Club workshop for plantings to filter water & deter geese and rain gardens to reduce flooding is being held March 12. Vince Cyran made a motion to get a scond quote for the wetlands design. Bob McKinley seconded. The Board discussed obtaining a quote for the preliminary design and whether a conservation easement is the way to go. Motion passed, 4 for the motion and 2 against (Motion ). Beautification Dan Blazer reported on preliminary plans for a dog park & fence in the green area by the old maintenance building. The Board discussed whether the funds for a dog park should come from Beautification rather than out of capital. Sener Calis made a motion to not authorize spending Beautification money for a dog park. Brian Welch seconded. Vote was taken. Motion passed, 1 abstain (Motion ). Recreation Dan Blazer reported that the bands have been booked for next year s Summer Concert series. Investment Dan Blazer reported on recent investment activity. Choctaw Utilities Tom Boyd reported on the recent meeting. There are some water testing issues that Jim Moran is working with the EPA and the chemical manufacturer. Lot Sales nothing to report. Sewer nothing to report. Old Business: There was no old business to discuss. New Business: The Board discussed Brian Throckmorton s request to use the Arrowhead to hold training classes for conceal carry. Vince Cyran made a motion to remove any verbiage in our rules preventing guns in our buildings and to remove the no guns allowed signs on Choctaw property. Tom Boyd seconded. 10 10 The Peace Pipe, Choctaw Lake, March 2016 Precision Agriculture Workshop By Barb Niemeyer Choctaw Lake Water Quality Co-Chair On Thursday, February 11, Choctaw Lake Water Quality Committee and the Madison County Farm Bureau hosted a workshop for farmers in our watershed to learn about Precision Agriculture. Precision Agriculture shows how there are many different profit zones and losses rather than overall farm profit averages. By using Precision Agriculture analyses, a farm can increase income by replacing low or net-loss field zones with conservation practices. This program demonstrated the overall farm operation has potential to profit and increase yields on prime farm ground. Another benefit is witnessed over several years as the average farm yield increases and leads to baseline data for insurance and disaster coverage in the event of extreme weather events. Our speaker for this workshop was Mike Retterer, Farm Bill Wildlife Biologist. Mike is returning to Choctaw Lake on Saturday, March 12 from 9:00 11:00 a.m., to present a workshop for Choctaw Lake Property Owners. The focus for this workshop is plantings to deter geese and filter water on your property. He will be joined by Susan Riggins, Madison County Sanitary Sewer and Water District, who will present information on rain gardens to reduce flooding. This workshop is jointly sponsored by the Choctaw Lake Water Quality Committee and the Choctaw Lake Garden Club. Please plan to attend this workshop to learn how you can improve the quality of our lake water. No attachments by the customer, or customer s agent, are permitted to company owned meters, meter circuits, or ancillary meter devices. Customer owned surge protectors will be removed and left with the resident following removal. If you have installed a devise on your home and would like to be home during the surge suppression removal, please call the Springfield Meter Shop at to arrange a time and date. Please note - a short power outage will occur when the meter socket surge suppressor is removed from the meter socket.
