1 Cumberland County Utility Coordinating Committee Minutes of February 4 th, 2016 Meeting Location: PWC Operations Center Water Construction Conference Room 955 Old Wilmington Rd, Fayetteville, NC Kenny Hart called the meeting to order and welcomed everyone. Members present: Kenny Hart Jeff Bartley Ray Blackwell Jeff Riddle Mike Paluso Corey Shull Adam Furr Darlene Goodheart Sam Powers PWC Water Resource Construction NC811 Piedmont Natural Gas City of Fayetteville State Utility Contractors State Utility Contrators City of Fayetteville PWC Electric Construction PWC Water Resource Engineering Member Project Discussions: Jeff Bartley presented updates along with a brief video from NC811. I have attached a copy of Jeff s narrative which has some really important information such as: UCC Meeting Schedules UCC Issues Form This form is used to voice any concerns you may have regarding digging, locate tickets, etc. Distance Per Locate Ticket For each locate ticket excluding Design Survey, the ticket distance cannot exceed ¼ mile in length or 1,320 feet. Bill Hammond with NCDOT was not able to attend however I have attached his DOT Project Status Report for your reference. Mike Paluso and Corey Shull with State Utilities expressed safety concerns with abandoned lines not being marked. They are having a hard time determining which is live lines from abandoned.
2 Raymond Blackwell with Piedmont Natural Gas stated they would be replacing gas lines on Bragg Boulevard in the near future. Jeff Riddle with the City of Fayetteville stated the Winslow Street Project should be completed by the end of March. Person Street Project is in progress to start work in the near future. Kingsford/Buckhead Project should start in March. They will also be starting the Coventry and Bonnie Dune drainage projects soon. Sam Powers with Water Resource Engineering discussed the upcoming Freedom Town Center and Groveview Terrace (Grove Street) Projects that will be starting in the spring. Darlene Goodheart with PWC Electrical Construction stated work continues on the Rowan Street Project and the Raeford Road Project will be starting soon. Kenny Hart with PWC Water Resource Construction stated they are working on regular operating maintenance. The contractor for Water Main Rehab is back in town therefore work on Kensington Circle and Old Wilmington Road will be starting again soon. Work on Millbrook Road continues for City Resurfacing. PWC now only has one smart meter installer which is Apex. Bragg Boulevard and Owen Drive irrigation installations for the City of Fayetteville will be starting soon. The next Cumberland County Utilities Coordinating meeting will be held on Thursday, March 3rd, 2016.

Per the North Carolina Underground Utility Safety and Damage Prevention Act: The requested area to locate cannot exceed 1/4 mile in geographical length or five adjoining addresses, not to exceed 1/4 mile in geographical length. Therefore, when the geographical length of the locate exceeds 1/4 mile, the total distance will be broken up into segments of no more than 1/4 mile in length, with each segment being processed separately.
