De La Mare, Airport Manager CALL TO ORDER Minutes of the Committee of Whole Council Meeting held October 13, 2015 That the Minutes of the Committee of Whole Council Meeting held October 13, 2015 be adopted as circulated. Adoption of Agenda That the agenda as reorganized be adopted.
2 Operating Building December 8, 2015 Committee of Whole Council Meeting Minutes Page 2 F Budget and Capital Projects Report # That pursuant to the report of the Chief Financial Officer dated December 7, 2015 regarding the 2016 Operating and Capital Projects budget, a revised 2016 Projects List be brought forward to Council at its December 15, 2015 meeting for approval of Council that includes the following conditions: 1. City Project Memorandums be completed and signed-off by the CAO and project leader for each project prior to that project s commencement; 2. Prior to a project s commencement, the CFO must confirm 2016 funding is in place; 3. Prior to ordering a Fire truck in 2016, a service renewal proposal be delivered to the CRD, and a consulting report be commissioned from Fire Underwriters Survey that evaluates Williams Lake and Area fire risks, infrastructure and department capacity. - The Director of Protective Services, Director of Municipal Services, Manager of Water/Sewer Divisionand Airport Manager left the meeting at 7:00 PM. G1. Sam Ketcham Pool Upgrade Permit Fees Regort # That the report of the Director of Development Services and Chief Administrative Officer dated December 3, 2015 be received and Council agree in principle to a maximum amount payable of $10,000 by the Cariboo Regional District (CRD) towards Building Permit fees and Development Cost Charges for the Sam Ketchum Pool Upgrade project at the Cariboo Memorial Recreational Complex, subject to receiving a commitment from the CRD that there willbe no cost to the City for landfillfees for this project.

Cariboo Chilcotin Metis Association Seconded by Councillor Zacharias That the request for a Grant in Aid from the Cariboo Chilcotin Metis Association be denied. DEFEATED COUNCILLORS WALTERS, NELSON & RYLLREGISTERED NEGATIVE VOTES. Seconded by Councillor Walters That a Grant in Aid in the amount of $500 be given to the Cariboo Chilcotin Metis Association. COUNCILLOR BONNELL REGISTERED A NEGATIVE VOTE.

Williams Lake Blue Fins Swim Club That a Grant in Aid in the amount of $1,500 be given to the Williams Lake Blue Fins Swim Club. o COUNCILLOR WALTERS REGISTERED A NEGATIVE VOTE. Williams Lake Cycling Club Seconded by Councillor Zacharias That a Grant in Aid in the amount of $2,500 be given to the Williams Lake Cycling Club. 0 COUNCILLOR BONNELL REGISTERED A NEGATIVE VOTE. Williams Lake Stampeders Hockey Club Seconded by Councillor Walters That a Grant in Aid in the amount of $1,500 be given to the Williams Lake Stampeders Hockey Club.

Williams Lake Studio Theatre Moved by Councillor Walters Seconded by Councillor Ryll That a Grant in Aid in the amount of $2,000 be given to the Williams Lake Studio Theatre. Cariboo Chilcotin Amateur Radio Society Moved by Councillor Smith That the request for a Grant in Aid from the Cariboo Chilcotin Amateur Radio Society be denied.

Williams Lake Curling Club and Gizeh Shriners of BC & Yukon Branch Williams Lake Regort # That Staff work with the Williams Lake Curling Club and Gizeh Shriners of BC & Yukon Williams Lake Branch to assist them with grant applications to Northern Development Initiatives Trust (NDIT) or Western Economic Diversification Fund (WED) as applicable. Williams Lake Museum & Historical Society Report # Moved Councillor Nelson Seconded Councillor Zacharias That a meeting be scheduled with the Williams Lake Museum & Historical Society, and $5,000 be removed from the 2016 Grant in Aid budget and set aside for addressing their Operational shortfall in That the Grant in Aid request from the Williams Lake Museum & Historical Society for their 25 birthday celebrations be denied.
