1 Matsqui Centennial Auditorium Council Present: Mayor G. Ferguson; Councillors: E. Fast, S. Gibson, M. Gill, W. Lee, G. Peary, P. Ross, M. Warawa, and C. Harder Media Present: The News and Rogers Cablesystems Public Present: CALL TO ORDER Mayor Ferguson called the meeting to order at 8:00 p.m., and announced that, at the Executive Committee of Council meeting on June 22, 1998, Correctional Services of Canada will present its review of Sumas Community Correctional Centre, which was undertaken in response to a number of incidents that had created concern for community safety. Also, the B.C. Ambulance Service will appear before Council at its Regular meeting of June 22, 1998, to discuss the need for additional ambulance service for Abbotsford and improvements to response time due to patient transfers. 2. MINUTES.1 Regular Council Meeting Minutes - June 1, 1998 Moved by Councillor Gill, seconded by Councillor Fast, that the minutes of the Regular meeting of Council held June 1, 1998, be adopted. R CARRlED. 3. BUSINESS OUT OF MINUTES.1 G. and A. Loewen, 4024 Prairie Street - Development Permit No ( /D98-2) Report No. DEV dated June 9, 1998, from the Deputy Approving Officer, recommended issuance of Development Permit No for the G. and A. Loewen property at 4024 Prairie Street. Minor site preparation works, associated with the proposed subdivision into two rural residential lots, would be permitted if the permit is approved.

Loewen property at 4024 Prairie Street, subject to providing the required $10,000 environmental security and $500 inspection fee. R CARRIED. 4. DELEGATIONS.1 Horn Street/Maclure Road Area Residents - Crosswalk/Traffic Signal Installation Request Moved by Councillor Fast, seconded by Councillor Gibson, that a delegation of Hom Street/Maclure Road area residents, requesting installation of a crosswalk and/or traffic signalization, be permitted to address Council. R CARRIED. J. Floberg, Hom Street, referred to a fatal accident at the intersection of Hom Street and Maclure Road. She advised that vehicles travel along Maclure Road at excessive speeds, and noted visibility problems for vehicles exiting Hom Street, due to a large concrete wall. Ms. Floberg requested that the intersection of Hom Street and Maclure Road be fully signalized, and submitted a petition signed by 110 area residents. R. Hildebrandt, Hom Street, spoke of vehicles travelling on Maclure Road at excessive speeds, and suggested that either the intersection of Hom Street and Maclure Road be fully signalized or that photo radar be deployed in the area. I. Baron, Malahat Place, agreed with the previous speaker that either the Hom Street/Maclure Road intersection should be fully signalized or that photo radar should be used on a regular basis in the vicinity. She noted that many senior citizen and child pedestrians share Maclure Road with vehicles travelling at high speeds, and submitted a 54-signature petition in support of a request for a signalized intersection.
3 {)00695 Matsqui Centennial Auditorium Page 3 T. Tessemaker, Malahat Place, expressed condolences to the families of the victims in the recent car accident on Maclure Road at Hom Street. She stated that the intersection was very dangerous due to the "blind spot" created by a concrete wall, combined with the high speeds of vehicles travelling on the newly-reconstructed Maclure Road. Ms. Tessemaker suggested that an alternative truck route be established, and that the City fully signalize the intersection. A. Verot, Hom Street, suggested that a higher police presence be established in the Hom StreetlMaclure Road area, and that speed limits be strictly enforced. P. Thomas, Malahat Place, noted that the conduits were in place to signalize the intersection of Maclure Road and Hom Street, and requested that traffic signals be installed. A. Gosling, Hom Street, outlined difficulties she had encountered as a pedestrian using the Maclure RoadIHorn Street intersection, and reiterated the need for signalization. B. Waterson, Hom Street, commented that Maclure Road had not been as dangerous when it was a two-lane road; however, the recent reconstruction to a four-lane standard had created significant difficulties in making left-hand turns from Hom Street. He emphasized the need for signalization of the intersection. M. Wade, Hom Street, implored Council to signalize the Hom StreetlMaclure Road intersection. D. Warbuski, Hom Street, noted the high speeds of vehicles travelling on Maclure Road, and advised that approximately two years ago, petitions were submitted to the City requesting signalization of the Hom StreetlMaclure Road intersection. Mr. Warbuski also asked that the height of the fence on Maclure Road be lowered. Moved by Councillor Warawa, seconded by Councillor Fast, that the delegation of Hom Street/Maclure Road area residents be received, and that the petitions and letters requesting signalization of the intersection of Hom Street at Maclure Road be referred to the Abbotsford Traffic Safety Advisory Committee and staff for engineering and police reports. REPORTS (STAFF/COMMITTEES).1 Abbotsford Canada Day Committee Minutes - April 16 and May 14, 1998 Moved by Councillor Gibson, seconded by Councillor Gill, that the minutes of the Abbotsford Canada Day Committee meetings held April 16 and May 14, 1998, be approved. R CARRIED..2 Annual Parks and Recreation Retreat Minutes - May 28, 1998 Moved by Councillor Warawa, seconded by Councillor Gibson, that the minutes of the Annual Parks and Recreation Retreat held May 28, 1998, be approved. BY-LAWS.1 By-law No , Tree Protection By-law, 1995, Amendment By-law No.2 - Amends Schedule "A" to Include West Abbotsford in Area "A" Moved by Councillor Lee, seconded by Councillor Fast, that By-law No , cited as "Tree Protection By-law, 1995, Amendment By-law No.2", now be introduced and read a first, second, and third time. R CARRIED. 8. NEW BUSINESS.1 S. Primus (Fitness Edge) - Provision of Fitness Class and Weight Room Supervision Services - Contract ( /316 and ) Moved by Councillor Lee, seconded by Councillor Ross that, as recommended in Report No. P&R 98-3 dated June 10, 1998, from the Manager, Recreation Services, and the Director of Finance: (1) S. Primus (Fitness Edge) be awarded a contractto provide fitness class and weight room supervision services at the stipulated hourly rates outlined in the report; and (2) the Mayor and City Clerk be authorized to sign the contract agreement. R CARRIED..2 Mt. Lehman Community Association - Canada Day Parade Moved by Councillor Wiebe, seconded by Councillor Warawa that, as requested in correspondence dated May 27, 1998, from the Mt. Lehman Community Association, permission be granted to conduct a Canada Day Parade on July 1, 1998, with Mayor Ferguson and the Abbotsford Police Department in attendance, and the City of Abbotsford be represented in the parade, subject to submission of insurance documents naming the City of Abbotsford as an additional insured.

Lehman Community Association for its 1998 Canada Day festivities, and that $500 of Councillor Lee's travel expense fund be granted to the Upper Sumas Womens' Institute for its 1998 Sumas Day event. It was noted that the Upper Sumas Womens' Institute was denied a grant in 1998, in accordance with Council's policy, and there was concern that individual Councillors offering the use of their expense accounts would set a precedent for similar requests in the future. The amendment was then put and DEFEATED. Opposed: Councillors Fast, Gibson, Gill, Ross, and Mayor Ferguson The original motion was then put and R CARRIED..3 Clayburn Village Community Society - Ninth Annual Clayburn Village Heritage Day - July 19, 1998; and Temporary Closure of Wright Street, from Bateman Road to Clayburn Road Moved by Councillor Gill, seconded by Councillor Ross that, as requested in correspondence dated May 25, 1998, from the Clayburn Village Community Society, permission be granted to conduct the Ninth Annual Clayburn Village Heritage Day on Sunday, July 19, 1998, including the temporary closure of Wright Street, from Bateman Road to Clayburn Road, between 12:00 noon and 6:00 p.m., subject to submission of insurance documents naming the City of Abbotsford as an additional insured. R CARRIED.
9 Matsqui Centennial Auditorium Page 9.4 Vancouver Velo Vets Cycling Club - Road Races - August 15 and Moved by Councillor Lee, seconded by Councillor Ross that, as requested in correspondence dated May 21, 1998, from the Vancouver Velo Vets Cycling Club, permission be granted to conduct road races on August 15 and 16, 1998, along the routes outlined, subject to submission of insurance documents naming the City of Abbotsford as an additional insured, restricting times of the events, and notifying area residents in advance of the event. R CARRIED.. 5 City ofkelowna- Request for Support of Amendments to: Criminal Code of Canada; Child, Family, and Community Services Act; and Provincial Change of Name Act all Regarding Sexual Exploitation of Youth Moved by Councillor Warawa, seconded by Councillor Gibson that, as requested in correspondence dated June 2,1998, from the City of Kelowna, Abbotsford support amendments to the "Criminal Code of Canada", the "Child, Family, and Community Services Act", and the "Provincial Change of Name Act", with respect to the sexual exploitation of youth. R CARRIED.. 6 Fraser Valley Regional Library Operating Budget - Proposed Funding Formula Change Moved by Councillor Warawa, seconded by Councillor Wiebe that, as requested in correspondence dated May 29, 1998, from the Fraser Valley Regional Library, Abbotsford Council support a change to the funding formula for the 1999 Operating Budget from the current 50% "true usage" and 50% one-half converted value of land and improvements and one-half population, to 100% "true usage". R CARRIED.
10 Matsqui Centennial Auditorium Page 10.7 Abbotsford Chamber of Commerce - Signage Moved by Councillor Warawa, seconded by Councillor Lee, that correspondence dated June 4, 1998, from the Abbotsford Chamber of Commerce, requesting financial assistance to produce a new graphic image for, and install "We1come to Abbotsford" signs, including a sign northbound along Highway No. 11, be received and referred to 1999 budget discussions.
