1 A4232 Eastern Bay Link, Cardiff Tuesday 13th June, pm Trevithick Lecture Theatre (T2/09), Cardiff School of Engineering, Cardiff, CF24 3AA This lecture is co-badged with CIHT Eastern Bay Link road. The Eastern Bay Link scheme extends the A4232 link road around the southern perimeter of Cardiff from Queensgate Roundabout to Ocean Way Roundabout. It passes through Cardiff docks, providing the next section of the link road and removing the need for traffic to negotiate the current 3½km route via Central Link, East Tyndall Street and Ocean Way. The strategic link road is a 1.2km long elevated dual carriageway and the conceptual design was based on the provision of two approach embankments and a viaduct of composite construction approximately 300m long. Due to the poor ground conditions it was envisaged that the embankments would need to be piled. Site constraints required a large part of the approach works to be contained by retaining walls. Alteration works, including additional signalisation, were required to both roundabouts together with diversion of the main dock road. The main risks were considered to be acquiring the required land, poor ground conditions including areas of contamination, site restraints due to the immediately adjacent CELSA live railway and working dock roads, and phasing of major service diversions.

2 An ECI contract for the design and construction of the road was let to the Dawnus Ferrovial Agroman JV in January Due to technical difficulties with planned service diversions, the Client s conceptual design was fundamentally changed to extend the main viaduct and include two approach viaducts. Issues with the original Environmental Statement and Traffic Modelling resulted in further potential delays to the design and construction. The speakers will describe how a collaborative approach and the use of innovative solutions enabled these challenges to be overcome resulting in the project being delivered on time and under budget. The delivery of sustainable community benefits will also be discussed. 3 Speakers John Evans, Dawnus Ferrovial Agroman JV Project Manager (KS3 and part KS6) John is a Chartered Civil Engineer and Chartered Environmentalist with nearly 40 years experience of working with major UK contracting organisations, the last 25 years being spent in South Wales. He started his career working on various civil engineering schemes around the UK and then spent two years on a design secondment in Hong Kong. He has extensive experience of delivering infrastructure and particularly highway infrastructure works. In the last ten years since joining Dawnus he has been responsible for pre-qualifying, bidding for and delivering several projects. In the first eight years he was responsible for tendering for schemes with a total value in excess of 140m, and delivering 24 projects across a wide geographical area, with a total value of approximately 20m. John has been responsible for several award winning schemes especially in the fields of innovation and waste minimization such as the Quadrant Bus Station in Swansea, Ffordd Amazon Stage 2 and the Erwood Bridge Refurbishment Scheme. Since January 2015 fulfilled the role of Project Manager responsible for delivering the Eastern Bay Link Road, throughout Key Stage 3 and the Enabling Works until handing over to Gareth last year. John is a chartered member of IOSH demonstrating his commitment to Health and Safety and is enthusiastic about delivering tangible and sustainable community benefits on his projects. He became a CEEQUAL Assessor in 2010, and has recently taken up the role of Supervising Civil Engineer for the company s ICE Training Scheme and Further Learning Programme. Gareth Pittard IEng MICE, Dawnus Ferrovial Agroman JV Project Manager (Key Stage 6) Gareth joined the Eastern Bay Link delivery team in June 2016, taking on the Project Manager role during the early part of Key Stage 6. Gareth has over 16 years experience working in the construction industry, initially working as an engineer for contractors including BAM Nuttall and Carillion, and more recently as a Contracts Manager for Alun Griffiths. Much of Gareth s experience is related to works procured through frameworks such as the South East Wales Highways Framework, North & Mid Wales Trunk Road Agency and Powys CC, as well as schemes secured through open tender for Clients such as Gladman Developments and the Aneurin Bevan Health Board. Whilst most schemes were administered using NEC Contracts, Gareth has also gained experience with other forms of contracts. Gareth fulfilled the role of Contracts Manager on the Great Western Railway Modernisation (GWRM) Framework and was responsible the design and delivery off multiple over-bridge schemes. Gareth managed the earthworks and roadworks on the 10m A487 Trunk Road Improvement Scheme at Glandyfi and on parts of the Heads of the Valley Section 3 (Tredegar to Brynmawr) Scheme where he was also involved with ground investigation works, and liaising with local authorities, statutory bodies and landowners.

4 On the 74m M4 Widening Junction 29 Junction 32, Gareth again managed earthworks and road construction, which included the use of steepened slopes and reinforced earth He also managed sub-contractors carrying out soil nailing, surfacing, and slip-forming of structures. Dr Gareth T. Davies, BEng(Hons), PhD, CEng, MIStructE, Cass Hayward Specialist Bridge Designer Gareth is an engineering graduate of Cardiff University where he studied for both his Degree and Doctorate. He is currently an Associate at specialist bridge designers Cass Hayward LLP and has been engaged in the design and construction of bridges for the majority of his 20 years in Civil Engineering. During his career, Gareth has been involved in the design of many different types of bridges in both the highway and railway sectors. His most prominent projects include the award-winning schemes for the reconstruction of the long-span East Coast Main Line crossing of Newark Dyke and the heavyweight launch of the widened Bishop s Bridge Road crossing over the platforms at Paddington Station. The Newark Dyke railway underbridge design helped to pioneer analytical methods of addressing the dynamic effects of high speed trains. His more recent design for the Reconstruction of Thorndell Railway Viaduct in Sussex was the winner of the 2016 ICE Designed in Wales Award. Gareth was the Structures Design Team Leader for Cass Hayward on Eastern Bay Link and was primarily involved with the design of the 230m-long railway viaduct. His other local designs include cycleway crossings of the River Taff serving the Test Match cricket ground at Sophia Gardens and the Pont y Werin bascule bridge over the River Ely in Cardiff Bay. Darren Wright, Capita Design Manager Darren is an Associate Director at Capita and responsible for the technical delivery of infrastructure projects at their Cardiff office. He is an Incorporated Engineer with 28 years experience in design development for civil engineering projects, including large highway improvement, public realm and urban regeneration schemes. He excels when managing multi-disciplinary teams, coordinating inputs and design information from different parties to develop a holistic design which brings together people s specialisms. Darren has successfully managed the design process for a number of projects in constrained sites with critical stakeholder and statutory services interfaces and challenging logistical requirements. This includes public realm projects such as Newport City Centre Regeneration and the Merthyr Town Centre Regeneration projects. Highway design experience includes preliminary design on A470 Erwood to Glanwye, preliminary design for both Sirhowy Enterprise Way and Newport Southern Distributor road, various upgrades to the M4 J28 Tredegar Park, highway improvements to the North Ebbw Vale corridor and M4 Junction 24 Coldra Improvement. M4 Jct 24 Coldra Improvement was an integral part of infrastructure improvements in preparation for the 2010 Ryder Cup, Darren led his team in successfully delivering the design on time, demonstrating his ability to meet key milestones. Darren also has experience of design in the railway environment, such as the station and platform improvements at Pye Corner, where he was appointed Design Project Manager.On Eastern Bay Link road, Darren has been proactive in forming the collaborative culture necessary to deliver the preliminary and detailed designs on time and within cost.

5 James Evans, WSP Employer s Agent Representative James is a Chartered Engineer with 30 years experience and started his career as a graduate engineer with Mid Glamorgan County Council Highways Department in Whilst with the council he was involved in a number of projects including Talbot Green Bypass, Navigation Park at Abercynon and Lower Rhymney Valley Relief Road. Following local government reorganisation, James was employed by Glamorgan Engineering Consultancy and worked on the Porth and Lower Rhondda Fach Relief Road, before becoming design lead for the 90m A473 Church Village Bypass. He maintained an input into the project delivery by representing the client during the Early Contractor Involvement stage in an Employers Agent role based on site. Whilst at Capita, James undertook a client role to deliver town centre enhancements at Aberdare and was project manager for new gyratory infrastructure within Merthyr Town Centre. Employed by Parsons Brinckerhoff & WSP since 2014 he has been involved as Employer Agent for the Welsh Assembly on the Eastern Bay link project and as a consultant Project Manager for improvements at Five Mile Lane.
