24 Planning and Delivering Crossrail 2: Making it happen! 24 Building on the Crossrail 2 Growth Commission s independent view, we need: Policy changes route-wide (London Plan and local planning framework) a more coordinated approach to land use a development focus on mixed-use communities the use of innovative delivery vehicles a funding deal for Crossrail 2 that maximises the gain share from any uplift in land values.

25 Going forward Key challenges: Make the scheme more affordable Agree a way forward on funding & finance Agree a way forward for housing delivery Timeline: 1. Await a decision from Government 2. Consult on the route 3. Early 2020s Submit Hybrid Bill 4. Early 2020s Start construction s - Operational Any delay would push back Crossrail 2, meaning unbearable strain on the transport network in the early 2030s and holding back housing development.
