3 What is Crossrail 2? The proposed route Crossrail 2 is a proposed new railway that links National Rail networks in Surrey and Hertfordshire via an underground tunnel through London. It would transform the region s connectivity and stop at vital stations including Euston, Tottenham Court Road, Victoria and Clapham Junction. It could carry 270,000 people during the weekday morning peak and complement other major national transport projects, such as High Speed 2 (HS2). It would increase accessibility, while reducing crowding and journey times across the 160-mile corridor between Portsmouth and Cambridge. Crossrail 2 is a regional scheme with national importance. It would: Provide a 150bn boost to the UK s economy Unlock 200,000 new homes Create 200,000 jobs with 60,000 additional supply chain posts across the UK A detailed business case has been submitted to the Secretary of State for Transport providing a strong strategic, financial and economic case for the project and this is awaiting Government approval. But for trains to be running in the early 2030s, when pressure on our transport system will be at its greatest, we need to move ahead now with detailed design. We need to consult the public on our latest proposals and then a Hybrid Bill must be prepared, submitted and passed in this Parliament in order for the railway to be running by Crossrail 2 will provide much-needed relief for commuters who are forced to travel on overcrowded rail lines every day, and unlock thousands of homes and jobs across the region. But Crossrail 2 is not just vital to the South East, its economic boost is essential to the whole of the UK. 4 Unlocking economic growth Creating jobs, boosting skills Crossrail 2 will support the strong economy our nation needs Crossrail 2 will support highly skilled jobs and provide opportunities for young people As London, the South East and the East of England are our most dynamic economic regions, building Crossrail 2 can help the whole country to grow. Recent figures from the Office for National Statistics show these regions generate a surplus worth 43bn a year, which is spent on services nationwide. This is the steady funding stream we need to maintain a balanced, strong economy. But this is not guaranteed. In London and the South East, the rising population is also putting pressure on transport infrastructure and housing. That s why we must invest in pro-growth infrastructure that links homes with jobs from Portsmouth and Southampton to Cambridge and Stansted airport. And while we need strategic investment across the whole country, in London and the wider South East that need is especially urgent. Detailed analysis by KPMG shows that by continuing to invest in proven success, Crossrail 2 could grow the UK economy by up to 150bn. It would generate extra tax revenues of up to four times the proposed Government contribution, with billions in extra Stamp Duty alone. It would also offer excellent value for money the railway s benefit-cost ratio is up to 1:6.9, so every 1 invested would create up to 6.90 in benefits for the country. Crossrail 2 could grow the UK economy by up to 150bn The scheme would support around 200,000 new jobs. Many would be in the most productive parts of the UK economy, helping to drive up productivity even further. But Crossrail 2 would also benefit some of our most deprived areas; new transport links would transform these communities, increasing opportunities for work, education and training. Around 60,000 supply chain jobs, including a large number in the Midlands and the North, would spread the wealth created by Crossrail 2 nationwide. Thousands of apprenticeships would give young people the knowledge and experience they need to work in the highly skilled, highly paid jobs of the future. When the Government commits to Crossrail 2 it will give businesses certainty about the pipeline of major infrastructure projects, enabling them to invest in training and equipment. Crossrail 2 will be the next big scheme, with others including HS2 Phase 1 and the Hinckley Point nuclear plant set to be completed in the mid-2020s. Crossrail 2 is the only scheme being planned that can provide the necessary capacity and connectivity to boost our regional economy that is so crucial to the Government s new Modern Industrial Strategy. 5 Transforming our national network Keeping our transport system moving Crossrail 2 will improve rail connections across the UK Crossrail 2 will stop services in the South East grinding to a halt Part of a nationwide programme of rail investment, Crossrail 2 would provide much-needed capacity and connectivity improvements across a 160-mile corridor from Portsmouth to Cambridge. Forty per cent of the scheme s transport benefits would be delivered outside London, helping people access more jobs and more opportunities. It would boost capacity into nationally significant stations including Waterloo and Liverpool Street, creating space for more services to cities such as Portsmouth, Cambridge and Southampton. The extra capacity would also improve rail services to Stansted airport. A total of 800 National Rail stations would be brought within one interchange of the route. In fact, combined with Crossrail 1, the UK s 40 largest towns and cities with rail services to London would all have an interchange with these two new railways. This would mean faster connections across the UK, helping to drive productivity and growth. Faster rail connections will help drive productivity and growth London, the South East and the East of England are the fastest-growing areas of the country and this places extreme pressure on our overcrowded railways. Already, Department for Transport figures show crowding levels on trains in the Capital and South East are the highest since records began. Without Crossrail 2, a considerable number of stations would face operational difficulties and may have to close for periods of time by This includes the UK s busiest station, Waterloo, along with Victoria, Euston, King s Cross and Liverpool Street. Passengers would be unable to board exceptionally busy trains, causing delays and excessive crowding. The result would be regular station closures that bring the region to a halt. Crossrail 2 would create space for dozens more trains on lines into the Capital and across the region. It would cut crowding on Tube and rail services by per cent, eliminating the need for emergency crowd control measures at most stations. 6 Unlocking new homes Preparing London for HS2 Crossrail 2 will help tackle the UK s housing crisis Crossrail 2 will be essential when HS2 arrives at Euston without it the Tube station will suffer regular closures The UK is in the midst of a housing crisis that is making life harder for millions and it s threatening our future growth. In a recent poll by the Confederation of British Industry, 59 per cent of businesses ranked housing as their biggest challenge as it made recruiting and retaining staff more difficult. Transport infrastructure unlocks housing development; since 2000, 85 per cent of new housing in London has been built within one kilometre of a Tube station. By improving transport links and developing previously under-served areas, Crossrail 2 would lead to 200,000 new homes in the Capital and wider South East. And this would spark regeneration and investment. More than a quarter of the new homes would be built before Crossrail 2 opens and 30 per cent would be outside London. But this will only happen if the Government commits to building the railway now. 200,000 new homes would be created in the Capital and wider South East 73% of businesses believe London s housing market is a significant risk to economic growth* HS2 will transform connections between London, the Midlands and the North. But Crossrail 2 is needed to support Euston station from 2033, when the Manchester branch of HS2 starts operating. Without Crossrail 2, the Victoria and Northern lines will be so crowded that passengers arriving from the Midlands and the North will have to wait for several Tube trains to pass before being able to board. And this cancels out time savings from HS2. Today, Euston and Euston Square Tube stations are used by more than 60,000 people in the morning peak and crowding means the station has to close for short periods. By 2041, when HS2 Phase 2 is open, this will double to 120,000. Platforms will become extremely crowded and both Tube stations will need to close regularly, spreading congestion to nearby stations. With Crossrail 2, however, the equivalent of 12 full Victoria line trains would be freed up, meaning the average passenger at Euston could easily board an onward Tube. 12 The equivalent number of full Victoria line trains that Crossrail 2 would free up at Euston To meet its housing target, London must build a home every 10 minutes * London First,

Our region has a rapidly increasing and ageing population in Hertfordshire for example, the number aged over 65 is expected to rise by 79 per cent by Crossrail 2 would add 30 fully accessible stations to the network, cutting the average time it takes to travel step-free by 20 per cent. This would make getting around London easier for not only older people, but disabled passengers, customers with buggies and those carrying heavy luggage. It would open up new opportunities and destinations for everyone. The Capital is home to some of the poorest parts of the UK. For people living in these areas, Crossrail 2 will improve transport connections and accessibility, and unlock new housing and growth. This will spur regeneration, creating better places to live and work. 30 fully accessible stations will make journeys easier for everyone The Mayor is working hard to reduce emissions from London s transport system, with new schemes such as Crossrail 2 playing an important role. Crossrail 2 will actively manage carbon dioxide emissions, following the principles set out in the Government s Infrastructure Carbon Review. It would remove 35,000 car trips and 340,000 car kilometres from the roads every day, much of which would be across the region and beyond London s boundary. It would also encourage more people to make sustainable transport choices, travelling by rail rather than road. 8 Building a national asset Crossrail 2 can be constructed on time and on budget The UK is a world leader in building transformational infrastructure. Work on Europe s largest infrastructure project Crossrail 1 is set to finish on time and on budget, demonstrating our ability to deliver vital schemes. We also have the capability to invest in several major projects at the same time. With work on HS2 under way, we must now focus on the next significant investment Crossrail 2. The industry unanimously agrees it is ready to build the infrastructure the UK needs to thrive. We require a committed pipeline of projects. We have the systems, processes and skills, plus the detailed plans for how to build, fund and operate the new railway. Now we need a firm commitment from the Government so Crossrail 2 can become a reality before unbearable strain is placed on our transport network. Securing our place in the post-brexit world Crossrail 2 is proof the UK is open for business The UK s international links attract investment and jobs from across the globe. London is at the heart of this it is one of the world s top three destinations for foreign investment. The Capital s position strengthens the whole nation s economy as businesses create employment in other parts of the country. In fact, in the construction and transport industries, development in London can generate as many jobs outside the city, and twice the value. But in a fast-changing world we cannot take our global success for granted. Our counterparts Paris, New York, Singapore and Hong Kong have funded, long-term plans to provide the transport infrastructure they need. Paris is investing 30bn in rapid transit lines to support jobs in financial services the same industry its Mayor is now trying to lure away from London. More than ever, we must show the world that we are open and ready for business. For the UK to compete on the world stage after Brexit, we need a commitment that investment will be made in our infrastructure and in London and the South East, that means Crossrail 2. Crossrail 2 will help ensure London s success as a world city and gateway to the UK In the context of Brexit and a hung Parliament, there is deep business uncertainty about national investment and it is essential that Government and Parliament take a decisive lead to show that Britain is open for business.
