2 IntRODuCtIOn cumbria has real potential. We have a strong economy with major capability in energy, advanced manufacturing, logistics, agri-food and tourism. This is reflected in the private sector investment pipeline in excess of 25 billion 1 which includes nationally significant infrastructure critical to the future prosperity of both the northern powerhouse and the wider UK. Cumbria benefits from a strong north-south transport spine being served by both the motorway and the West coast Mainline. these links are of strategic importance, ensuring our position in the heart of the UK and its dynamic northern powerhouse; while also helping the continued growth and diversification of our economy. this prospectus seeks to highlight the far-reaching opportunities presented by the corridor but also the critical need for infrastructure investment and support by partners if the corridor s full potential is to be realised. Into the future we are confident about the further diversification and growth of our economy. This will improve local and long distance connectivity and maximise economic growth; Build upon the s role as a nationally significant freight corridor, a critical enabler in allowing industry sectors across the region to flourish and grow; Deliver strong economic growth including in the advanced manufacturing, professional services, logistics and energy sectors. over the past 10 years cumbria has been the second fastest growing Lep area; Support agglomeration, bringing the energy and advanced manufacturing clusters located within the county closer to the wider northern powerhouse and in doing so help them be more productive and competitive; Embed the corridor s reputation as a location for progress and innovation by supporting smart and driverless technologies; Build on a world class visitor economy; host to the Lake district and Yorkshire dales national parks, a range of Areas of Outstanding Natural Beauty together with Hadrian s Wall World Heritage site; Deliver new and attractive employment sites that can capitalise on the strategic connectivity offered by the corridor including at gillwilly in penrith, Kingmoor park enterprise Zone in carlisle and along the a590 corridor; CORRIDOR Deliver 12,000 of the homes needed to support our economy and meet the aspirations of our workforce, as well as the accelerated delivery of st cuthbert s garden Village; Support a growing education offer within our towns and carlisle city, including the role offered by the University of cumbria and newton rigg college campus; and See the continued growth and diversification of our attractive town and city centres including a growing retail and leisure offer. While the opportunity presented by the strategic and West coast Mainline corridors is palpable there is an equal need for investment in critical infrastructure. through Local plans, the cumbria infrastructure plan and the West of study together with the work of transport for the north, Highways england and network rail, a clear picture of the opportunities presented by the corridor and the critical need for investment has built up. corridor strategic infrastructure prospectus 7
5 8 corridor strategic infrastructure prospectus Opportunity The northern section of the corridor and in particular the City of, benefit from excellent transport connections and fulfil an important role as a strategic transport hub for both the Cumbrian sub-region and Southern Scotland together with the wider northern powerhouse. Here we see interactions between the strategic north-south and West coast Mainline corridors and routes to the West of cumbria, north east england and southwest scotland for the movement of people and goods. motorway New link road A roads West Coast Main Line Tyne Valley Line 4 J42 3 Glasgow South Western Line Cumbria Coastal Railway Unstaffed railway station Staffed railway station Key J43 A A689 5 A689 1 J44 2 West Cumbria North East 8 Scotland A75 northern SECtIOn northern SECtIOn is also home to Lake District Airport. This is subject to significant and ongoing investment to enhance its role as a regional gateway for both passengers and freight. There are a number of local firms in the manufacturing, services and logistics sectors. Building on these strengths, improved connectivity would promote agglomeration and share expertise across West cumbria, north east england and southern scotland. also plays a significant role as a key service centre catering for almost 500,000 people in a catchment which extends across much of Cumbria and southern scotland. 3 Reflecting this geography partners on both sides of the border are working collaboratively to maximise shared economic potential. The city of is growing rapidly - a process which will be significantly accelerated by the recent designation of the Kingmoor park enterprise Zone 4, a strategically important location, and st. cuthbert s garden Village 5. this will accommodate up to 10,000 new homes alongside and a range of commercial and community facilities. Critical Infrastructure the opportunities associated with the northern Section of the corridor are significant for both Cumbria and the wider northern powerhouse. nonetheless to enable the full potential of the corridor to be realised investment is required. The level of facilities and access at do not align with its critical role as an interchange and in supporting high speed rail services. Reliability issues and slow journey times for road and rail on transpennine routes and those between carlisle and West cumbria, southern scotland and the north east, undermines essential workforce mobility and the significant supply chain and cluster opportunities that may arise between these areas. Without timely investment in new road infrastructure, development opportunities, for example at St. Cuthbert s, and the associated economic benefits may not be fully realised. northern Section Proposed Improvements to Road and Rail Infrastructure Ref. Road Infrastructure Proposed Improvement 1 a69 dualling the a69 east of carlisle and undertaking localised improvements along the sections of the route within carlisle to enhance strategic east-west transpennine connections. 2 a689 dualling the a689 to provide a reliable dual carriageway route from the a69 to the to further enhance airport access and strategic transpennine linkages. 3 a595 Upgrading the a595, between the a689 and the a66 to improve access between the / 4 carlisle southern Link road a69/a689 and West cumbria. direct link connecting the Junction 42 with the a595 to support strategic east-west connections and help unlock the st cuthbert s garden Village. Rail Infrastructure Proposed Improvement 5 carlisle citadel station Undertaking a comprehensive upgrade of passenger access and rail facilities at carlisle Citadel. This will ensure that the station can fulfil its strategic role and is ready for high speed rail while also being more flood resilient. 6 cumbrian coast Line improving the cumbrian coast Line to improve access from the West coast Mainline to West cumbria which is essential to meet forecast demand. 7 tyne Valley Line Upgrading the tyne Valley Line to enhance strategic east-west links between the West coast Mainline and north east england. The provides strategic east-west transpennine connectivity between the and Yorkshire and the tees Valley, fulfilling an important role for strategic freight movements and presenting a more direct alternative to the 2. this connectivity can facilitate pan-northern linkages across the energy, agri-tech and advanced manufacturing sectors. in particular the interchange of the and a66 at penrith provides a critical point of access to the nationally significant nuclear and energy clusters located in West cumbria and to the port of Workington. The centrality of the motorway junctions in Eden, and in particular in the locality of eden s main town penrith and at shap and tebay, also creates real opportunities. Land here can support significant new growth, with particular opportunities in freight and logistics. Critical Infrastructure the opportunities associated with the central section of the corridor are inherently linked with its role as a bridge between West cumbria and the wider UK. investment is required to ensure that the corridor continues to fulfil this role and is able to support the significant future pipeline of investment in West cumbria. Reliability issues and slow journey times on the, coupled with issues of congestion and delay at Junction 40 and Kemplay Bank, do not align with the role of this route as a strategic east-west link and a link to the nationally significant nuclear and energy clusters in West cumbria. Capacity issues on the West Coast Mainline and the level of facilities and access at penrith do not align with the critical role of the West coast Mainline in supporting national freight movements and the role of penrith as a mainline station and the gateway station to access the northern Lake district. Without timely investment in critical infrastructure associated with the motorway junctions, development opportunities and the associated economic benefits may not be realised. Central Section Proposed Improvements to Road and Rail Infrastructure Ref. Road Infrastructure Proposed Improvement 1 a66 dualling the a66 east of penrith and upgrading sections of the route to the west of penrith to provide a high quality alternative to the 2 for strategic east-west transpennine traffic 2 a66 / Junction 41 Link road and onwards to West cumbria. connecting the a66 east of penrith to the at Junction 41 to support strategic east-west connections and to help unlock longer term housing and employment growth in penrith, including at gilwilly. 3 a685 Upgrading the a685 to provide a reliable alternative route from the a66 to the and in doing so provide an opportunity to deliver better east-west connections across the north pennines. 4 a595 Upgrading the, between the and Sellafield to improve access from the to West cumbria. Moreover the A590 and Furness Line provide an important link to the Furness Peninsula which homes significant advanced manufacturing, defense and renewables activities. The southern section of the corridor also acts as the gateway to the county for international visitors with Oxenholme station acting as a key station for access to the southern and central Lake district. direct rail services between Manchester airport and the Furness peninsula and Lake district are important for international connectivity for cumbria. At a local level, the land at the southern motorway junctions is uniquely well placed to contribute to the supply chains associated with the energy and manufacturing sectors but also to access new markets. Critical Infrastructure the opportunities associated with the southern section of the corridor are closely linked to its gateway role and the onward connectivity that it provides to both the Lake District and but also the significant advanced manufacturing and energy activities located in the Furness peninsula. investment is required to ensure that the section of the corridor continues to fulfil this gateway role. Reliability issues and slow journey times on routes to the Furness peninsula, by both road and rail, do not reflect the current investment and level of opportunity being delivered in the Furness peninsula as a hub for advanced manufacturing activities. Sub-standard services and station facilities prevent the Lakes Line from fulfilling a strategic role for connectivity to the Lake district. Without timely investment in critical infrastructure associated with the major towns and motorway junctions, development opportunities and the associated economic benefits may not be realised. Southern Section Proposed Improvements to Road and Rail Infrastructure Ref. Road Infrastructure Proposed Improvement 1 a590 enhancing the a590 to improve access from the to the Furness peninsula. Linked to this investment there may be opportunities to deliver new strategic employment sites close 2 strategic Links to Junction 36. potential to improve strategic links between the a591, employment areas north of, the a6 north and Junction 39 to better embed s position within the corridor while also unlocking new development opportunities. Rail Infrastructure Proposed Improvement 3 Furness Line improving the capacity, quality and frequency of services for both passengers and freight along the Furness Line to improve access from the West coast Mainline to the Furness peninsula. 4 Lakes Line Delivery of electrification and access improvements to ensure the line can accommodate direct services from Windermere all the way to Manchester airport. 5 Oxenholme Improving railway and access facilities at Oxenholme to ensure that it has an appropriate offer as a mainline station and is compatible with mainline rail requirements. corridor strategic infrastructure prospectus 13
8 What can be achieved Within cumbria the success of the corridor can help deliver the aspiration for the next 10 years set out within our strategic investment plan, namely: 31,460 new full-time jobs; 1.3bn additional GVA per year; and 20,000 new homes Making it happen The scale and nature of investment coming into Cumbria over the next 10 years creates an unprecedented opportunity. the corridor is a critical national artery and can be a major focus of growth and investment. While the corridor is already prospering, there is an opportunity to achieve much more. in particular we have a portfolio of new and exciting investment opportunities that if delivered, will bring significant benefit. getting the most out of these opportunities creates a critical need for infrastructure investment.
