6 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 1.0 INTRODUCTION 1.1 Cole Easdon Consultants (CEC) have been retained by Bellway Homes to continue the role of Residential Travel Plan Coordinator (RTPC) with respect to the approved Travel Plan for the development at Eastleigh known as Sirocco Park. The site was formerly occupied by Prysmian Cables & Systems and during the planning application process was known by that name. 1.2 This document fulfils the requirement set out in the approved Travel Plan for the ongoing reporting of the progress of the Travel Plan to the Local Highway Authority (LHA). 1.3 On completion, the Sirocco Park development will comprise some 312 dwellings and a small element of D1 use class (e.g. crèche, community hall, training establishment). Existing office buildings at the site are to be retained. A copy of the site layout plan is contained within Appendix 1 of this report. 1.4 We understand that some 177 dwellings were occupied at the time of the recent Travel Survey, undertaken in November These 177 dwellings relate to the completed Phase 1 of the development and the vast majority of Phase 2. Background 1.5 Planning approval for the development was obtained in July 2012 (Planning Ref. F/11/70044). CEC was appointed as RTPC for the development in September 2013 for a period of 12 months from the initial travel survey being undertaken. Bellway Homes has retained the services of CEC for an additional 12 months and may retain CEC in the capacity of RTPC further into Years 3, 4 and 5 if they so wish. 1.6 CEC has instigated the actions required as set out in the approved Travel Plan (Issue 3, January 2013) prepared by PFA Consulting. This document provides a general commentary on matters such as recent changes in public transport provision; it describes the progress of the development and reports any travel issues notified to us; it sets out the measures implemented to date; and it sets out the findings of the second travel survey. 7 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE Section 2.0 provides details of the approved Travel Plan, including the proposed targets, measures and monitoring regime; Section 3.0 provides details of the development progress at the time of CEC's site visit in December 2014; Section 4.0 outlines the Travel Plan measures implemented to date; Section 5.0 describes the surveys undertaken in November 2014, provides details of the results and draws comparison to the results of the survey undertaken 12 months previously; and Section 6.0 identifies further measures to be implemented as well as future improvements to the survey. 8 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 2.0 APPROVED TRAVEL PLAN 2.1 This section of the report summarises the content of the approved Travel Plan. Proposed Targets 2.2 The approved Travel Plan set out the following targets, to be achieved within five years of the baseline survey (Year 1: 2013): Reduction in daily car driver trips of 10%; Increase in daily walking trips of 3%; Increase in daily cycling trips of 3%; Increase in daily public transport trips of 2%; and Increase in daily car sharing trips of 2%. 2.3 The approved Travel Plan identified indicative baseline modal splits from TRICS 2011(b). Proposed Measures 2.4 In addition to the 'hard' infrastructure measures to be implemented as part of the construction of the development (e.g. footways, cycleways, cycle parking etc.), the following is a summary of specific actions set out in the approved Travel Plan: Travel Information Pack; and liaising with local cycle shops to negotiate discount vouchers for bicycle purchases. 2.5 The Travel Information Pack was intended to include information on the health and financial benefits of walking and cycling; maps and timetables relating to bus and rail services; and details of Hampshire's car sharing scheme and the financial savings of car sharing. 2.6 In addition to the Travel Information Packs, the Travel Plan is to be delivered to its target audience by personal engagement with residents and employees; poster campaigns via a community notice board; and a website for the development. 2.7 A number of remedial measures are suggested in the event of any underachievement in meeting targets. 9 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE Proposed Monitoring Regime 2.8 The Travel Plan proposed that multi-modal surveys be undertaken to establish a baseline (at 90% occupancy of Phase 1), and then repeated in Years 3 & 5. Automatic Traffic Surveys (ATCs) were proposed to be undertaken in Years 2 & The format of the baseline travel survey was proposed to be agreed with the LHA, but were to include a traffic survey and questionnaire. 10 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 3.0 UPDATE ON ACCESSIBILITY, DEVELOPMENT PROGRESS AND GENERAL COMMENTARY 3.1 It is not the intention of this document to repeat the accessibility of the development site to local services and facilities by sustainable modes of transport, nor indeed to describe the broad location of the proposed development. This information is contained within the approved Travel Plan and within the Travel Information Packs prepared for the residents. Both of these documents are contained within Appendix 3 of this report. Public Transport 3.2 Notwithstanding the above, bus routes and timetables have recently changed. The X7 service, operated by Xelabus, appears to now be the only service operating along Leigh Road. The service travels between Eastleigh and Hiltingbury, via Velmore and Chandlers Ford. However, since June 2014, the frequency of this service has increased to half-hourly in each direction Monday to Saturday during the daytime. It operates hourly at all other times, commencing at approximately 7:30am and finishing close to midnight. It operates with an hourly frequency in each direction on Sundays (approximately 9am to 5pm). 3.3 Only the X3 bus service, also operated by Xelabus, travels along Passfield Avenue. The service travels between Eastleigh and Chandlers Ford, via Boyatt Wood. From January 2015, this service will operate three times a day at approximately a two-hourly frequency (Monday to Friday). Routes Towards Town Centre 3.4 During CEC's latest site visit, the importance of the pedestrian/cycle route towards the town centre using Pirelli Way, Factory Road and Wells Place was particularly noted. The route has been traffic calmed, with raised tables at each of the many crossroads junctions, together with speed humps, wide footways and road narrowings, all of which help to make this a pleasant and direct pedestrian and cycle route to the town centre facilities. The route is well used by pedestrians and is lightly trafficked. It is an asset that residents of Sirocco Park can easily make use of, further removing barriers to encouraging people out of their cars for short distance journeys. Refer to Photograph 3.1. Photograph 3.2: Way-finding Signage, Eastleigh Town Centre 3.6 The car club operator, 'Common Wheels', now have a vehicle available for hire from a reserved on-street parking space on Wells Place at the junction with Desborough Road (Photograph 3.3). In the event that residents find this vehicle to be unavailable, a further two Common Wheels vehicles are located in Eastleigh (Leigh Road at the junction with Cranbury Road, and at Eastleigh House Car Park). This is something that can be publicised in future newsletters and other communications with residents as part of the Travel Plan. Photograph 3.3: Common Wheels' Car Club Vehicle is situated 800m from Sirocco Park 3.7 In the last Monitoring Report (January 2014), it had been thought that the widening of the footway along the northern side of Leigh Road was in order to make it a shared use facility with cyclists. This widening, undertaken by the local highway authority and understood to be independent of the Sirocco Park development, is now complete but is not signed for use by cyclists. An off-road cycle facility is, however, available on the southern side of Leigh Road between Dew Lane and the Co-op store situated opposite Causton Gardens. This forms part of National Cycle Network route 24. Development Progress 3.8 Bellway Homes have informed us that the Phase 3 development adjacent to 'The Circle' is almost complete and that, prior to Christmas 2014, pedestrians and cyclists from Sirocco Park will be able to walk around the entire perimeter of The Circle. This will open up more direct and pleasant walking and cycling routes towards the town centre. 13 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE that, moving forward, The Circle will be further improved with contributions from the district council and Bellway Homes for new landscaping, footpaths etc. 3.9 In the period since the last Monitoring Report (January 2014), Phase 2 has been substantially completed and is almost wholly occupied. Construction of Phase 3 is well underway. The existing office building at the site, which continues to be occupied, has been integrated into the development and occupies the area between Phase 1 and Phase 2. Phase 1 is principally accessed off Passfield Avenue, whilst Phase 2 is principally accessed from Leigh Road, albeit drivers can travel between the two areas within the site. Construction access for the continuing build out of Phase 3 is taken off Leigh Road. The development is ahead of schedule and is anticipated to be complete in June Pedestrian and cycle infrastructure is in place at the Leigh Road access, including a pedestrian refuge island (Photograph 3.4). Full footway/cycleway connection alongside Dew Lane has not yet been fully completed, however. In some areas of the completed Phase 2 development, dropped kerbs and tactile paving at junctions is yet to be installed. We're informed that this is routine and will be undertaken when final works are being completed. Photograph 3.4: Pedestrian Refuge Island on Leigh Road at the access to Sirocco Park 3.11 The building which will accommodate a nursery, community centre, job centre and college training functions has been completed and is shown in Photograph 3.5. Photograph 3.6: On-site footway/cycleway provision 3.13 The sales office has a supply of Travel Information Packs that sales staff continue to hand out to all new residents. Sales staff inform us that they receive few queries relating to travel but that any comments they do receive are generally positive, with residents recognising the close proximity of the development to local services and facilities. 15 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 3.14 CEC has sought details from Bellway Homes with respect to the cycle parking provision within the development. Sheffield stands are provided within garden sheds, and garages are built with extra depth to accommodate cycles as well as a vehicle. Sheffield stands are also provided in the undercroft of one block alongside a secure facility for vehicular parking, whilst Sheffield stands are also being provided in communal areas for other apartment blocks. Dew Lane 3.15 Some issues observed during CEC's site visit include apparent peak hour rat-running of traffic along Dew Lane between Leigh Road and Passfield Avenue, using the initial length of the access road to the Phase 2 development to do so. Drivers appear to be using this route due to the traffic queues on the approach to the traffic signals at the junction between Leigh Road and Passfield Avenue. Routing via Dew Lane allows some drivers to reduce their delay, although Dew Lane is not considered appropriate for this purpose. CEC will raise this issue with Eastleigh Council, but it should be noted that the Sirocco Park development does not cause nor exacerbate this issue which is likely to have taken place before the development began. On-site Parking 3.16 We understand that some residents are experiencing problems with parking within the development. It is understood that commuters are parking within the development in order to avoid parking charges within the town centre and at the railway station. Once parked, these commuters walk from Sirocco Park, such is the close proximity of the development to the town centre and railway station. All Sirocco Park allocated parking is off-street, and so commuters parking within the development should not directly affect residents' use of their own spaces. Only visitor parking provision is made on-street. However, this is clearly raising some concerns amongst occupiers. None of the development's highways are yet adopted by the local highway authority. However, we understand that parking restrictions are planned for when the highways are adopted. The issue should therefore be short-term and temporary. 16 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 4.0 MEASURES IMPLEMENTED TO DATE 4.1 In Year 1 of the Travel Plan, CEC secured a 10% discount for existing and future residents of Sirocco Park from two local cycle chains: Peter Hansford Cycles' Chandlers Ford store; and all branches of Cycleworld (closest store being at Southampton). The discount is available on each household's first purchase on cycles or cycle accessories in-store, on production of a recent utility bill (or similar) as proof of address. 4.2 Travel Information Packs have continued to be distributed to new residents of the development by Bellway sales staff. As the development is nearing completion, a sufficient number of Travel Information Packs have now been left with the sales staff for distribution to the remaining number of dwellings to be built and occupied. Note that Bellway is not obliged to provide second occupiers of the dwellings with Travel Information Packs, particularly given that Bellway is unlikely to be aware of when a dwelling changes hands. 4.3 The travel packs contain information leaflets from Hampshire County Council (HCC) and Eastleigh Borough Council relating to cycle routes, public transport information and car sharing. A local services and facilities map is contained within the pack, together with a leaflet prepared by CEC demonstrating the site's excellent accessibility to local services and facilities (e.g. walking and cycle times to local destinations) and the benefits of walking, cycling and car sharing. Details of the cycle discount available to residents is contained in the pack, which continues to be offered to new residents. An electronic copy of the pack is contained within Appendix 3 of this report. 4.4 The Travel Plan continues to be introduced to prospective and existing residents of Sirocco Park on Bellway's website ( Travel information has been included on this webpage. Details of the website are included within the Travel Information Pack so that residents can easily check for Travel Plan news and access links for up-to-date travel information from various providers. 4.5 A Travel Plan Newsletter was sent to Bellway Homes on 29th September 2014 for distribution to each of the occupied dwellings. A copy of the Newsletter is contained at Appendix 3 of this report and provided the opportunity to: inform and remind residents of the existence of the Travel Plan; summarise the aims of the Travel Plan; provide a brief summary of the results of last year's travel survey; QMF ISSUE 4 Cole Easdon Consultants (CEC) 11 MARCH 2015

17 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE encourage residents to travel sustainably by identifying some of the benefits of cycling and public transport; and encourage residents to think about how they travel in advance of the 2014 travel survey which was due to be undertaken shortly. 18 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.0 TRAVEL SURVEY AND RESULTS 5.1 As related in Section 2.0 of this report, the approved Travel Plan proposed an initial multimodal survey comprising traffic survey and residents' questionnaire, which would be repeated in Years 3 & 5. ATC surveys were proposed in Years 2 & For the following reasons, it is not be possible to ascertain via traffic surveys (ATC or otherwise) trips generated to and from the residential element of the Sirocco Park development in isolation: when complete, it will not be possible to easily differentiate vehicle trips to/from the retained offices from those of the residential development; whilst being constructed, it will be difficult to differentiate construction traffic from development occupiers' traffic; and additionally, the Sirocco Park development is not self-contained. An adjacent Barratt Homes development (completed) has road connections to Sirocco Park development resulting in some through-traffic movements through Sirocco Park to reach Passfield Avenue, for example. 5.3 The above concerns were raised with Philippa Gordon of HCC's Highways department. HCC agreed that a questionnaire survey, undertaken annually over the five-year Travel Plan term, will be an acceptable alternative monitoring regime for the development. ATC or other traffic surveys will not be undertaken. HCC agreed to CEC's suggestion that an incentive for residents to complete and return the questionnaire may help to achieve a higher response rate. 5.4 Except for some minor amendments, the same survey as that sent last year was sent to existing occupiers of the development in order to allow direct comparisons to be drawn. The survey is based generally on a template provided by HCC Highways. For this second survey year, the following additional amendments were made: Request for full contact details, in order to better communicate with the winning household of the High Street vouchers; Questions asking for residents' workplace postcodes and whether they wished for the RTPC to put them in touch with other residents who might work at the same or nearby postcode; and A question asking the respondent if they wished to be contacted by the RTPC for personal travel planning advice. 19 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.5 Two copies of the survey (a copy of which is contained within Appendix 2 of this report) were sent to each of the occupied dwellings, as notified to CEC by Bellway Homes. The surveys were sent by post on 13 th and 14 th November All residents over the age of 18 were asked to complete the survey. Residents were advised that additional survey forms were available from the Bellway sales office. As was the case last year, an incentive of 100 in High Street shopping vouchers was the prize for a randomly drawn household who returned the completed survey. This was timely, given that Christmas was approaching. Residents were asked to return their completed surveys to the sales office by 28 th November 2014, giving them nearly two weeks to complete the survey. CEC collected the surveys from the sales office during our site visit on 4 th December Survey Results 5.6 Twenty three completed surveys were returned, from 14 of the 177 occupied dwellings. This is an increase of five individual responses and an increase of four dwellings compared to last year. However, given that 177 dwellings were notified as being occupied, this represents a response rate of just 8% (of occupied dwellings) which is clearly rather disappointing despite the voucher incentive. Some caution will be necessary when interpreting the results due to the relatively small sample. We note that nine of the 14 dwellings that responses came from were situated on Tinning Way. Next year, we propose to further incentivise return of the questionnaires, by highlighting the high probability of winning the High Street voucher. Demographic 5.7 A broadly even split of responses was received from males and females. Residents are largely young, with nearly 80% aged below 45 years. 5.8 Only three of the 23 respondents do not own a car. Place of Work 5.9 Nineteen respondents provided the postcode of their place of work. CEC has plotted these. Refer to CEC Plan 3975/210 [Respondents Place of Work] within Appendix 1. One of the 19 respondents appears to work from home. Two work within Chandlers Ford, west of the M3 motorway. One of these respondents drives to work and one cycles to work. Neither wished to be paired with potential car sharers living on Sirocco Park and both stated later in the survey that nothing could encourage them to car share. 20 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.10 Of the 19 respondents, three work within Southampton city centre. One of these appears to work very close to Southampton Central train station and does travel by train. Another of these three respondents did not supply their mode of travel to work. Neither of these two respondents wished to be put in contact with potential car sharers at Sirocco Park. The third respondent that works in Southampton city centre and travels to work by car is willing to be put in touch with a potential car sharer and, later in the survey, states that assistance with finding a car share partner would encourage them to car share. However, neither of the two other respondents working within Southampton city centre are suitable car share partners. Southampton city centre can, however, be reached with ease from Eastleigh by rail Four of the 19 respondents work within Winchester, with two of these working close to each other in the centre of the city. One of these travels by train and is not willing to be put in touch with potential car sharers at Sirocco Park. The other uses a variety of modes of travel to reach work but is also not willing to be put in touch with potential car sharers. Of the other two respondents working within Winchester, only one was willing to be put in touch with potential car sharers. Winchester can, however, be reached with ease from Eastleigh by rail From this Year 2 survey, it has not therefore been possible to put any residents in contact with one another to encourage car sharing for the journey to work. If the number of respondents increases in subsequent survey years, there will be increased potential for success in this regard. Travel to and from Home 5.13 Some 35% of respondents stated that they have changed their most common mode of transport since moving to Sirocco Park. Nearly all the reasons given for this was the close proximity of the site to the town centre and the ease of walking rather than driving Four respondents failed to interpret Question 5 correctly and their responses have therefore been excluded from the charts below. The question relates to trips for various purposes as set out below. Journey to Work 5.15 In a typical week (Monday to Friday), the 19 respondents make 157 trips for work (inbound and outbound). Although the proportion of work trips made on foot is less this year than last (compare 10% with 26%), overall use of sustainable modes of travel (the total of walking, cycling and public transport) has increased from last year (compare 35% with 30%). A similar proportion of work trips are made by car sharing (with someone the respondent does not live with) to last year (compare 3% this year to 5% last year). Refer to Chart Of the four respondents who misinterpreted Question 5, all indicated that they drove to work without stating the number of work trips they typically make each week. Shopping Trips 5.17 Some 74 trips (inbound and outbound) are made for the purpose of shopping amongst the 19 respondents on weekdays. In contrast to last year, more trips for shopping are made on foot (49%) rather than by car (as driver or passenger: 46%). One respondent makes some shopping trips by bicycle. No respondents make use of public transport for shopping trips. In 2013, only one third of shopping trips were made on foot and two thirds were made by car (as driver or passenger). Of the 18 education purpose trips made, four are made by car (as driver), by one respondent. The other two respondents walk, where the number of trips they make by this mode accounts for 78% of all education purpose trips. Caution needs to be taken with respect to the small sample of respondents; however, these results are nonetheless more favourable than last year's, when more than half (56%) of education trips were made by car (as driver or passenger). Trips for Other Purposes 5.21 The number of trips made per week (inbound and outbound) for purposes other than work, shopping or education is similar this year to last (91 trips this year and 94 trips last year, albeit there are slightly more respondents this year). These trips could include trips to doctors' surgeries or recreation, for example. This year, approximately 40% of trips are made by car (as driver or passenger). This compares to two thirds of 'other purpose' trips made last year. The majority of trips this year are therefore made by sustainable modes, including 47% on foot. These respondents did not state the number of shopping trips they typically make each week Total Trips (All Purposes) 5.23 When summing the respondents' answers with respect to all journey purposes, a total of 282 trips (all modes) are typically made in a five-day week by 19 people living at the site. Although this is three more respondents than last year, fewer trips are made 'per person' compared to last year (14.8 trips per five-day week this year; 18.1 trips last year [290 trips made by 16 respondents]). Amongst the respondents, some 39% of all-purpose trips (inbound and outbound) are made as a car driver, which is 8% less than last year. A lower proportion of trips are also made as a car passenger compared to last year (compare 9% with 16%). Levels of car sharing with persons other than those respondents live with remains low at just 1%, which is 1% less than last year The overall use of the private car for trips made amongst respondents is therefore less, which is clearly positive. Correspondingly, overall use of sustainable modes has increased and now represents approximately half of all trips made by respondents. Although the sample size is still small, these results are encouraging particularly given the time of the year the survey took place, when inclement weather conditions are frequent and not necessarily conducive to walking and cycling. Chart 5.5 summarises the results of all trips made, regardless of purpose, and draws comparison to last year's results Table 5.1 summarises the recorded all-purpose trips made by respondents to the 2013 and 2014 residents' travel surveys, as well as the modal split indicated within the approved Travel Plan (January 2013) that was derived from TRICS data. The target modal splits for the Travel Plan are based on the baseline travel survey (Year 1: 2013). The target modal splits are therefore also identified within the table, and the final column identifies the additional progress required to achieve these targets based on the latest (2014) survey. The Travel Plan targets with respect the share of walking, cycling and train travel have already been met. Excellent progress towards the target share of car driver trips has also been made. Only a further 2% reduction is necessary to meet the 10% target reduction The targets with respect to car sharing (with someone from another address and as a car passenger) are yet to be achieved. However, these target modes are somewhat arbitrary; travel by these methods should not be encouraged at the cost of encouraging more car movements, which the latest survey suggests has reduced substantially (with respect to 'car driver' trips) Travel by bus is not currently popular amongst respondents. Seeking progress towards the target 2% mode share for bus use should not necessarily be pursued vigorously given that other sustainable modes of travel appear to be benefiting from the transfer of trips from the private car. 27 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.29 As well as suggesting excellent progress towards the Travel Plan aims and objectives, the latest travel survey further demonstrates that the Sirocco Park development is exhibiting far more sustainable travel patterns to that predicted within the approved Travel Plan document prepared by PFA Consulting. Encouraging More Sustainable Travel Cycling 5.30 Respondents were asked to select as many options as were relevant with respect to what would encourage them to cycle for local journeys. Nine residents (39% of respondents) suggested that nothing could encourage them to consider cycling for local journeys. However, 11 respondents suggested that improved cycle paths towards the town centre and railway station would encourage them to cycle. Nine respondents also highlighted safer and better-lit cycleways. These results are somewhat surprising given that some of the proposed internal cycleways are already built whilst the routes to the town centre are either off-road or on-road and along lightly trafficked, traffic calmed (and illuminated) streets. The forthcoming improvements to The Circle and opening up of more direct walking and cycling routes through this area may help to remove this apparent barrier. As the development nears completion and construction traffic is removed and all proposed pedestrian and cycle facilities constructed, it can be expected that residents will perceive the quality and safety of cycle routes to be much better Three residents suggested that cycle parking at Sirocco Park could be improved. However, as described earlier in this report, secure and sheltered cycle parking is available for residents. Four residents also suggested that improved crossing facilities would encourage them to cycle, and four wished for improved cycle parking facilities at local facilities. The railway station and at an open-air car park within the town centre were two identified locations. Public Transport 5.32 This year, respondents appear to be less averse to considering public transport. Only two respondents (9%) suggested nothing could encourage them to use public transport, whereas a third of respondents had this opinion last year. Each of the available options identified on the survey form for encouraging respondents to use public transport attracted a generally high and broadly even selection. 28 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.33 However, only two respondents suggested that better public transport information could encourage them, suggesting that the Travel Plan measures have so far been successful in disseminating information and that information at bus stops and online is generally adequate Of the available options, 'more direct routes' was the most selected measure that could encourage them to use public transport. One respondent stated that Southampton General Hospital is one location where they would like a direct service to. The two bus services that pass the site currently only serve the Eastleigh and Chandlers Ford area One respondent commented that the bus services should be 'better organised'. Another stated that she did not feel safe walking in the dark with building contractors around the site. Walking 5.36 Many more respondents this year (7 No.; 30%) selected the option that nothing could encourage them to walk. This compares to only one respondent selecting this option last year. However, it is suspected that many selected this option because they already choose to walk for many journeys; Table 5.1 shows that 38% of respondents already regularly walk, and one respondent said as much in the comments box. Each of the other options identified for encouraging walking attracted a generally even proportion of selections; e.g. 'cleaner, better maintained footways' was selected by seven respondents (30%) With respect to specific comments made, one respondent stated they do not walk because of the amount they have to carry for work. The same respondent referred to at paragraph 5.34 reiterated her point about personal safety, adding that the condition of footways on site damages footwear. This latter point will be temporary and should not be the case once the development is complete. Car Sharing 5.38 A lower proportion of respondents appear to be averse to car sharing compared to last year. Some 57% this year stated that nothing could encourage them to car share compared to 83% last year. Four respondents related that more information would be helpful. All Travel Information Packs have now been sent out, but the next communication with residents could promote car sharing further, such as the Common Wheels scheme. 29 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE Three respondents related that they would appreciate help with finding a car share partner, and these same respondents were amongst those who selected the option for allowing CEC to pair residents up where they work within close proximity to each other A free taxi home is one option that was retained from HCC's template survey form. Five respondents selected this option. However, this effectively relates to a 'guaranteed ride home' system, that would typically be operated by an employer. CEC will suggest in the next communication with residents that they investigate any car sharing schemes that may operate at their place of work and that they suggest to their employers that a guaranteed ride home should form part of any such scheme. Bellway Homes can have little influence over this particular aspect of car sharing. Travel Plan Awareness 5.40 Awareness of the existence of a Travel Plan operating at Sirocco Park is now much higher amongst respondents (compare 35% this year with 11% last year). However, levels of awareness are still surprisingly low given that all households have been issued with a Travel Information Pack, a Newsletter and two travel surveys. It may be that residents are not fully aware of what a Travel Plan is and have not yet made the connection with the various material that they would have seen Of the eight respondents that were aware of the Travel Plan, four became aware of it during the sales process. The remaining four respondents were aware of it because of Travel Plan publications. Cycle Discount Voucher 5.42 Not all respondents completed the question relating to the cycle discount voucher that CEC organised with local cycle shops. Of the 19 respondents that did answer, six (26%) stated that they either have used, or intend to use, the voucher. Comments on Travel in the Local Area 5.43 Most respondents took the opportunity to make a comment at the end of the survey. A particularly positive comment was received from one respondent who stated: 'I love living here - so near to the town centre, school and leisure centre. It's great that I rarely need my car.' 30 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 5.44 This respondent added that 'it would be nice to have a 'meet and greet' to get to know neighbours and perhaps be able to collaborate (i.e. find other mums to go to playgroup together)'. Whilst this is positive, it would seem that this respondent foresees such a 'meet & greet' event as a social forum rather than a forum to discuss travel matters Other comments included 'good access to motorway, only busy at peak times' and 'I really love that there's a cycle path that runs from outside my front door and up to Asda' Two respondents have concerns about parking on the development. This matter is described earlier in this report, at paragraph Two other respondents, who reside on Great Farm Road, are concerned about the speed of traffic. One respondent criticised the limited movement site access arrangement off Passfield Road. However, we understand that this arrangement was a request of the local highway authority and has been implemented since 'Day 1'. Residents should have been aware of the access arrangements prior to purchasing their property, particularly since the sales office is adjacent to this access One resident would like more frequent bus services, but in the absence of more frequent services walks instead. A half-hourly frequency into the town centre is considered to be a reasonable level of service and if buses are used often enough then bus users would be able to plan their journeys so as to minimise waiting times One respondent commented that they use their car because they are disabled. Another suggested that they'd like to see a number of shelters installed along the route into the town centre because inclement weather discourages them from walking Four residents stated that they do not have a Travel Information Pack. One of these residents requested that CEC contact them to discuss their travel options. When we contacted them, we suggested that they should obtain a copy from the sales office. All first occupiers of dwellings were issued a pack and Bellway Homes has therefore fulfilled this obligation (and continues to do so). There could be a number of reasons why respondents have stated that they do not have a pack Four respondents selected the option for CEC, in our capacity as RTPC, to contact them to discuss their travel options. 32 TRAVEL PLAN MONITORING REPORT (YEAR 2: ) RESIDENTIAL DEVELOPMENT,SIROCCO PARK,EASTLEIGH,HAMPSHIRE 6.0 FURTHER MEASURES AND FUTURE IMPROVEMENTS Further Measures 6.1 Bellway Homes will investigate introducing a Green Travel Noticeboard at the community centre building which we understand will be operated by Eastleigh Borough Council. 6.2 New occupants will continue to be provided with a copy of the Travel Information Pack. 6.3 As the development nears completion, new footways and cycleways within the site will become available. Dropped kerbs and tactile paving will be introduced, assisting wheelchair users, the visually impaired and those with pushchairs to navigate the site. 6.4 A Newsletter will be issued to residents later in 2015, similar to that issued in It will summarise the results of the travel survey and further promote sustainable modes of transport amongst residents, taking the opportunity to provide details of the Common Wheels car club scheme, for example. Survey Improvements 6.5 The limited number of survey responses has continued to be an issue in Year 2 of the Travel Plan. It might be that specifying the likely odds of winning the High Street vouchers will encourage more residents to complete the survey. The value of the High Street vouchers could perhaps be doubled to 200 to further encourage responses. 6.6 It is likely that the development will be complete by the time of the next travel survey (November 2015). Bellway Homes may have therefore left the site and it might be that a pre-paid envelope will need to be enclosed with next year's survey, rather than respondents drop their completed surveys at the sales office.
