INTRODUCTION 1.1 This document has been prepared by England & Lyle, incorporating the results of a public consultation undertaken by Hull City Council, to accompany an outline planning application for a Park & Ride Facility with car parking for up to 650 cars, a single storey terminal building, lighting and CCTV and access via a new roundabout from Hull Road. 1.2 The application site consists of an open field located along Hull Road between the settlements of Hull and Hedon and forms part of the former Hedon Airfield. The site amounts to approximately 11.5 hectares and is currently within the ownership of Hull City Council. The proposed development will comprise of a Park and Ride facility with 650 car parking spaces accessed via a new roundabout directly from Hull Road to the south. 1.3 The East Riding Local Development Framework Statement of Community Involvement was adopted in March It indicates that developers of major schemes will be expected to have canvassed views more widely than for minor applications before their submission. This should involve those residents affected by the proposal, the parish or town council and statutory consultees. 1.4 This Statement of Community Involvement provides details of the comments and information collected during the public consultation period in summer

CONSULTATION EXERCISE 2.1 The main consultation event undertaken to inform local residents, business, and stakeholder groups of the development proposals was held on the 15 th July 2009 at Hedon Town Hall. At the consultation event there were a series of information boards providing details of the scheme (appendix A). Prior to this event 1000 information leaflets (appendix B), providing details of the consultation event and the scheme, were circulated to nearby residential properties. The consultation event ran from 11am until 8pm on the 15 th July to ensure that the consultation event was available to as many interested parties as possible. 2.2 In addition, the consultation event was also advertised through a press release on Hull City Council s website (appendix B). A number of subsequent articles advertising the consultation event were also published in the local press (Hull Daily Mail and Yorkshire Post). The event was also covered on local radio by BBC Radio Humberside and KCFM. 2.3 During the consultation event attendees were provided with a questionnaire (appendix C) and invited to complete it providing comments on the scheme. Details of the responses received can be found in a subsequent section. 2.4 Details of the scheme were also presented to members of Hedon Town Council and Preston Parish Council and the consultation event was attended by a number of the ward members from the East Riding of Yorkshire Council. The proposals were presented to Hedon Town council, immediately prior to the consultation event. A Separate presentation was made to Preston Parish Council on the 9 th September, at which the proposals were well received. 2

RESPONSE TO CONSULTATION EXERCISE 3.1 The consultation exercise was attended by approximately 90 people through the course of the day, with a total of 78 questionnaires completed and returned. 3.2 Analysis of the data collected through the questionnaires at the consultation event has shown that responses were received from the following postcodes: HU12 (70%), HU19 (5%), HU11 (2%) and HU9 (1%). The majority of respondents and therefore interested members of the public were from the HU12 postcode area which is the area directly to the east and south east of the application site. The plan below shows the relevant postcode areas: Postcode Areas 3.3 Further analysis of the data received from the questionnaire responses highlighted the following issues: 3
6 Principle of Park & Ride 90% of respondents supported the proposal of providing a second park & ride facility in Hull; 5% of respondents opposed the principle of providing a second park & ride facility in Hull; 5% of respondents had no opinion. Suitability of Location 82% of respondents thought that the proposed location is suitable for a park & ride facility; 81% of respondents agreed that access to the road network from the application site is suitable. Design Issues 86% of respondents considered the proposed number of spaces to be acceptable; 61% of respondents thought that the proposed security measures are acceptable. 3.4 The questionnaire also asked if respondents thought there were any design issues which need to be addressed. A total of 18 comments were received and are summarised in the table below: 4
7 3.5 A further 45 general comments were included on the questionnaire responses. These are summarised in the table below: 3.6 On the whole, the responses received through the questionnaires were positive with people generally supportive, in principle, of an additional park & ride facility and also of the proposed location. 3.7 Whilst the vast majority of attendees were in favour of a Park and Ride, a number of residents expressed concern about the proposed location of the facility and alternative locations were suggested. 3.8 In particular the area of land to the south of the proposed site, on the opposite side of Hedon Road was suggested (albeit this was not necessarily reflected in the questionnaire responses collated). 3.9 In light of this suggestion, the council investigated the feasibility of this location as an alternative location. CONCLUSIONS 4.1 This Statement of Community Involvement has been prepared by England & Lyle using data collected by Hull City Council to accompany the planning application for a new park and ride facility to the east of Hull. 4.2 A consultation event was undertaken on the 15 th July 2009 to allow local residents and interested parties to share their views on the scheme. The local parish council members and East Riding Council members were also informed of the development proposals. On this basis, it is considered that this Statement of Community Involvement has been undertaken and prepared in accordance with the guidance contained in the East Riding Development Framework Statement of Community Involvement. 4.3 It terms of the overall response, an overwhelming majority of respondents agreed with the principle of park and ride facility (90%) and its proposed location (82%). 6

Park and Ride is identified in the City council s current Local Transport Plan (LTP2) as a measure to tackle congestion by providing an alternative for private car journeys into the city centre and reducing congestion and pollution within the city. What are the objectives of this scheme? The main objectives of this scheme are: To reduce traffic congestion in Hul To reduce private car trips into the centre of Hull To increase the number of people using public transport services To provide a sustainable alternative to the car To minimise the environmental impact of traffic

Hull City Council is organising an open consultation on Wednesday 15 July, from 11am to 8pm at Hedon Town Hall on St Augustine's Gate. Council staff and other transport experts will be on hand to explain what is being proposed and answer any questions. Cllr Dave Woods, Hull City Council portfolio holder for the environment said: "We are encouraging everyone who is interested in using the site, or would be affected by it in any way, to come along and have their say. The city's first park and ride facility at Priory Park is hugely successful, and many people contacted the council to say they were disappointed when we closed the temporary park and ride scheme at Queen Elizabeth Dock. There is clearly demand for the facility and it is important that we take into account people's views on its development and operation." The proposal is to locate the park and ride to the east of Saltend on the former Hedon airfield. There will be parking for 650 cars, six motorbike stands and 25 covered cycle spaces. The park will be monitored by CCTV for 24 hours a day, seven days a week, and security staff will be on site during operational hours. A frequent bus service into the city centre will leave from a modern, comfortable terminal building and the site itself will be landscaped. As well as responding to local demand, there are strong environmental incentives for introducing a second park and ride scheme for Hull. Cllr Woods explained, "We need to reduce traffic congestion and thereby the minimise the environmental impact of traffic on the city, One way we can help is to offer a sustainable alternative to the private car. Another park and ride scheme will cut dependence on private car trips to and from the city and increase the number of people using public transport." People's views from the consultation will be considered in preparing the application for outline planning.
