4 1 INTRODUCTION 1.1 Background This Travel Plan is prepared by RGP on behalf of easyhotel Plc. in relation to the proposed hotel development at Cromwell House, 1-3 Fitzalan Place, Cardiff, CF10 0ED The development proposals involve a change of use of the site from office (B1a use class) to hotel (C1 use class), incorporating a demolition of the existing building to facilitate the construction of an 8-storey hotel containing a total of 120 guest bedrooms, operating under the brand of easyhotel. There would be no car parking provided on-site, with the exception of space reserved for a single blue badge holder s vehicle, owing to the site s excellent level of accessibility via local public transport modes. A dedicated delivery and servicing area would be provided at ground floor level to the rear of the site, accessible from Newport Road Lane. The proposed site layout is illustrated by the plan attached at Appendix A The site is located approximately 500m to the northeast of Cardiff city centre and approximately 250m to the northeast of Cardiff Queen Street rail station. The A4160 Fitzalan Place forms a route along the site s western boundary which forms a junction with the A4161 Newport Road in close proximity to the north. There is a wide range of business and university related uses in the surrounding area to the site A Transport Statement has been prepared by RGP (Ref: EASY/17/3971/TP01) which outlines the forecast transport impact of the development proposals in detail, therefore this Travel Plan should be read in conjunction with that document This Travel Plan outlines the opportunities for sustainable travel to and from the development, targeting both staff and guests. It details measures and initiatives to be implemented with the aim of reducing reliance on the private car, should planning permission be granted. 1.2 easyhotel Operations easyhotel currently has an estate of 26 hotels in 17 cities across 8 countries with many more in the pipeline. These comprise a combination of owned and franchised hotels To keep costs low, the easyhotel business is operated entirely through the web. The easyhotel promise is a great night s sleep at a great price and the website states whether it s a weekend break, business visit or last minute adventure, our city centre locations put you at the heart of all the local travel, restaurants and attractions you need to make the most of your stay. 5 1.2.3 New easyhotels need to fit the following criteria: (i) Major city and town centre locations; (ii) Close to good public transport links; (iii) In the vicinity of nationally recognised food and beverage operators; and (iv) Near to public car parks It is noted that easyhotel s do not have bar or restaurant facilities on-site, however many bars and restaurants can be found in the surrounding area within a 5 minute walk. 1.3 Travel Planning Policy The need to manage transport in new developments is embedded within national, regional and local policy with the need to reduce car dependency, increase travel choices and encourage sustainable travel supported by Planning Policy Wales (PPW). PPW states that as far as practicable, it should be ensured that people can reach the development by walking, cycling and public transport Furthermore, the Active Travel (Wales) Act 2013 aims to make walking and cycling the most attractive option for shorter journeys. In particular, everyday journeys such as to and from a workplace or education establishment or in order to access health, leisure or other services or facilities Policy T1 of Cardiff s Local Development Plan relates to the Council s ambitions to support access to new developments by way of walking and cycling. This policy states the Council s intentions to give priority to pedestrians and cyclists and minimise vehicle speeds. Additionally. Cardiff City Council outline that support would be given to new developments that incorporate car-free zones With the exception of space reserved for disabled parking, the site would operate as a car-free development owing to its close proximity to public transport infrastructure and active modes of transport, such as walking and cycling The site is located on the edge of Cardiff city centre in a predominantly commercial area. Cardiff Queen Street and Cardiff Central rail stations are located approximately 250m ad 1.25km to the southwest of the site, respectively and there is an extensive range of frequent bus services available from Newport Road, 100m to the northwest of the site. 6 1.3.6 Owing to the site s excellent public transport connections the majority of staff and guests would arrive at the site using public transport and sustainable modes of travel. Therefore, whilst staying at the hotel, the ultimate destination of guests would be accessed within either a short walk or trip on the public transport network. 7 2 BASELINE CONDITIONS 2.1 Site Location and Description The site is located approximately 500m to the northeast of Cardiff city centre in the area known as Adamsdown. The site is bounded by the A4160 Fitzalan Place to the west, a car park associated with a mixed commercial development to the north, Newport Road Lane to the east and an office block to the south The local area is predominantly characterised by commercial / office uses with residential properties further to the north and east, whilst there is an extensive range of leisure and retail attractions to the west. Cardiff Docks are located in close proximity to the south and contain a range of industrial uses Vehicular access to the site is currently provided from Newport Road Lane to the east of the site via an access ramp to the basement car park. Vehicular access to the basement would be closed following the development proposals and access would be maintained for the shared on-site delivery / servicing disabled parking area to be provided at ground floor level Newport Road Lane forms an access road between Glossop Road and Howard Place to the northeast and Fitzalan Road to the southeast. The eastern section of Newport Road Lane (accessible from Glossop Road) permits one-way traffic in a westbound direction The A4160 Fitzalan Place, which forms a route adjacent to the site s western boundary, provides a principal route towards the city centre and towards Cardiff Bay via the A4234 Central Link. Central Link comprises a dual-carriageway connection to the Queensgate Roundabout(A4232), approximately 1.75km to the southeast of the site Fitzalan Place also forms a signalised junction with the A4161 Newport Road, approximately 75m to the northwest of the site. Newport Road is a major highway link with regard to the local bus network and forms part of the Eastern Bus Corridor, accommodating a high frequency of bus services in and out of the city centre Newport Road comprises a dual-carriageway with three lanes of traffic in each direction (including one bus lane in each direction), providing a link between Canton via the city centre to the west and the A4232 via a grade separated junction to the east. The A48 Eastern Avenue is accessible approximately 3.5km to the northeast via Newport Road No stopping is permitted at any time along Fitzalan Place in the vicinity of the site. there are, however, sections of short stay on-street pay and display parking available along Howard Road to the rear of the site. 8 2.1.9 There are public car parks available in close proximity to the site, including the Knox Road multi-storey car park, located approximately 100m to the south. This car park has capacity for 747 vehicles and 24 hour parking is charged at There is also a pay and display car park with 500 spaces located on Adam Street, approximately 750m (a 10 minute walk) to the south, which charges a daily tariff of Plan 01, attached, illustrates the site s location in context of the local highway network, public transport infrastructure and visitor attractions. 2.2 Accessibility Credentials The site is located in a highly accessible area served by a range of public transport modes. It is anticipated that that the majority of guest and staff trips to the site would be made via public transport in combination with active modes of transport. In order to gain an understanding of how journeys would be made to and from the proposed development by sustainable means of travel, a review of the existing provision of transport infrastructure and services has been undertaken The site would operate as a budget hotel and is anticipated to cater for short stay trips associated with visitors on business and leisure related trips into Cardiff. The site is conveniently located for trips into the city centre via walking and cycling, as well as long-distance onward journeys via rail services There is an extensive range of visitor attractions nearby which can be easily accessed via active modes of transport such as walking and cycling. The Metropoint Arena, St David s Centre shopping complex, Cardiff Central Market, the Principality Stadium and Cardiff Castle are all located within 1.25km of the site and are easily accessible by foot. The East Moors Industrial Area and Cardiff Docks are also located in close proximity to the site and would form the ultimate destination for some guests travelling to the site on business related trips The remainder of this section provides a detailed review of the sustainable travel options available to staff and guests which would form the primary mode of travel to and from the site. Walking and Cycling There is an excellent standard of pedestrian infrastructure provided throughout the local area. Wide, well-lit footways continue along the site s main frontage on Fitzalan Place in both directions A signalised crossing with dropped kerbs, tactile paving and central refuge is provided across all arms of the Fitzalan Place / Newport Road junction, located approximately 75m to the northeast of the site. These crossing points afford safe and convenient pedestrian access to the local bus stops on Newport Road. Cromwell House, 1-3 Fitzalan Place, Cardiff, CF10 0ED 5

9 2.2.7 High quality footways continue along Newport Road, providing routes into the city centre which forms a pedestrianised zone. The surrounding road network benefits from signalised crossings at regular intervals The network of footways also continues to the north and east of the site into the nearby residential areas, thus enabling convenient routes to the site for staff, who would be likely to reside in such locations The locality is also well suited to cycling, with several designated cycle routes available in close proximity to the site. The bus lanes along Newport Road to the north also serve as cycle routes which continue towards the city centre which contains a good provision of secure public cycle parking facilities There is also a network of cycle routes, including some dedicated cycle lanes, to the south of the site which continue towards Cardiff Central rail station and further south towards Cardiff Bay (accessible via 7 and 10 minute cycle journeys respectively from the site). The extent of the local cycle network is illustrated on Plan 01, attached A dedicated cycle store would be provided on-site at basement level, accessible via a lift from the ground floor lobby area. This store would enable secure cycle parking for up to 6 bicycles which is considered appropriate to cater for demand generated. In the unlikely event that this cycle store is fully used, guests would be permitted to store bicycles within their guest bedroom. Furthermore, the cycle store would benefit from a good level of CCTV surveillance. Bus Services The nearest bus stops are located on Newport Road, with the eastbound services available from bus stops 125m to the north of the site and the westbound services available from stops located 125m to the west of the site These bus stops form part of the East Bus Corridor which benefits from a particularly high frequency of bus services. The stops on Newport Road provide a shelter, seating, full timetable information and real-time information displays There is a high frequency of services towards the nearby visitor attractions including Cardiff Bay, the Principality Stadium, Cardiff Ice Rink & International Pool, the Red Dragon Leisure & Retail Park, Lackwit Retail Park and Llandaff Cathedral. Additionally, these services would be utilised by some guests making connecting journeys via rail services from Cardiff Central station The following extract provides an illustration of the bus network serving Cardiff city centre and its surrounding area. These services also provide for journeys into the nearby residential areas and would be particularly attractive to staff making regular commuting trips to / from the site Figure 2.2, below, provides a summary of the bus routes available from Newport Road. This station is accessible within 5 minutes by foot via Newport Road and Station Terrace Cardiff Queen Street is operated by Arriva Trains Wales and provides services towards destinations across South Wales and affords onward connections via Cardiff Central and flights from Cardiff International Airport. 12 There is a greater range of services available from Cardiff Central, which is accessible via a 15 minute walk, 7 minute cycle journey or 15 minute bus journey. Rail services to major destinations across the UK are available form Cardiff Central, including London Paddington, Manchester Piccadilly, Birmingham New Street, Gloucester, Cheltenham Spa, Bristol Temple Meads, Portsmouth Harbour, Swansea, Nottingham, Reading and Southampton Central There are 90 secure cycle parking spaces provided at Cardiff Central station and stepfree access is provided onto all platforms. Figure 2.3 provides a summary of rail services available from, both Cardiff Queen Street and Cardiff Central stations. It is therefore considered that the proposals fully accord with the guiding principles of the PPW and Active Travel (Wales) Act The accessibility credentials of the site are particularly good owing to the close proximity to frequent bus and rail services in Cardiff city centre. The wide range of public transport services available would provide staff and guests with numerous opportunities to travel by sustainable modes. It is anticipated that the extensive range of public transport services will act as the primary mode of transport for guests travelling to/from the site initially and during their stay. Additionally, the site s central location would enable convenient trips via active modes of transport to and from the site during a guest s stay at the hotel. 2.4 Existing Travel Behaviour Data In lieu of baseline surveys for this specific site, the TRICS database has been reviewed to determine the anticipated multi-modal traffic generated by the proposals using sites comparable in terms of location and parking provision. This information has been presented in full in the Transport Statement which accompanies this document, however a summary is presented below (Figure 2.4). 13 Figure 2.4: Anticipated Mode Split The information obtained is considered to be a suitable starting point for formulating appropriate measures and targets, however travel surveys will be carried out within 3 months of the site s occupation to establish the travel behaviour of all site users and provide a baseline for future monitoring purposes. 14 3 AIMS, OBJECTIVES AND TARGETS 3.1 Aims and Objectives It is now widely accepted that it is not possible to build our way out of congestion. Instead, the approach has to be to reduce the need to travel by increasing travel choice and awareness, therefore the overall aim of this Travel Plan is: To reduce reliance upon the private car by effecting a change in attitude to travel by increasing awareness of sustainable travel modes and their associated benefits To achieve this aim, objectives should be provided that reflect the challenges of the site and focus the role of the Travel Plan. These objectives also support the Local Authority s policy aims For the development site, the objectives are: Objective 1: Actively encourage sustainable travel to and from the site and promote healthy lifestyles Objective 2: Provide on-site infrastructure to facilitate sustainable travel 3.2 Targets To support the aim and objectives, targets have been set to focus the delivery of the Travel Plan When setting site specific targets, it is important that they are SMART in order that the outcomes can be quantified and an assessment of what the Travel Plan has or will achieve can be made. Specific Measurable Achievable Realistic Time-bound Travel related concerns raised by staff and guests and any identified barriers to sustainable travel will be ascertained by way of regular travel surveys and routine monitoring. Further bespoke measures and changes could then be introduced to address these barriers, if necessary, and ensure that the Travel Plan continues towards achieving its targets and overall aim. 15 3.2.4 Figure 3.1 presents the targets for the Travel Plan which will support the overall aim and two objectives. These should be achieved 3 and 5 years from first occupation and initially, they will be assessed against the data presented in Section 2 of this report. If they have been attained before the target date, they will be modified to provide further, more challenging targets, while if the surveys show that progress is not being made towards achieving the targets, the reasons why should be investigated, including a review of the current measures which would be added to or modified to ensure that the overall targets will be met Future targets will be established through a process of consultation with the Local Authority and easyhotel Plc. to ensure that they are appropriate in the context of the objectives, yet realistic and achievable. 16 4 TRAVEL PLAN MEASURES An Action Plan outlining all of the proposed Travel Plan measures and actions identified for the site, along with responsibilities, estimated costs and implementation timescales is attached at Appendix B. The Action Plan also divides the measures into user groups i.e. staff and guests The Action Plan also pinpoints the objective that each measure will support to ensure that any initiative is targeted to achieving the overall aim for this site The Action Plan includes the following measures: Objective 1: Promote and actively encourage sustainable travel to and from the site Appoint Travel Plan Coordinator (TPC) Local Recruitment Policy Induction Programme for New Staff Travel Information Promotion of Car Sharing Booking Confirmation (example below) Cromwell House, 1-3 Fitzalan Place, Cardiff, CF10 0ED 13

17 Website Information / Travel Noticeboard (example below) Travel Plan Event Objective 2: Provide on-site infrastructure to facilitate sustainable travel Shower / Changing Facilities and Lockers Personal Attack Alarms / Umbrellas Cycle Parking Travel Information Point Travel Poster (see Appendix C) 4.2 Effectiveness of Travel Plan Measures The specified measures and initiatives should act to achieve the overall aim of the Travel Plan, consequently increasing the use of sustainable modes and achieving the targets set. 18 5 REVIEW AND APPROVAL 5.1 Implementation and Funding It is anticipated that this Travel Plan will be secured through a planning condition, as part of any planning approval from the Local Planning Authority, Prior to the occupation of the development, a TPC will be appointed by easyhotel Plc. to oversee the management of the Travel Plan and ensure it seeks to achieve the stated aims. It is anticipated that the TPC would fall within the role of the Hotel Manager. Summary of the Travel Plan Coordinator Role: Manage the day to day running of the Travel Plan; Control the budget for implementing travel plan measures; Liaise with easyhotel management, as appropriate i.e. to coordinate Travel Plan measures across easyhotel sites; Ensure the necessary review and monitoring is undertaken annually; Coordinate surveys / data collection; and Investigate further Travel Plan / sustainable initiatives The TPC will be responsible for the Travel Plan s management to include the implementation, review and promotion of the Travel Plan. It is anticipated that this role would take 3-5 hours per month The TPC will also be responsible for managing the agreed budget for the Travel Plan. Aside from infrastructure works which are associated with the development s construction costs, funding is required to cover initial set up, printing and marketing. This is estimated to amount to circa 500 annually and would be paid for by easyhotel Plc This investment in resources, both in terms of appointment of a TPC and monetary, support the implementation, management and review of the Travel Plan and mitigate against any financial burden that may be imposed as a consequence of failure to meet the agreed targets. 19 5.2 Monitoring Figure 5.1: Travel Plan Timetable Figure 5.1 above, illustrates the monitoring timeline for the 5-year life of the Travel Plan Updated baseline data is to be collected 3 months following full occupation. This represents Year 1 of the Travel Plan and is the revised baseline for this Travel Plan Monitoring reports will then be produced by the TPC and submitted to Cardiff Council for approval in Years 3 and 5. These reports shall demonstrate how the Travel Plan has been implemented to date and will include: (i) Details of measures introduced and actions taken to promote the Travel Plan; (ii) A statistical summary of the modal split of staff and guests. disclosed by the monitoring surveys; (iii) The progress of the Travel Plan in achieving targets and identifying any amendments to be agreed in writing by Cardiff Council in the event that targets are not achieved; and (iv) A plan for future actions Furthermore, the following items will be monitored by the TPC annually: (i) the demand for cycle parking; Cromwell House, 1-3 Fitzalan Place, Cardiff, CF10 0ED 16

20 (ii) the numbers registered for car sharing; and (iii) comments made by staff and guests relating to transport and the Travel Plan To support this process, surveys will be undertaken in Years 1, 3 and 5 to establish the travel patterns of all site users. It is anticipated that staff would complete an online questionnaire with guest information collected by way of an interviewer placed in reception To maintain the emphasis of the Travel Plan, the results of the monitoring and review process will be communicated by way of an on-site Travel Plan noticeboard. 5.3 Approval This Travel Plan is hereby approved for implementation at the following site: easyhotel, Cromwell House, 1-3 Fitzalan Place, Cardiff, CF10 0ED Signed:. 29 How to get around in Cardiff By Foot The Hotel is located on the eastern edge of Cardiff city centre which is just a 5-minute walk away. Cardiff town centre comprises an extensive range of shops, eateries and leisure facilities including the Capitol Shopping Centre, Metropoint Arena, St David s Centre shopping complex, Cardiff Central Market, the Principality Stadium and Cardiff Castle all located within 1.25km of the Hotel. Cardiff city centre also includes a number of restaurants such as the Atma, Chapel 1877 Bar & Restaurant, Steak of the Art and Amici s Italian Restaurant which provides a great opportunity for you to enjoy the nightlife of Cardiff city centre. By Bicycle Several cycle routes are located close to the Hotel, including the bus lanes of Newport Road that also serve as cycle routes. Further dedicated cycle lanes are located south of the Hotel that continue to Cardiff Central station (a 7-minute cycle) and Cardiff Bay (a 10-minute cycle). Alternatively, National Cycle Route 8 (NCR8) can be accessed near Cardiff Central station on the western side of the River Taff. This particular cycle route is long distance, on/off road and provides the route north to Holyhead (Anglesey) via Brecon, Builth Wells. By Train Cardiff Queen Street Station is 250 metre (a 5-minute walk) from the Hotel and provides access to Cardiff Central, Aberdare, Barry Island, Penarth and other destinations within south Wales. 12 trains an hour travel from Cardiff Queens Street station, to Cardiff Central station. Here, a wider range of services travel can be accessed, including London Paddington, Manchester Piccadilly, Birmingham New Street, Portsmouth, Bristol and many more. By Bus The closest bus stops are the Fitzalan Place and West Grove bus stops within 120 metres from the Hotel entrance on Newport Road. Local crossing facilities with traffic lights provide you with a safe route to local bus stops as shown on the map. Up to 26 bus services offer high frequency services (every 1 or 2 minutes) that travel to an extensive range of destinations including Atlantic Wharf, Pentrebane, Heath, Llandaff, Pontypool and Pontyclun.
