ADOPTION OF AGENDA Due to the absence of a number of Directors at the meeting, the Chair requested that the election of the 1 st Vice Chair, under New Business, be deferred to the next meeting, when it is hoped a larger complement of Directors will be present. MOTION #G13-45 Moved by Peter Hambly Seconded by Terry Fisk THAT the agenda be adopted as amended. 2. DECLARATION OF PECUNIARY INTEREST Carried No persons declared a conflict of pecuniary interest relative to any item on the agenda.

3 Board of Directors Meeting July 25, MINUTES OF BOARD OF DIRECTORS MEETING MOTION #G13-46 Moved by Doug Gowanlock Seconded by John Eccles THAT the minutes of the Board of Directors meeting, held on May 30, 2013, be adopted as circulated. 4. MATTERS ARISING FROM THE MINUTES Sulphur Spring CA Water Tap Update Carried At the May 30 th Board of Directors meeting it was suggested that more prominent, professional signage be erected at the water tap at the Sulphur Spring Conservation Area in the hopes of encouraging the public to be more conscious of water conservation by turning the tap off properly after use. It is hoped the sign will also encourage more donations for the use of the facility. The new signage was presented to the Board of Directors for their information. 5. CORRESPONDENCE Luke Charbonneau submitting his resignation as the Town of Saugeen Shores representative on the Authority s Board of Directors noted & filed Town of Saugeen Shores appointing Diane Huber as Luke Charbonneau s replacement as their representative on the Authority s Board of Directors noted & filed WSIB results of Authority s Workwell Health & Safety Audit achieved 87% pass rate noted & filed Peter Hambly expressed his compliments to Don Smith and all the staff who did such a great job in achieving such a successful audit. Municipality of Arran-Elderslie requesting the Canadian Food Inspection Agency (CFIA) to defer their decision to include all of Bruce and Grey Counties in the Emerald Ash Borer infestation zone noted & filed Copy of a letter from George Da Pont, President of Canadian Food Inspection Agency (CFIA) response to Municipality of Arran-Elderslie s letter re Emerald Ash Borer (noted above) CFIA noted the Ash Borer is very hard to detect and by the time it is detected, it has been in that area for a number of years. Therefore, CFIA s current policy is to include the whole area in the infestation zone. For their information, the Chair advised the Directors that the Authority s inoculation program is now up and running and getting busier every day. A large promotion campaign, with television, radio and press releases, is underway to get the word out that the Authority offers this program. Requests are coming in on a daily basis. The Directors requested an operations summary report on the inoculation program be provided at the next Board meeting for their information

4 Board of Directors Meeting July 25, REPORTS Chair & Conservation Ontario The Chair and General Manager/Secretary-Treasurer made a presentation to the Council of the Municipality of West Grey, to update them on the current activities on the Conservation Authority. Mr. Scriven noted he has visited the majority of the Authority s properties in the last number of months. He noted an additional length of the predator fence at the Sulphur Spring Conservation Area has been upgraded. As well, staff has opened up an Information Centre and Wilderness Shop (gift shop) at the old office building, to increase the use of the building as well as to promote the Foundation and their efforts. Foundation volunteers operate the shop, which is open Wednesday to Sunday. Finance Report A copy of Report #6a, entitled Financial Reports, is appended to the office copy of these minutes. The General Manager/Secretary-Treasurer explained a number of changes that were made to the Finance Report, to provide Directors with more accurate information. MOTION #G13-47 Moved by Doug Gowanlock Seconded by David Kell THAT the Financial Report to May 31, 2013 be accepted as distributed and further; THAT the Accounts Payable, totaling $553, for May and June 2013 be approved for payment. Program Report Carried A copy of Report #6b, entitled Program Report, is appended to the office copy of these minutes. MOTION #G13-48 Moved by Peter Hambly Seconded by Glen Irwin THAT the Program Report be adopted as presented, and further THAT the Permits as identified in Report #6b and dated July 25, 2013 be approved by the Board of Directors. Foundation Report Carried A copy of the Foundation Report, Report #6c, is appended to the office copy of these minutes

5 Board of Directors Meeting July 25, 2013 Executive Committee Closed Session Minutes MOTION #G13-49 Moved by Wilf Gamble Seconded by Peter Hambly THAT the draft minutes of the Executive Committee Closed Session, In Camera, Meeting, held on July 17, 2013, be received. 7. NEW BUSINESS Election to Fill 1 st Vice Chair Vacancy Carried This matter was deferred to the next Board of Directors meeting in September. Appointment to Property & Building Committee MOTION #G13-50 Peter Hambly volunteered to fill the vacant position on the Property & Building Committee. Moved by John Eccles Seconded by Doug Gowanlock THAT Peter Hambly be appointed to fill the vacancy on the Property & Building Committee, replacing Luke Charbonneau. Insurance Report Carried A copy of Report #7a, entitled 2013 Insurance Renewal, is appended to the office copy of these minutes. MOTION #G13-60 Moved by Glen Irwin Seconded by Wilf Gamble THAT the Authority s 2013/2014 insurance coverage be renewed with Aon Reed Stenhouse Inc. at the quoted premium of $76,505 plus applicable taxes. Durham Upper Dam Spillway Carried A copy of Report #7b, entitled Upper Durham Dam Emergency Spillway Project, is appended to the office copy of these minutes

6 Board of Directors Meeting July 25, 2013 Following extensive discussion on this matter, it was recommended that staff meet with the Council of the Municipality of West Grey to review the current status of this project and to determine the municipality s interest in continuing this process. 8. FOR THE GOOD OF THE COMMITTEE REPORTS Terry Fisk noted he and his wife had attended the recent Conservation Evening Tour to the Grey Sauble Conservation Authority. They thoroughly enjoyed the tour and found it extremely interesting and worthwhile. He noted, however, that he was the only Authority Director on this tour and strongly encouraged all Directors who could arrange it to attend these informative evenings. 9. OTHER BUSINESS Closed Session, In Camera MOTION G13-61 Moved by John Eccles Seconded by Terry Fisk THAT the Board of Directors move to Closed Session, In Camera, to discuss personnel matters, and further THAT Wayne Brohman remain in the meeting. MOTION #G13-62 Carried Moved by John Eccles Seconded by Terry Fisk THAT the Board of Directors adjourn from Closed Session, In Camera, and rise and report. Carried Only those items identified on the agenda were discussed in Closed Session. There were no actions to report from the Closed Session, In Camera. 8 Board of Directors & Budget Review Meeting September 26, NEW BUSINESS A. D. Latornell Conference Early Bird Registration Directors were reminded to contact the office before the Early Bird Registration date of October 7th if they wish to register for the Latornell Conference, being held November 20-22, The symposium information package was included in the agenda package. Election to Fill 1 st Vice Chair Position Vacancy With the recent resignation of Luke Charbonneau as an Authority Director, his position as 1 st Vice Chair has become vacant. The Chair conducted an election to fill this vacancy. MOTION #G13-64 Moved by Roland Anstett Seconded by David Kell THAT Don Smith and Gary Senior be appointed as scrutineers. Carried The Chair called for nominations for the position of 1 st Vice Chair. David Kell was nominated by Carl Zettel. David thanked his nominator, however declined to stand for the position of 1 st Vice Chair. The Chair then called for nominations a second time. Carl Zettel was nominated by David Kell. Carl thanked his nominator, and agreed to stand for position of 1 st Vice Chair. The Chair called for nominations a third and final time. MOTION #G13-65 Moved by Brian Gamble Seconded by Peter Hambly THAT the nominations for the vacant position of 1 st Vice Chair of Saugeen Conservation be closed. Carried The Chair announced that Carl Zettel has been appointed to the position of 1 st Vice Chair by acclamation. With the appointment of Carl Zettel to position of 1 st Vice Chair, the position of 2 nd Vice Chair is now vacant. It was the preference of the Board to defer the election of the 2 nd Vice Chair until the Annual Meeting of the Authority

9 Board of Directors & Budget Review Meeting September 26, 2013 Risk Management Services Source Water Protection A copy of this report is appended to the office copy of these minutes. There was discussion among the Board regarding the Risk Management enforcement aspects of the Source Protection Plan. It was decided that the Authority should wait to see how the various watershed municipalities wish to address this matter. Motion Amendment Old Hydro Dam Property At the May 2013 Board of Directors meeting, a motion was passed authorizing the sale of the Old Hydro Dam property. The Board of Directors motion passed in May requires an amendment to the property description. MOTION #G13-66 Moved by Roland Anstett Seconded by Carl Zettel THAT Motion #G13-40 be amended to include Pts of Lots 12 & 13, Concession 15, former Township of Carrick, Municipality of South Bruce, also known locally as the Old Hydro Dam, for disposal, and further THAT said disposal be realized by listing the property on the open real estate market, and further THAT Saugeen Conservation apply to the Ministry of Natural Resources for approval, pursuant to Section 21(c) of the Conservation Authorities Act, RSO, 1990, and further THAT this disposition will further the objectives of Saugeen Conservation Budget Review Carried A copy of the proposed draft 2014 budget is appended to the office copy of these minutes. The Chair explained the calculation of General Levy to each municipality based on their assessment in relation to the assessment of the other watershed municipalities. This means that some municipalities will be seeing a General Levy increase of more than 1.5%, some will have an increase of less than 1.5%, while others will see a decrease in their General Levy. The General Manager/Secretary-Treasurer then reviewed the budget, highlighting significant changes in each department. The proposed draft budget notes appended to the office copy of these minutes were explained in detail

10 Board of Directors & Budget Review Meeting September 26, 2013 MOTION #G13-67 Moved by Peter Hambly Seconded by Doug Gowanlock THAT the September 26, 2013 version of the 2014 Draft Budget be approved in principle as presented, and further THAT staff be authorized to forward the Draft Budget to the Authority s watershed municipalities for a 30-day review. Personnel Policy Update Carried A copy of this report is appended to the office copy of these minutes. Don Smith presented this report to the Board. Upon completion of the presentation the Chair thanked Mr. Smith for the presentation, and for bringing the items identified in the report to the attention of the Board. 31 REPORT #6b SAUGEEN CONSERVATION PROGRAM REPORT Thursday, October 24, :00pm WATER RESOURCES/STEWARDSHIP SERVICES Flood and Erosion Control Structures All inspections and reporting for the SVCA capital works flood and erosion control structures have been completed for Waterlution Saugeen staff partnered with the Grey Bruce Sustainability Network to host the Waterlution weekend where young professionals working in the environmental field came together over the weekend of October 4-6. About 15 participants were registered and were actively involved with the weekend. Friday opened with a dignitaries welcome from Lisa Thompson and David Inglis. Saturday involved a walking tour of Walkerton where Jo-Anne Harbinson explained the past and present use of the floodplain in Walkerton. This also exposed the participants to the capital works projects that the SVCA is involved in, such as the flood control dyke in Walkerton. An overview on the requirement of development proposed behind the dyke was given while highlighting the successes of existing development in the floodplain in Walkerton. Rural Stormwater Management Model (RSWMM) Pine River Priority Watershed Jo-Anne Harbinson continues to work with the Technical group looking at the development of the model that will be developed for the management of stormwater in a rural area which will improve the understanding of how agricultural and rural drainage function in the rural landscape. 32 Program Report October 24, 2013 Drinking Water Source Protection Early Response Grant Funding Program The Early Response Review Committee met on August 15 and September 27, The Outreach Specialist, Jo-Anne Harbinson provided the committee a power point that included the review of 13 applications in the Source Protection Area. To date, the committee has approved approximately $70,718 in grant funds for the projects reviewed leaving approximately $6,300 to be allocated. Completion date of these projects must be by December, The Outreach Specialist has been directed to source out additional eligible projects to use the remaining funds by December, Stewardship Grey Bruce Stewardship Grey Bruce is now a legal incorporated entity. With the help of the SVCA Graphic Assistant, Catherine Bould, the SGB now has a new logo. In addition, the group will be looking at a two day Strategic Planning session to outline the goals and objectives of the group within Grey and Bruce Counties. They will be making an application for charity status. Lake Huron Centre for Coastal Conservation The Coastal Centre has a number of initiatives on the go along the Lake Huron and Georgian Bay shorelines. The Centre offers continued technical support to SVCA staff and the shoreline municipalities. The Coastal Centre has approached the SVCA to partner with the placement of a rolling board walk for Brucedale Conservation Area. All the materials will be purchased by the LHCCC and will be constructed by students at Saugeen District Secondary School in Port Elgin. This type of board walk does not prevent the natural progression and processes of a dune system but allows it to continue to develop in a natural state. The board walk can also be removed during the winter period. It is hoped that the construction of the board walk will be over the winter with installation in the spring of The Coastal Centre just finalized a position paper on Extreme Water Levels on Lake Huron. WaterWORKS Hanover and Walkerton The Manager of Water Resources and Stewardship Services together with Nancy Griffin, Conservation Education Coordinator have partnered with the Grey Bruce Sustainability Network to coordinate two WaterWORKS days. One in Hanover with JDSS students and one in Walkerton that includes Sacred Heart students and Walkerton District CS. WATER QUALITY PROGRAM REPORT Surface water sampling is ongoing at the 29 regular sites and the two Rural Storm Water Management Model (RSWMM) sites that are located within the Pine River priority watershed. There have not been any rain events to trigger the RSWMM ISCO automated sampler at the Ripley gauging site. The river has been barely flowing, if at all since July. The Water Quality Specialist has been working on surface water data summarization and analysis. The Walkerton PGMN wells were sampled in September with the assistance of the Ministry of the Environment to monitor nitrates in the aquifers. As well, the Water Quality Specialist has been collecting the annual water quality samples from all of the PGMN wells. 2
