1 Item 9 TRANSPORT FOR GREATER MANCHESTER COMMITTEE REPORT FOR INFORMATION Sub Committee: Metrolink and Rail Networks Date: 29 June 2018 Subject: Report of: Local Rail Service Performance and Stations Update Rail Programme Manager (Operations) PURPOSE OF REPORT To inform Members of local rail service performance and station matters within Greater Manchester and its travel to work area for heavy rail in periods 12 and 13, 2017/18 and period 1, 2018/19. 2 1. Introduction 1.1 At the previous meeting on 6 April, 2018, Members received information on periods 10 and 11, 2017/18. This report contains detail of activities across the Greater Manchester rail network for periods 12, 13 and 1, (4 February April 2018). 1.2 The report is structured under subject headings aligned with the following key areas of focus for TfGM in relation to rail quality measures: 1.3 Periods 12, 13 and 1 overview, including: Network Rail performance and news; including Route crime Electrification and May 2018 timetable update Train operator performance and news Engineering and project updates Event and disruption management Rail in the community Rail strategy, including analysis of TfGM s Central Manchester Passenger Surveys Franchising 1.4 The use of technical terms has been kept to a minimum in the report and a glossary of those terms which have been unavoidable can be found in Appendix A. 1.5 A geographic map showing all Greater Manchester rail lines and stations can be found in Appendix B. 1.6 A breakdown of Northern s route performance for Greater Manchester services can be found in Appendix C. 1.7 Rail Station Improvement Strategy (RSIS) enhancements to be delivered at each station within current tranche can be found in Appendix D. 1.8 Mayoral and Transport for the North letters on May 2018 timetables, Northern performance and the introduction of an Interim Timetable can be found in Appendix E. 2

3 2. Overview 2.1 Network Rail delay minutes across its Manchester Delivery Unit (MDU) increased significantly in Periods 12 and 13. In Period 1, Network Rail delay minutes subsequently declined and despite meeting target, remained 46% higher than the same period last year. 2.2 Public Performance Measure (PPM) in Period 12 declined for all six TOCs operating in Greater Manchester and remained adverse to targets. PPM remained subdued for the subsequent two periods, averaging 85.4%. 2.3 Northern s short forming of services has continued over Periods 12, 13 and 1, particularly on its North Manchester and Lancashire service groups. 2.4 Network Rail s delivery of Blackpool line electrification was delayed. Originally intended to be operational for March 26, the line only re-opened with a limited one train per hour service on 16 April, This delay has, in turn, led to significant issues with driver training, which have impacted across the network and are still being felt. 2.5 Electrification work, along the Bolton corridor, continues to take place at weekends throughout the spring and into summer, necessitating replacement bus services on Bolton/Preston/Wigan/Blackburn and Clitheroe, services. 2.6 Tracks and signalling works to the East of Victoria and around Ashton Stalybridge was completed on schedule over the Easter period. This work required a four day blockade at Manchester Victoria over the Easter break, from 30 March to 02 April. 2.7 Industrial action over proposed Driver Controlled Operation continued by Northern conductors. Strikes took place on 3, 26 and 29 March. 2.8 A full verbal update on the introduction of May 2018 timetable and subsequent performance and mitigation issues will be delivered at this Committee meeting. 3

These alone accounted for over 14,200 minutes delay and 133 cancellations. 3.2 The most significant external incident causing delay and cancellation was the mass protest/trespass at Piccadilly station on the morning of Sunday 11 March by Kurdish separatist sympathisers. This involved protestors accessing the track via platform ends and BT Police attendance to remove the offenders. 3.3 Severe weather in early March resulted in widespread snow and ice across the network and the aftermath affected performance with Buxton and Hope Valley lines fully or partly closed. Tunnels in the area were affected by the formation of large icicles, necessitating line closures until they were removed or had thawed. 4

Five of the top incidents over the periods covered were external and included two fatalities and two fires alongside main passenger lines, one at Birmingham and one near Watford. 3.5 The most significant incident involved a complete signalling failure at Winsford, affecting both local and long distance services through Crewe and beyond for a considerable time. Other signalling failures were recorded at Preston and Weaver Junction. 4. 6 4.1 Total delay minutes in Manchester DU increased in period 12 to 44,061 (62% adverse to target), largely as a result of external factors, which accounted for almost double the delay caused by infrastructure. 4.2 In Period 13, total delay minutes remained static at 43,839 before falling in Period 1 to 35,181. Infrastructure delay minutes accounted for more than 50% of total delay for the first time in six periods and were largely caused by the points failures at Heald Green and power failure at Piccadilly. 4.3 Two of the three periods saw extreme weather events with stormy weather, high winds, heavy snowfall and widespread ice across the network. This resulted in several temporary part line closures and the imposition of blanket speed restrictions on parts of the rail network. 5. This period coincided with Easter school holidays and lighter nights. 5.3 TfGM continues to work closely with BTP, TPE, Northern Rail and its Travel Safe Officers to address concerns over crime and anti-social behaviour on and around the rail network. 6

7 6. Electrification and May 2018 Timetable Update 6.1 Poor ground conditions, the prolonged winter weather and the collapse of Carillion have all delayed scheduled completion of Network Rail s Manchester-Preston line upgrade - but the wider Great North Rail Project (GNRP) remains on course for The line was due to be ready for new electric trains by May 2018 but it is reported to be ready later in the year, in advance of the rail industry s December timetable change. However, in order to give Northern and Trans-Pennine time to train their staff to use the electric trains on the route there will need to be a line handover to training in October TfGM continue to carefully monitor the situation through the TfN rail team. 6.2 To avoid disrupting weekday commuters, Network Rail has agreed with train companies to carry out its additional work at weekends, necessitating replacement bus services. 6.3 The Preston-Blackpool line was delayed in handback for driver training and as such was not reopened on the planned date before Easter Since the revised opening date (16/04/18), Northern services have suffered from lack of trained drivers, leading to many cancellations on the route and wider network impacts due to lack of available train-crew. The May 2018 timetable 6.4 As a result of delays to Bolton electrification, planned enhancements due to have been implemented in the May 2018 timetable change will now be deferred. 6.5 The original plan for May 2018 timetable enhancements was as follows: Complete recast of existing timetable for all Northern and TransPennine Express services Additional off-peak services on many corridors Re-routing of some individual service groups Improved Sunday services Electric trains on Bolton corridor with strengthened diesel services on other routes 6.6 The revised May 2018 timetable featured: Complete recast but interim timetable for all Northern and TransPennine Express services necessitated by other UK franchise changes 6tph Manchester-Leeds with Ordsall Chord being used for 2tph Re-routing of some individual service groups and some small expected service improvements TPE Scotland services continue to run via Chat Moss and Wigan Diesel services continue on Bolton corridor 7

8 6.7 The May 2018 timetable did not operate to plan, with many cancellations and short formations. As a result of these issues, Northern introduced an emergency timetable from Monday 4 th June which saw a thinning out of services in particular during the off-peak, and a complete withdrawal of services on the Lakes line (Oxenholme-Windermere) in total 165 services per day were removed from the timetable. The intention is to have the full May 2018 timetable for Northern operating by 1 st August 2018, by which train crew training should have been completed. For Greater Manchester the key routes affected are as follows: Atherton line reduction of off-peak services from 3 trains per hour to 2 trains per hour in some instances) Bolton line truncation of some Preston/Blackpool North services at Oxford Road or Piccadilly rather than running through to the airport Rochdale line reduction of services running Blackburn-Burnley- Todmorden-Rochdale-Manchester Victoria in off-peak with 1 in 5 services removed Stalybridge/Ashton-under-Lyme reduction of off-peak from half hourly to hourly Airport line some minor changes due to truncation of services from the north of Manchester. 6.8 In addition services have been affected by the engineering blockade at Liverpool Lime Street running between 02 June and 29 July This has led to a timetable change on the Warrington Central and Chat Moss routes, in theory releasing some spare rolling stock and train crew to both Northern and Trans-Pennine Express. 6.9 Throughout 2018, rolling stock will continue to be cascaded (Northern will benefit from additional Class 150/8 and 170 units). Refurbishment is continuing on Northern s Class 150 and TPE s Class 185 fleets, including modifications to accommodate persons of reduced mobility (PRM). By the end of 2018, new Class 331 electric trains and Class 195 diesels should being in service on Northern s routes, whilst TPE will begin operating Class 68 locos and new Mk5a coaching stock from autumn Further details can be found in Section TfGM continues to meet operators to optimise timetable plans and will monitor capacity requirements during this period. TfGM has met with Network Rail to understand the implications of delays to delivery of infrastructure and is working with industry partners to inform passengers of the forthcoming changes TfGM is engaging with key stakeholders regarding individual service specification and co-ordinating a cross industry Bolton corridor capacity and connectivity working group. 8

Despite operators performance improving slightly over the three periods, it still remains below target for all six operators, averaging 85.4%. Performance fell below target in all three periods with MAA declining from 87.6% in period 11 to 85.8% in period 1, a 3.2% reduction compared to the same period last year. 7.4 Incidents impacting performance over the periods have included signalling cabling faults at Ashton Moss Junction, the protest at Manchester Piccadilly and various weather related issues. The decline was largely caused by external factors, including extreme weather, trespass and fatalities. 10

11 Performance (%) Performance (%) 7.6 Performance in both Period 12 and 13 was adversely affected by extreme weather, this led to line closures and emergency line speeds on the West Coast Main Line. Train Operator News Northern 8.1 Northern alongside industry partners marked Dementia Awareness Week by arranging a dementia friend session at Altrincham station. The session included a guided tour of the station for patients and their carers, showing where they can find assistance and improve their familiarity with the station. 8.2 Northern and Network Rail staff took part in a community volunteer day at Bolton station on Friday 1 June. Volunteers cleared out an unused room at the station which will be used for the Bolton Station Community Development Trust. 12

13 8.3 A community gala will be held at Bolton station on 30 June to mark 50 years since the last steam locomotive left the station. Half a century later, the event will feature stalls, live music and street theatre. The gala has been organised by the newly formed Bolton Station Community Development Trust, which includes Northern, Network Rail, TfGM, Bolton Council as well as community groups and local businesses. TransPennine Express 8.4 TransPennine Express have introduced changes which mean that customers requesting Passenger Assistance will only need to give two hours notice (reduced from 24 hours). This change currently applies to direct journeys on TransPennine Express services between two of their managed stations and was made possible through the use of an app which allows teams to view assistance bookings in real-time. 8.5 TransPennine Express have introduced a new North of England City Experience Rover ticket. The ticket includes 4 days unlimited travel between Newcastle, Hull, Liverpool, Leeds, Manchester and Manchester Airport (and stopping points in-between), to be used over an 8-day period. The rover is valid on TransPennine Express services only, on any 4 out of 8 days travel on any TransPennine Express service departing after Monday to Friday. There are no time restrictions at weekend or Bank Holidays. 8.6 Later this year will see the arrival of the first of three new fleets of trains for TPE, the CAF Mk5a coaches. These will be powered by Class 68 locomotives and used on Liverpool Manchester Middlesbrough/Scarborough services. Nova 3 trains due to operate between Liverpool Lime Street and Scarborough are currently undergoing testing in the UK prior to their introduction in the Autumn, whilst the first of the Nova 1 fleet has arrived for testing in the UK shortly for testing before being operated on the Liverpool and Newcastle/Edinburgh route. 13

14 8.7 To mark the one year anniversary of the Manchester terror attack, the TransPennine Express choir represented colleagues from across the company at the commemoration concert which took place in Albert Square to honour those that died. 8.8 TransPennine Express were planning to introduce two Mark 3 trains to provide additional capacity on the route between Liverpool and Scarborough. These were to be brought in on a temporary basis but will now be used exclusively to support the driver training programme for the introduction of new trains. The first of our brand new Nova trains are on track to begin service from autumn TransPennine Express have introduced a new policy for compulsory reservations for bikes on all services. This policy is in line with other operators on the rail network who experience high demand for some services. A three carriage class 185 train can only convey two bikes securely in the space provided; for every additional bike carried the bike takes the space that four customers could use. More bikes per train will be carried once the trains are in place, with space for four bikes per train, compared with two bikes today Cycle reservations open at the same time that train ticket/seat reservations open. Reservations for bikes are compulsory and currently need to be made 24 hours in advance and are free of charge. TPE are committed to reducing the 24 hours in advance requirement to on the day reservations. 9. Engineering Updates 9.1 Ashton-under-Lyne station reopened on Monday 30 April after work to provide passengers with better journeys between Manchester Victoria and Stalybridge was completed. 9.2 The line was closed for 16 days to allow for an improved track layout at the Ashton Moss North Junction and new tracks and signalling which will also enable faster and more reliable journeys between Manchester and Leeds. 14

15 10. Event and Disruption Update 10.1 Ongoing Great North Rail Project works (including Bolton Corridor and Stalybridge electrification) continue to take place at weekends, entailing amended train plans and replacement bus operation. Customers are being advised to check before they travel on TfGM continue to ensure the availability of Bolton Mini-interchange on Newport Street for rail replacement buses throughout the additional engineering weekends Following on from previous days of industrial action by Northern conductors, a further strikes were held on 26 th & 29 th March and 9 th, 24 th & 26 th May. TfGM continues to co-ordinate mitigations to minimise the impact. This includes the use of Visual Messaging Screens (VMS) on highways to advise road users, whilst strengthened tram capacity on key routes. Other rail and bus operators were also encouraged to provide additional capacity and stops where available Northern have announced further industrial action on 19,21 and 23 June. TfGM will continue to lead the North of England Contingency Group to bring together mitigations across the North TfGM continues to work with stakeholders in planning and delivering events across Greater Manchester. Events delivered include European Football, Irish Parade, City Games, Manchester Attack commemorations, various demonstrations and parades. Upcoming summer events schedule include cultural and sporting events in the city region such as Pride, events at the Macron Stadium, the Etihad and Old Trafford venues TfGM Rail have worked closely with Network Rail Planning team to ensure that works are carried out in a manner which minimises the impact to commuters and avoids conflicts with major events During the recent introduction of the new national rail timetable, TfGM worked with the industry to provide mitigations to disruption; this included attendance in Gold Command meetings, providing supporting communications for customers and arranging Metrolink ticket acceptance on parallel corridors. 11. TfGM Community Rail 11.1 TfGM colleagues supported Northern during Dementia Awareness week by holding a session at Altrincham Interchange. This allowed both passengers and carers to be given a tour of the Interchange by TfGM and Northern colleagues showing where they can find assistance and improve their familiarity with the station TfGM colleagues attended 2 volunteer days at Moston and Strines. At Moston, the walls were painted in preparation for new school art work to 15

16 be installed and new planters were also introduced. At Strines, colleagues helped to install raised planter beds and planted a number of plants and flowers that had been donated by the local community TfGM have been working alongside Northern and Network Rail colleagues in preparation for the forthcoming gala day at Bolton Interchange / Station. The gala will be held on 30 th June between 1030 and In addition to this TfGM colleagues have been supporting the creation of the Bolton Community Trust that will oversee a number of community and social enterprise projects at Bolton station in the coming months. 12. Strategy Update 12.1 Part 2 of the CLC/Warrington Central Line Study is almost complete and due to report in June The study is assessing the business case for revised service permutations, along with new turn back sidings and electrification, and has already been fed into the Network Rail led North of England Route Study The South-East Manchester Study has now reported via a draft final report, with service options for funders The South Manchester Study is ongoing, with the Baseline Report delivered, and the HS2 readiness report supplied, assessing options to permit HS2 under Phases 1 and 2a to run along Crewe-Stockport- Manchester line, with or without infrastructure enhancements. The final study report is due in late summer A Chat Moss line study covering the route between Manchester and Liverpool, plus the West Coast Mainline between Wigan and Crewe, and Warrington to Chester and Ellesmere Port has commenced with consultants appointed. This study will provide a short-medium term view of the route to complement the TfN Wales and West corridor study The New Railway Stations and Metrolink Stop study has also commenced. The first stage sift of stations has been undertaken following a workshop, which included GMSF colleagues and the supporting report has been issued in draft. In total 16 station sites have been rejected out of a total, list of 49 stations, leaving 33 stations to be carried through to the second stage sift The North West Quadrant Rail Study is now having it s brief prioduced to enable distribution to consultants by the end of June This study will include a strategic assessment of the potential roles of tram-train/metro on the Atherton line, and options for a Northern Chord from HS2/NPR to relieve the Castlefield corridor for longer distance services along the Bolton line Initial thoughts are being given to an autumn 2018 event to broadcast results of the above studies to GMCA and the wider rail industry and to agree next steps. 16

17 13. Franchising 13.1 Wales & Borders KeolisAmey have been awarded the new Wales and Borders franchise. The joint French-Spanish venture will take over operations from Arriva Trains Wales from October 2018 until October As part of the franchise, all trains will be replaced and 95% of journeys by 2023 will be made on new rolling stock. In addition to this, 800m will be invested to boost service capacity by 65% and 294 extra services have been promised across Wales. TfGM have been in discussions with KeolisAmey as part of their bidding process and will be holding further discussions with them and Transport for Wales (as the franchising body) to determine the impact of the new franchise on services in Greater Manchester East Midlands Bidders for the new franchise are Abellio, Arriva and Stagecoach. One of the shortlisted bidders, First Trenitalia, have withdrawn from the competition because they have committed their resource to the West Coast Partnership franchise, which is happening at the same time. The Invitation to Tender (ITT) was issued on 7 June. TfGM will be reviewing the content of the ITT to understand the impact on Greater Manchester services. TfGM have had initial discussions with all of the bidders and further detail conversations will be arranged in the next few weeks to seek delivery of our service aspirations West Coast Partnership TfGM have met with all of the shortlisted bidders and conversations have taken place on a range of issues including train service levels, fares, on train facilities and stations. TfGM have also provided written evidence to bidders highlighting the significant role West Coast services play in serving the commuter markets within Greater Manchester and the wider travel to work area. The deadline for submission of bids is 13 th July, with appointment expected in Autumn 2018 to allow the new franchise to commence in September Cross Country On 7 June, DfT launched a public consultation into the future of the next Cross Country franchise. The full consultation is aimed at stakeholders, with a shorter version available for members of public and passengers. The closing date for responding is 30 August and TfGM will be preparing a response. In addition, a series of stakeholder events have been arranged during June, which TfGM will be attending. 14. Incident Learning Review is a review carried out by Network Rail to investigate the root cause of incidents and put mitigating actions in place to prevent further issues of the same nature. London North Western (Network Rail route) Manchester Delivery Unit (Network Rail Area) Moving annual average provides an overview of performance over a 12 month period. Overhead line equipment (used to transmit electricity to vehicles) Rail industry reporting period (usually 4 weeks, year ends 31 March) Performance is expressed as the Public Performance Measure (PPM). This is the railway s nationally applied standard which represents a combination of the two performance measures: trains that were not cancelled and those that arrive at their final destination within five minutes of schedule (10 minutes for long distance trains). A particular set of train services which are grouped together for the purpose of measuring performance. Most service groups that operate in Greater Manchester are in the Central region, however some are classed as West or East.
