4 The story so far Successful rail replacement service delivered: 34 buses provided each day with no significant issues Positive customer feedback, especially for Bike Bus Ferries and Tunnels Ferries - increase in cyclists and foot passengers Tunnels -increase in cars over a longer am/pm peak period Both have coped well with increased volumes Strengthened cross river commercial bus services Both Arriva and Stagecoach increased capacity on the cross river bus network (through provision of bigger or duplicate buses) to support movement of travelling public Transport Co-ordination Centre An excellent opportunity for partners to share information/co-ordinate operational responses and messaging as and when issues arose.

9 Phase 2 Plan Weeks 2 to15 Week 1 Operated out of only 1 platform making operation difficult for both passengers and Merseyrail. Week 2 onwards: Monday to Friday - Trains operate into James Street (platforms 1 and 2). 15 min Chester, 30 min West Kirby & New Brighton. 10A Bus will provide the station links in Liverpool City Centre. Cyclists will not be able to use James Street platform 1 between and and will be advised to alight from North Wirral trains and board the following Chester train. Disability vehicles will be on standby to provide a service between Hamilton Square and Liverpool if there are problems with lifts.
10 Principle Messaging Phase 2 Avoid travelling in peak times where possible- this will help keep queues at James St to a minimum. Leave more time for your journey- James St will be a lot busier than usual Cyclists and those with limited mobility will still be able to travel- read the advice & information Play your part in keeping the city region moving Plenty of cross river travel options to support travel during the week & at weekends.

14 Projects Update Halton Curve The scheme is on programme with the detailed design in development and the Network Change process underway. Formal start on-site Summer 2017 Delivery and introduction of service is under discussion with Welsh Government and DfT. Maghull North Planning application approved on 18 January Aim to site start August 2017 with station opening in May Newton le Willows Construction phase of rail elements of scheme has commenced and initial 100 spaces in new car park in use. Enabling works for subway are now underway.
15 Liverpool Lime Street, Huyton and Weaver-Wavertree 2017 Updates 10-Apr-17 / 15
16 Progress at Lime Street On Christmas Day and Boxing Day enabling work at Lime Street took place to install under track crossings and OLE equipment in the station. This work was undertaken during a railway holiday to ease disruption to passengers and means we don t have to do this in the 2017 closure. 10-Apr-17 / 16
17 Key project milestones 2017 Removal of the buildings between platforms 7 and 8 (GPO/Virgin buildings/cash machines) starting now and completed by summer. First works on the Weaver-Wavertree re-signalling scheme to take place on both May bank holidays (affecting some London Midland and Virgin passengers to Runcorn). Works to Huyton fourth track on wkend of the 6 th /7 th August (bus replacement from St Helens). September 30 th October 23 rd Liverpool Lime Street closure. First 9 days is a full closure to allow work to be completed on the Huyton fourth track scheme during which services via St Helens will be replaced by buses. All other routes will run through LSP as a temporary hub allowing passengers rail to rail access to the city. 10-Apr-17 / 17
18 Communications update Key principles of the transportation plan to be delivered to stakeholders from March onwards (monthly). T-24 booking window (April) messaging about LLS through TOC channels. All owned channels used to build awareness (NR/Microsite/social/owned/internal). April July continued detailed stakeholder engagement/ work with media/advocates and MPs to grow awareness and messaging live on some external channels. Early July T-12 railway timetables are live and full marketing campaign is active. 10-Apr-17 / 18

24 Safety & Security: Features On-Board Safe space light, bright, and airy Saloon is a single, open, connected space Driver visible through transparent cab door Visible CCTV images & direct link to driver/control room Highest standards for crashworthiness & fire prevention Improved on-board customer service
25 Staffing on the Network: DCO Current arrangements: neither driver nor guard can see the platform edge as the train departs Bidders were asked how best to meet recommendations following 2011 James Street fatality all recommended train based Driver Controlled Operation (DCO) Multiple cameras down train side providing 100% coverage with images visible in the cab until train has left platform DCO driver responsible for doors & dispatch. Traditional role of guard no longer necessary nor affordable but saloonbased customer service role created targeted at key locations and times. Safe method of train operation & dispatch, deployed on all UK metro & many suburban networks which account for approximately 60 70% of all UK passenger journeys Widely adopted overseas
