Stop-Go period should be 10 minutes, if possible. Impact on the business from a trading perspective. Disruption to traffic, thus impacting on the business. Duration of the project? Access to the business for customers. Provision for robot/traffic circle to regulate traffic entering/exiting business. The site for the Engen Buffalo 1-stop is situated adjacent to the road. Access to this site may be compromised by the intended upgrade of the road. Convenient vehicular access from both directions is of paramount importance. Stutt Group have trucks operating in King William s Town performing various functions delivering building materials to customers, stock transfer to the sales COMMENTS & RESPONSES Responses The reconstruction of the National Route N2 Sections 14 and 15 from the Bulembu Airport Intersection to the Buffalo River Bridge will be widened to a 13.4 m cross section. A portion of the N2 Section 15, from km 2.20 to the Buffalo River Bridge at km 2.94 will be reconstructed and changed from national route, single carriageway, and rural standard to that of urban standard, undivided dual carriageway, with paved sidewalks. GIBB/SANRAL will be working on a section of the road for a day and then moving on to the next section the following day allowing for the flow of traffic to continue alongside the sections that are being upgraded. GIBB/SANRAL have been liaising with the Traffic Department to try to reduce the negative impacts and traffic flow delays during construction. There will also be three temporary robots during the construction phase. Buffalo River 1-Stop (Engen) representatives were unable to attend the public meeting that was held in King William s Town on the 17 th March 2016 due to prior commitments. A separate meeting was arranged between ENGEN, GIBB and EOH at the EOH Coastal & Environmental Services offices at 25 Tecoma Street, Berea, East London on the 18 th March Stephen Schroeder (GIBB), Roy de Kock (EOH), Rosalie Evans (EOH, Charles Norman (ENGEN), Siyabulela Matinise (ENGEN) and Xolisa Bangazi (Buffalo 1-stop) attended the meeting. Roy de Kock presented the environmental assessment findings and Stephen Schroeder addressed the technical road upgrade queries. Stephen Schroeder explained that traffic will make use of the existing road while the new sections are re-aligned. Customers of the Buffalo River 1-Stop will still be able to access the 1-stop, although the road construction may still inconvenience the customers. A traffic circle is being proposed in front of the 1-stop to regulate traffic entering/exiting the business. GIBB/SANRAL will be working on a section of the road for a day and then moving on to the next section the following day allowing for the flow of traffic to continue alongside the sections that are being upgraded. GIBB/SANRAL have been liaising with the Traffic 87

Our range is from light to heavy vehicles and we need to be informed as to the route and effect this will have on road traffic. I have no particular objections to the development besides being concerned about what plans you will put in place regarding gravesites encountered along the way, otherwise keep it up and build/upgrade as much as you can because we need as much work as we can get in this region. Stated that Grey Street is being upgraded and asked how Interested and/or Affected Parties (I&AP s) were identified. She said that there are other individuals who would have liked to attend the Public Meeting and who would be interested in the projects. A Heritage Specialist has been to the site to assess the heritage resources. The Heritage Specialist s findings are available as an appendix to the Final Basic Assessment Report. EOH explained the Public Participation Process (PPP) and added that it is not a flawless process. GIBB explained the Improvement of National Route N2 Section 14 & 15 from Green River to Zwelitsha Intersection and the new Breidbach Interchange in steps and stated that Grey Street would be a challenge because it would have to be closed; Grey Street requires deep trenching and then the road needs to be built back up. Traffic will be diverted straight up to Cathcart Street. Traffic Department BCMM L. Mentoor BCMM Ward Cllr 44: How will Gibb/SANRAL mitigate the negative effect that the road upgrade will have on local businesses? Queried the plans for the Breidbach-Sweetwaters area because point duty is required at these intersections. Asked whether there are any plans for Club View and how to prevent the heavy traffic flow, especially trucks (first left over the bridge). Stated that he is happy with the proposed interchange because it is currently dangerous. Explained that they will be working on a section for a day and then moving on to the next section the following day. It will not be possible to completely negate the negative impact on businesses and road users but night-work is unfortunately an unsafe option. Businesses and individuals will be inconvenienced but GIBB and SANRAL have been liaising with the Traffic Department to try to reduce the negative impacts during construction. GIBB explained that there are two proposed interchanges at Breidbach and Zwelitsha and referred to the areas on the layout map and the design of these interchanges. GIBB explained that Club View was not part of the original scope. No response required.
