2 Town Centre Highway Improvement Project When a major development is implemented, it is usually the case that a contribution is made by the Developer to the Local Authority - for upgrading and improving the local infrastructure. The recent development of the Tesco Superstore sited on the outskirts of, has made funding available for a Town Centre Highway Improvement Project for. The aim of the proposed scheme is to improve the links between local transport and the shops and businesses within the town centre area of Market Hill and High Street. WCC engineers want to create a safer and more welcoming environment for both residents and visitors to, with the intention of reviving the heritage of this historic market town. To enhance the appearance of Market Hill and High Street, the scheme introduces additional paving and blockwork, complimentary to that already in place. The town centre area will be united by a common themed street-scene; this will involve a black theme for street lighting fitments, sign posts, benches, ornate pedestrian finger posts and street nameplates to match detailing on some of 's most distinctive buildings. It is the intention to improve the appearance of Market Hill by reconstructing the low retaining wall in front of the shops. Red brick will be used for this reconstruction, echoing the shops behind it, and the wall will be enhanced with new decorative guardrails. Existing guardrails will be replaced with Heritage guardrails. Sign posts by the main carriageway, together with improved street lighting and planter boxes will continue the black theme. To separate the parking area on Market Hill from through-traffic, the creation of a central reserve will provide a dedicated footway for pedestrians waiting for bus services. The improved layout for vehicles using the short-term parking on Market Hill will provide easier and more importantly safer access to parking spaces. The central reserve will help to regulate the traffic flow which will also make the area safer for pedestrians. The closure of Wood Street at its junction with High Street will remove the current conflict between pedestrians and vehicles where both carriageway and footway are narrow. Pedestrian and cycle access from High Street will remain in place. Access to Wood Street car park and other off-street parking facilities will be clearly signed via Daventry Street.
3 A pedestrian refuge, installed in the carriageway of Market Hill will improve access between the two sides, particularly for vulnerable pedestrians. Changes to the layout of the parking area on Market Hill will provide an area for regular markets, events and activities throughout the year. Pedestrians will be physically separated from the through-traffic on Market Hill, making a safer environment for pedestrians in this new-style environment. The number of available parking spaces in this area will be reduced to seven short-term bays with an additional two bays reserved for blue badge holders. Three additional short-term spaces would be introduced on the east side of High Street. Wood Street car park would remain free for use, being easily accessible for the town centre facilities. 5 Artist's Impression Revised parking area created, allowing for seven short-term parking bays, with a further two allocated to disabled badge holders only. One-way traffic flow within this area reduces conflict between vehicles and pedestrians and allows for easier access to and from parking spaces. This area will be used as a market square and for local events, with safety greatly improved over the current arrangements with the physical separation of market stalls and visitors from through traffic on the main carriageway on Market Hill. 6 Block-paved bus stop island created, allowing passengers waiting at the north-bound bus stop to be located adjacent to the main carriageway. Dropped kerbs with tactile paving will assist in linking the island with the main pedestrian footway areas. Pedestrian central refuge installed, combined with dropped kerbs and tactile paving to assist with safely linking shops and businesses on the west and east sides of Market Hill for pedestrians. Warwick Street / Market Hill junction re-aligned, with the footway area extended and block paved. Coupled with reducing and relocating existing street furniture, making this area more open and inviting as a meeting location, with space for bicycle racks, benches and upgraded floral planter boxes. Park Lane / Market Hill junction re-aligned, with a block paved footway area created to separate pedestrian foot traffic from vehicles either in the parking area or on the main carriageway. Dropped kerbs and tactile paving will assist with continuity of travel on foot across Park Lane to High Street and Coventry Street, with pedestrian access to St James' Church also improved by the extension of the footway to the Lych gate. Raised pedestrian footway in front of the shops will be flag paved, with the retaining wall re-constructed in red brick to match the common theme in the town centre buildings. A reduction of the gradient of the ramp access to the raised area will improve facilities for wheelchairs, mobility scooters and pushchairs.
