2 CHAIRPERSON S REPORT This time last year, the way forward for Perth and Kinross Sports Council (PKSC) was unclear. We were faced with three different options (1) to amalgamate with Live Active Leisure (LAL), (2) to disband or (3) to retain the status quo, but with certain conditions attached. These conditions were that both the Constitution and the Grants Criteria were re-assessed and updated and the format of the Perth and Kinross Sports Awards evening was revisited (SPOTY). At the 2016 Annual General Meeting, those present voted unanimously to retain the status quo and two working groups were set up to review the Constitution and Grants Criteria which were approved at a subsequent Special General Meeting. Later in the year, in conjunction with the Sports Development Team, a further working group was formed to recommend changes to the SPOTY format. This resulted in a very professional and enjoyable Sports Awards evening being held at the beginning of March at Perth Grammar School. Over the year, all the PKSC forms have been revamped to make them more user-friendly and a conscious effort was made to promote the Sports Council throughout Perth and Kinross. This included producing 1500 flyers which were distributed to all LAL centres, P & K Secondary schools as well as some public locations. In addition, both the Perthshire Advertiser and the Courier featured articles publicising the work of the Sport Council including the various grants available. It has been a year where it was important to stabilise the working of the Sports Council and I strongly believe we have achieved this as well as offering more support to athletes and clubs throughout Perth and Kinross. The following pages of the Annual Report contain reports on related matters in connection with the work of the Sports Council, including the Treasurer s report. I would wish to record my grateful thanks to all who have played their part, particularly Elaine Oliver, Vice Chairperson, David Taylor, Chair of the Grants Sub-Committee and those members of the Executive Committee who turn up regularly for our meetings.

3 Special thanks must also go to our Administrator, Sarah Halliday, for her extremely valuable contribution, Stuart Younie our Monitoring Officer for his advice and guidance, Scott Walker our Treasurer for overseeing our finances, Laura Munro for her diligent work with SPOTY and to Diane Gaffney and her team at LAL for all their back-up support very much appreciated. May I also take this opportunity to specifically thank Perth and Kinross Council for their annual grant without which our work would be severely curtailed and to LAL for providing us with our Administrator. Sincere thanks are also due to Perthshire Rugby Club for allowing us free use of the Tay View Room at Bell s Sports Centre for our Executive Meetings. Finally, can I wish all those involved in sport throughout Perth and Kinross every success over the coming months. I hope this time next year we will have seen a record number of sportsmen and women from this area having competed in the Commonwealth Games taking place in the Gold Coast, Australia next April. 4 GRANTS SUB COMMITTEE REPORT At last year s Annual General Meeting, we formed a working group to review our Grants Criteria. This resulted in the revamping of all our forms and in the upgrading of the awards system. The Personal Development Grant was increased to a value of up to 400 enabling us to increase individual grants to about 250. It was hoped this would enable athletes to attain higher standards and assist them with travel expenses to participate in higher level competitions. Our old type form which covered starter, equipment, development and squad grants was revamped. It now includes all of the above plus the development of volunteers and officials including attaining any necessary certification. It also covers Child Protection and Inclusion matters. The value of this grant was increased to a maximum of 750. A new category was introduced called an Events Grant and this is for member clubs hosting or running a regional or national competition. Up to 1,000 can be awarded under this category. All grants awarded are agreed by the Executive Committee of the Sports Council following a recommendation by the Grants Sub Committee. Since April, 2016, we have allocated 6,950 in Personal Development Grants, 1,200 in Equipment Grants, 900 in Starter Grants, 2,598 in Development Grants, 400 for District Squads and our first Event Grant of 700. This is a total expenditure of 12,748 all to help our athletes and clubs in Perth and Kinross. We would not be able to do this without the continued support of Perth and Kinross Council to whom we are eternally grateful as well as all at Live Active Leisure for their administrative help and assistance over the year. We will continue to support our athletes and clubs in Perth and Kinross provided, of course, we have the funding in place. 5 TREASURER S REPORT 2016/17 This report comments on the principal activities of Perth and Kinross Sports Council (PKSC) during the year and identifies the main sources of income and areas of expenditure. The main source of income to the Sports Council was the annual grant of 11,423 from Perth and Kinross Council (2015/16-11,423). Income from Membership Fees was 1,465 (2014/15-1,445) with other income of 800. Total income for the year increased to 13,688 from 12,868. In terms of core business, the main item of expenditure was in relation to Grants totalling 12,748 (2015/16-7,100). In line with previous years, the most popular grants awarded were Individual Grants. Details of the grants awarded are shown in a separate statement within the annual report which identifies the many clubs, sports and individuals who benefited from financial support from Perth and Kinross Sports Council. Expenditure on the running costs of the Sports Council was 1,465 (2015/16-1,430). This included room hire, printing & stationery, financial inspection fees; bank charges; SALSC expenditure and other miscellaneous expenditure. Perth and Kinross Disability Sports were awarded 2,160 in 2016/17. In terms of projects supported by the Sports Council the main event in 2016/17 was the Sports Personality of the Year Award to which funding of 700 was provided. Total expenditure increased to 17,373 from 10,530. The net effect of all income and expenditure was to reduce PKSC Balances by 3,685 to 29,768 as at 31 March Of the balances, a proportion of this is earmarked for specific areas of activity. The amount held for the George Mortimer Sports Bursary Donation was 471 and 1,653 for the Sports Personality of the Year Awards event. After taking account of this earmarked funding there was 27,645 available on the General Fund at 31 March 2017 to support the work of the Sports Council in future years. S. WALKER Treasurer

9 Perth & Kinross Disability Sport Perth & Kinross Disability Sport have come on leaps and bounds in the year after contracting a Branch Project Manager which has allowed us to bring some consistency operationally. Our main achievement in is receiving accreditation by Scottish Disability Sport for successfully completing the Minimum Operating Requirements. This award primarily demonstrates competence in Branch, local and regional sporting opportunities; Developing Talent and Performance; Education and Coaching; Governance and Infrastructure; Communication & Leadership. This means we will continue to benefit from an SDS Membership funding streams, support etc but also provides reassurance to our partners and members of the public that we are fit for business. Promotion and marketing has also been a key area of development with the most beneficial being that of social media our new Facebook page has reached out to many people that we were not otherwise engaging with and has helped us to identify new athletes and volunteers. In January 2017 we launched two new sessions at our new home, the Academy of Sport & Wellbeing, Perth College. Both classes are aimed at ensuring athletes in the sport of boccia and those aspiring to the Special Olympics movement receive both the development in terms of technical and tactical support and also opportunities to access competition. We also held the regional Sportshall Athletics event at ASW and subsequently accompanied 10 athletes with a physical, learning or sensory disability to the National Sportshall Festival at Grangemouth Sports Complex in March In terms of funding, we have attracted 3 charity bond places in two high profile sporting events, a few donations locally including the Asda Green Token scheme and more recently, have been selected as one of the local charities in the Co-op Local Community Fund. We have also been successful in a significant funding application to Shared Care Scotland to further develop our very popular and unique Family Activity Days. We were also successful in our bid for peer support from Education Scotland to assist us through a selfevaluation process, which we are currently closing off with the final report due soon. 10 SCOTTISH ASSOCIATION OF LOCAL SPORTS COUNCILS ANNUAL REPORT This report will be my last one as the Chairman of SALSC. Over the past 3 years of my appointment we have seen some changes in the way that we have operated. The most significant was the appointment of James Dunion who has a tremendous wealth of knowledge in the financial world. James is now obviously our Finance Director and to say that he keeps a very tight rein on our purse strings is an understatement. A very welcome addition to the Board. We work very hard with our main sponsor, sportscotland and with our partnership officer, Jennifer Griffin. This is a very special relationship as we rely very heavily on the funding that we receive from sportscotland. We have so far met all of the targets that they have given us, like a SWOT Analysis and an increase in young people on local sports councils. We have held various funding workshops for our members and have gone to great lengths to make sure that we try and cover parts of Scotland out with the Central Belt. Again these have been welcomed. Funding is very important to our member local sports councils as local authority budgets are being continually squeezed and the knock on effect is seen on non statutory services and unfortunately sport and leisure is one of those. As to our annual national seminar, we have over the past few years gone to sportscotland venues. Last year we returned to Glenmore Lodge at Aviemore. This year s seminar is likely to be held on the weekend of the 9th and 10th September and the possible venue could well be here in Perth but we still need to finalise details. I will of course update the Sports Council when I can. On a personal front, I will be very pleased if we do hold it in Perth as it will be my last one. I will not be leaving SALSC though, as it had been debated some months ago that instead of the outgoing Chairman just hanging up his or her trainers and not really taking any further part in SALSC, they will be given the title of Honorary President for one year. This is a role that I will take very seriously indeed.

12 PERTH AND KINROSS SPORTS AWARDS Laura Muir The Run Away Winner! On Friday 3rd March 2017 the dedicated athletes, hardworking coaches and clubs all came together at Perth Grammar School Theatre to celebrate the thriving sporting community within Perth & Kinross at the 27th Annual Sports Awards. Our host Nicki Martin returned for the second year to host and announce, among many other fantastic category wins, the inspirational young woman that is Olympian Laura Muir, as the 2016 Perth and Kinross Sports Person of the Year. For those who don t follow sports, Laura is our local Olympic Athlete and track superstar who broke Dame Kelly Holmes long standing British record at the anniversary games in London. Laura was up against three other exceptional local talents in the shape of World Cup Canoeist Eilidh Gibson and fellow Olympians; swimmers Camilla Hattersley and Stephen Milne. Alongside Laura s main category win, an additional eleven awards were presented to clubs, individuals, teams and events that played an active role in the sporting life of Perth and Kinross from 1st January to 31st December

14 Organised by Perth and Kinross Sports Council and Live Active Leisure almost 150 people attended the awards including school teams, volunteer coaches, individual sports men and women and community sporting events. The awards celebrated the achievements made between January and December 2016 and boy, was it some year to celebrate? Our local athletes received much in the way of regional, British, European and international acclaim, with the Rio Olympics the highlight of the year. Stephen Milne won his first Olympic Medal and Laura Muir combined a Diamond League win along with breaking record upon record all year long. They, alongside many others have become heroes to our local youngsters, raising the profile of sport and promoting the benefits of getting out there and joining in. Phil Coleman, Sports Manager for Live Active Leisure commented; It was another fantastic event this year, with so many deserving winners. Once again, we received a large number of entries from across the area giving the judges a tough job whittling down a shortlist and then the eventual winners. The quality and dedication of our local coaches, volunteers, athletes and clubs is second to none and this is been reflected perfectly in this event process. In our capacity as the area s sports and fitness Trust, Live Active Leisure are mindful of recognising the work that goes into making Perth and Kinross a place where sporting achievement - both at grass roots and performance level - is celebrated and these awards do exactly that. Well done to all of the winners, the shortlist and everyone involved.
