1 APPROVED SEPTEMBER 21, 2016 Kitsap County Parks Advisory Board Minutes August 17, 2016 Meeting called to order by Chair Ani Gatz at 6:02 PM. Introduction of the Board Kathryn Thompson, Jon Pearson, Joanne Clark, Ani Gatz, Frank Stricklin, Brian Kilpatrick, Larry Walker & Ani Gatz. Staff: Jim Dunwiddie, Arno Bergstrom, Dori Leckner, Steven Starlund, Billie Schmidt, and Leigh Snyder. Members of the Public: 5 Motion: Motion by: Jon Pearson Second: Larry Walker Motion to accept the June 15, 2016 minutes as presented. Discussion: Larry Walker asked if the Public Comment by Tom Coleman was in regard to NHHP or NKHP it was in regard to NHHP as stated in the minutes. Action: Motion approved by unanimous vote. Correspondence & Communication: Keith Grellner wishes not to be reappointed to the PRAB when his term expires as he is now the new Director of the Health Department. Public Comment: Jim Highfeldt gave asked for consideration for the following items: a fence to be built on park property shielding a neighbor s property from theft, upgraded picnic tables as they are down to 1 and to deter crime a light to be installed in the back of the parking lot. Jim Dunwiddie and Dori Leckner will review, however it would be better for the neighbor to build the fence on his property due to the topography on that side of the park. An update given on the Harper Estuary with a new rendering passed out for a relocated public boat launch. Directors Report Jim Dunwiddie Update on the Gorst Warehouse surplus, making lot line adjustments and delineating an access for maintenance to the wetlands is underway, a discussion with the BOCC to decide how to sell the property to occur shortly. Kitsap County Fair and Stampede preparations in full swing. This year sponsorship has been sold out with 230K in cash sponsorships secured. All spots are filled with vendors inside and out. Harrison Hospital purchased 2350 D-Derby tickets for their employees. The land swap between CKSD and KC will be in the form of a license agreement giving the CKSD the use of the athletic field and the ability to improve them. Kitsap County will be given a license to use the property owned by CKSD by the firehouse on Seabeck Highway to use as parking and the entrance to NHHP. This is a great solution to the situation of the athletic fields for Klahowya Secondary School being located on County Park property and gives the County a much better access for the public to NHHP. We have a status quo budget for and are in the middle of fine tuning the figures now. A sample with an update on several projects have been provided in written form in your packet. Question was raised as to whether the Blue Jackets have paid their 2015 and or 2016 fees. A letter has gone out for 2015 and anything further will be handled by the Civil Prosecutor. The invoice will be sent for 2016 shortly.
2 County Forester Report Thinning will start at Port Gamble Heritage Forest after Labor Day. Forest Practices application has been modified and re-submitted. GIS mapping is underway for Coulter Creek Heritage Park. Site work will start there this Friday. There will be a walk-around at Banner Forest with the Stewardship group on September 10 th. Brush leases are out and due back by sealed bid on We have raised some of the minimum bid numbers. These will be a three year lease with 2 one year extensions. We incorporated the sanitation requirement, proof of insurance, wearing of orange vests into the scope. Operations Superintendent fill permit granted and the work is almost done at the covered arena site. The final leveling should be done by weeks end then Viking Fence will come in and put of the fencing and we will be ready for the final occupancy permit to be issued. (See full report) Parks Resources Next month maintenance and operations begin at Anderson Point Park on the ditch and catch basins. The second week in September we will be making improvements at Kola Kole. The boathouse at NPP will be re-roofed, the shed at Kole Kole Park will also be re-roofed. Frank Stricklin asked if there is anything of value in the building at Guillemot Cove and Dori answered that we are re-purposing the wood for use at the Fairgrounds. Olalla beach parking is at issue with patrons from Al s using the parking lot so that park patrons cannot use. We may have to close the lot and or limit the access. Joann Clark stated that families are using the area now where before they hadn t. Planning 4 presentations for grants made on August 12 th. We will know where we stand on those by the end of this month. The boardwalk at Port Gamble Heritage Park is being worked on as well as beach access trail improvement which will occur on the 27 th of August from 9-1:00. Sub-Committee Reports NHHP group continues to work on various projects. Forestry Subcommittee Discussed 2016/2017 thinning at both Port Gamble and North Kitsap Heritage Park. We need to protect the bald eagle habitat at PGHP. We looked at the salvage trees at SK Regional to protect the live steamers and also at the fairgrounds rodeo camp grounds and disk golf. Inn need of signs for the Holly Gate at NHHP DO NOT BLOCK GATE. Banner Forest working on reclaiming the service road. Looking forward to the walk around with Arno on the 12 th and the use of the DR Mower. Port Gamble Have had four weeks straight of work parties. Biketober Fest proceeds will be donated to maintenance projects. Very busy with tones of work. Communications Committee no report Old Business None New Business Jim Dunwiddie we have had difficulty in maintain quorums. With the anticipation of Keith Grellner resigning, David Tucker going back into the service and Susan Cruvers vacated position not yet filled I am recommending that we reduce the size of the board to 9 members from 12. 3 Motion to place a hold on the BOCC appointing any new members for 30 days while the PRAB considers the reduction in board members suggestion request made by the Director. Discussion: none Action: Approved the motion Joanne Clark spoke about the beach fires occurring at Anderson Point Park by patrons coming in by water. Can we sign the beach? Dori responded that she will check to make sure the signs are still there and place more if necessary. Don Clark requested pack it in and pack it out signage. Dori will look into that as we do not have the staff at this time to place a dumpster and empty. 15 Parks and Recreation Department Superintendent of Operations Report Fairgrounds & Events Center, Village Greens Golf Shop, Permitting Process, Marketing July 2016 Facilities/Grounds Grants Eagle Scout Projects 2 in progress, 2 in planning stage, one Eagle Scout candidate will be at the fair with a project on recycling & composting Wi-Fi in Presidents Hall and Pavilion - will test with password protection for large events first trial run will be graduations KC Fire Marshal provided a pre fair inspector staff working on corrections list KC Risk Management provided a pre fair safety inspection staff working on corrections list Staff are completing improvements on the Fairgrounds Road parks entry corner removed ragged plants, broken sidewalk, and replacing with colorful plants and new piece of sidewalk. Should be complete by Fair. Boand Family Foundation Grant - Lower Arena Roof Fill permit provided, fill in process, next steps will be fencing. Viking Fence to donate fencing material and labor. Signs up except large one on East side which has been ordered. Will not be used for fair, but still trying to finish it by fair so folks can view it Ribbon Cutting ceremony postponed until occupancy permit is in PFD Funding Phase One - Lobe Field Improvements. Umpire Dressing room mostly complete wrong ramp, staff will make necessary changes, still needs exterior painted and some interior paint and flooring Change orders signed, contractor to begin making the changes on the 17 th This field is closed in the fall Department of Agriculture Health & Safety Grant Paving Completed on time, on budget (additional paving was provided for no fee) Hood one hood was purchased with this grant and is awaiting installation. Too heavy to hang, so waiting for kit to make it a standing hood. Rental/Events (Economic Development)

17 Extra Help staff last week is end of September Staff working on getting men s and women s leagues going high interest in men s league, some interest in women s league USGA Consultant was pleased with the condition of the course and the shop, has some recommendations and will send a report One bench sold with sponsorship for a year Golf Instructor is planning a golf tournament in September E-Tix Program Kitsap Fair & Stampede and Destruction Derby tickets on sale now online at Work Parties Volunteer David Grant continues to work hard to maintain Kitsap Kids Playground Volunteer Cliff Hanson volunteers three days a week assisting Fairgrounds maintenance with a variety of projects Mission Creek Crew returned 8/10/16 staff were very happy to get the help Mark Boardman has been a steady volunteer since May weekly 2-3 times a day preparing for the fair Marine Corps Recruits held a work party on July 30 to thank staff for support at Toys For Tots Super Saturday was a bee hive of activity with large numbers of volunteers from the Fair Board, Wranglers, 4H & FFA all preparing the barns, arenas and ticket booths for the fair. Washington Youth Academy is scheduled to come in on August 20 to help with fair prep Vandalism/Theft Major tagging at the Kitsap Kids Playground. Police report made. Capital Projects 2016 HVAC units in the Pavilion Work started 8/8/16. Hood - Presidents Hall Kitchen type 1 hood. 1 hood being installed. Another hood arrived installation pending receipt of kit for conversion to stand-up type. Tennis Courts Improvements Cracks were filled Contractor now levelling surface Next step will be surface emulsion and painting Contractor anticipates completion of entire project by August 22 (date fall tennis program begins)
18 Lobe Fields PA System upgrade Contractor and staff met with user groups to determine needs. Contractor anticipates beginning project in the fall pending completion of the press box. Pavilion Roof Repair & Painting Work began mid July. Pressure washing complete, Next steps are to repair seam at storage building, install sealing tape, and complete the color coating to seal the roof. Contractor anticipates completion by Fair. Concession Upgrade (new press box on Lobe #1) Staff is waiting on estimate from one more vendor. Storage building kits seem to be the most practical and cost effective way to proceed. Bid will be sent out for contractor services for the additional work involved for installation, construction and permitting. Storage Building for Presidents Hall Bid process complete. Contract In process. Completion by end of year is anticipated.
19 KITSAP COUNTY PARKS DEPARTMENT Parks Resource Division Monthly Report July 2016 Central Parks Anderson Hill Athletic Fields Staff working on new wording and signs for this facility. Present rule signs conflict with site use. Staff working on new handicap parking and user parking requirements. Tree removal along the fields still a work in progress. This will increase air flow and more sunlight onto the fields, thus allowing the fields dry out, and increase play on the fields. Anna Smith Park Members off the U.S.S. Nimitz adopted the park. Will be installing new round stock fencing along the pond. SWF Park Parks staff to install new park lighting bollard style electrician scheduling the installation. Getting the park ready for Whaling Days. Silverdale Community Center Building gone. One remaining work order left to perform. Guillemot Cove Parks staff looking into the demolishing of the old Nest House, and the removal of the contents from the Nest house and the Barn. Also, researching funding sources to maintain and repair the (7) culverts and various ditches on the main service road. Wildcat Lake Park Parks staff working with local companies towards prices and cost towards the piling removal in swimming area. Chico Salmon Park Stewards are working with staff and the Suquamish Tribe to rename the Time Oil property. Stewards and volunteers are continuing their work on removing non-native, invasive vegetation.
20 North Parks Kingston Community Center We are officially closed. Coffee Oasis took over the building June 30 th. Kola Kole Park Parks staff maintaining all of this park. Possible Park volunteers to re-roof the old storage building. Scout to install a split rail fencing along the field, a park KIOSK and make needed repairs to the 3 benches inside the play area. Kingston Skate Park Volunteers are planning a painting party for the skate park. It is scheduled for July 9 th. Painting project went well. Arness Roadside Park Volunteers are planning a large clean-up for the 5 th of July with parks staff. With the placement of extra signs and trash cans, and KCSO closing the park at 2300 hours, cleanup was minimal and all efforts were appreciated by the public and neighbors. Norwegian Point Park Well house, power pole and electrical improvements. Future park master planning process. Volunteers have reinforced the back of the boathouse to protect from water intrusion into the building. The next step will be painting portions of the building. Community volunteers working with local contractor to re-roof the boathouse. Point No Point Lighthouse Park Resetting of the split rail fencing near the wetlands. Working on a press release with local fire agencies towards the NO BEACH FIRES allowed, due to more recent beach fires. Constance Blackburn, from KCTV is working with Point No Point Docents to record a video of one of our docents, in character and costume as Miss Maggie, doing a living history tour of the Point No Point Light Station. This will air on BKAT soon. Volunteers completed the ADA access ramp to the wildlife viewing platform. Audubon Society volunteers are working with staff to develop an IBA (Important Birding Area) interpretive sign for the park. Kitsap Audubon Society is paying for the manufacture of the sign. Volunteers will be working on the stairs on the trail leading to the upper portion of the park on the National Day of Caring on June 24 th. Buck Lake Park Parks staff working with WDFW and KC Noxious Weed Coordinator, on lake weed removal to restore swimming area. Parks staff working with local companies towards costs of piling removal in swimming area.
21 Salsbury Point Park Kitsap P.U.D. installing water to the park. KC Parks to keep well for irrigation purposes. Parks staff working with contractor on floating dock repairs. South Parks Horseshoe Lake Park Parks staff working with local companies towards prices and cost towards the piling removal in swimming area. Anderson Point Park Staff still working the trail and ditches, clearing and removing trees. The lower trail washout area is being evaluated for repairs in Under review with WDFW and the tribe. Olalla Boat Launch Patrons from Al s store across from the launch, have started using the park parking lot for store use. Beach and park bon fires continue to be a problem. Parks staff working with local and state agencies towards boat, trailer and derelict vessel removal at the site. Rotary Park Parks staff to remove trees in various locations in the park and install a drainage ditch along field #1 to improve field play. Parks staff looking to improve to allow for more use on these fields, with local youth soccer for fall use and little league play in summer. Harper Park Parks staff working with county purchasing department and park volunteers, on the salvaging/surplusing of the old metal bridge. SKRP Parks staff continues to work with KCSO, to deter illicit activities at the park. Increased presence of KCSO. Community volunteers conducting weekly cleanups at the park. Parks staff closed/locked interior gate at Lund Ave entrance. Siding removal from field #2 and #3 slated, and the installation of chain link for replacement. The installation of the irrigation weather station component slated for installation. Veterans Park The removal of dead trees along the frontage of the park ongoing with the WCC and parks staff. KCSO and Port Orchard Police working with parks staff on homelessness/camps in the woods.
22 Updates Posting for the last (2) new FTE position in the parks. Positions filled as of 11 July. Parks staffs are working with the Kitsap Audubon Society on interpretive signs at Point No Point Lighthouse Park. Parks staff is conducting a Chain Saw Safety class for volunteers. Parks staff training: NPDES/IPM and Situational Awareness with KC Risk Management. Parks staff training: Active Shooter Training in the fall.
23 Community Forestry Program Update August 2016 Restoration Thinning Field work continues in preparation for restoration thinning operations at both Port Gamble Forest Heritage and North Kitsap Heritage Parks. Restoration thinning planned for 2016 will start in early September at Port Gamble Forest Heritage Park; and finish with a second restoration project at North Kitsap Heritage Park expected to be completed in the first quarter of Forest Stewardship Planning Forest inventory and wetland/stream data collection is underway at Coulter Creek Heritage Park. This information will inform the restoration prescriptions, a core element of the forest stewardship plan and master plan for the park. Urban Forestry Restoration Grant An application for 2016/2017 Urban Forestry Restoration Grant was submitted and accepted, work would occur between October 2016 and February 2017 at Port Gamble Forest, Newberry Hill and North Kitsap Heritage Parks. Several regional and community parks will also get assistance with restoration activities including: noxious weed control, tree planting, road culvert maintenance and tree pruning. 24 Parks and Recreation Advisory Board August.2016 Parks Planning Report Steven Starlund Ric Catron PORT GAMBLE FOREST HERITAGE PARK Stewardship Trails Clean up Project: Piling and old wharf remnants have been removed as part of the DOE/Pope Port Gamble Bay Clean up! New Shoreline access improvements including parking rail fencing and shore trail construction will be completed with a GPC sponsored volunteer event on August 27. A grant from REI is funding this enhancement. Burned out dock, pilings & old boat wreck removed New access trail widened to shore Boardwalk Replacement: Replacement of the rustic boardwalk at the Beaver Pond trail will soon be replaced with a bike/horse/hiker USFS standard bridge/boardwalk design. Boardwalk construction begins Saturday Aug. 13 with the installation of rock gabions wire baskets filled with large rocks. These will support log stringers to hold up the decking and rails. Materials are funded by NKTA and EMBA with a Grant from REI, and volunteer stewardship labor. Point No Point Restrooms Construction is near complete for Romtec restrooms. Concrete slab poured, block walls ½ up. Restroom located to the right
25 Kitsap County Fair New Parks Booth Display New Fair Displays developed to enhance visibility of park programs and offer a quick read at our Fair Booth. More detailed table information sheets will be available for Fair goers and booth attendants. See example posters (2 x3 ): Historic Howe Farm Barn Restoration & Farm Park Planning: 1920 s Barn restoration is 100% complete. Exterior preparation on the 1946 barn will be completed this month. Supporters of the Farm and Barn restoration attended our first Barn/tour open house. Our restoration contractor Walter Galitzki of Sun Path Construction gave a tour and explanation of the challenges of this detailed work. Heritage Barn Restoration Project Tour Invitation South Kitsap Regional Park Park Phase 1 C Expansion: Sealevel Builders was awarded the bid for park improvements and skate park additions. Parks is waiting for a pre construction with DCD and the contractor to begin the project. Parks is in the process of ordering Romtec restrooms for that park and have contracted with Parametrix for the oversight and engineering of that installation. RCO Grants RCO Grant Presentations include three capital projects and property addition to the Illahee Preserve (10.5 acres). Capital Improvement Grants include: South Kitsap Regional Park, Howe Farm, and Silverdale Waterfront. Additional Grants: WA State Historical Society for improvements to the Kola Kole Kingston Schoolhouse.
