1 RIVERSIDE TRANSIT AGENCY 1825 Third Street Riverside, CA November 7, 2007 TO: THRU: FROM: SUBJECT: BOARD OF DIRECTORS Larry Rubio, Chief Executive Officer Mark Stanley, Director of Planning Authorization to Implement Proposed Service Enhancements to Take Effect January 13, 2008, and the Discontinuation of Service on Route 16E as per Comprehensive Operational Analysis (COA) Summary: In accordance with the Agency commitment to providing safe, reliable, courteous, accessible, and user-friendly services to our customers a Comprehensive Operational Analysis (COA) of the systems operation was undertaken in FY The outcome of the COA was a strategic plan that identified service enhancements over the next five to ten years. The enhancements are geared toward the Agency operations keeping pace with growth in western Riverside County while maintaining operational efficiency. Staff began the initial look at service enhancements in the summer of 2007 after the Board approved the COA at the July 2007 Board of Directors meeting. In September 2007, the Board authorized a public hearing period from September 27, 2007, to October 25, 2007, that included 11 community meetings. These public hearings were held throughout the Agency s service area. (A list of those jurisdictional areas can be found in Attachment A.) Comments received from the public varied by route and location. In general comments were positive and encouraging. Many comments referred to specific destinations to service with fixed route transit service. The Agency received comments by mail, telephone, and ; however, most of the comments received came through the community meetings. Route modifications were made based on some of the comments. Thus the final recommendations are a result of the COA, SRTP, public comments, and staff analysis. There are 14 routes that were addressed in public hearings as required by federal and state guidelines for service changes of 25 percent or greater; an additional 12 routes are being enhanced to achieve greater ridership and operational performance. 2 The routes that will be modified by the service enhancements are as follows: (1.) Route 1: Proposed to be modified. This line serves the Riverside and Corona areas, from Big Springs & Watkins to the West Corona Metrolink Station. The proposed routing restructures the end points of service. The west terminus of the route will end at 6 th and Smith with branch service to the West Corona Metrolink Station to meet train schedules. On the eastern end of service the route is proposed to utilize University Avenue. The change moves service off Third Street. Some consideration was given to creating two routes by splitting the service at the Galleria at Tyler, a major transfer point for many customers. The analysis showed this would have been detrimental to passengers traveling through the Galleria at Tyler on the Route 1 and force customers to transfer for a through trip, paying an additional fare. (2.) Route 7: Proposed to be modified. This line serves the Lake Elsinore area as a circulator, with stops at Lake Elsinore Outlet Center, the Senior Center, downtown Lake Elsinore, and Wal-Mart shopping Center. The proposed service will increase frequency from 40 minute service to 30 minute service and extend the service weekday hours. The route will now end at the Lake Elsinore Outlet Center Park-and-Ride on Collier Ave. where customers can connect to Routes 8, 22, and 206. (3.) Route 8: Proposed to be modified. This line serves the Lake Elsinore and Wildomar areas, from Riverside and Lakeshore Drives to the Inland Valley Regional Medical Center. The proposal is to extend service on Riverside Dr. to the Lake Elsinore Outlet Mall for connections to the Routes 7, 22, and 206 off Collier Ave., with selected trip service on Grand Ave. to Terra Cotta Middle School. (4.) Route 10: Proposed to be modified. This line serves the City of Riverside area including the Agency s Riverside bus terminal, Victoria Ave, Central Ave., Arlington Ave. and Lincoln Ave. to Galleria at Tyler Mall onto Magnolia & Pierce. Pending the Route 1 utilizing University Ave., the Route 10 is proposed to be extended along Third Street between Market St. and Big Springs Rd. & Watkins Dr. (5.) Route 14: Proposed to be modified. This line serves the City of Riverside area including the University of California, Riverside, from Blaine Street and Canyon Crest Drive to the Galleria at Tyler Mall. Item 10 79
3 Pending the Route 1 utilizing University Ave., the Route 14 is proposed to be rerouted to Third Street between Market St and Big Springs Rd. & Watkins Dr. (6.) Route 16: Proposed to be modified: This line serves the cities of Riverside and Moreno Valley from Main & Russell to the March Air Reserve Base via University Ave, Sunnymead Blvd, Perris Blvd, and Alessandro. Due to the increased popularity of Route 16 for UCR students and the requests from UCR for more RTA service, this route is proposed to be realigned to serve bus stops on Campus Drive via Martin Luther King Blvd. and University Ave. (7.) Route 16E: Proposed to be cancelled. This line serves as an express route from Moreno Valley to the Marketplace Metrolink Station in Riverside. The proposal is to eliminate the duplication with CommuterLink service. CommuterLink service, the new Route 210, is designed to provide enhanced operation in the same corridor as the Route 16E. (8.) Route 18: Proposed to be modified: This line serves Moreno Valley from the RCC Campus to the Moreno Valley Mall via Ironwood Ave, Heacock, John F. Kennedy Dr, and Kitching St. The proposed change for this route is a schedule adjustment to allow for better running times and improved headways. (9.) Route 19: Proposed to be modified: This line serves Moreno Valley and Perris via Perris Blvd., Cottonwood Ave., and Frederick St. The proposed change for this route is a schedule adjustment that will better meet Val Verde Academy High School and the Starcrest business. (10.) Route 21: Proposed to be modified: This line serves the City of Riverside and the Jurupa Valley communities of Pedley, Glen Avon, and Jurupa via Van Buren Blvd. The proposed change for this route is a schedule adjustment to better meet the Jurupa Valley High School bell schedules. (11.) Route 22: Proposed to be modified: This line is a regional line that operates from the Riverside Downtown Terminal to Perris and Lake Elsinore. Item 10 80
4 Due to increased requests for earlier service in Lake Elsinore on the weekends, the Route 22 weekend schedule is proposed to be adjusted. Currently, the first trip in the schedule northbound from Lake Elsinore leaves at 8:50 a.m., however with this schedule change, service from Lake Elsinore will begin at 7:35 a.m. (12.) Route 25: Proposed to be modified: This line is an inter-county route between Riverside and San Bernardino Counties that operates from the Riverside Downtown Terminal to the VA Hospital in Loma Linda. The proposed change for this route is a schedule adjustment to better meet local school bell times and the addition of later evening service. (13.) Route 27: Proposed to be modified: This line is a regional line that operates in the areas of Valle Vista, Hemet, Perris, Sun City, and Riverside. The proposed change for this route is a schedule adjustment that will provide riders southbound with later service. Currently, the last two trips southbound terminate at the Hemet Valley Mall at approximately 8:00 p.m. and 9:00 p.m., however, with this schedule change service to eastern portions of Hemet and Valle Vista will be available until 9:30 p.m. (14.) Route 29: Proposed to be modified: This line serves the City of Riverside and the Jurupa Valley communities of Pedley, Mira Loma, Rubidoux, and Jurupa via Rubidoux Blvd. and Limonite Ave. The proposed change for this route is to reduce the overlap of service on Etiwanda and Limonite Aves with Route 21. Instead of terminating at Bellegrave and Etiwanda, Route 21 will add extended coverage in the Jurupa Valley area and will terminate at Limonite and Hamner Aves to serve the new retail center in Eastvale. (15.) Route 33: Proposed to be modified. This line serves the Hemet area, and is known as the Lady Bug Shuttle. Currently the route takes a circuitous path throughout the community. The new proposed route extends service to East Hemet with the new terminus being Hemet High School at Stetson Ave and Dartmouth St. (16.) Route 36: Proposed to be modified. This line serves the cities of Calimesa and Beaumont; and travels to the Redlands Mall in San Bernardino County. The proposal is to realign service to the City of Yucaipa terminating at Yucaipa High School on Yucaipa Blvd. In the City of Calimesa service will be provided on California St., Avenue L, 5 th St., Erwin St., Park Ave., Item 10 81
5 County Line Rd., and Calimesa Blvd. The route will also provide service to Beaumont on 6 th St. serving the new proposed Route 210 stop for connections to Pass Transit. Service will terminate on the southeast end of the route at Sun Lakes Blvd. transfer point to the Route 31, 35 and Pass Transit. As sidewalk improvements are made, future routing will take the route along 7 th St. to provide service west of the I-10 Freeway. (17.) Route 38: Proposed to be modified. This line serves the Jurupa, Glen Avon, Pedley, and Norco areas. This route travels from the Pedley Metrolink Station to the RCC Norco campus via Jurupa Road, and Limonite and Hamner Streets. The proposal on Route 38 is to orient the route along the I-15 freeway corridor providing additional service in Eastvale over to Sumner Ave. The route will continue to serve Swan Lake Mobile Home Park. In addition to serving the shopping center at Hamner Ave. and Limonite Ave. new service will be provided to the shopping center at Limonite and Pats Ranch Rd. then north to Jurupa High School. With the redesign, it is also recommended that a new Route 38E provide service to the warehouse district along Cantu-Galleano Ranch Rd. & Hamner Ave. with an extension to the East Ontario Metrolink Station. (18.) Route 41: Proposed to be modified: This line serves Mead Valley, Perris, and Moreno Valley via Cajalco Expressway, Evans Rd, and Lasselle St. The route is proposed to be enhanced with midday service on weekdays. In addition, to accommodate for capacity issues the route will be jointly operated RTA s direct operations and contracted operations. (19.) Route 50: Proposed to be modified. Serves downtown Riverside as the Red Line and is also known as the Jury Trolley. The Riverside County Courts System reinstated parking at the lot on 3 rd & Market streets in the City of Riverside for Juror parking. The proposal is to continue to serve the location with Trolley service. This originally was a temporary stop location. (20.) Route 61: Proposed to be modified. Serves the Sun City area, and travels to the Menifee Valley Medical Center and Loma Linda Medical Center. Item 10 82
6 The new proposed restructuring of Route 61 extends service south to Temecula with stops on Cabrillo Rd., the location of the Kay Ceniceros Senior Center, to Antelope Rd., Murrieta Hot Springs, Magnolia Rd. to Winchester Rd. terminating at the County Services Building in Temecula. (21.) Route 202: Proposed to be modified: This line is a CommuterLink that operates from Murrieta, Temecula, and Oceanside. The change for this route is a schedule adjustment that will allow for more efficient fueling time. (22.) Route 204: Proposed to be modified. This line serves as a CommuterLink from Downtown Riverside to the Montclair TransCenter by traveling through Riverside and San Bernardino County. Service is being proposed to extend to the University of California Riverside Campus from the City of Riverside Downtown Transit Terminal. Due to low ridership, it is also being proposed to discontinue service on unproductive trips. Those trips are the first and second round trip in the a.m. and the last two p.m. trips, reducing the total number of trips from 26 to 18. (23.) Route 206: Proposed for new weekend service. Currently, Route 206 only serves as a CommuterLink on weekdays along the I-15 through the cities of Temecula, Murrieta, Lake Elsinore, and Corona. The proposal is to add Saturday service to improve the travel time from the southern service area cities of Temecula, Murrieta, and Lake Elsinore to the northern service areas cities of Corona and Riverside with a new extended connection to Galleria at Tyler Mall. Operationally, the Route 206 has grown 57 percent FY2007 to FY2008. With the growth, service on weekdays is proposed to be operated by RTA s direct operations in 40 foot buses. This will represent a total migration from the smaller Thomas buses operated by contracted services. (24.) Route 208: Proposed to be modified. This line serves as a CommuterLink along the I-215 corridor with stops in Temecula, Murrieta, Menifee, Sun City, Perris, Moreno Valley, and Riverside. The proposed Route 208 will eliminate 20 minutes of time from the service between the end points of the route in the city of Temecula and city of Riverside. The route will no longer travel to Moreno Valley Mall in the primary commute direction, that is north in the a.m. and south in the p.m. For reverse commuters, the route will serve Moreno Valley Mall. In addition, based on customer response, the proposal is to relocate the bus stop at Mount San Jacinto College-Menifee to Los Alamos Rd. Item 10 83
7 (25.) Route 210: Proposed as a new route. To meet the growth and needs for commuter services in the northeast portion of RTA s service area, the new Route 210 CommuterLink is proposed. Based on customer comments and support from the Transportation NOW Pass Area Chapter, Route 210 will provide stops in the Cities of Banning, Beaumont, Moreno Valley, and Riverside. The route would span approximately 26 miles across SR-60, and would operate as an express route with limited stops. A total of eight trips will be provided daily. The a.m. trips are designed to meet train connections at Marketplace Metrolink Station in the city of Riverside with two trips from the Pass Area stopping in the city of Moreno before terminating at the downtown Transit Center in the city of Riverside. Two additional a.m. trips will start in the city of Moreno Valley to Marketplace Metrolink Station and end at the Riverside Downtown Transit Center. Reverse service, four trips, will be provided in the evening. The addition of the Route 210 eliminates the need for the Route 16E. (26.) Jurupa Shuttle: Proposed to be modified. Currently, the Jurupa Shuttle serves the communities of Mira Loma, Glen Avon, Rubidoux, and Jurupa and operates as a deviated fixed-route. The Jurupa Shuttle proposal is to provide standard fixed route service throughout the day and renumber the route accordingly. The proposed new Route 39 will be expanded to operate all day and continue to provide circulator service. The route will continue to provide service to Country Village Senior Community, Eddie D. Smith Senior Center on Mission Blvd., De Anza Plaza on Limonite Ave., and the Pedley Metrolink Station. New service will be provided on Jurupa Rd. between Pedley Rd. and Eitwanda Ave. and new service on Bellegrave Ave. between Eitwanda and Lindsay St. In addition the route will be extended in the Sunnyslope community on Armstrong Rd. Fiscal Impact: A summary of route characteristics and PIP indicators of these proposed routes are in Attachments B and C; proposed route maps are in Attachment E. In anticipation of the service enhancements, the operational hours required was included in the Short Range Transit Plan and FY2008 budget. A total of 498,849 fixed route service hours are budgeted for FY2008. With the proposed service enhancement for January the service hours are 495,836 hours through the end of the fiscal year. A balance of 3,103 fixed route hours remain. A summary of service hours is found in Attachment D. The FY2008 total budget for direct cost of operations is $32,605,330. With the proposed January service changes, the annual expenditure is $32,577,188, a Item 10 84
8 variance of $28,142. The negative variance in service hours to direct costs, is caused by increases in ridership, service on the Route 206 and a portion of the service on Route 41 will be directly operated at a per hour cost higher than contracted cost. Authorize staff to submit a request to the Riverside County Transportation Commission (RCTC) for amendment to the Short Range Transit Plan (SRTP) reflecting the expenditure of LTF funds for the proposed service enhancements.
