3 I. INTRODUCTION This report describes the initiatives and the results obtained during the period in which Venezuela has been Venue of the Pro-Tempore Secretariat of the Meeting of Ministers of Culture and Responsible for Cultural Policies of Latin America and the Caribbean. It represents a compilation of the information sent in by the countries. We have organized the document as follows: 1st: We include a group of considerations on the evolution of the mechanisms and the progress made in the process of cultural integration of the region. 2nd: We describe in detail the different parts of the Action Plan for the Period approved by the IV Meeting in Havana. Cuba. September Further, on we refer specifically to advances in the program actions, to the activity of the Collegiate Secretariat and to the nature and developments of the Caracas, Margarita. Santiago, Chile and Quito Meetings. A classification by programs of tonic approaches was made and a final balance was drawn up summarizing what has been implemented and what is pending implementation. 86

4 II. ADVANCES IN THE PROCESS OF CULTURAL INTEGRATION IN LATIN AMERICA AND THE CARIBBEAN We reach the Vth Meeting of Ministers of Culture and Responsible for Cultural Policies of Latin America and the Caribbean with a highly positive balance insofar as the consolidation of these yearly meetings, as well as the progress made in the process of approximation and identification between the countries of the different parts of the region, giving us the opportunity to gain knowledge on the problems involved in strategy and program design, project formulation and structuring work mechanisms with their ever growing level of efficiency and specialization, so that we may act in concert and within a regional scope in the cultural sphere. Since our meeting in Brasilia in 1989, and the subsequent meetings in Mar del Plata, Mexico City, Havana and now Caracas, there has been a continuous and sustained collective effort to find the keys to foster our mutual understanding and integration, forming a single will with a view to reaffirming our identity. We can state that we have grown both in quality and quantity. The existence of subregional groupings in the area and the reality they represent far from being an obstacle to interaction in the Meetings, have proven positive in our case, as these groupings, motivated and organized around different types of factors, have served to focus attention and inject fluidity into our dialogue. These cultural realities which emerge from the origin and development of our historical process have generated a group of initiatives which benefits the global process. Cases in point are the processes underway in the Southern Cone. Central America, the Caribbean and the Andean area, interalia. Specific examples of the advances mentioned above are observations that the main issues involved in the cultural scene concern us all, giving us the opportunity to advance from an exhaustive inventory of projects to attend to, to a stage of classification by major topics and the outline of a certain priority assigned to them. This gives us the opportunity to broaden the process of cultural integration gradually and systematically from different vantage points, because it represents the greatest challenge before the region and the great goal we have set for ourselves. 87

5 This accomplishment of the political action immediately generated the need to review and improve working mechanisms making them the expression of the unity of criteria attained and a solution of continuity winch has not been affected by the successive transfers of venue of the Pro-Tempore Secretariat. Determinant in maintaining this continuity was the collegiate nature of the Pro-Tempore Secretariat and the harmony which exists between its members: a reflection of the existence of the Forum of Ministers and Responsible for Culture of the region. It is therefore vital for the continued progress of the mechanism to broach the possibility to formalize it as a collective body considering that historically the benefits of this modality have been demonstrated by otter experiences in the international community. In this Vth testing, we should seek to find a practical solution to this point with a view to strengthening our great strategic projects which serve to further the cultural integration to which we are all committed. 88

IMPLEMENTATION OF THE ACTION PLAN ( PERIOD) APPROVED BY THE IV MEETING OF MINISTERS OF CULTURE AND RESPONSIBLE FOR CULTURAL POLICIES OF LATIN AMERICA AND THE CARIBBEAN The Pro-Tempore Secretariat, at the request of the Ministers during the IV Meeting, agreed to organize a meeting in Margarita, Venezuela, charged with the task of setting the priorities for the projects in progress which also pursued general purposes of joint action. It was also suggested that the possibility of formalizing the liason, coordination and implementation mechanisms of the Meetings should be explored, consistent with a formulae to guarantee the principles which govern the meetings. In carrying out this mandate, the Venue Secretariat, convened a meeting in Caracas of the collegiate mechanism last December 1991, with a view to preparing the documentation for submission to the consideration of the Special Meeting in Margarita in February. The Caracas meeting was attended by the representatives of Mexico, Cuba, Chile and Venezuela with the support of the Andres Bello Convention (SECAB), CELARG, and UNESCO. Representatives from Antigua, Argentina, Belize, Bolivia, Brazil, Colombia, Costa Rica, Cuba, Chile, Dominica, Ecuador, El Salvador, Grenada, Guyana, Mexico, Nicaragua, Panama, Paraguay, Puerto Rico, Dominican Republic, Trinidad and Tobago, Uruguay and Venezuela, and the following international agencies: ALADI, CARICOM, CERLALC, SELA, UNESCO, UNESCO/CRESALC and SECAB participated in the Margarita Meeting. The above mentioned documents were discussed by the meeting, and resulted in a revised text of the Ministerial mandate. Later, a third meeting of the Collegiate Pro-Tempore Secretariat was convened in Santiago, Chile, following the recommendation made by the Margarita meeting and charged with the task of refining the options to be submitted to the Vth Meeting and, in addition, to prepare a recommendation for the Ministers to consider the possibility of formalization of the mechanism and the establishment of a Cultural Information System for Latin America and the Caribbean, as the first priorities. The recommendation is that it should be implemented gradually according to a strategy which takes account of the capacities and potentials of the individual countries. 89

7 It is important to note the participation of the Venue Pro- Tempore Secretariat in the XXVI General Conference of UNESCO in Paris, last October By mandate of the IV Meeting, a series of proposals were put before the Cultural Commission with the support of GRULAC (Latin America and Caribbean Group) which are set forth in Program III.I of 26C/5: International Cooperation, Preservation and Enrichment of Cultural Identities and the World Decade of Cultural Development Specific reference is made to the Forum of Ministers and to the decisions adopted by that body. This provided the opportunity to request financing for the Cultural Information System project and for the Regional Fund for the Promotion of Culture and the Arts. (The relevant resolutions are attached). Because of the short time between the IV Meeting of Ministers and the General Conference of UNESCO, it was not possible to submit a draft resolution to the Assembly setting forth the advances made in the process of cultural integration with each successive fora and opening up the opportunity of gaining access to regular program funds and to the participation program. In support of the request made, the report of IV Meeting was received in person by the Director General of UNESCO. Dr. Federico Mayor, who took, the opportunity to express his support and committed himself to promote the implementation of the plans drawn up by this mechanism. We would now like to refer to the Action Plan and make an approximation to the great topics it includes. The table reflects the level of implementation of each project and/or strategy. 90

8 Encuentro Topic: ADMINISTRATION AND CULTURAL MANAGEMENT Workshop-Seminar CULTURAL MANAGEMENT AND INTEGRATION International Seminar on ADMINISTRATION AND CULTURAL MANAGEMENT Special Training Programme for Integration and Cultural Development and Work- Study Programme. Exchange of Experiences and other modalities determined by the countries, the Latin American and Caribbean Centre for Cultural Development (CLACDEC) headquarters in Caracas Held in Quito, Ecuador from July 27-29, 1992 and organized by the National Council for Culture of Ecuador in conjunction with SECAB and IADAP. Bolivia, Chile, Colombia, Ecuador, Peru and Venezuela participated in the event. Held in Santiago de Chile from October 5-7, 1992 and organized by the Chilean Ministry of Education and Culture. Representatives from the following countries participated therein: Argentina, Bolivia, Brazil, Chile, Colombia, Cuba, Ecuador, El Salvador, France, Honduras, Mexico, Nicaragua, Panama, Spain, Uruguay, U.S.A., and Venezuela, as did representatives from the following international agencies: OAS, CERLALC, INTAL, SECAB, ALADI, UNDP, ILPES and CONAC (Venezuela). The COURSE ON CULTURAL MANAGEMENT AND POLICY FOR THE SUBSECRETARIAT OF CULTURE OF THE MINISTRY OF EDUCATION AND CULTURE OF PARAGUAY was held from January 31 to February 14, 1992 in La Asuncion, Paraguay. The course received backing from CLACDEC and the OAS and was attended by 33 officials from various offices coming under the Ministry of Centre Education and Culture of Paraguay. The course on CULTURAL RESEARCH AND MANAGEMENT FOR ECUADOR was held in Quito, Ecuador from April 20 to May 8, 1992, with backing from CLACDEC, the OAS and the Office of the Undersecretary for Culture. Twenty-eight Public Organizations and Institutions from 91

The XVII LATIN AMERICAN AND CARIBBEAN COURSE ON THE ADMINISTRATION OF CULTURAL SERVICES was held in Caracas and Cumanacoa (Sucre) in Venezuela from May 6 to August 6, The speciality was: Conservation and Reappraisal of Cultural Identity and Heritage. It was organized by CLACDEC with backing from the OAS and the participation of 22 representatives from Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Honduras, Nicaragua, Mexico, Paraguay and Venezuela. The Integration Meeting for the Cultural Development of Latin America and the Caribbean, organized by Universidad Laica "Eloy Alfaro," Manabi, Ecuador was held from June 22-28, in which the following countries participated: Argentina, Brazil, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador and Venezuela. INTERNATIONAL SEMINAR ON ADMINISTRATION AND CULTURAL MANAGEMENT The International Cultural Meetings; Spanish-American Course on the Transfer of Social Technology, was held in Albacete, Spain from July 2-10, 1992, with backing from the Spanish Federation of People's Universities and the Universidad Popular of Albacete, in which 73 representatives from Argentina, Brazil, Colombia, Dominican Republic, Ecuador, Spain and Venezuela took part. 92

10 Encuentro Topic: ADMINISTRATION AND CULTURAL MANAGEMENT I LATIN AMERICAN AND CARIBBEAN CONGRESS OF CULTURAL PROMOTERS AND ENTERTAINERS This Congress was held in Ibarra, Ecuador from March 16-20, 1992, organized by CONAC of Ecuador, and sponsored by the Secretariat of Culture and the Andean Centre for Cultural Development (CANDEC). 93

11 Topic: CULTURAL INFORMATION Encuentro Cultural Information System We shall describe the work undertaken during this period in greater detail. Firstly, we shall point out the significant role played by Puerto Rico since the "Caribbean World" meeting was held in November 1991, when the creation of a Cultural Information System to extend the scope intended by the Regional Network of Cultural Institutions entrusted to ORCALC was proposed and immediately and enthusiastically welcomed by the representatives of: Barbados, Belize, Cuba, Curacao, Dominica, Jamaica, Martinique, Puerto Rico, Suriname, Trinidad & Tobago, and Venezuela. The event was also attended by delegates from the following international agencies: CARICOM, OAS, UNDP, UNESCO and SELA. Accordingly, Puerto Rico provided technical assistance to the Pro-Tem Secretariat on three occasions, participating directly with Venezuela in preparing a document containing a technical proposal on the Latin American and Caribbean Cultural Information System (SICLAC), which was considered by and discussed at the I Latin American and Caribbean Symposium an Informatics and Cultural Development, held in Quito, Ecuador from May 27-29, 1992 and organized by the National Cultural Council of Ecuador, with support from the Pro-Tempore Secretariat, and in which experts from Bolivia, Brazil, Chile, Costa Rica, Cuba, Ecuador, Honduras, Mexico, Puerto Rico and Venezuela, and from SECAB and ORCALC/UNESCO took part. 94

12 Topic: CULTURAL INFORMATION The Headquarters of the Pro Tem Secretariat called a technical meeting (August 1992) at the UNESCO office in Caracas in order to coordinate efforts with ORCALC to set up and develop SICLAC. Venezuela, in its capacity as Pro-Tempore Secretariat Headquarters and with backing from other countries in the associated Secretariat, designed a strategy to seek funds to further progress on the decisions taken on this matter by the Ministers at this Meeting. On the other hand, the Regional Centre for the Promotion of Reading in Latin America and the Caribbean (CERLALC), with headquarters in Colombia, places at SICLAC's disposal its experience with the Regional Information Service on Books reading and copyright practices. This project has been developed mainly in the following areas: Bibliography and Documentation of statistical information Project Bank: agencies in charge of promotion, implementation, financing, and experts in relevant topics. In this regard, CERLALC hopes to become a node of SICLAC in all aspects pertaining to books. Negotiations were held with UNDP, UNESCO, and the following private foundations: Swedish International Development Authority, BAREC. Statens Kulturrad and Program Arts International Institute of International Education and response from them is being awaited. More detailed information on all these aspects will be examined at the forthcoming meeting for analyzing this System. 95

13 Topic: CULTURAL AND NATURAL HERITAGE Encuentro Project RLA/91/029 offering technical assistance for the Conservation of the Cultural, Urban and Environmental Heritage for the creation of a DATA BANK with common criteria for all the countries of the region has not been fully concluded. A new strategy will be set up for MEETING OF DIRECTORS OF LATIN AMERICAN AND CARIBBEAN CONSERVATION CENTRES. This meeting was held in Caracas, Venezuela from August 31 - September 3, It was organized by the Centre for the Conservation of the Cultural Heritage/CONAC/CECOP, with participation from the Documentary Conservation Centre of the National Library and the Headquarters of the Pro-Tempore Secretariat. Directors of the Conservation Centers of the following countries took part in the meeting: Brazil, Colombia, Cuba, Mexico and Venezuela, and representatives from ICCROM, ORCALC/UNESCO and UNDP/ UNESCO. I LATIN AMERICAN AND CARIBBEAN MEETING ON CULTURAL LEGISLATION. Held in San Salvador, El Salvador on October 21 and 22, 1992, organized by the National Council for Culture and the Arts (CONCULTURA) and participated in by legal experts from Argentina, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua and Venezuela. No information was received on the Meeting from the Andean Countries on the Unlawful Traffic of Goods (to be held in Peru with support from UNESCO and SECAB). The Meeting on Cultural Tourism and the VIII Meeting of the Intergovernmental Committee for the 96

14 Topic: CULTURAL AND NATURAL HERITAGE Restitution of Cultural Goods to their respective countries (both to be held in Guatemala). No information has been received on the Study entrusted to ALADI regarding the establishment of a Common Market for Goods and Services. IN THE FIELD OF HANDICRAFTS The II Regular Meeting of the Latin American Programme for Co-operation in the field of Handicrafts (PLACART), was held in Havana, Cuba, from September 21-26, 1992, and attended by delegates from Cuba, Ecuador, Mexico, Nicaragua, Panama, Peru, Uruguay, and Venezuela, and a representative from SELA. I CULTURAL HERITAGE CONGRESS - The National Culture Institute of the Reina Torres de Arauz Anthropological Museum in Panama City organized this Congress, held from February Topics covered: anthropology, history, filing systems, etnohistory, and moveables and non-moveables. Technicians and professionals from Panama, Colombia and Costa Rica were present. - This course was held between September 14 and November 13, to train technicians in the field of pottery restauration. It is geared towards Central America and Caribbean countries. 97

15 Topic: CULTURAL INDUSTRIES Encuentro BOOKS: I SPANISH-AMERICAN BOOK CONFERENCE INTERNATIONAL CONSUL- TATION MEETING WITH THE STATE SECTOR ON THE PARTIAL SCOPE AGREEMENT This Conference was held in Granada, Spain from June 17-20, 1992, organized by the Spanish Ministry of Culture, and sponsored by CERLALC. Representatives from the region and from Spain took part in the event. One of the conclusions reached was that this type of event should continue to be held. The Meeting of Government Experts on the Free Circulation of Books was held in San Jose, Costa Rica from October 19-21, organized by CERLALC, with logistic support from the General Directorate of Culture of the Ministry of Culture, Youth and Sports of Costa Rica. FRAMEWORK STUDY FOR THE ESTABLISHMENT OF NATIONAL BOOK POLICIES REGARDING THE PRO- GRAMME TO PROMOTE READING IN LATIN AMERICA AND THE CARIBBEAN A Consultant was entrusted with conducting an initial study on the strength of which the general and specific observations ensuing therefrom would be used to prepare a framework study to be submitted at the V Meeting. The International Colloquium on the Promotion of Reading was held in San Jose, Costa Rica from July 29-31, and organized by the Directorate of Culture of the Costa Rican Ministry of Culture, Youth and Sport and the General Directorate of Libraries. The initiative that Costa Rica might be the headquarters of the pilot project for reading in non traditional spaces was submitted to the General Secretary of CERLALC. 98

16 In July CERLALC received the preliminary version of a foundation document containing suggestions of the "Inclusion of Reading in the School Curriculum" and on the "Improvement of Teaching." BASIC GUIDELINES FOR A READING CAMPAIGN AND ITS SUBSEQUENT USE IN DESIGNING READING PROGRAMMES IN LATIN AMERICA. Venezuela prepared the document on the subject which was submitted at the International Meeting on the Formulation of National Reading Policies in Latin America and the Caribbean, held in Rio de Janeiro, Brazil from October PUBLICATIONS: ANTHOLOGY OF CONTEMPORARY AUTHORS IN OUR CONTINENT The National Council for Culture and Arts and the Publishers Editorial Grijalbo - Mondadori, will publish 12 books as of December 1992 from the collection "Claves de America Latina" on historical and topical subjects pertaining to the economic, political and social processes of this region will be dealt with by prominent researchers from this Continent. 99

17 Topic: CULTURAL INDUSTRIES Encuentro Publishers Editorial Venezolana Monte Avila Latinoamericana published an Anthology of Caribbean Authors called "Short stories." No firm decision was reached on technical assistance for the Pro-Tem Secretariat on the creation of a mechanism for the promotion of works by Latin American and Caribbean authors, in different languages for which the UNESCO/PROFIT/International Translation Fund would be responsible. OFFER OF THE CUBAN CENTRE "CASA DE LAS AMERICAS" FOR RESEARCH, FUNDS AND CO-PUBLICATIONS. PUBLICATION OF A DICTIONARY OF CARIBBEAN WRITERS Efforts are underway to reach agreements with Co-Publishers who may be interested in publishing the magazines "Andes del Caribe" and "Del Caribe," although none has yet been attained. Biblioteca Venezolana Ayacucho published the Diccionario Enciclopedico de las Letras de America Latina y del Caribe (DEALC - 4 volumes). Venezuelan Publishers Monte Avila Latinoamericana will produce and distribute it. Other countries have shown an interest in it but the pertinent information and promotion mechanisms have yet to be established. 100

18 Topic: CULTURAL INDUSTRIES Encuentro LIBRARIES: FOR THE PROPOSAL TO FOSTER MORE BIBLIO- GRAPHICAL AND AUDIO- VISUAL EXCHANGE AMONG THE REGION'S PUBLIC LIBRARIES. The II Regional Meeting of the Latin American and Caribbean Association of Public Libraries (ABIPALC) was held in Caracas, Venezuela in February 1992, and the relevant issues studied there will be considered once again at the Meeting of the Technical Committee of the Development Project for the Public Libraries of the Region, to be held at the end of November 1992, and the structure of the Continental Network of Libraries will be considered. The committee will be composed by representatives from Brazil, Colombia, Cuba and Venezuela. AUDIOVISUALS: REGARDING THE AUDIO- VISUAL MARKET FOR WHICH MEXICO AND THE LATIN AMERICAN AND CARIBBEAN BROADCASTING UNION IS RESPONSIBLE. DISSEMINATE THE RECOMMENDATIONS OF IV MEETING OF MINISTERS IN THE AUDIOVISUAL FIELD. VIDEOTAPE TRAINING PROGRAMME. Mexico reported that this was not held as it was not considered feasible at the present moment. These were submitted to the Conference of Spanish-American Cinematographic Authorities (CACI) for consideration at the International Film Festival to be held in December 1992 in Havana, Cuba. Mexico is working on this in conjunction with the Region's Public Library Network. 101

19 Topic: CULTURAL INDUSTRIES Encuentro RADIO: STUDY FOR THE CREATION OF RADIO CARIBE. Mexico considers that in view of this project involving several Caribbean Basin countries (Colombia, Cuba, Mexico and Venezuela), and give its great significance, it would be advisable to ascertain and technical and financial evaluation of the participating countries and institutions through a scheme that would take into account gradual phases of development. In December 1991 the Meeting of Spanish- American Radio and Television Training Centres was held in Havana, Cuba, attended by 13 Directors from Centres in the Region. The I Meeting of Latin American and Caribbean Music Broadcasters was held from August 31 to September 6, CINEMA AND AUDIOVISUAL ARCHIVES: The XLVII Congress of the International Federation of Film Archives (FIAF) was held in Montevideo, Uruguay from April 19-30, 1992, and organized by that institution and the Cinemateca Uruguay and the Meeting of the Latin American Coordinator of Moving Image Archives (CLAIM), organized by that institution and the Cinemateca Uruguaya, with the participation of 13 film libraries from the region. 102

20 Topic: CULTURAL INDUSTRIES Encuentro The FIAF Congress included several Seminars and Workshops on conservation and cataloguing and two special activities: a) Symposium on Programming in Film Archives and b) Symposium on the Origins of Cinematographic Language in Latin America. The fundamental points dealt with at the CLAIM Meeting were: Computer Project for Latin American Film Libraries, the Operating Standards of CLAIM and Latin American Conservation Projects. No information has been received on the Film Heritage of the English-speaking Caribbean, which was requested with a view to setting up a Restoration Centre through CARICOM, in an English-speaking Caribbean country. VIDEO: Neither has any information been received on the Regional Study of the Audiovisual Market in Latin America and the Caribbean which would be undertaken by ULCRA/PIDC/SELA and the creation of a Marketing Enterprise for Audiovisual Productions, for which ULCRA/PIDC would be responsible. 103

21 Encuentro FAIRS: IMPLEMENTATION OF THE PLAN OF ACTION Topic: CULTURAL PROMOTION AND DISSEMINATION AN ANNUAL LATIN AMERICAN BOOK FAIR TO BE HELD ON A ROTATING BASIS. PARTICIPATION IN INTERNATIONAL BOOK FAIRS PROMOTED BY THE COUNTRIES OF THE REGION. No firm decision has been reached on this initiative. The Buenos Aires International Book Fair, Argentina; the Fair of Nations: the XXXVII Porto Alegre Book Fair, the Brasilia Book Fair, the Sao Paulo Book Fair, organized by the Brazilian Book Chamber, held in Brazil; the XI La Serena Book Fair and the Santiago de Chile International Book Fair; the "Estanislao Zuleta" Book Fair and the Bogota International Book Fair, held in Colombia in April and May 1992; the International Book Exhibition in the city of Trujillo and the San Agustin University Fair in Arequipa, Peru; the XIV Montevideo International Book Fair, Uruguay; the Havana International Book Fair, held in Cuba in February, The Santo Domingo International Book Fair was held in October 1992 within the framework of the "El Faro a Colon" Exhibition held in the Dominican Republic. The Caracas International Book Fair will be held in Venezuela in December INTERNATIONAL ARTS FESTIVAL This festival was held in San Jose, Costa Rica from April 1-12, 1992, and was organized by the Costa Rican Ministry of Culture, Youth and Sport. 104

22 LATIN AMERICAN SEMINAR ON THE MYTH AND REALITY ABOUT BOOKS FESTIVALS: PARTICIPATION IN IMTERNATIONAL MUSIC, DANCE, FILM AND THEATRE FESTIVALS INTERNATIONAL ARTS AND VORLES OF AMERICA FESTIVAL PARTICIPATION IN THE SPECIAL PLASTIC ARTS EVENTS IMPLEMENTATION OF THE PLAN OF ACTION Topic: CULTURAL PROMOTION AND DISSEMINATION From April 27-29, 1992, as part of the Bogota International Book Fair. Present at this event were 24 speakers from nine Latin American and European countries: Mexico, Cuba, Colombia, Ecuador, Brazil, Argentina, Spain, and Venezuela, who referred to editorial difficulties, production, distribution and financing of the editorial industry, copyright of authors, illustrators, translators, editors, as well as cultural policies and the presentation of literary works in the mass media. Major institution and national and international artists from Venezuela, Latin American and from other corners of the world, took part in this Arts Integration Festival, held from October 12, 1991 to October 12, Twenty-three events were held in the field of popular and traditional culture, plastic, art, music, theatre, dance, cinema and video. 24 MEETING OH LATIN AMERICAN CULTURAL IDENTITY AND THE GLOBALIZATION PROCESS, TO BE HELD IN NOVEMBER MEETINGS No information has been received on this. Regarding this point, it is worth mentioning the different encounters on existing subregional mechanisms that have been held in the region, convened by the cultural authorities. Meeting of Ministers of Education and Culture of Central America Educative and Cultural Coordination (CECC); Meeting of Culture Secretaries and Culture Authorities of MERCOSUR and the "The Caribbean World" Meeting. These Meetings were: II Regular Meeting of Ministers of Education and Culture of Central America Educative and Cultural Coordination, held in Managua, Nicaragua from August 28-29, The Minister of Education from Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, attended. On August 25, 1992 the Meeting of Secretaries of Culture and Cultural Authorities of MERCOSUR was held in Brasilia, Brazil. Argentina, Brazil, Paraguay and Uruguay took part in it, and the "Caribbean World" meeting, held in Caracas, Venezuela from November 19-22, 1991, with the participation representatives of the of cultural authorities of Barbados, Cuba, Curacao, Dominica, Jamaica, Martinique, Puerto Rico, Suriname, Trinidad & Tobago, and Venezuela, and representatives from the OAS, UNESCO, UNDP, SELA and CARICOM. The reports from these Meetings reflect coinciding opinions on the overall strategies and programmes of our forum, reflected by projects which will reaffirm and consolidate our own Plan of Action for the forthcoming term. The fact that our representatives at the Meeting of Ministers are the same ones who participated in these subregional mechanisms has greatly contributed to these converging interests. No information was received on the Meeting of the Andean Pact Subregion on the Free Transit of Cultural Goods and the Meeting of Andean Pact Officials in Charge of Culture Policy. 107

25 Encuentro Topic: CULTURAL PROMOTION AND DISSEMINATION JOSE MARTI CONFERENCE UNIVERSAL MAN The Centre for Marti Studies held this conference in Havana, Cuba from April 7-10, 1992, which was attended by 60 specialists from 23 countries. Lectures on Jose Marti were held in several Mexican cities with support from the National Council for Culture and the Arts, of Mexico and the Centre for Marti Studies (CEM). MEETING OF INTELLECTUALS FROM THE AMERICAS. SPANISH AMERICAN "PEDRO HENRIQUEZ UREÑA" BOOK FAIR. II SPANISH AMERICAN SUMMIT OF PRESIDENTS AND HEADS OF STATE. Venezuela declined the proposal to host this meeting and Guatemala prepared to do so for April Held in Santo Domingo, Dominican Republic. The Headquarters of the Pro-Tem Secretariat delivered the message Approved at the Special Meeting in Margarita to the Special Commission, as well as the Plan of Action, agreed on at the IV Meeting, during the Preparatory Meeting of the Summit, held in Mexico in March 1992, so that it could be submitted at the II Spanish- American Summit held in Madrid, Spain in July The Theatre Festival was held at the University of Campinas (UNICAMP), Brazil, as was the Landrina International Theatre Festival and Culture Forum. 26 Encuentro Topic: CULTURAL PROMOTION AND DISSEMINATION UNIVERSITY CHAIRS: "ALFONSO REYES" CHAIR. In February and March 1992 an Itinerant Chair was held on this author at different Brazilian universities as the first phase of it becoming permanently established. A project to create this chair at the University of Sao Paulo, Brazil is being developed, and at the request of the Brazilian authorities may be extended to other parts of the country. LATIN AMERICAN CHAIR THE TEACHING OF MUSIC TO YOUNG PEOPLE. Venezuela inaugurated this Chair in 1992 and talks were held at the UNESCO International Fund for the Promotion of Culture at its Paris meeting on November 2 and 3, 1992, to obtain funds for hiring teaching staff. CHAIR OF THE "COLEGIO DE COSTA RICA." Planned by the Costa Rican Ministry of Culture, Youth and Sports. This is a permanent activity held on a monthly basis and provides national coverage to international events. By virtue of the scarcity of information available on the Chairs considered in the Plan of action, we urge the delegations to submit information on these. 109

27 Encuentro Topic: REGIONAL FINANCING SYSTEM In accordance with the mandate from the IV Meeting, the Headquarters of the Pro-Tem Secretariat drew up a project to create the Latin American and Caribbean Fund for the Promotion of Culture and the Arts, to be submitted to UNESCO for consideration, within the framework of the Programme of the World Cultural Development Decade. This mandate took two aspects into account: 1. It related to the need for the Fund to have technical assistance available in order to conduct a study on the formal legal conditions for creating a regional financing scheme. 2. An amount of US$20,000 which could serve as its initial base, should the study prepared by the consultant whose services were retained, consider this alternative and should it be so resolved at this meeting. 110

28 We could not conclude this report without expressing our gratitude to all the member countries who gave us a vote of confidence by appointing us as the Pro-Tempore Secretariat for the Headquarters of the V Encounter. As well as conferring on us a great honor, this task has brought with it the beauty of contacts, co-ordination and exchange with those whom we support and promote, in each of the countries, in the process of artistic creation and cultural development of our people. We accept this responsibility with enthusiasm and with complete faith in the fraternal spirit of all those who take part in this forum, whether directly or indirectly. The Collegiate Pro-Tempore Secretariat is an enjoyable experience of working as a team, which, in our case, extends to the member countries of the Secretariat: Mexico, Chile, Brazil, Argentina, Trinidad and Tobago, Cuba and Venezuela, as well as to the other countries participating in the forum. At the national level, we wish to express our special gratitude to the team which has provided such effective support for the work which Venezuela, through the National Council for Culture, has performed during the last year. We firmly believe that the Resolution of Havana, in strengthening the role of the Pro-Tempore Secretariat, has given great potential to the operational capacity for cultural development in Latin America and the Caribbean. 111
