1 ENVIS Madhya Pradesh Newsletter Vol. 9, Issue 1 January March, 2011 National Workshop on Accreditation of Emergency Response and Disaster Management Plan (ERDMP) Disaster Management Institute (DMI), Bhopal along with Petroleum and Natural Gas Regulatory Board (PNGRB) has organised a two day workshop on Accreditation of Emergency Response and Disaster Management Plan on 28 th February & 1 st March 2011 at Hotel Noor- us Sabah, Bhopal. Mansingh, Dr. Rakesh Dubey & Brig Pramod Kumar Petroleum and Natural Gas Regulatory Board has identified Disaster Management Institute as the third Party accrediting agency to ensure that the ERDMPs, both Offsite and Onsite emergency management plans developed by the midstream and downstream, Oil and Gas entities as per PNGRB Regulations and Guidelines. The workshop was inaugurated by the Hon ble Minister, Govt. of MP Shri Rajendra Shukla, Energy and Mineral Resources Department. Shri L. Mansingh, Chairman, PNGRB, Shri. B. S. Negi, Member PNGRB were also present during the inauguration. Shri Alok Shrivastava, IAS, Principle Secretary, Housing and Environment Department briefed about the institutes activities & Shri Praveen Garg, IAS, Executive Director, DMI shared the core purpose of the workshop. Dr. Rakesh Dubey, Director, DMI along with Brig Pramod Kumar was also present during the workshop. Release of Training Modules on idrm Shri Rajendra Shukla, Hon ble Minister, Govt. of MP released the training modules during the inaugural function; Institute has developed these training modules on industrial Disaster Risk Management (idrm) with the support of foreign agencies for different target groups like Industrial Managers, Regulators, and District Administration etc. These modules will be an asset in enforcement of the regulatory requirement of ERDMP in various oil & gas companies coming under PNGRB. 1 From left Shri Alok Shrivastava, Hon ble Minister Shri Rajendra Shukla, Shri L. 2 Environmental Diversity of Madhya Pradesh The State of Madhya Pradesh can be divided into seven distinct regions i.e. Budelkhand, Baghelkhand, Gird or Gwalior, Gondwana, Mahakoshal, Nimar and Malwa, having habitat diversity with elevation from 61 to 1438 m msl. They were ruled by several dynasties in the past and, therefore, have many tribes of different kinds. Nearly 14% of its population belongs to scheduled tribes, the majority of them are concentrated in Gondwana region. On account of its size and varied habitats, its environment supports a unique and wide variety of plant and animal life. The State has almost every plant family that is found in Indian region. Nearly 800 plant species have medicinal value. 1. Bundelkhand region is a gently sloping upland with barren hilly terrain having sparse vegetation. The region is traversed by three mountain ranges, the Vindhya, Fauna and Bander chains beyond which there are isolated hills. The main rivers are the Sindh, Betwa, Ken, Bagahin, Tons, Pahuj, Dhasan and Chambal. There are also many artificial lakes. The Kali Sindh, rising in Malwa, marks the western edge of Bundelkhand. The major towns of this place are Datia, Sagar, Damoh, Orai, Panna, Banda Narsinghpur and Chhatarpur. The Bundelkhandi is a tribal group settled in this area and speaks Bundeli language. The flora of Bundelkhand is of the tropical dry deciduous type. There are very few timber trees. The babul (Acacia nilotica) and khair (Acacia catechu), palas (Butea monosperma), ber (Zizyphus mauritiana), tendu (Diospyros melanoxylon), mahua (Mahuca indica), semal (Salmalia malabarica) and kardhai (Anogeissus pendula) trees are found on the bank of the Pahuj, Betwa and Yamuna rivers. 'Kankattha breed of cattle is found in Panna district. Mahua (Madhuca indica) tree Garhakota Ramna Reservoir near Sagar is a unique ecosystem situated on the western bank of the river Sonar in the Dhana Range of Sagar Forest Division. This place harbours almost all the forest types of Sagar district. The edaphic condition of this small patch is rather unique and various soil types occur in close proximity. Microclimatic differences, topography and edaphic conditions have contributed to the floral diversity of this area. 2. Baghelkhand is a region in the northeastern Madhya Pradesh state. It includes the districts of Anuppur, Rewa, Satna, Shahdol, Sidhi, and Umaria. Historically it was known as Dahala before the Muslim, invasion, and was held by the Kalacuri dynasty (6th 12th century), whose stronghold was at Kalinjar. With the advent of the Baghela Rajputs in the 14th century, after whom the tract is named, it was absorbed into Rewa state. The British included Rewa and several other states, with headquarters at Satna. The population of the region consists chiefly of tribal Gonds and Kols. It has unique Amarkantak Plateau which 2
3 is 1000 m msl. The rivers Narmada and Son originate from this place. The area has predominance of subtropical vegetation that is classified as the Central Indian Sub-tropical Hill Forest which is localized in small patches at high elevations having high rainfall. The dominant species are mostly semievergreen trees like Sal (Shorea robusta) over extensive tracts. Sal tree (Shorea robusta) The flora represents both the Northwestern and the Central Himalayan species. The percentage of dicot and monocot trees in this area are 68.3 and 26.5 respectively as compared to the world flora, which amount to and respectively. The flora represents numerous rare and endangered species. Its height ranges from m. Stones of the Jurassic Age (about 80 million years) are found in this plateau. The Baghelkhand Plateau houses tribals, dense forests and many wild animals. Most of the coal deposits of Madhya Pradesh are found in this area. The Kanha National Park is also situated in the Baghelkhand Plateau. The Tons river and its tributaries drain the area The Palaeozoic plant species; Neognathiopsis sp., Equisetales stem., Verlebraris, Somaropsis. Schizoneura, Phyllotheca / (Horsetail and Whorls) etc are found in Umaria district. 3. Gwalior Region (known as Gopasetra or Gird in ancient times), includes the districts of Bhind, Gwalior, Morena, Sheopur, and Shivpuri. The region was ruled by 11 Naga rulers, which were completely annihilated by Samudragupta. The Gupta period ended in the middle of ninth century and was completely under the dynasty of Kannauj. The region is characterized by alluvial, loamy soils, rainfall of 800 to 1000 mm/year, and winter temperatures sometimes drop below zero degree celsius. Major crops in the region include mandarin and sweet oranges and limes under assured irrigation, and guava, ber, aonla, and custard apple without irrigation, as well as coriander, chillies, garlic, and seasonal vegetables. The Chambal and Yamuna rivers form the northwestern and northern boundaries of the region. The forest type is represented by northern thorn forest in Chambal ravines and parts of Bhind, Morena and Datia districts with species Mixed vegetation of Amarkantak like Prosopis spicigera, Acacia catechu, Anogeissus pendula and Boswellia serrata. 'Bhadawari' breed of buffalo is found in Bhind and Gwalior districts. Jalauni' breed of sheep and 'Jamnapari' breed of goat are found in Tikamgarh and Shivpuri districts and Chambal villages. 3
4 4. Gondwana is the region of Madhya Pradesh immediately to the north of Vidarbha region of Maharastra State. It includes Chindwara, Betul, Multai and Hoshangabad districts. It is a part of the northern Deccan plateau, with an average height of about metres. Much of it is rugged and hilly. Geologically it is mostly Pre-Cambrian rock, with some areas dated to Permian and Triassic periods. Part of it is overlaid with alluvium, and in the west it is overlaid with the igneous rocks of the Deccan Traps. beauty. This horse shoe shaped valley is surrounded by giant hills and there are several pathways to reach the villages located inside the valley. There are 2000 natives, mostly tribals belonging to Gonds and Bharias. They use forest parts to make medicine and food. The climate is hot and semi-arid. The natural vegetation is dry monsoon forest, or monsoon scrub forest. Large parts of it are still forest, and it contains several national parks, including tiger populations. Horse shoe-shaped Patalkot Valley in Chindwara district Prosopis spicigera, the king of desert Gondwana has a relatively high proportion of peoples of the "scheduled tribes" of India, which include the Gonds and Baigas. It was ruled by many kings and finally it was conquered by the Marathas in 1751 and by the British in 19 th Century. In Chindwara district there is unique ecosystem of Patalkot in Tamia block. The modern world is completely unaware of this ecosystem. It spreads over 79 km 2 and has scenic 5. Mahakoshal is a region which lies in the upper or eastern reaches of the Narmada River valley in the State of Madhya Pradesh. The Vindhyan Range forms the northern boundary of the region; north of the Vindhyan Range lie the regions of Malwa to the northwest, Bundelkhand to the north, and Bagelkhand to the northeast. The Chhatisgarh State lies to the east, and the Vidarbha region of Maharashtra State lies to the south across the Satpura Range. This region was ruled by Gonds, Kalchuris, Satavahanas, Marathas. The region includes the districts of Jabalpur, Katni, Narsinghpur, Sagar, Mandla, Satna, Damoh. The region has tropical moist deciduous forest. Sub-type a]: Eastern Sal Forest, found in the eastern region upto Jabalpur, covering Mandla, Balaghat, Sidhi and around Pachmarhi. Sub-type b] : Western Mixed Forest, with 4
5 or witout teak: found in the regions of the south of Narmada e.g. extensive teak areas of Betul, Seoni, Chhindwara, Sagar and Mandla districts. Chnadan Bagh (Sandal Forest) in Seoni is unique ecosystem in Mahakoshal region. Sandal (Santalum album) was introduced in the South Seoni Division during the year Since then, the species is naturalized itself in the region and occurs as under storey of teak. The trees have attained considerable size and the heartwood is also rich in oil. These trees are free from the common spike disease of the South India. Pachmarhi Plateau. There are more than 300 species of flowering plants and ferns reported from this plateau. Around 16 species are new to the State. The total area of plateau is 60 km 2 and 80 % of the area is comprised of sub-tropical evergreen forest. of Pachmarhi is regarded as a relic in which many families are represented by single species. Some very rare orchids, pteridophytes and medicinal plants are found here. This is the only place where Psilotum occurs in a natural state. The tree fern Cyathica gigantica is also found here. The Pachamarhi has several hot spots of endemic plant species, medicinal herbs and several species of pteridophytes that are unique in the world. The species like Drosera are concentrated near Nagdwari and Dhupgarh areas and may serve as gene pool areas. Mostly Gond tribals inhabit the villages and they use biodiversity as per cultural traditions. The commercial firms remove medicinal herbs indiscriminately and thus may bring extinction of some of these species. The prominent species occur in Pachmarhi are: Bamboo (Dendrocalamus Branched Bamboo (Cyathica gigantica) Some of the species are common to the Himalayan flora e.g. Berberis asiatica while others are common to the Western Ghats e.g. Melastoma malbathricum. This indicates the continuity of forests from the Himalayas to the Western Ghats through the Pachmarhi Plateau. The flora Bamboo (Dendrocalamus strictus) strictus) which occurs only on moist slopes and sheltered valleys in the hilly areas, but is of poor quality due to unsystematic exploitation. The good clumps of bamboo are noted only in damp, sheltered stream valleys. The 5
6 Branched Bamboo, Bambusa polymorpha and tree fern, Cyathea gigantica are nowhere found in India except at Pachmarhi hills. The extensive deposits of Triassic, Jurassic and Lower Cretaceous era are found in Jabalpur, Narsingpur, and Hoshangabad districts of Madhya Pradesh. They are preserved as impressions, incrustations and petrifactions. 6. Nimar is the southwestern region of Madhya Pradesh state in west-central India. The region lies south of the extensive forests, and the government preserved a section known as the Punasa forest, which is extended for about 190 km along the south bank of the Narmada, and is represented by teak (Tectona grandis), sain (Terminalia tomentosa) and anjan (Hardwickia binata) trees. 'Malwi' and 'Nimari' 'Gaolao' breeds of cattle are found in this region. Barari goat is also found in this region. 7. Malwa: The region includes districts of Dewas, Dhar, Indore, Jhabua, Mandsaur, Neemuch, Rajgarh, Ratlam, Shajapur, Ujjain, and parts of Guna and Sehore. The average elevation of the Malwa plateau is 500 metres, and the landscape generally slopes towards the north. Most of the region is drained by the Chambal River and its tributaries; the western part is drained by the upper reaches of the Mahi River. Anjan (Hardwickia binata) Vindhyan Range, and consists of two portions of the Narmada and Tapti river valleys, separated by a section of the Satpura Range about 24 km in breadth. On the highest peak, about 244 m above the plain and 549 m above sea-level, stands the fortress of Asirgarh, commanding a pass which has for centuries been the chief highway between Upper India and the Deccan. The region covers four districts, Barwani, Khargone, Khandwa and Burhanpur. The Nimar region is the home of Nimadi language, which is related to the Malvi language of Malwa as well as the other Rajasthani languages. The region has Teak (Tectona grandis) Ujjain was the political, economic, and cultural capital of the region in ancient times, and Indore is presently the largest city and commercial centre. Overall, agriculture is the main occupation of the people of Malwa. The region has been one of the important producers of opium in the world. Cotton and soyabeans are other important cash crops, and textiles are the major industries. 6
7 The forests of Malwa has been classified as tropical dry deciduous southern type III and are found in western areas like Khargone and Khandwa. Hardwickia binata is a prominent species of this forest. The tropical thorn forest (southern type b) exists as a small patch in Khargone. The important species of this forest are : Boswellia serrata, Sterculia urens, Wrightia tinctoria etc. 'Malwi', 'Nimari' and 'Gaolao' breeds of cattle are found in this region. Malwi camel is found in Mandsaur district. Kharaknath breed of chicken is found in Jhabua district. George Humanitarian Character and Minimum Standards in Humanitarian Response, was released in 20 countries around the world simultaneously, In India the book was released in 15 States. The 2011 edition of the Sphere Handbook was launched in Madhya Pradesh by Shri Praveen Garg, IAS, Executive Director, Disaster Management Institute along with Dr. Rajendra Mishra, IPS IG and Officer on Special Duty Disaster Management, Govt. of Madhya Pradesh, Mr Medeazza, Water & Sanitation, Specialist, UNICEF-MP, Dr. Rakesh Dubey, Director and Shri V. J. George, Dy. Director, DMI. Many Officers from the Agencies and Department, working in the area of Disaster Response were Present on the Occasion, among them were: Officers from Disaster Management Institute, Bhopal, Representatives of UNDP, UNICEF, CASA, UNFPA, CARITAS and Jan Abhiyan Parishad. The Handbook is a guide to the Relief Agencies for Protecting the rights of people affected by Disasters and provide assistance to them on the basis of minimum standards for Food, Water, Shelter, Sanitation, Hygiene and Health Services. Training Programme on Municipal Solid Waste & Plastic Waste Management ENVIS Madhya Pradesh under Disaster Management Institute, Bhopal organized a two day training programme on Municipal Solid Waste & Plastic Waste Management during March 9-10, 2011 for the municipal officers of district Sehore. The programme was inaugurated by Shri Naresh Mewada, Chairman, Nagar Palika Parishad, Sehore. During the programme Smt. Jayshree Chouhan, Project Officer, DUDA, Sehore, Shri Sudheer Dwivedi, Deputy Director, DMI, Dr. Asit Patro, Assistant Director, DMI were also present. From left Shri. R. K.
