1 Adopted 6 1 h July, 2015 SLIGO COUNTY COUNCIL Road Traffic (Special Speed Limits) (County of Sligo) Bye-Laws, 2014 Sligo County Council in exercise of the powers conferred on them by section 9 of the Road Traffic Act, 2004 (No. 44 of 2004) and with the consent of the National Roads Authority, hereby make the following bye-laws in respect of the area comprising the administrative County of Sligo. Citation Commencement Interpretation 1. These bye-laws may be cited as the Road Traffic (Special Speed Limits) (County of Sligo) Bye-Laws, These bye-laws shall come into operation on the 1 51 day of September, In these bye-laws: "The Act of 1993" means The Roads Act, 1993 (No.14 of 1993); "The Act of 2004" means the Road Traffic Act, 2004 (No. 44 of 2004); "built up area" has the meaning assigned to it by the Act of 2004; "Distance" means distance measured along the centre line of the road; "the Minister" means the Minister for Transport; "National Road" has the meaning assigned to it by the Act of "Perimeter Road" means a road on and along the roadway of which there runs the boundary of a county borough, a borough or urban district or a town and shall be considered as being within such boundary for the purposes of these bye-laws; "Road" means a public road and includes a motorway. Schedules 4. The First Schedule specifies the Special Speed Limits that shall apply to roads in the County of Sligo in the "built-up area" - "the Borough of Sligo".

2 kilometres per hour shall be the special speed limit for mechanically propelled vehicles on the roads outside built-up areas specified in the Second Schedule to these bye-laws kilometres per hour shall be the special speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these byelaws. Exemptions 5. The public service vehicles listed below shall be exempt from the special speed limits of these byelaws and from the built-up area speed limits:- (a) ambulances (b) fire brigade vehicles, (c) vehicles used by members of the Garcia Siochana in the performance of their duties as such members. Revocation 6. The Road Traffic (Speed Limits) (County of Sligo) Bye-Laws, FIRST SCHEDULE Roads in the County of Sligo in the "built-up area" of the Borough of Sligo where a Special Speed Limit applies; namely the following: 1. The following roads in the Borough of Sligo shall have a Special Speed Limit as listed hereunder: (a) Road at Shannon Eighter and known as Scotsmans Walk where a Special Speed Limit of 80km/h shall apply. (b) The National Primary Road N15 for a distance of 203 metres south of the borough boundary. An extension of the 1 OOkm/h Special Speed Limit shall apply. (c) The National Primary Road N15 from a point 203m south of the Borough Boundary to a point 405m south of the Borough Boundary. A Special Speed Limit of 60km/h shall apply. (d) The N4 Sligo Inner Relief Road from a point 63metres south of the centre of Summerhill roundabout southwards to the Borough boundary. This applies to both north bound and south bound carriageways. A 1 OOkm/h special speed limit shall apply. 2

3 2. A "built-up area" speed limit shall apply within the Borough of Sligo. All roads within the Borough of Sligo shall have a speed limit of 50km/h under Section 5 (1) of the Road Traffic Act, 2004 except where a special speed limit or a roadworks speed limit applies SECOND SCHEDULE Roads in the County of Sligo where 50km/h shall be the special speed limit for mechanically propelled vehicles on the roads outside built-up areas. 1. The following road at Aclare:- (a) The Toorlestraun-Kilmacteige road (L ) between a point 435 metres east of its junction with the Drummartin Road (L ) and a point 66 metres west of its junction with the Swinford Road (L ). (b) The Drummartin road (L ) a point 90 metres northeast of its junction with the Toorlestrane - Kilmactigue road (L ). (c) The Swinford road (L ) a point 80 metres southwest of its junction with the Toorlestrane - Kilmactigue road (L ). 2. The following road at Ballincar (a) The Sligo-Rosses Point road (R291) between a point 63 metres east of its junction with the Lisnalurg Road (L ) and a point 574 metres east of its junction with the Gregg Road (L ). 3. The following roads at Ballymote:- (a) The Fair Green Road, Lord Edward Street, O'Connell Street, Back Road, Marren Park, The Lane, Hill View Drive. (b) The Tobercurry Road (R296) for a distance of 818 metres southwest of its junction with the Sligo Road (R293). (c) The Sligo Road (R293) for a distance of 636 metres north-west of its junction with the Tobercurry Road (R296). (d) Teeling Street and its continuation as the Riverstown Road (L- 1502) between its junction with the Tobercurry Road (R296) and a point 689 metres north-east of its junction with Lord Edward Street (R293). (e) Emmet Street and its continuation as Grafton Street and the Castlebaldwin Road (L-1604) for a distance of 390 metres southeast of its junction with Lord Edward Street (R293). 3

4 (f) The Boyle Road (R295) for a distance of 531 metres south-east of its junction with Wolfe Tone Street (L ). (g) Wolfe Tone Street and its continuation as the Keenaghan Road (L ) for a distance of 958 metres south east of its junction with the Boyle Road (R295). (h) The Gorteen Road (R293) for a distance of 590 metres south-west of its junction with Wolfe Tone Street (L ). (i) The Corhober Road (L ) for a distance of 214 metres south-east of its junction with the Keenaghan Road (L ). U) The Templehouse Road (L ) for distance of 446 metres north-west of its junction with the Sligo Road (R293). 4. The following roads at Ballinafad:- (a) The Carton-Hollybrook road (L ) between a point 340 metres south-east of its junction with the Bunnadubber Road and a point 30 metres north-west of its junction with the Gortalough Road (L ). (b) The Gortalough Road (L ) for a distance of 208 metres east of its junction with the Cartron - Hollybrook road (L ). (c) The Bunnadubber Road (L ) for a distance of 120 metres south-west of its junction with the Cartron-Hollybrook road (L ). 5. The following roads at Ballintogher:- (a) The Dromahair-Collooney (R290) road between a point 565 metres north-east of its junction with the Sligo Road (L ) and a point 438 metres south-west of the said junction. (b) The Sligo Road (L ) for a distance of 127 metres north-west of its junction with the Dromahair-Collooney road (R290). (c) The Coola Road (L ) for a distance of 424 metres south-east of its junction with the Dromahair - Collooney (R290). 6. The following roads at Ballygawley:- (a) The Sligo-Ballyfarnon road (R284) between a point 300 metres north of its junction with the Collooney Raod (R290) and a point 170 metres south of its junction with the Collooney Road (R290). (b) The Ballygawley-Ballintogher road (R290) for a distance 72 metres north-east of its junction with the Sligo-Ballyfarnon road (R284). 4

5 (c) The Ballygawley-Collooney road (R290) for a distance 40 metres south west of its junction with the Sligo-Ballyfarnon road (R284). 7. The following roads at Ballynacarrow:- (a) The Sligo-Galway Road (N 17) between a point 430metres northeast of its junction with the Rathnarrow Road (L ) and a point 380 metres south-west of the said junction. (b) The Rathnarrow Road (L ) for a distance of 318 metres north-west of its junction with the Sligo-Galway Road (N17). 8. The following roads at Ballysadare (Ballisodare):- (a) The Ballina - Sligo road (National Road N59) between a point 746 metres north-west of its junction with the Station Road (L ) to a point 701 metres north east of its junction with the Streamstown Road (L ) (b) The Collooney Road R290 for a distance 467 metres south-east of its junction with the Ballina - Sligo road (National Road N59). (c) The Station Road (L ) for a distance of 365 metres northeast of its junction with the Ballina - Sligo road (National Road N59). 9. The following roads at Bellaghy:- (a) The Charlestown-Collooney road (National Road N17) between the boundary of counties Mayo and Sligo and a point 158 metres north of its junction with the Banada Road (L ). (b) The Banada Road (L ) between its junction with the Charlestown-Collooney road (National Road N17) and a point 20 metres south of its junction with the Cully Road (L ). 10. The following roads at Bunnanaddan:- (a) The Ballymote-Tobercurry road (R296) between a point 506 metres north-east of its junction with the Achonry Road (L ) and a point 502 metres south of the said junction. (b) The Achonry Road (L ) for a distance of 299 metres west of its junction with the Ballymote-Tobercurry road (R296). 5

The following roads at Calry:- (a) The Calry Road (R278) between a point 187 metres west of its junction with the Calry National School Road (L ) and a point 535 metres west of said junction. 12. The following roads at Carney:- (a) The Drumcliff-Lissadell road between a point 60 metres south-east of its junction with Finned Lane (Junction of L and L-33051) and a point 290 metres south-east of its junction with the Ballygilgan Road (Junction of L and L ) (b) The Cooldrumman Road (L ) between its junction with the Drumcliff-Lissadell road (L ) and a point 266 metres north of its junction with Oxfield Road (L ). (c) Finned Lane (L ). (d) The Oxfield Road (L ) between its junction with the Cooldrumman Road (L ) and a point 250 metres east of this junction. 13. The following roads at Castlebaldwin:- (a) The Sligo-Dublin road (N4) between a point 172 metres north-west of its junction with the Ballymote Road (L ) and a point 155 metres south-east of the said junction. (b) The Ballyrush Road (L ) for a distance of 71 metres from its junction with the Sligo-Dublin road (N4). (c) The Ballymote Road (L ) for a distance of 328 metres west of its junction with the Sligo-Dublin road (N4). 14. The following roads at Cliffoney (a) The Sligo-Bundoran road (N15) between a point 201 metres southwest of its junction with the Mullaghmore Road and a point 271 metres north-east of the said junction. (b) The Mullaghmore Road (R279) for a distance of 286 metres northwest of its junction with the Sligo-Bundoran road (N15). (c) The Chapel Road (L ) for a distance of 475 metres southeast of its junction with the Sligo-Bundoran road (N15). (d) The road serving the County Council housing estate (Sycamore Heights). 6

The following roads at Cloonacool (a) The Coolaney-Drummartin road (L ) between a point 265 metres north-east of its junction with the Tobercurry Road (L ) and a point 340 metres south-west of the said junction. (b) The Tobercurry Road (L ) for a distance of 300 metres south-east of its junction with the Coolaney-Drummartin road (L ). 16. The following roads at Collooney:- (a) Old Street, Chapel Street, St. Mary's Green Road, Kiernan Avenue, Church View Road. (b) Barrack Street (L ) between a point 68 metres west of its junction with the Collooney roundabout and its junction with St. Mary's Green Road (L ). (c) The Knockbeg Road (L ) for a distance of 1207 metres south-west of its junction with St. Mary's Green Road (L ). (d) The Ballysadare Rd (R290) for a distance of 157m north of its junction with Coolaney Road (L ). (e) The Ballygawley Road (R290) between a point 28 metres east of its junction with the Collooney roundabout and a point 467 metres east of the said junction. (f) Accommodation road (L ) for the industrial complex for a distance of 287 metres north of its junction with the Ballygawley Road (R290). 17. The following roads at Coolaney-Rockfield:- (a) The Collooney-Rathbarron road (L ) at a point 170 metres south-west of its junction with the Cabragh Road (L ). (b) The Coolaney-Carrowgavneen (L ) for a distance of 76 metres north-west of its junction with the Collooney-Rathbarron Road (L ). (c) The Seeviness/Carrowgavneen road (L ) for a distance of 242 metres north west of its junction with the Rockfield-Shancough road (L ). (d) The Rockfield-Shancough (L ) road for a distance of 161 metres south west of its junction with the Seeviness Carrowgavneen road (L ). 7

8 (e) The Rathbarron road (L ) for a distance of 1 Om north of its junction with the Lissalough road (L ). (f) The Rockfield-Carrownleam Road (L ) for a distance of 224 metres south from its junction with the Rockfield-Shancough road (L ). (g) The Coolaney-Carrownacarrick Road (L ) for a distance of 496 metres south-east of its junction with the Collooney-Rathbarron Road (L ). (h) The Coolaney-Rathmore Road (L ) for a distance of 264 metres south-east of its junction with the Collooney-Rathbarron Road (L ). 18. The following roads at Culfadda:- (a) The Mullaghroe-Ballymote road (L ) between a point 210 metres south-east of its junction with the Keash Road (L ) and a point 610 metres north-west of the said junction. (b) The Keash Road (L ) for a distance of 211 metres north-east of its junction with the Mullaghroe-Ballymote road (L ). 19. The following roads at Dromore West:- (a) The Sligo-Ballina road (National Road N59) between a point 304 metres east of its junction with the Easkey Road R297 and a point 328 metres west of the said junction. (b) The Easkey Road R297 for a distance of 450 metres from its junction with the Sligo-Ballina road (National Road N59). 20. The following road at Drumcliff:- (a) The Sligo-Bundoran road (National Road N15) between a point 120 metres south of the entrance to Drum cliff Church (L ) and a point 60 metres north of its junction with the Ballynagalliagh Road (L ). 21. The following roads at Easkey:- (a) Mill Street, Shannons Park West Road. (b) The Dromore West-Enniscrone road R297 between a point 206 metres south east of its junction with (L ) and a point 480 metres west of its junction with the Shannons Park West Road (L ). 8

9 (c) The Fortland Road (L )for a distance of 525m south of its junction with the Easkey to Dromore-West Road (R297). 22. The following roads at Gorteen:- (a) Shannon Drive. (b) The Tobercurry-Boyle road (R294) between a point 400 metres north-west of its junction with the Ballymote-Ballaghaderreen road (R293) and a point 221 metres south-east of its junction with the Drumrolla Road (L ). (c) The Ballymote-Ballaghaderreen road (R293) between a point 427 metres north-east of its junction with the Tobercurry-Boyle road (R294) and a point 427 metres south-west of the said junction. (d) The Drumrolla Road (L ) for a distance of 98 metres northeast of its junction with the Tobercurry-Boyle road (R294). 23. The following roads at Grange:- (a) The Pine Grove (L ) housing estate roads. (b) The Sligo-Bundoran road (National Road N15) between a point 244 metres north-east of its junction with the Aghagad Road (L ) and a point 361 metres south-west of its junction with the Cashel Road (L ). (c) The Rinroe Road (L ) for a distance of 478 metres northwest of its junction with the Sligo-Bundoran road (National Road N15) and all roads serving housing estate contained within this zone. (d) L from its junction with N15 south to a point 419m south of this junction. (e) The Newtown Road (L ) from its junction with L east to a point 185m from this junction. 24. The following roads at lnishcrone (Enniscrone):- (a) The Cliff Road, The Pier Road, The Burma Road. (b) The Easkey-Ballina road, R297 between a point 61 metres northeast of its junction with the Frankford Road (L ) and a point 380 metres south-west of its junction with the Muckduff Road (L ). 9

10 (c) The road leading north from Main Street to the car park at the Hollow. (d) The Frankford Road (L ) for a distance of 711 metres south east of its junction with the Easkey-Ballina Road R The following roads at Lavagh:- (a) The Coolaney-Carnyara Road (L ) between a point 100 metres north-east of its junction with the Achonry Road (L ) and a point 102 metres south-west of the said junction. (b) The Achonry Road (L ) for a distance of 100 metres southeast of its junction with the Coolaney-Carnyara Road (L ). 26. The following roads at Mullaghmore:- (a) The road through Mullaghmore (R279) from a point 55 metres south of R279/L junction and its continuation as the Loop Road (L ) I (L ) by Mullaghmore Head to its junction with R279 at the Gate Lodge. (b) All public roads/estates in Mullaghmore north of the junction of R279/L (at the Gate Lodge). 27. The following roads at Monasteraden:- (a) The Ballaghaderreen-Mullaghroe road (L ) between a point 240 metres south-west of its junction with the Boyle Road (L ) and a point 555 metres north-east of the said junction. (b) The Moygara Road (L ) for a distance of 225 metres northeast of its junction with the Ballaghaderreen-Mullaghroe road (L ). (c) The Boyle Road (L ) for a distance of 110 metres south-east of its junction with the Ballaghaderreen-Mullaghroe road (L ). (d) The Clogher Road (L ) for a distance of 140 metres northwest of its junction with the Ballaghaderreen-Mullaghroe road (L ). 28. The following roads at Rathcormack:- (a) The Sligo-Bundoran road (National Road N15) between a point 142 metres North East of its junction with the Rosses Point Road (L ) and a point 415 metres north-west of its junction with the Clooneen Road (L ). 10

11 (b) Road extending north-east and its straight continuation as the Drum Road (L ) for a distance of 410 metres from its junction with the Sligo-Bundoran road (N15). (c) Road fronting the school (L ) from its junction with the Sligo Bundoran road (N 15) and its junction with the Drum Road (L-3405). (d) The Clooneen Road (L ) between its junction with the Sligo Bundoran Road (N 15) and a point 93 metres north-east of its junction with the Cloonderry Road (L ). 29. The following roads at Riverstown:- (a) The Rusheen-Heapstown road (L ) I (L ) between a point 423 metres north of its junction with the Cuiltylough Road (L ) and a point 686 metres south-east of its junction with the Drumfin Road (L ). (b) The Drumfin Road (L ) between its junction with the Rusheen-Heapstown road (L ) I (L ) and a point 35 metres west of its junction with the Tawnagh Road (L ). (c) The Tawnagh Road (L ) for a distance of 385 metres from its junction with the Drumfin Road (L ). (d) The road leading north-west along the river to the sewerage works from the northern side of the Drumfin Road. (e) The Cuiltylough road (L ) for a distance of 270 metres from its junction with the Rusheen Road (L ). 30. The following roads at Rosses Point:- (a) The Chapel Road (L ), Greenland, Greenland Cottages Road (L ), The Line, The Rosses Lane, The Village Road, Deadman's Point Road. (b) The Sligo Road (via the Promenade) (R291) between its termination at Bomore Point and a point 635 metres west of its junction with the Ballyweelin Road (L ). (c) All other public roads/estates in Rosses Point accessed via roads listed under sections 27(a) to 27(b). 11

The following roads adjacent to the Borough of Sligo:- (a) The Strandhill Road (R292) between the Borough boundary and a point 46 metres west of its junction with Gibraltar Road/Second Sea Road (L ). (b) The Cairns Road (L ) between the Borough boundary and a point 130 metres north-west of its junction with the Green Road (L ) (c) The Hazelwood Road (R286) and its continuation as the Dromahair Road between the Borough boundary and a point 960 metres south-east of its junction with Hazelwood Avenue (L ). (d) Hazelwood Avenue (L-7430) for a distance of 1750 metres south of its junction with the Hazelwood Road (R286). (e) The First Sea Road (L ) between the Borough boundary and its junction with Far Finisklin Road (L ). (f) Far Finisklin Road (L ) between the Borough boundary and its junction with the First Sea Road (L ). (g) The Gibraltar Road/Second Sea Road (L ) between its junction with the Sligo-Strandhill road (R292) and its junction with the First Sea Road (L ). (h) The Old Bundoran Road (L ) between the Borough Boundary and its junction with the N15. (i) The Calry Road (R278) between the Borough Boundary and a point 444 metres north-east of the Borough Boundary. U) The Oakfield Road (L ) and its continuation as the Ballyfree!Tonafortes road between the Borough boundary and a point 200m south of the borough boundary. 32. The following roads at Strandhill:- (a) Buenos Aires Drive, The Burma Road, The Golf Club Road. (b) The Sligo-Strandhill road (R292) from a point 20 metres west of its junction with the Knocknarea!Tully Road (L ) and a point 51 metres south of its junction with Local Road L in Carrowdough. (c) All other public roads/estates in Strandhill accessed via roads listed under sections 29(a) to 29(b) with the exception of L (Tully to Ransboro roundabout). 12

13 33. The following roads at Tobercurry:- (a) Humbert Street, Teeling Street, The Circular Road, The Carrowntober Road, The Square, The Back Lane. (b) The Collooney-Charlestown road via the Relief Road (N17) between a point 128 metres south-west of its junction with the Cloonacool Road (L ) and a point 140 metres north-east of its junction with Lovers Lane (L ). (c) The Ballina Road (R294) between its junction with the Collooney Charlestown road (N17) and a point 70 metres west of its junction with the Rhue Road (L ). (d) The Ballyara Road (L ) for a distance of 285 metres northwest of its junction with the Collooney-Charlestown road (N17). (e) The Carrowntober Housing Estate Roads. (f) Emmet Street and its continuation as the Gorteen Road (R294) for a distance of 530 metres south-east of its junction with the Square. (g) The Mountain Road (L ) for a distance 610 metres southeast of its junction with Teeling Street. (h) The Mountain Road Housing Estate Roads. 13

14 THIRD SCHEDULE Roads in the County of Sligo where 60 km/h shall be the Special Speed Limit for mechanically propelled vehicles. 1. The following road at Ballygawley:- (a) The Sligo-Ballyfarnan road (R284) between a point 300 metres north of its junction with the Collooney Road (R290) and a point 62 metres south east of its junction with the Mountain Foot Road (L- 3605). (b) The Ballygawley-Ballintogher road (R290) for a distance 72 metres north-east of its junction with the Sligo-Ballyfarnon road (R284). (c) The Ballygawley-Collooney road (R290) for a distance 40 metres south west of its junction with the Sligo-Ballyfarnon road (R284). 2. The following road at Ballynacarrow:- (a) The Sligo-Galway road (National Road N 17) between a point 430 metres north-east of its junction with the Rathnarrow Road (L ) and a point 526 metres north east of the junction. (b) The Sligo - Galway road (N17) between a point 380 metres south west of its junction with the Rathnarrow Road (L ) and a point 478 metres south west of the junction. 3. The following roads at Ballymote:- (a) The Tobercurry Road (R296) between a point 818 metres southwest of its junction with the Sligo Road (R293) and a point 1278 metres south-west of the junction. (b) The Sligo Road (R293) between a point 636 metres north-west of its junction with the Tobercurry Road and a point 910 metres northwest of the junction. 4. The following road of Ballysadare:- The Ballina - Sligo Road (National Road N59) between a point 701 metres north east of its junction with the Streamstown Road L and at a point 94 metres south-west of its junction with the Streamstown road L

The following roads at Belladrihid-Strandhill:- (a) The Belladrihid-Strandhill road R292 between a point 51 metres south of its junction with Local Road L in Carrowdough and a point 27 metres south-east of its junction with the Carrowgobbadagh-Tonafortes road (L ). (b) The Sligo-Strandhill Road (R292) from a point 20m west of its junction with the KnocknareafTully Road (L ) to a point 143m east of the same junction. (c) The Ransboro roundabout to Tully Road (L ) for a distance of 140 metres north of its junction with the Belladrihid-Strandhill road (R292). 6. The following road at Carney:- (a) The Oxfield Road (L ) between a point 250 metres east of junction with Cooldrumman Road (L ) and a point 670m east of this junction. 7. The following road at Carrowmore:- (a) The Carrowmore Road (L ) between its junction with the Sligo-Knocknarea road (L ) at Ballydoogan and its junction with the Strandhill-Belladrihid road (R292) at Knocknahur (Ransboro roundabout) 8. The following roads at Carrowroe:- (a) The R287 between the Borough boundary via Carrowroe Hill/Carrowroe roundabout and the point 121 metres east of its junction with the Aughamore near road (L ). (b) The Ballysadare Road (old N4) (L ) for a distance of 185 metres south of its junction with the R287. (c) The Ballyfarnon Road (R284) between its junction with the Ballintogher Road (R287) and a point 159 metres south of Drumaskibbole Crossroads. (d) The Lakeview-Holywell road (L ) between its junction with the Carrowroe-Ballintogher road (R287) and its junction with the Tonnaphubble-Aughamore road (L ). (e) The Green Road (L ). 15

16 (f) The Carrowgobbadagh Road (L ) between its junction with The Tonafortes Road (L ) and its junction with the Ballydrihid-Strandhill road (R292). (g) The exit from R287 (Carrowroe roundabout) to a point 100 metres south west of Carrowroe roundabout leading to the N4 dual carriageway. (h) The exit road fromn4 Dual carriageway at Carrowroe interchange from a point 325 metres south west of the roundabout to Carrowroe roundabout. 9. The following roads at Cliffoney:- (a) The Sligo Road (National Road N15) between a point 201 metres south-west of its junction with the Mullaghmore Road (R279) and a point 405 metres south-west of the said junction. (b) The Bundoran Road (National Road N15) between a point 271 metres north-east of its junction with the Mullaghmore Road (R279) and a point 514 metres north-east of the said junction. 10. The following road at Cloonloo:- (a) The Boyle Road (R294) at a point 151 m south east and 547m south east from the junction with the Tawran Road (L ). 11.
