Annual Halloween Contest Boo! Soon the ghosts & goblins will appear on the streets of Castle Rock. In addition to opening our doors to all those Trick or Treaters that come by, the Lakes is having our 4 th annual community haunting. How does it work? You adorn the exterior of your house in the best All Hollows Eve decorations and a panel of judges will come around the evening of Saturday, October 29th to view your handiwork and give out prizes for the top 3 winners. Please be ready (lights on) by 6:00 pm for the judges. Prizes include a $50 gift card. Having guests on Halloween? See gate instructions on page 5! Please Note: Community Yard Sale Saturday, November 5 7 am - 12 noon Our annual Yard Sale will be held on Saturday, Nov 5 (7:00 am - noon). We will advertise the sale in local media and open the gates at 7:00 am. You do not have to register just put your treasures out for the buyers to see. Anything you don't sell and you don't want should be brought to the Rec Center at noon for donating to Value Village. They will have a truck to collect the "leftovers" (or anything else you wish to donate) from the yard sale. The October Board Meeting will be one week earlier due to Halloween. The meeting will be on Monday, October 24 th in the Rec Center beginning at 6:30 pm. Account Balances 13

3 P A G E 3 WELCOME NEW HOMEOWNERS On Tuesday, September 20, Shirley Henning, Social Director, welcomed Kermit and Barbara Burton to their new home and although they were not completely moved in, they are already in love with the Castle Rock. Important Reminders And while Sharon O'Neal, another new homeowner was busy working in her front yard, the Welcome Committee made their visit and presented her also with a welcome basket. Please let us know as soon as a new neighbor moves in. Call Tony Bluto, our Manager at Tony will pass on the details to Shirley who will set up her new welcome visit. RECYCLE REWARDS PROGRAM Environmental Services (ES) has a new Recycle Rewards Program that will provide winning residents with a Do More Blue Card. The Do More Blue Card will offer discounts at local restaurants and eateries. Through December 2011, ES supervisors will be checking blue barrels in areas all across Tucson to see how well residents are recycling. Winners will be given the Do More Blue Card, along with ES s thanks for recycling correctly. Environmental Services wants to thank those who make an effort to recycle correctly, said Andrew Quigley, Environmental Services Director. We want to encourage customers to look at the recycling list and see if they are recycling all they can, but also to see they are recycling the right things. Residents who do not receive a Do More Blue Card will be given a flyer letting them know that their recycling bin was checked and did not meet the standards. Some common items that shouldn t go into a blue recycling barrel include: Plastic film. For example, plastic bags, dry cleaning bags, and film packaging should be taken to your grocery store for recycling -not put in your blue barrel. Food or used food containers. Green waste such as palm fronds, trimmings, grass cutting, leaves, dirt and cactus. Want to improve your recycling knowledge and, perhaps, your opportunity of winning a Do More Blue Card? Go to to find a list of recyclables and fill your blue barrel to the brim. There is no parking allowed on the curved area of any cul-de-sac. Emergency vehicles would not be able to get close enough to an incident if vehicles are parked there. This is especially true if the cars are left perpendicular to the curb. Cars and trucks parked in such a manor are subject to ticketing and towing. Please remind your guest not to park in the cul-de-sac. Do not let your dogs and cats roam. Coyotes, bobcats and other various predators (to say nothing about cars) are a constant in the neighborhood. Domestic pets are to be carefully watched over when outside in this area. Dogs must be on a leash at all times (city and neighborhood regulation). Pick up after your pet on common grounds. We have installed another poop bag station in front of the Fitness Center. These committees help create plans and solve issues in regards to many important projects. Openings include: Newsletter - gathers, writes and helps publish this new formatted, electronic newsletter. Design Review Committee - Reviews and approves requests from homeowners to make design changes to their properties such as changing their house color, putting on an addition, putting in a pool, etc. Landscaping Committee - Addresses issues with and makes future plans for the landscaping within our community. Lakes Committee - Addresses issues with Volunteer Now and makes future plans for the lakes within our community. Parking Committee - Addresses issues with and makes future plans for the parking rules and provisions within our community. Security / Gate Committee - Addresses issues with and makes future plans for the security within our community, including issues with the entrance and exit gates. Roads / Walkways Committee - Addresses issues with and makes future plans for the roads and walkways within our community. Recreational Facilities Committee - Addresses issues with and makes future plans for the recreational facilities within our community including the Rec Center, Fitness Center, and surrounding areas. Social / Welcome Committee - Plans community events, such as the annual yard sale, and coordinates activities for welcoming new homeowners to the community. Reserve Study Committee - Determines long-term budget needs for the community in regards to capital items. Many of these committees have only one or even no representatives. Even just a couple of hours a month would be a great help. Thank you. Invited Guests Halloween Night? In an effort to keep strangers out and vandalism down on Halloween night, there will be security officers posted at each gate. If you are having guests over for parties and TorT outings, please call Tony Bluto in advance so the guards will allow them into the Lakes. Those visitors not on the list will have to be cleared at the gate by calling the homeowner... and that will take time and be inconvenient. 7 Jon s Garden in the Lakes P A G E 7 By Jon Gibson, Complete Landscaping In Tucson, Arizona it is a common practice to over seed Bermuda grass with a suitable cool season winter grass. This provides a green cover when the Bermuda grass would otherwise be winter dormant. The proper procedure for successful over seeding involves (1) proper treatment of the Bermuda grass (prior to and during over seeding), (2) proper choice of over seed grass, and (3) proper execution of preparing the seed bed, mulching, post irrigation, fertilizer and mowing practices. Over seeding should take place when the daytime temperatures are maximum and the nighttime low temperatures are 55 or less. This will allow quick germination of the over seed, with little competition from a Bermuda grass which should have minimal mechanical disturbance done to it. Complete Landscaping starts the over seeding between September 15 th and October 15 th. We try to have it finished before November. First, the lawn should be dethatched before any seed ever goes down. About 4-5 weeks before over seeding, stop fertilizing the lawn completely. At two weeks before over seeding, cut the amount of water normally applied to the lawn by 50-75%. This will trick the grass to store winter food and slow its growth. For actual over seeding, slowly scalp the lawn by lowering the mowing height 1/4" at a time. Mow 60 to 70% of the grass height off. This will take 3-4 passes with the mower, each at a progressively lower mowing height. Remove the clippings with a bag-catcher lawn mower, or rake them up. Use either (but not any combination of) perennial ryegrass, annual ryegrass, or hybrid ryegrass. Complete Landscaping uses Perennial ryegrasses because it is by far the best looking, are darker green and have the best turf grass qualities. Annual ryegrass and the hybrid ryegrass are lighter in color, less dense and require a high mowing height (2.0 inches or higher). These latter two also grow profusely during the spring and require more mowing. Apply half of the seed, each in two directions, using either a rotary (centrifugal) or drop (gravity) spreader. Seed rates for all three of these ryegrasses should range between lbs. per thousand square feet. After seeding, drag a large leaf rake upside down several directions across the lawn. If possible, drag a weighted carpet across the lawn to drive the seed down in the canopy. Follow by topdressing with composted steer manure, or other cost effective weed-free mulch. Apply about 1/4" of manure by use of a wide coal shovel in a slinging motion. Roll the lawn in two directions. We irrigate five times a day at 6:00am, 9:00 am, 12:00 noon, 3:00 pm and 6:00pm. Do this until the grass emerges and is about one inch out of the soil. Then irrigate three times per day, apply about 1/4" of water. When the grass is 2.0 inches high, cut your water down to 1-2 times a day and mow it to a height of 1 1/2 inches with a sharp bladed mower. The turf must not be wet, or the seedlings may be pulled out. Follow by fertilizing the lawn with 1.0 pound of nitrogen from a quick release source, preferably which has phosphorous also. Water this in!!! Since the fertilized is a quick release it will burn the lawn if not watered in 100%. From this point on, mow the grass when it is 30% higher than the desirable base height. Mow regularly and always in a different direction each week.. This will help mature the seedlings into multiple tillered plants. Jon is a monthly contributor to your Castle Rock Times with great horticultural guidance. The very first nationwide test of the Emergency Alert System will be broadcast on 9 Nov at noon Arizona time. It will clearly be labeled as a test but there remains the possibility that some people will mistake it for a real emergency. The Local 911 is gearing up for a lot of panicked calls. Although the EAS Test may resemble the periodic, monthly EAS tests that most Americans are already familiar with, there will be some differences in what viewers will see and hear. The audio message will be the same for all EAS Participants; however, due to limitations in the EAS, the video message scroll may not be the same or indicate that This is a test. This is due to the use of the live EAN code the same code that would be used in an actual emergency. The text at the top of the television screen may indicate that an Emergency Alert Notification has been issued. Surprising, there has never been a coordinated test across the nation (all time zones), so it is a pretty big deal. This test will go out over most of the television and radio stations and on satellite radio in the country. FEMA will be doing pre -event publicity. If you want additional information, click on this hyper-link. eas_info.shtm. The test will last for approximately three minutes; however this may vary across the country.

8 P A G E 8 THINGS A BURGLAR WON'T TELL YOU 1. Of course I look familiar. I was here just last week cleaning your carpets, painting your shutters, or delivering your new refrigerator. 2. Hey, thanks for letting me use the bathroom when I was working in your yard last week. While I was in there, I unlatched the back window to make my return a little easier. 3. Love those flowers. That tells me you have taste... and taste means there are nice things inside. Those yard toys your kids leave out always make me wonder what type of gaming system they have. 4. Yes, I really do look for newspapers piled up on the driveway. And I might leave a pizza flyer in your front door to see how long it takes you to remove it. 5. If it snows while you're out of town, get a neighbor to create car and foot tracks into the house. Virgin drifts in the driveway are a dead giveaway. 6. If decorative glass is part of your front entrance, don't let your alarm company install the control pad where I can see if it's set. That makes it too easy. 7. A good security company alarms the window over the sink. And the windows on the second floor, which often access the master bedroom - and your jewelry. It's not a bad idea to put motion detectors up there too. 8. It's raining, you're fumbling with your umbrella, and you forget to lock your door - understandable. But understand this: I don't take a day off because of bad weather. 9. I always knock first. If you answer, I'll ask for directions somewhere or offer to clean your gutters. (Don't take me up on it.) 10. Do you really think I won't look in your sock drawer? I always check dresser drawers, the bedside table, and the medicine cabinet. 11. Here's a helpful hint: I almost never go into kids' rooms. 12. You're right: I won't have enough time to break into that safe where you keep your valuables. But if it's not bolted down, I'll take it with me. 13. A loud TV or radio can be a better deterrent than the best alarm system. If you're reluctant to leave your TV on while you're out of town, you can buy a $35 device that works on a timer and simulates the flickering glow of a real television. (Find it at Sometimes, I carry a clipboard. Sometimes, I dress like a lawn guy and carry a rake. I do my best to never, ever look like a crook. 15. The two things I hate most: loud dogs and nosy neighbors. 16. I'll break a window to get in, even if it makes a little noise. If your neighbor hears one loud sound, he'll stop what he's doing and wait to hear it again. If he doesn't hear it again, he'll just go back to what he was doing. It's human nature. 17. I'm not complaining, but why would you pay all that money for a fancy alarm system and leave your house without setting it? 18. I love looking in your windows. I'm looking for signs that you're home, and for flat screen TVs or gaming systems I'd like. I'll drive or walk through your neighborhood at night, before you close the blinds, just to pick my targets. 19. Avoid announcing your vacation on your Facebook page. It's easier than you think to look up your address. 20. To you, leaving that window open just a crack during the day is a way to let in a little fresh air. To me, it's an invitation. 21. If you don't answer when I knock, I try the door. Occasionally, I hit the jackpot and walk right in. Protection for you and your home: If you don't have a gun, here's a more humane way to wreck someone's evil plans for you.. (I guess I can get rid of the baseball bat.): WASP SPRAY A friend who is a receptionist in a church in a high risk area was concerned about someone coming into the office on Monday to rob them when they were counting the collection. She asked the local police department about using pepper spray and they recommended to her that she get a can of wasp spray instead. The wasp spray, they told her, can shoot up to twenty feet away and is a lot more accurate, while with the pepper spray, they have to get too close to you and could overpower you. The wasp spray temporarily blinds an attacker until they get to the hospital for an antidote. Board welcomed homeowners. HOMEOWNER INPUT The Board introduced themselves to the homeowners who were present. Homeowner suggested that the Board build higher curbs at the spot where there had been an accident and the car ended up in the lake. Homeowner suggested that the Board install a fountain in the big lake. Homeowner questioned why the Board had spent so much money installing the lights around the lake. Board response was that a lot of homeowners like to walk around there at night. Homeowner said that there are curbs that are cracked and not fixed. Board response was that they will look through the budget to see if there is money to repair next year. Homeowner questioned when the walls would be re-painted on the left by the 3-way stop. Homeowner suggested that at least two speed bumps be installed from the 3-way stop to the exit only gate. Homeowner informed Board that there is a large bush that blocks drivers view of pedestrians on Castle Rock. The parking issue on the cul-de-sac is getting better but still not totally resolved. Homeowner informed Board that the solar lights by the mailboxes are not working correctly. Homeowner informed Board that there are tables by the pool with glass tops that are broken. More chairs are also needed by the pool. Homeowner suggested that reflective tape be installed at the step down by the pool. Homeowner informed Board that there is another subdivision giving away wind screens that could be used at the tennis courts if Management Representative can arrange for pick-up. Also, the lights at the tennis court have not been cleaned in quite a while. Homeowner said that La Mariposa has a lift that he could borrow to clean the light bulbs. Homeowner also requested that the Board re-think installing a tennis practice wall at the tennis courts because it would interfere with residents trying to play tennis and the wall could be used by kids for other games that might interfere as well. Homeowner questioned whether there is still a police officer patrolling the neighborhood. Board replied that yes, the officer patrols on Thursday, Friday, and Saturday evenings and the times do vary. Homeowner informed Board that she had had difficulty using her clicker at the west gate. Board informed her of the security service that is available at the gate for situations like that. Homeowner commented that the Board is doing a great job. Homeowner informed the Board that someone in a yellow mustang or thunderbird had followed his wife to the fitness center early in the morning. Homeowner thinks that the individual might be the person who delivers the morning papers. Homeowner, on behalf of another homeowner, expressed his concern about the letter that the other homeowner had received regarding the cage she had built to care for a dove with a broken wing. The homeowner concerned was only trying to take care of an injured animal. Minutes continues on Page 10...

10 P A G E 1 0 Board Minutes Continue From Page 9... Homeowner questioned whether an architectural issue is really a CC & R violation. Board informed homeowner that there is a place in town that takes in injured birds and that homeowner can take the bird there. Homeowner informed Board that he had noticed a homeowner draining water from their pool onto the street by the exit only gate. Homeowner questioned as to how often the Association is replacing broken arms at the gate. Board response was that the number of replaced arms has gone down since the cameras were installed. Homeowner complimented Steve Schuldenfrei on the great job he has been doing with the newsletter. CALL TO ORDER Meeting was called to order at 7:09 p.m. LANDSCAPE COMMITTEE Chris Kaselemis informed the rest of the Board that he had asked the Management Representative to go over all the invoices from the landscaper to make sure that the Association had received all the plants that they had paid for. Landscape representatives attended the meeting to discuss the healthy pepper tree that had been removed. Apparently, there had been some miscommunication between the Board and the landscaper as to whom had requested the tree be removed. Landscaper assured the Board that they would replace the tree and further assured the Board that no work would be done unless a signature was obtained from a Board representative. The grass work would be completed either at the end of the week or at the beginning of the following week. APPROVAL OF MINUTES Motion (Kellman/Schuldenfrei) to approve the minutes from August MOTION PASSED. FINANCIAL REPORT Year to date expenses are in line with the amounts budgeted. Motion (Schuldenfrei/Baker) to accept the financial report of August MOTION 2012 Proposed Budget Treasurer informed the Board that it is necessary to form a budget committee to review the proposed budget. Motion (Kaselemis/Baker) to form a budget committee that will meet on October 16, 2011, at 6:30 p.m. to review budget. MOTION PASSED. MANAGER S REPORT Written report submitted to the Board. COMMITTEE REPORTS DRC The committee denied a homeowner s request to install a tennis wall on property. Homeowner has already built the wall. Board requested that Management Representative send a letter to the homeowner advising that the wall must be removed. Another request to install an arbor was additionally denied. The homeowner has already installed the arbor. Board requested that Management Representative send a letter to the homeowner advising that it must be taken down. Board reviewed the proposed resolution regarding flag poles on homeowners property. Motion (Kaselemis/Schuldenfrei) to approve a resolution that limits homeowner to one flagpole on the property and that the homeowner must submit an application to the Board before installing a flagpole. After discussion, Chris Kaselemis withdrew his motion. Motion (Schuldenfrei/Baker) to have the DRC review the proposed resolution and make necessary changes before the Board makes a decision. MOTION PASSED. A homeowner has installed an access gate from their property onto Tanque Verde. This was not approved and the Board requested that the Management Representative send a letter to the homeowner advising that it must be removed. Lakes - The Committee Chairman reported that the lakes are in good shape. Security/Gates The windows at the east gate need to be cleaned. A representative from Antech attended the meeting to discuss a proposal for $17,000 for installation of cameras at the west gate. He had watched all the videos from the cameras that had been temporarily installed. He observed two incidents with trailers and also saw a car parking on the loop to let other cars get in the neighborhood. He also observed a person in a car that was behind another homeowner who couldn t get their code to work get out of the car and use their code to let them in. Board discussed what action would be taken with information that is obtained from cameras, if cameras are installed. Board agreed that they would have to follow through and make individuals responsible for broken arms at the gate and any other damages that might be caused. Minutes continues on Page 11...

Communications Report provided to the Board. Social/Welcome Shirley Henning introduced Ronda, a volunteer homeowner for the committee, to the Board. Shirley has made contact with two new homeowners. There is another new homeowner planning to move into their house in October. Motion (Baker/Schuldenfrei) to appoint Shirley Henning as a Board member. MOTION PASSED. OLD BUSINESS None. NEW BUSINESS + Delinquency Notices Board reviewed notices. + Enforcement Policy for Review No decision made. + Carpenter Hazelwood s Homeowner Pays Collection Plan Provided to the Board for signatures. + Lot 241 Homeowner is requesting that late fees and interest be removed. He also asked for an explanation of his ledger. After brief discussion, Board agreed to print an expanded ledger. Management Representative will also check homeowner s file for certified letters that might have not been picked up by homeowner. Board will respond to homeowner in 15 days. NEXT MEETING Next meeting is scheduled for October 24, 2011 at 6:30 p.m. ADJOURNMENT Meeting was adjourned at 9:24 p.m. Burglar Tips continue from page 8... Glinka considers it inexpensive, easy to find, and more effective than mace or pepper spray. The cans typically shoot 20 to 30 feet; so if someone tries to break into your home, Glinka says, "spray the culprit in the eyes". It's a tip he's given to students for decades. It's also one he wants everyone to hear. If you're looking for protection, Glinka says look to the spray. "That's going to give you a chance to call the police; maybe get out." Maybe even save a life. Put your car keys beside your bed at night. Tell your spouse, your children, your neighbors, your parents, your Dr.'s office, the check-out girl at the market, everyone you run across. If you hear a noise outside your home or someone trying to get in your house, just press the panic button for your car. The alarm will be set off, and the horn will continue to sound until either you turn it off or the car battery dies. This tip came from a neighborhood watch coordinator. Next time you come home for the night and you start to put your keys away, think of this: It's a security alarm system that you probably already have and requires no installation. Test it. It will go off from most everywhere inside your house and will keep honking until your battery runs down or until you reset it with the button on the key fob chain. It works if you park in your driveway or garage. If your car alarm goes off when someone is trying to break into your house, odds are the burglar/rapist won't stick around. After a few seconds all the neighbors will be looking out their windows to see who is out there and sure enough the criminal won't want that. And remember to carry your keys while walking to your car in a parking lot. The alarm can work the same way there. This is something that should really be shared with everyone. Maybe it could save a life or a sexual abuse crime. Charge your cell phone in your bedroom. The bad guys sometimes cut phone and power lines before entering. Your cell phone give you another way to call for help. Please pass this on even If you've read it before. It's a reminder. Please share this with all the people in your life. Next Road Project Southern Arizona Paving Co. (same folks who did the Tanque Verde Road project) has begin construction to improve the Sabino Canyon Road and Tanque Verde Road Intersection. Crews will be working Monday through Friday, 6 a.m. to 4 p.m., with occasional night and weekend work. This project consists of removing the existing asphalt roadway within and near the intersection of Sabino Canyon Road and Tanque Verde Road. A new asphalt roadway will be constructed from north of the intersection south to Crestline Drive, along with new curbs, sidewalks, curb access ramps, driveways, streetlights and traffic signals.
