There is a herd of javelinas in the floodplain that runs along Bear Canyon. This is the time of year that they have their young. The babies look like footballs with four legs. The parents are very protective. It was just over a year ago that a lady and her dog were mauled up by E. Snyder Road (in the foothills). Keep your distance from these critters. Rattlesnakes are most active between April and October. Bites are usually caused by disturbing the snake who likes to hide in cool places such as under bushes. All species of rattlesnakes can deliver a dangerous bite. It s a myth that they will always rattle before they strike. For snakebite, call 911 immediately. Relax and move as little as possible but head to the nearest health care facility if advised by the 911 operator. Remove jewelry or shoes from the bite area. Do NOT treat with ice, tight bandages or cutting the area (that s for Hollywood only). A Scorpion sting causes pain, numbness and tingling. The bite can be very firm and requires medical care. Most people can recognize a Black Widow spider, but the Arizona Brown is also dangerous. It is often confused with the Brown Recluse spider and will be found in closets, woodpiles, folds of clothes and under sinks. Symptoms include pain and flulike illness. The wound site is large and slow to heal. The Black Widow bite is more like a pin prick. The bite may cause pain and cramping in the upper body, nausea, vomiting and headaches. Like scorpion stings, clean the area, place a cool compress over the sting. Get treatment. Parking Committee - Addresses issues with and makes future plans for the parking rules and provisions within our community. 5 Home Security Checklist PAGE 5 Use this as a guide as you check your home for safety measures. These are just some of the steps you can take to decrease the likelihood that you or your home is targeted. Exterior Doors All doors are locked at night and every time we leave the house even if it's just for a few minutes. Doors are solid hardwood or metal-clad. Doors feature wide-angle peepholes at heights everyone can use. If there are glass panels in or near our doors, they are reinforced in some way so that they cannot be shattered. All entryways have a working, keyed entry lock and sturdy deadbolt lock installed into the frame of the door. Spare keys are kept with a trusted neighbor, not under a doormat or planter, on a ledge, or in the mailbox. Garage and Sliding Door Security The door leading from the attached garage to the house is solid wood or medal-clad and protected with a quality keyed door lock and deadbolt. The overhead garage door has a lock so that we do not rely solely on the automatic door opener to provide security. Garage doors are all locked when leaving the house. The sliding glass door have strong, working key locks. A dowel or a pin to secure a glass door has been installed to prevent the door from being shoved aside or lifted off the track. The sliding door is locked every night and each time we leave the house. Protecting Windows Every window in the house has a working key lock or is securely pinned. Windows are always locked, even when they arc opened a few inches for ventilation. Outdoor Security Shrubs and bushes are trimmed so there is no place for someone to hide. There are no dark areas around our house, garage, or yard at night that would hide prowlers. Every outside door has a bright, working light to illuminate visitors. Floodlights arc used appropriately to ensure effective illumination. Outdoor lights are on in the evening whether someone is at home or not or a photocell or motion-sensitive lighting system has been installed. Our house number is clearly- displayed so police and other emergency vehicles can find the house quickly. Security When Away From Home At least two light timers have been set to turn the lights on and off in a logical sequence, when we are away from home for an extended time period. The motion detector or other alarm system (if we have one) has been activated when we leave home. Mail and newspaper deliveries have been stopped or arrangements for a neighbor/friend to pick them up have been made when we go away from home for a period of time. A neighbor has been asked to tend the yard and watch our home when we are away. Continues on Page 6...

Recreational Facilities Committee - Addresses issues with and makes future plans for the recreational facilities within our community including the Rec Center, Fitness Center, and surrounding areas. Social / Welcome Committee - Plans community events, such as the annual yard sale, and coordinates activities for welcoming new homeowners to the community. Reserve Study Committee - Determines long-term budget needs for the community in regards to capital items. Many of these committees have only one or even no representatives. Please contact our Community Manager, Tony Bluto at Cadden Management or one of the HOA Board Member (see below) if you are interested in helping in any capacity. Even just a couple of hours a month would be a great help. Outdoor Valuables and Personal Property Gate latches, garage doors, and shed doors are all locked with high-security, laminated padlocks. Gate latches, garage doors, and shed doors arc locked after every use. Grills, lawn mowers, and other valuables are stored in a locked garage or shed, or if out in the open, are hidden from view with a tarp and securely locked to a stationary point. Every bicycle is secured with a U-bar lock or quality padlock and chain. Bikes are always locked, even if we leave them for just a minute. Firearms are stored unloaded and locked in storage boxes and secured with trigger guard locks. Valuable items, such as television, stereos, and computers have been inscribed with identifying number approved by local police. Our home inventory is up-to-date and includes pictures. A complete copy is kept somewhere out of the house.

7 PAGE 7 Meet Your Neighbor Elly & Art Shapiro Roosevelt, New Jersey was organized in the Great Depression as a utopian homestead primarily for unemployed Jewish New York City garment workers. With a population of less than 1,000 and about 335 homes, Roosevelt is smaller than our Lakes at Castle Rock. Art Shapiro lived there all his life. In fact, for 60 years, he lived on the same street. Art is a retired special education professor. He taught at Kean University (formerly Newark State Teachers College) and Rutgers University. Art was town historian. He has written two books including an award winning volume on how kids learn disability stereotypes and how to teach acceptance. His mission in life is to eliminate the stereotypes and to foster understanding. In retirement, Art is writing his third book a history of Roosevelt New Jersey. Surprisingly, he has met three other families from Roosevelt who now call Tucson home. Elly s family escaped Austria in 1938 fleeing to Bolivia where Elly was born. After the war, the family moved to New York City and then across the Hudson to Jersey City. Elly trained as a nurse and continues to practice here in Tucson. Art & Elly moved to Tucson after lots of research. Every book on retirement they found mentioned Tucson as one of the best places to live says Elly. They knew that they wanted to escape the cold and snow of the mid Atlantic states and the Florida scene was not for them. The friendliness of the community drew them here. It s so easy to make friends here, says Art. Everyone waves. The neighbors are great. They also love the cactus and the mountains a far cry from New Jersey. Another big plus to living here in Tucson is that there is always something going on close by. It s all hassle free commented Art. They purchased their home from Lakes resident Dr. Dave Hisey in April The house was perfect. He even labeled each bush in the yard says Art. Dr. Hisey comes over to help whenever we have a question. Another attraction here in the Lakes is how well kept the public spaces are. The place looks good commented Elly. Art is a saxophone player and aficionado. He collects saxophone paintings and sculptures some of which made the trip to Tucson. The collection started as gifts from friends and family. It grew to thousands of pieces, filling his NJ home. We had a large house and the whole downstairs was filled with glass cabinets of collectables. Most he gave away or sold on a favorite pastime ebay. Roosevelt is an artist colony and their house is also adorned with original works signed by the artist who were also their friends. Their son is a comedy writer in Los Angeles and their daughter and son-inlaw live in Acton, MA. He is an astronomer with Harvard and the Smithsonian Institution. News in the Neighborhood Congratulations to our Manager, Tony Bluto on becoming a grandfather on March 30th. His daughter had a 6.9 lbs. baby girl just before midnight. Thank you to the anonymous homeowner who donated two new basketball nets. Our president, Mel Silverman was seen recently on a ladder, hanging up the nets. Thanks to Mel too.

Board introduced themselves to homeowners. HOMEOWNER INPUT Homeowner had ed Board about mistletoe in trees through out the association. He had spoken to some one at the Botanical Gardens about ways to deal with it and was told trimming was best but may not take care of it completely. Mr. Wiley of Complete Landscaping said it is best to trim a branch about 2 feet from the mistletoe to make sure to get it all. The tree department at Complete reviewed the number of trees and thought 20 hours at a cost of $550 should take care of the association trees. Homeowners had concerns that many tree with mistletoe are in homeowner s yards. Mr. Wiley said while their tree guys were on site they could take care of Homeowner s trees and charge the homeowner for this work on a tree to tree basis. Board will put something in the next newsletter to inform homeowners of this as well as ask homeowners to remove the mistletoe from their trees. Homeowner is concerned that the schools will be out soon and the kids could be out late around the association and cause trouble. Discussion followed about whether to add to the security patrols. This will be reviewed nearer to the end of the school year. Homeowner has concerns about the number of cracks in the road near his Lot. The Board took note of this. Homeowner asked if there is a set policy for placing lights on his wall. He will be using low wattage lights. Discussion followed and it was pointed out that there is a light law in place in Tucson because of Kit Peak. One Board member read the CC&Rs that cover lights on Lots. Homeowner asked Management Representative how many violation letters he sent out on his last site tour. Management Representative said around 70. The Board received an from a homeowner who had tried to book the Rec. Center and was unable to as she had not given the required 2 weeks notice. She was upset as the center is not booked that day by anyone else. Discussion followed. The Board decided to allow her to use the Rec. Center without the required notice just this once. Management Representative will let her and Deana Orr know the Boards decision. Discussion also followed after a homeowner wanted to know why the Rec. Center could not be booked for a holiday weekend like Thanksgiving. The Board would like this item placed on the next meeting s agenda. CALL TO ORDER Meeting was called to order at 7:05 p.m. LANDSCAPE COMMITTEE Mr. Kaselemis reported he was contacted by a homeowner who offered to serve on the Landscaping Committee. He also thanked Mr. Wiley for the good job done on the trees by Lake 9. He had also talked to someone about placing cement benches around the association. Mr. Wiley said Complete could do the same 4 foot benches and would give a bid for them to Management Representative. Mr. Kaselemis felt the cost for Complete to remove the mistletoe from the association s trees was a fair price. The tree root that is breaking the wall near Castle Rock and Lake Vista has been trimmed by the homeowner but the crack has not been repaired yet. Minutes Continue on Page 9

9 PAGE 9 Board Minutes continued from page 8... APPROVAL OF MINUTES Motion: to approve the minutes from February 23, 2009 as submitted. MOTION PASSED. FINANCIAL REPORT October 2008 Ms. Blumenthal noted that things look on track apart from the gas being higher than the amount budgeted for, which is understandable as it is normally higher in the winter months. The pest control costs are high too because of the termite contract. The landscaping costs are high because of the number of repairs to the irrigation. A new timer had to be installed. A Board member said he could not remember approving the new timer and was told by the Management Representative that for items like the timer he gives the approval. The Board would like to be told of any repairs that cost more than $250. Ms. Blumenthal informed the meeting that in the future the statement will show the CDs in order of maturing dates. Audit is under way. The auditor has already spent time at the Cadden office. One Board member asked if a property that is delinquent and goes into foreclosure does the association get any of the delinquent amounts. The Management Representative said it depends if there is any money left after the bank is paid the amount owed them. Motion: to approve the financial report. MOTION PASSED. MANAGER S REPORT Written report submitted to the Board. Homeowner had concerns about the trash always being out at the Fitness Center. The Management Representative has already taken care of it as he arranged for it to be emptied more often. Homeowner wanted to know about one property that has no landscaping rock in the yard. The Management Representative has sent the homeowner 2 letters and has spoken to the homeowner who is hurting for money at the moment so can not put down the rock. Discussion followed. Management Representative has spoken to Antech about the cost of placing extra bars on the entrance gates. Their bid has not been returned yet. COMMITTEE REPORTS DRC Approval was given for security door, pool, handicapped ramp, and paint color. It was noted the approval for the handicapped ramp did not include a hand rail and if the homeowner wanted to add one they would have to send in another ARC request. Lakes Concerns that the Lake 13 was low and the Management Representative said the pump is being worked on. Lake 14 has Cattails as they have not been sprayed as yet this year. The company that sprayed last year is asking if they can spray again this year. After discussion the Board asked the Management Representative to get a bid for this work. The pipe that refills Lake 5 is filling intermittently. The Management Representative said he checked on it on his way to the meeting and it was working fine. The Board asked him to talk to Complete about checking on the pipe. Security/Gates Discussion followed about the adding of an extra bar to the gates and how it would work. Some feel the Board may be reacting to the vehicle tires that were stolen and would be too expensive. Others felt the Board needed to be seen to be taking action. As the bid for this work has not been returned the Board tabled this item. Roads/Walkways Any work on the roads and sidewalk must stay with in the budgeted amount but these need to be maintained. Work has been done on the bridge behind the Rec. Center because of damage from tree roots. Recreational Facilities There are some concerns that the locks on the doors of the Fitness Center are not strong enough and it would be expensive to replace the fitness equipment if it was stolen. The Management Representative was asked to get bids for better locks for the center. It was felt some of the loungers need to be replaced. The cost of this will be researched. Social/Welcome No report at this time. Reserve Study No report at this time. Communications The ing of the newsletter is going well. The post cards that were sent out had the wrong phone number. There are still lots of post cards left and a sticker with the right phone number can be placed over the wrong one before mailing. One Board member felt an incentive could be offered to homeowners to return their addresses. After some discussion the Board decided to hold a drawing and offer one month s dues free. The Management Representative pointed out the dues needed to be paid and the Board agreed the association would pay it. Motion; to approve setting up a Drawing offering a month of free dues to homeowners for giving their addresses. MOTION PASSED. The cost of the Web Site was discussed and if there is a cheaper way. One Board member offered to host the web site as long as it is a Microsoft based website. He and another Board member will work on this. Forming A Finance Committee No report. 10 PAGE 10 Board Minutes continued from page 9... Request from GM to install a External Receiver: One homeowner has requested to be allowed to have a external receiver added to the entrance gates. GM will cover all the cost of installation and maintaining of this receiver as part of a system they offer to vehicle owners. It is programmable to the vehicles clickers. The Board agreed to allow this. Motion: to approve allowing this external receiver to be placed on the entrance gates. MOTION PASSED. Off duty officers rotating schedule: The officers will be rotating their schedules starting in March and in the future. One homeowner asked if the patrols are informed when a property is empty and was told by the Management Representative he would find out. Painting the walls within the community: One bid from Roberto was for $10,000. The Management Representative will review what amount was budgeted for this work. The Board agreed to approve the bid from Roberto as long as it stays within the budgeted amount. Motion: to approve the bid from Roberto as long as it is within the budgeted amount. MOTION PASSED. Additional work on the gates: Already discussed. Securing the Fitness Center: Already discussed.
