EXECUTIVE MEETING MINUTES of October 3, 2011: Presented by Jacques Drisdelle Moved by Jacques Drisdelle that the minutes be approved as distributed. Seconded by Roger Gysel - Carried 2. TREASURER S REPORT for October, 2011 Submitted by Ed Oliver 3. PITA Rule Changes Gordon Hannas holds securities for us and asking for Minutes of the A.G.M., Signatories and Annual Report. Invoice MH King Excavating - $ for work on the ranges. See Appendix 2 Concern was raised about the amount on this invoice. We have been invoiced for 15 hrs for a dump truck and operator for $1,350 and 11.5 hours labour for the dump truck driver at $ which the club feels is double charging. Mike Kind will be contacted about this in the hopes of eliminating this amount from the invoice. 1

2 5. OLD BUSINESS A. NEW HANDGUN RANGE DEVELOPMENT Scott Betts briefed us on the work that has been done to date on the grounds where the new handgun range if being proposed. Scott and Roy Betts have been doing some clearing of brush on the site. On October 11 th, Terry Chupa met with Lee Todd of Newco Logging and club member Jack Butler at the club. Mr. Todd and Butler looked over the proposed 5 bay site and they both felt that 50 to 70 hours of bulldozer and excavator work would be enough to complete the work. Mr. Todd has offered to donate a large bulldozer and excavator for $100/hr and Jack Butler has generously offered to donate his time for the project. There are two separate ranges being proposed on the same site. The first is the IPSC 5 bay handgun range with the right extreme bay incorporating a.22 calibre rifle metal silhouette range. At present we have reviewed this proposal and the executive supports this development in principle but no affirmative decision has been made to date. Jacques Drisdelle reported having checked the property lease and there is a clause that stipulates: The Lessee shall obtain a License to Cut from the Ministry of Forests before harvesting, clearing, cutting, burning or selling ANY merchantable or non-merchantable timber that is present on the Land. As a result a Jacques Drisdelle has been in touch with the Ministry of Forests, Lands and Natural Resources Operations, Judy Lucas and has made formal application for a Permit to Cut for the area designated above. Terry Chupa did contact Ken Turpel of the office of the Chief Provincial Firearms Officer in Victoria and after receiving some information on minimum construction pre-requisites and getting a verbal agreement from Turpel that the proposed dimensions and construction details would be followed. 2

Inside dimensions: 25 meters long, 20 meters wide. Back burm min. 4 meters, side burm min. 2.5 meters For IPSC, pistol, cowboy action and other disciplines. Inside dimensions: 25 meters long, 18 meters wide 4 meters, side burm min. 2.5 meters Bay 1 burm next to the rifle range will be extended to prevent any contact from the rifle range. The berms will be extended on all bays so shooters can be 5 to 10 meters inside berms when shooting. Bay 5 if possible, will have a burm along Bond Lake road property line, approximately 100 meters long. Scott Betts advised that the IPSC members are hosting the provincial championships in Lone Butte next September and they expect to raise between $2,000 to $3,000. As for the two ranges into one, the following resolution was adopted. RESOLUTION: Be it resolved that the Williams Lake Sportsmen s Association is in favour of constructing a new.22 rifle metal silhouette range to be incorporated into a new IPSC handgun range at the end of the existing trap range on the property at 920 Bond Lake Road. Further the club passed the following motion. MOTION: Moved by Gord Mayfield and seconded by Ed Oliver That the Williams Lake Sportsmen s Association allocation sufficient funds to build a new.22 rifle metal silhouette range to be incorporated into a new IPSC handgun range at the end of the existing trap range on the property at 920 Bond Lake Road. Carried. B. REQUEST FOR.22 RIFLE SILHOUETTE RANGE See item above which was dealt as a single issue. C. REMOVAL OF OLD WOODEN FENCE Jacques Drisdelle reported that the old wooden fence at the back of the clubhouse has been taken down and the old timber burned. 3

4 D. BLACK POWDER INTEREST Mic and Shelley Burich attended the meeting and they have agreed to work on organizing black powder shooting within the club. Mic and Shelley inquired about the old black powder trail that the club used in the past. A check of the Range Permits indicates that this was raised by the range inspector in the spring of 2011 and since that trail was no longer in use, it was not inspected and the shooting permit for that trail is no longer valid. Since that trail is on the Archery Club s property, it was suggested to Mic and Shelley that they communicate with Al Campsall and Lee Jackman about using the trail. It was also suggested that they communicate with the office of the Chief Provincial Firearms Officer for any details or criteria that would have to be followed in order to get this trail approved. Jacques will Al Campsall about the trail with copy to Mic & Shelley in order for them to get the Archer s approval for the trail. E. WILD GAME AWARDS AND FUNDRAISING BANQUET This event will be held at the Elk Hall on Saturday, February 4 th, 2012 The following responsibilities for the annual Wild Game and Awards dinner were shared with executive members requested assume various responsibilities. 5 6. NEW BUSINESS A. THEFT OF CLUB BRUSH/GRASS CUTTER Jacques Drisdelle reported that while working at the club on Sunday, October 30 th in the afternoon, he had been brush cutting with the club s brush/grass cutter behind the lagoon. The cutter was left while he went to the rifle range and when he returned the cutter was gone. One vehicle had driven past on Bond Lake. A check at the rifle range to confirm that it wasn t there and he then drove up Bond Lake Rd to Hwy 20 to see if he could find the vehicle that had driven by. He was unsuccessful in finding the suspect vehicle due to the lapse in time. There was a couple however cutting firewood whom he spoke with and they described an older blue station wagon with fake wood panelling being driven by an older couple. These people reported being at the Mount View store earlier and seeing the elderly couple there and reported that they had tried to steal some gasoline. Jacques went to the Mount View store and they confirmed the incident with the gas but they did not have any vehicle licence plate number as they had stopped the couple from driving away and had caused them to pay for the gas. B. NEW FENCING SPRING 2012 As part of taking down the old wooden fence, a new fence was proposed but no decision was made on what that would consist of. Members felt that there was no need for a fence now that cattle are not ranging around the property and the matter is concluded with the removal of the old fence. C. GRASS SEEDING OF RANGE BURMS Jacques reported making some inquiries about an appropriate grass seed for the burm in order to control weeds. Donald W. Biggin Manager, B.C. Operations PICKSEED, Abbotsford recommended the following: NaturePro Envirogreen Mixture 60% Hard Fescue 20% Creeping Red Fescue 20% Turf-type Perennial Ryegrass Suggested seeding rate: 60kg/ha Hard Fescue - Very low growing - Dense root system that gives it excellent drought resistance - Low fertility requirements - Tolerates shade well - Excellent winter hardiness. Creeping Red Fescue - Low growing - Sod forming grass with vigorous, creeping, fibrous root system - Good drought resistance, as well, like Hard Fescue, can tolerate high moisture situations - Low fertility requirements - Good shade tolerance - Excellent winter hardiness, produced in the Peace River region. Turf-type Perennial Ryegrass - Quick to establish, but likely will not survive over the long term. Used to give an initial quick cover. 5

6 This would require a minimum of 3 bags. This seed can be ordered from 153 Mile Fertilizer in Williams Lake. The cost is $81.00 per bag for a total of $ FOB Abbotsford. MOTION: Moved by Roger Gysel and seconded by Corky Berkelaar that the WLSA purchase the necessary seed for the sum of $ from Pickseed for use in the spring of Carried. D. ADDITIONAL BAFFLE REQUIRED ON LONG RANGE Jacques Drisdelle reported that while reading the correspondence that was received from the Chief Provincial Firearms Officer with our range authorizations that he came across the following instructions: Correspondence from the office of the Chief Provincial Firearms Officer dated May 12, 2010 in regards to range inspection of April 26, 2010 The inspector identified that that the Club makes every effort to operate their shooting range facility in a safe manner. As previously described, maintenance is required on the 200 metre rifle range In addition, it is highly recommended that the Club consider the placement of a further bank of ground baffles no further forward of the firing line than 5 meters. NOTE: THE PLACEMENT OF TARGETS ON TOP OR IN FRONT OF GROUND BAFFLES IS TO BE AVOIDED ACTION ITEM: The recommendation that came out of discussions was that Jacques or Barry contact Ken Turpel from CFPO and try and determine where we stand with this recommendation however strongly worded it is. E. RICK HANSEN 25 th ANNIVERSARY RELAY The following correspondence has been received. Arrival in Williams Lake is on March 25, 2012 and it ends here at the Complex in the ice arenas around 5:30pm. The group leaves the City on Tuesday, March 27 after spending a day in various schools in the community on March 26. It would be very cool to have the Argo used as a method of transportation and even better if you knew of someone from your organization who could be nominated to ride in it. 7 Deborah Radolla, BA Manager of Active Living City of Williams Lake The club agreed to put the Argo in the relay but Wayne advised that riding on pavement with a full load would be too stressful on the running gear and recommended not having more than 3 passengers plus the operator. Wayne Biffert agreed to operate the Argo for this even. Deborah Radolla will be informed of the club s decision. 7
