October Monthly summary On the following pages we highlight a few of the more notable cases along with statistical information. We also will highlight various ways we are connecting with the community and how volunteers play a role in policing. 1. PATROL INCIDENT SUMMARIES Theft Date: 10-02-2015 Time: 1642 Location: Rosedale Center; 1595 Hwy 36 CN: 15025077 Officer Vang responded to the mall on a report of a wallet stolen out of a purse.

2 1. PATROL INCIDENT SUMMARIES Theft Date: Time: 1642 Location: Rosedale Center; 1595 Hwy 36 CN: Officer Vang responded to the mall on a report of a wallet stolen out of a purse. Officers Lopez and Holtmeier traveled immediately to Target as this is a common practice for the suspects to use the credit cards immediately before the victim has a chance to cancel the cards. Officer Vang spoke with the victim and her friend who stated they were seated at the Caribou coffee when the suspect sat near them. The victim s friend observed the suspect reach down on the floor where the victim s purse was and take the wallet and run. The victim and her friend chased the suspect but lost sight of him. Officer Lopez informed officer Vang that Target loss prevention reviewed the transactions and discovered the victim s card had just been used to purchase $ in merchandise. Officers obtained still photos of the suspect from Target. Case has been assigned to Detective Kim. Weapon Date: Time: 2345 Location: Walmart; 1960 Twin Lakes Pkwy. CN: Officers were dispatched to a male who had been asked to leave Walmart because he had a gun. The male complied and was last seen walking on Co Rd C. Walmart employees told officers that the man had been in the store acting suspiciously and when approached by security he began emptying his pockets and a black handgun fell to the ground. The man told security it was fake, picked it up and left. Officer Eckert located the male hiding in the tall brush near Co Rd C & Prior Avenue. He shined his spotlight on the suspect and told him to step out and show his hands. The man complied with the orders but then began reaching towards his waistband. Officer Eckert yelled for him to keep his hands above his head and the suspect complied. Back-up arrived and they took the suspect into custody. When asked about the gun, he stated he had kicked it under the dumpster because he knew he was in trouble. Officers located a black handgun with the brand name Sig Sauer and model P226 printed on the gun. It was determined the gun was an airsoft gun which had the orange tip removed. It also had been filled with rocks in what appears to be an attempt to make the gun have a more realistic weight. One adult male from Fridley was arrested for Possession of Dangerous Weapon. Child Endangerment Date: Time: 1732 Location: Parking Lot of 1643 Co Rd B2 CN: Officers were dispatched regarding a male driving erratically in the parking lot with a small child on his lap. Officer Anderson arrived and found the suspect vehicle unoccupied and identified the registered owner. He then heard a male voice yelling, Stop, come back here. He observed the suspect/registered owner of the vehicle yelling and swearing at a child in the parking lot. The suspect saw Officer Anderson and brought his child to him telling him the police were good people and naming St. Paul Police officers he knew. The male appeared to be intoxicated. The suspect denied owning the vehicle and stated he would not be driving home because he knows he is buzzed up. He stated his son s mother was coming to pick them up, then later said his son s grandmother was coming. He changed his story multiple times and officers determined he had not contacted anyone for a ride. Officer Anderson contacted the suspect s mother to come pick them up. The suspect took his son into Dick s Sporting Goods to use the restroom. Officers were attempting to locate the original complainant when another person approached and said there was a male behind Best Buy yelling at a child. Officers located the suspect and his child behind the businesses and he attempted to ignore them when they told Page 1

3 him to stop walking away. The suspect was becoming more combative and confused. At this time a Best Buy employee approached and told officers that the suspect was just seen attempting to enter an employee s vehicle. The suspect stated he was drunk and didn t know what he was doing. He began to squeeze his son tighter and not letting him go, possibly attempting to avoid being arrested. Officers were concerned for the child s safety. Eventually the suspect let his child go as he began swearing at officers. The child s grandmother arrived to take custody of the child. One adult male from Little Canada was arrested for GM Child Endangerment. 2. INVESTIGATIONS CN Commercial Burglary: On 10/7/15, Officers Pitzl & Sisterman were dispatched to the Sprint Store on an overnight burglary. Officers spoke to an employee who stated when he arrived at the business that morning, he found ceiling tiles were missing in the storage room and observed a large hole in the roof. The employee noted several boxes of merchandise were missing. Officers gained access to the roof and found a large hole had been cut. Sprint estimated over $60,000 in product was stolen. Det. Mooney arrived to process the scene. Several items of evidence were recovered and multiple areas were fingerprinted. Detectives spoke to nearby construction workers and also the cleaning crew and no one witnessed anything unusual. Case pending DNA analysis. CN Burglary: On 10/22/15 at approximately 0330 hours, Roseville Officers were monitoring a pursuit in progress by Ramsey County Sheriff s Office. The vehicle they were chasing registered to a 2015 Dodge Ram and the owner lives in Roseville. Sgt. Arneson and Officer Weber traveled to the area of the owner s home in the event the suspect would attempt to go home. The pursuit went into Anoka County and the suspects bailed, leaving behind a handgun. Officers traveled to the owner s home and noticed the service door to the garage had been forced open. Officers knocked loudly and were eventually able to wake the homeowners who had no idea their truck had been stolen. In addition to the truck, the suspects stole an airsoft gun and rummaged through another vehicle in the garage. Both adults and two children were asleep inside the home during this burglary. Crime Scene Officer Anderson was called to process the scene for DNA and fingerprints. On 10/24/15, Officer Craven was called back to the scene to recover a flashlight left behind by the suspects and to lift fingerprints from the recovered stolen truck. Det. Kim was assigned this case for follow up. After speaking with RCSO detectives, he learned two suspects were arrested after fleeing on foot. They crashed the truck into a drainage ditch where it was submerged in several feet of water. Det. Kim met with RCSO Investigators and together they interviewed the suspects, who both refused to speak to officers. During the course of the investigation, Det. Kim learned the same suspects were possibly responsible for two theft from auto calls and an additional burglary in Roseville during the same timeframe. Property was found on the suspects person that belonged to victims of the above mentioned incidents. Det. Kim authored and executed search warrants to obtain DNA from both suspects. All DNA, fingerprints, and known samples were submitted to the BCA for processing. Case pending lab results. Search Warrants: Det. Kim authored and executed two DNA warrants for suspects in a burglary/auto theft/flee case. Page 2

5 4. COMMUNITY INVOLVEMENT CRC Yunke and three Park Patrollers helped set-up and distribute ice for Tapped and Uncorked. CRC Yunke organized a neighborhood meeting with Lake McCarron s Neighborhood Association (LMNA). Sgt. Adams, Officers Lopez, Steinberg, and Cox attended to discuss the recent crimes in the neighborhood and to introduce themselves as they all patrol the area. LMNA President Sherry Sanders helped recruit four additional block contacts for Neighborhood Watch. CRC Yunke attended the Karen Organization of Minnesota s Annual Gala. CRC Yunke presented Accountability vs. Privacy: Police Body Camera Policy & shared success stories from the past four years of our Outreach activities to the DFL Senate District 66 along with Sheriff Matt Bostrom. CRC Yunke coordinated and Lt. Rosand presented De-escalation and security tips for Social Workers. This was a partnership with Keystone. 29 Social Workers from 13 different organizations attended. CRC Yunke is working with the Roseville School District on a couple of collaborations. This year s New American Forum will be held at Fairview Alternative High School with the intention to broaden the access to audiences beyond SE Roseville and into other underrepresented communities. The forum will be held in mid-december. After school programs - a collaboration with Police, Fire, and Parks and Recreation. The city-side of the collaboration will host four after school open-gym sessions with 3-5 th graders at Central Park Elementary. The sessions will allow for positive interactions and opportunities for public safety to offer safety tips. Parks and Recreation will have the opportunity to market upcoming recreational opportunities. The other after school program will be a continuation of last year s Police Department Soccer Clinic at Fairview Alternative High School and will run during March. Police were the highlight of a City of Roseville Friday FAQ video featuring Sgt. Engh talking about Theft. This video had over 1,100 views. On October 18, 2015 seven youth Police Explorers and three Adult Advisors traveled to the Duluth area to attend the 19 th Annual Duluth Explorer Conference. The Explorers and Advisors began the weekend trip with a holiday themed bonding experience in Canal Park. During the month of October, the William A. Irvin lake freighter is transformed into a haunted ship complete with zombies, ghosts, and a maze of terror. Luckily all the Explorers and Advisors survived the experience in order to get up bright and early for a full day of competitions. Page 4

On October 19 th the group traveled to the Fond du Lac Tribal and Community College where they spent the morning and afternoon competing in events including: Job Interview, Field First Aid, Traffic

After a short break to relax and rest their minds, the group returned to the college for the Banquet and Award Ceremony where they learned they received Second Place in the Hostage Negotiation event! The evening concluded with mini-golf and laser tag at Adventure Zone in Downtown Duluth. On October 20 everyone attended a short send-off at the college and made the drive back to Roseville. Thank you to everyone s support of the Roseville Police Explorer program, which made it possible for us to send two excited teams of youth Explorers to the Duluth Competition this year. From our achievements, we can see that the hard work and dedication of the Explorers is paying off. Sgt. Adams, his crew and several reserve officers visited the Haunted House at Alameda Estates. 5. VOLUNTEERS Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We also have a steady stream of student interns who are helping us out by running errands for investigations, assisting with paperwork for administration, analyzing statistical data and so much more. The value of volunteer time in MN in 2014 was $24.83 per hour. That is a value of $10, this month alone! Reserves and Park Patrol are actual hours. Interns is an estimate of hours. Page 5

7 6. TRAINING The Roseville Police Department strives to have the highest trained officers and staff possible. Each month our Officers and Staff attend countless hours of training on a variety of subjects.
