1 RESOLUTION NO / l5" Recreation Department Budget Adjustment - Unanticipated Revenues (RadioFlash Film, LLC) WHEREAS, Idaho Code provides that the Board of County Commissioners may adjust the budget as adopted to reflect the receipt of unscheduled revenue, grants, or donations from federal, state or local governments or private sources, provided thatthere shall be no increase in anticipated property taxes; and WHEREAS, the Recreation Department received and granted a request from RadioFlash Film, LLC earlier thisyear to utilize the Hope Marina including the boatlaunch anddocks for a film project; and WHEREAS, RadioFlash Film, LLC donated $2000 to the BonnerCounty Parks& Waterways Department to go towards improvement of the Swimming area beneath the Hope Bridge; and WHEREAS, it would be in the best interest of the Recreation Department to utilize these funds during the current fiscal year to make improvements at the Swimming area beneath the Hope Bridge. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Bonner County, Idaho hereby authorize the Clerk to schedule revenue in the FY2018 budget for the Recreation Department, account 030, line item 7860 Miscellaneous Expenses and increase by $2,000. In return they donated $2,000 to the Parks & Waterways Department for improvements to the Swimming area beneath the Hope Bridge. The attachedresolution if approved would authorize the Clerk to move the $2,000 into the Recreation (Parks & Waterways) budget for Distribution: Original to BOCC copy to Jennifer Rails V A suggested motion would be: Mr. Chairman based on the information before us I move that the County approve Resolution # / authorizing the adjustment of the Parks & Waterways Department budgetto reflect the receipt of unanticipated funds in the amount of $2,000 received from RadioFlash Film, LLC for improvements to the swimming area beneath the Hope Bridge. ID Phone: (208) Ext. 4 September 12, 2017 Memorandum Facilities & Recreation Item #1 To: Commissioners From: Steve Klatt Facilities & Recreation Director Re: Film Crew Request for Access/Use of the Hope Marina (Including Hope Bridge and the Neighboring Access Road, Paricing Lot and Docks Below) RadioFlash Film, LLC is requesting permission from Bonner County to utilize the Hope Marina including the boat launch and docks. They currently have a permit with the Idaho Department of Transportation and the cities of Hope and East Hope to close all northbound and southbound lanes along Highway 200 from Main Street in Hope to Centennial Blvd in East Hope except to local residents. Local boaters can use Pringle Park and Trestle Creek. Larger boats and Marine Patrol will be permitted accessto the Hope Boat Basin on an as needed basis. RadioFlash Film. LLC will donate $2000 to the Bonner County Parks & Waterways to go towards the improvement of the Swimming area beneath the Hope Bridge. The film crew has provided an insurance certificate to Bonner County and all relevant agencies indemnifying them from liability related to the filming. Distribution: Original to BOCC copy to Steve Klatt and Jennifer Rails A suggested motion would be: Mr. Chairman based on the information before us I move that the County approve the request by RadioFlash Film, LLC to utilize the Hope Bridge and Marina, neighboring access road, parking lot and docks for a film with conditions specified by Bonner County. Local boaters will be able to use Pringle Park and Trestle Creek. The film crew is thankful for this opportunity and will donate $2,000 to the Bonner County Parks & Waterways Department for the improvement of the Swimming area beneath Hope Bridge. The Bonner County Board ofcommissioners do permit and authorize the use ofthe Hope Marina, Hope Bridge, neighboring access road, parking lot and docks below for a commercial venture. This event will take place September 20'^ and 2r'. RadioFlash Film, LLC has obtained a permit with the Idaho Department of Transportation and the cities of Hope and East Hope to close all Northbound and Southbound lanes along Highway 200 except to local residents. Local boaters will be able to use Pringle Park &Trestle Creek; large boats and Marine Patrol will be permitted access to the Hope Boat Basin on an as needed basis. RadioFlash Film, LLC has provided a Certificate ofliability Insurance and Bonner County is named as an additional insured and loss payee. The film crew will post "No Parking 9/20 &9/21" signs in advance on Hope Boat Basin access road. Trailers and Production Trucks will arrive on September at the parking lot/access road. Film crew will startfilm production on September 21=' and will wrap film production and close by 11:00 p.m. RadioFlash Film, LLC is thankful for this opportunity and will donate $2,000 to Bonner County for the improvement ofthe Swimming area beneath Hope Bridge.
