4 , PORTAGE COUNTY CAN Dear Stevens Point City Clerk, Portage County Can is a coalition of community businesses, organizations, and individuals committed to promoting physical activity and healthy eating. To that end, we would like to plan a free, community event to celebrate Bike to Work Week and Day on Friday May 16th from 3:3-5:3pm on the central square in downtown Stevens Point. The event will involve a bike rodeo for children to learn about bike safety. This will be conducted by the city police department. Also, community leaders (Patty Dreier, Mayor Halverson, WYTE's AJ) will speak on behalf of the benefits of biking as a form of transportation. At two times during the 2-hour event, one ofthe speakers will lead a bike ride to support new riders in feeling more confident. One will be family oriented and head out into Pfiffner and Bukolt parks. The other ride will be a short route through the city to highlight the destinations that are accessible by bike. We will also have a table that will provide informational materials from a wide variety of national and local cycling advocacy and business entities. We anticipate a total of approximately 1-15 individuals taking part in the event, with no more than 3-5 being present at any given moment. It will be open to anyone interested in celebrating Bike to Work Week or learning more about how to bike more often in Steven Point and Portage County. The event will be promoted through radio, print and social media, and through worksite wellness programs in numerous employers. The individuals within PC Can who are planning this even include representatives from the school district, city public transportation office, county planning and zoning, UWSP, and Ministry Health. 5 Dear Stevens Point City Clerk, This letter is a follow-up to the original request by the Bike to Work Week committee to use the downtown square for a Bike to Work Day community event from 3:3-5:pm on May 16 th. This letter is to clarify the details of the square s usage. Road Closure: We are requesting road closure in order to facilitate a Bike Rodeo (with the SPPD & Sherriff s Office) and programming at the downtown square. Our ideal closure request includes closing the entire loop around the square from 3:-5:3pm with barricades at the Main St. intersections east and west & the 2 nd St. intersections north and south. This is indicated by the red line on attached map. If our ideal closure request is denied we d like to request an alternative closure, which would include 2 spaces outlined in blue on the attached map: 1) the small section of 2 nd St (and parking spaces) to the north of the loop with barricades at the loop intersection and the T intersection at the stop sign, and 2) the west section of the square parking for use by the City Travel Trainer to park a City bus (Marlene Pohl sought approval) to provide education and demos on traveling with a bicycle (on and off the bus). Itinerary: Tricia Church (City of SP Engineering Dept.) spoke to the farmers at the 3/29/14 farmers market meeting to make sure that farmers selling that day could be out of their stalls by 3:pm. 3:3-3:45 Arrival (anyone from the community can gather at the square for the event) 3:45-5: Bike Rodeo (kids and adults can participate to learn more about safe bicycling.) 4:3-4:4 Speaker (Mayor Halverson, etc. will speak about the importance of bicycling in our community) 4:45 Family Ride (Mayor Halverson will lead a short bike ride from the square through Pfiffner Park to showcase the accessibility of city parks by bike) 5: City Ride (County Executive Patty Dreier and AJ from WYTE will lead a bike ride from the square to showcase how enjoyable and safe riding through town is) Please contact me if you have any questions about the details of this request. 6 May 16, 214 Request Closure of Street Request for Bike 2 Work Week/School Event Blue - If our ideal closure request is denied we d like to request an alternative closure. This area will provide room and accomodiation for a bicycle rodeo that the City of Stevens Point Police Department will be setting up. Red - First request closure from 3: - 5:3 for the entire loop around the square with barricades at the Main St. intersections east & west and the 2nd St. intersections north and south As a part of our second option request, we request that this portion of the parking area be closed off for the use and coordination with the City Travel Trainer to park a City bus. We request approval from the Public Protection Committee to proceed with planning for this event. The Run, Bike, Unite Duathlon would begin at 8:3 a.m. and it features three separate stages for the Full Duathlon-a 2-mile run, a 16-mile bike ride, and a final 2-mile run. A map of the proposed routes for each stage is enclosed. We anticipate most participants will complete the entire course in 1112 to 2112 hours. In addition to the Full Duathlon, for 214, we are again planning to hold a Kids' Duathlon that will take place on Friday evening, Aug. 22, also at the UWSP campus. To better facilitate the Start/Finish and transition areas and to ensure participant and spectator safety, we would like to close two sections of road for the duration of the event including: the North and Southbound lanes of Michigan Ave. from Stanley Street to Northpoint Drive; and the North and Southbound lanes of Illinois Avenue from 4 1 h Avenue to Maria Drive on Saturday, Aug. 23, from 6 a.m. until 11 :3 a.m. to provide all participants enough time to finish. This would allow participants to start quickly and safely transition between stages. A map denoting the requested closure area on Michigan Avenue and Illinois Avenue is attached. We are currently working with an assigned team from the university to accommodate the event. With the university out-of-session at the time of the event, our contacts at UWSP do not feel this would pose any problems. We would be happy to send a representative to an upcoming Public Protection Committee meeting to discuss in further detail our plans for this community event. 12 April 4, 214 Mr. John Moe City Clerk, City of Stevens Point 1515 Strongs Avenue Stevens Point, WI Re: ArtsWalk/Mass Guitar Incident Friday, May 16, 214 Downtown Stevens Point Dear Mr. Moe, The Arts Alliance of Portage County is happy to announce and seeks approval from the City to have the 9 th annual ArtsWalk and Mass Guitar Incident on Friday, May 16, 214 in downtown Stevens Point. ArtsWalk is an annual community celebration of artistic expression by local artists, performers, students and community members. ArtsWalk is from 5-8 pm and includes art displays in storefront windows, art gallery artist receptions, sidewalk art demonstrations, and the Mass Guitar Incident, a gathering of community guitarists playing music together. ArtsWalk promotes downtown businesses, the arts, and our community. The Arts Alliance is partnering with local businesses on Main Street, as well as with the Children s Museum and the Fox Theater in hosting this event. The Fox Theater plans a photo opportunity fundraiser as well as hosting the Mass Guitar Incident outside the Theater. The Children s Museum plans to host a student art show and art making. Participating businesses will host artists and their work. The Hub Stage by Shopko and the bus depot will feature music and dance presentations by local schools, and the Suzuki Center. To make the event safe and successful we respectfully request the following assistance: Partial Street Closure: Closure of block of Main Street from Strongs Avenue to Third Avenue from 4:3 pm 8 pm, Friday, May 16, 214. Electricity at the bus hub band stand by the bus station by Shopko from 4 7 pm.
