November 7, 2012 John Moe City Clerk 1515 Strongs Ave. Dear Mr. Moe- I am writing to you from St. Paul Lutheran School to request permission to have a 5K run/walk fundraiser in our church/school neighborhood. We would like to have the 5K and a small fun run of about mile for the younger children on Saturday, April 2ih, We would propose starting the fun run at 9:00 am and the 5K run/walk at 9:30 am. A copy ofthe proposed route is attached to this letter. This route seems to have the least amount of traffic disruption and seems to be the safest route we could come up with starting and ending at the school. If possible, we would like to close off the small section of Oak Street between Wyatt Ave. and East Ave. and have the start and finish lines there. We have appreciated the city's assistance and support which has helped make our race successful as last year we reached our cap of 2,000 entries. We are requesting permission to use the same route for the Point Bock Run that we have used the last four years and have the following road closures and parking restrictions implemented. Close Water Street from Francis Street to Matilda Street at S:oo am for the start/finish area setup and keep it closed until3:oo pm. Divert Water St. traffic onto Williams St. from noon to 1 p.m. Close West River Drive from County Highway HH north to West Mapleridge Drive between noon and 1 p.m. Parking be prohibited on Water Street from Francis Street south to Whiting Avenue, and Whiting Avenue from Water Street to County Highway HH. We request that temporary "no parking" signs be installed for the morning of March 2nd and removed by early afternoon. We believe these road closures and restrictions on parking will make the race course safer for all runners and spectators involved. Davy and talked with Tom Schrader at Parks & Rec. and both have said that they don t see issues with closing these roads and that these three options are definitely possible (please see attached route, the top route is the same as last year, the bottom 3 are new proposals). To make the closing of roads along the additional route feasible this route will be very small (about miles long), high traffic areas were avoided, SP police officers will be contracted at specific traffic crossings, volunteers will be positioned along the route for information and added assistance, signage and/or road paint will navigate the participants through the route, detours and signage will be posted as needed, about ½ of it will run along Pfiffner Park trails, route residents will be notified through multiple means, and pre-event promotions and advertising will be much greater (as noted by the awarded 2012 Community Foundation of Central WI grant). Just as for 2012, UWSP Adventure Tours will lead the event coordination and development with help from local partners & supporters Active Portage County, Stevens Point Area Convention & Visitors Bureau, and more Upon approval, I will setup a volunteer committee again to plan and organize this event for use of best practices and expanding event resources. I m estimating there will be between people participating throughout this event in 2013 and it will hopefully grow to be as large (or larger than) Walk Wisconsin in future years. Active Portage County supported this event with a grant for 2012 and the Community Foundation of Central WI has awarded a $3,000 grant for the 2013 event! Just as the 2012 event did, I believe next year s event will serve the general public interest reflected in the goals stated above and the event will not cause safety or capacity problems. With support from the City of Stevens Point I will work with local municipal departments (Engineering, Fire/EMS, Parks/Rec/Forestry, Police, etc.) in finalizing the event route, planning for emergencies, and other logistics. I would very much appreciate your continued support in this event, approval of last year s route, and approval of closing roads for one of the proposed new routes (as an additional route).
