1 TOWN OF WOLSELEY MINUTES JUNE 18, 2014 The regular meeting of the Council of the Town of Wolseley, in the Province of Saskatchewan was held in the Council Chambers at the Town Office located at 610 Varennes Street on June 18, 2014 at 7:00 p.m. Present: Councilor Dan McKenna Councilor Gerald Hill Councilor Troy Kyle Administrator Candice Quintyn Councilor Randy Quintyn Councilor Ron Lyke Councilor Larry Hilderman Mayor Dennis Fjestad Absent: CALL TO ORDER A quorum being present, Mayor Fjestad called the meeting to order at 7:01 p.m. AGENDA 236/14 LYKE/KYLE that the agenda be adopted as presented, with additions. MINUTES 237/14 QUINTYN/MCKENNA that the minutes of the Regular Meeting on June 4, 2014 be approved. ACCOUNTS 238/14 LYKE/HILL that cheque # s to totaling $7, be ratified. 239/14 MCKENNA/HILDERMAN that cheque # s to totaling $1, be approved with the exception of cheque # Councilor Quintyn declares a pecuniary interest and leaves the Council Chamber at 7:11 pm. 240/14 LYKE/HILL that cheque # payable to Greyhound Courier Express in the amount of $58.82 be approved. Councilor Quintyn returns to the Council Chamber at 7:12 pm. 241/14 HILL/LYKE that the Statement of Financial Activities detailed for the month ended May 31, 2014 be approved as presented. ADMINISTRATOR S REPORT 1) TD EasyWeb update as to where the accounts are at. As a side note, Administrator will be working on getting the 2014 Budgeted Reserves put into Term Accounts as resolved by Council (Fire Truck, Land, Payloader). 2) TAXervice Updates Roll# : the Provincial Mediation Board (PMB) hasn t received anything from the assessed owner. Deadline is July 7, If there is no contact, consent to take title will be granted to the Town of Wolseley. The Town can then apply for title and the assessed owner will have no further claim to it.
2 Town of Wolseley Regular Minutes June 18, 2014 Page 2 Roll# : the assessed owner has agreed to pay $200.00/month starting July 1, TAXervice has drafted an agreement for the Town and the assessed owner to sign. Should there be any default in payment, TAXervice will receive immediate notification, the agreement void and there would be a continuation with enforcement where we left off. A new agreement can be drafted after 12 months should there be any changes. 3) Weight Restrictions on Streets There is concern regarding heavy trucks and where they are parking, especially if loaded with dangerous goods. These trucks are creating deterioration of the roads they park on. Council discussed and resolved that only those with dangerous goods loaded cannot park within a residential area. Administration is to send letters to the individuals who park in Town with potentially dangerous goods loaded. 4) P.D.A.P. Program Claim 2011 Flooding After Council reviewed the report provided by P.D.A.P., it is found that there are discrepancies as our expenses should be closely matched with the advances P.D.A.P. provided near the end of 2011; close enough that P.D.A.P. should almost be reimbursing us for some work completed. Administration, with the assistance from Council, will go through the P.D.A.P. file to find any and all invoices that were not included in the report. 5) Wolseley Dance Club Rent for Administrator provided clarification on what the Dance Club was looking for rent-wise for the Dance Season. 242/14 QUINTYN/LYKE to set the Wolseley Dance Club Town Hall/Opera House rental rate at $ for the first day of the week, and any additional days at $ The Competition and Recital will be set at the regular rate of $ Administrator Quintyn notes we do not have a motion to hire our second Public Works Labourer. 243/14 LYKE/KYLE to hire Christopher Banow for Seasonal Public Works Labourer at $12.00/hour, effective June 6, There is concern regarding the number of sheds on one property in Town. Council resolves for Administration to send letters to those with more than two outbuildings on their property. 244/14 HILDERMAN/HILL to raise Landfill Supervisor, Jesse Savage s hourly rate to $11.00/hour. COMMITTEE REPORTS HILL Wolseley Court House Philippe Robidoux and Frank Dolter were up at the Court House figuring out the electrical for the Canada Day Celebration. There will be a panel installed somewhat similar to what is outside at the Beach. There is currently no outdoor plug-ins. Cost will run approximately $800 to $1,000.
3 Town of Wolseley Regular Minutes June 18, 2014 Page 3 KYLE Advertise with Ken Odland CISE 93.1 FM for the Hospital Supper and the Pig Roast. - Mainstreet has been closed for a couple weeks as Ed Attridge has been on vacation and also attending Mainstreet conferences. LYKE Letters need to be written to select individuals regarding the cutting grass on boulevards. This is not the Town s responsibility as there are too many boulevards in Town, there is not enough manpower to cut everyone s boulevard. - Spillway landscaping on the North side looks good. Work needs to be dealt with on the South side. Public works to do the finishing/landscaping and plant grass. - Culverts: Walker is figuring out the plans for the tender process. MCKENNA Sportsplex is waiting for the financial statements to be complete. - Qu Appelle Beef has increased production from 20 head of cattle per day to 30 head of cattle per day 245/14 KYLE/HILDERMAN to place a 10 x12 garden shed behind the seacan on the South side of the Sportsplex for Storage. HILDERMAN Dam Days meeting had a fantastic turnout, everything is going good and lots of enthusiasm. Dam Days may be asking the Town for some funds in the near future. - Waiting for the screw piles at the Beach Washrooms. We are a little behind schedule, but expecting to be done before the snow flies. - Next year at this time, Splash Park should be up and running. QUINTYN Fire Department had a STARS call last Monday. They were there to assist the landing and transfer of a patient. Everything went well there. Small equipment for the Fire Department arrived. There was a meeting last Monday where a minor incident occurred. Fire Truck backed into a parked truck. No damage to the Fire Truck, and minor damage to the parked truck. Administration looked into how our insurance works for this. Everything is ok. - Hospital re-opening celebration scheduled for this Saturday, June 21. G&D Meats is barbequing and catering the event. Help is needed setting up tables and chairs. Cathedral Energy Services out of Estevan (L. Cieckiewicz) is providing a commercial BBQ for the event. Beach Development Committee is providing bar services. - The working environment at both the Hospital and Lakeside is much better. If management at the hospital has meetings regarding maintenance and buildings, Bev Kenny and Randy Quintyn noted to the management they would like to be present to be in the loop. FJESTAD Agrium green spaces grant was not approved for Wolseley this year. - Museum Auction profit $16,283 - TD Tree Day is tentatively set for Saturday, September 27 9AM to 12PM. Councilor Hilderman will be looking into this. 246/14 FJESTAD/HILDERMAN that the Town of Wolseley authorizes the closure of the Splash Park bank account and the opening of a new bank account for the Wolseley Beach Development. - Mayor Fjestad noted he will be away for the first meeting in July, therefore appoints Councilor Gerald Hill as acting Mayor.
4 Town of Wolseley Regular Minutes June 18, 2014 Page 4 247/14 HILL/QUINTYN that the Town of Wolseley budget $2, towards the Hospital Re-opening Celebration. NEW BUSINESS 1) Wolseley Court House Draft Agreement of Sale Draft agreement is the same agreement; we need to inform the Government of the changes that need to be made. If anything stands out, Council and Administration is to let Councilor Kyle know as he will be speaking to the Government representatives regarding this. - Councilor Kyle informed Council the Town will be receiving a letter confirming the asbestos removal. An agreement must be made prior to transfer regarding the Fire Suppression system between the Court House and Lakeside Nursing Home. Property lines are surveyed and the Government has all these. - Timeline was looking like July 1 to be transferred but this will not be happening as all items listed above need attention prior to transfer. Ed Attridge will be involved to provide information to the Government as well. 2) Wolseley Court House Preparing for an Architect Document provided by Ed Attridge and Allan Gurtler was reviewed by Council on how to start the process for hiring an architect and interior designer. Both are willing to help with any questions or concerns. The recommendation brought to Council was to start advertising for a design team consisting of a Project Manager, Interior Designer and an Architect. 248/14 HILDERMAN/KYLE to start advertising for a project manager and interior/exterior designer for the Court House project. 3) Wolseley Dam Days Request Permission for Event 249/14 HILL/QUINTYN that approval be given to close Garnet Street North from Water Street to Varennes Street for the Dam Days Celebration from 12:00 PM on Thursday July 31 st, 2014 through until 12:00 PM on Monday August 4 th, OLD BUSINESS 1) Kahkewistahaw Municipal Services Agreement Review of Lawyer s draft. Nothing will be moved on this item until after the Official Community Plan is approved first. 2) Surveying Town Owned Lots Administration had to resend the with all the signed documents accepting the quotes as provided. Compass Geomatics looked at the schedule and figure they will not be around Town until July. Administrator noted the sooner the better, and priority areas were Spruce Street lots and the Tourist Booth site. 3) Walker Projects Peanut Line Culvert replacements (See Councilor Lyke Committee report for information) 4) Walker Projects Drainage Improvements No updates 5) Commercial Lease Agreement Proposal with letter was sent May 27, 2014 No updates
5 Town of Wolseley Regular Minutes June 18, 2014 Page 5 CORRESPONDENCE 1) Edna Boehnert Concerns regarding livestock she read in the Town Council Highlights that 15 livestock units be allowed per 28 acres of pastureland. Feedlot and/or concentrated livestock operations will not be allowed within town limits. Council directs administration to write to Mrs. Boehnert stating she is well within the limits of this regulation, and there are no problems there. 2) Richard Solberg writing on behalf of Wolseley-Sintaluta Masonic Lodge (In Camera Discussion) regarding signage for the lodge. 3) RM of Wolseley No. 155 confirming cost-share for hospital re-opening celebration and also a few other notes of keeping the lines of communication open between Town and RM regarding Fire services and any municipal infrastructure that may have an impact in the RM. Wolseley-Sintaluta Masonic Lodge Signage 250/14 HILDERMAN/QUINTYN move to go In Camera at 10:05 pm. 251/14 HILL/HILDERMAN move to go out of In Camera at 10:12 pm. 252/14 HILL/HILDERMAN to deny proposal for the Wolseley-Sintaluta Masonic Lodge sign and encourage a sign similar in size to the Lions Club entrance signs. DISCUSSION - Councilor Lyke to talk to Richard Solberg and Dave McMain regarding Pest Control - Bob Puffalt Retirement Party Steak supper at the Banbury House Inn upstairs Thursday, June /14 HILL/KYLE to move Council meeting in July to Thursday the 3 rd.
